Abstract

Mangrove ecotourism in Tanjungpinang City is a very potential sector to support sustainable development, especially in preserving mangrove ecosystems and improving the welfare of local communities. The background of this study focuses on the importance of effective mangrove ecotourism management amidst various environmental threats, such as deforestation and lack of supporting infrastructure. The purpose of this study is to analyze the implementation of mangrove ecotourism management policies in Tanjungpinang and identify obstacles and opportunities that arise in the process. The method used in this study is descriptive qualitative, with data collection through in-depth interviews, field observations, and analysis of related policy documents. This study also uses a policy analysis approach to evaluate the implementation of local government policies. The results of the study indicate that although there are policies that support mangrove ecotourism management, their implementation is not optimal. The main obstacles faced include low local community participation, lack of funding, and limited environmentally friendly tourism infrastructure. In addition, supervision of activities that damage the ecosystem, such as illegal logging, is still ineffective. The conclusion of this study is that mangrove ecotourism management in Tanjungpinang requires improvements in terms of community participation, adequate funding, and strengthening regulations and supervision. Collaborative efforts between government, communities and the private sector are key to success in creating sustainable ecotourism and providing economic and environmental benefits to local communities.

Abstract

Capacity Building as a form of institutional progress for the creation of better organizational performance in perfecting the implementation of the bureaucracy during the COVID-19 pandemic. The purpose of this study is to analyze capacity building in the Department of Women's Empowerment, Child Protection, Population Control and Family Planning, Bintan Regency. The research method used a qualitative approach by reviewing secondary data in the 2020 Government Agency Performance Accountability Report (LAKIP) and other documents which were then analyzed in-depth using the concept of institutional capacity building as a form of evaluating organizational performance in the future in reform bureaucracy. The results show that institutional capacity building in the Department of Women's Empowerment, Child Protection, Population Control, and Family Planning in Bintan Regency has to support and inhibiting factors during the COVID-19 pandemic. it focuses on regulations and rules during a world health emergency that makes the government system not in a normal condition so that these inhibiting factors cannot be guaranteed to disappear. In addition, the supporting factor is organizational leadership ensuring that the vision and mission of the regional head as stated in the RPJMD in the Department of Women's Empowerment, Child Protection, Population Control and Family Planning in Bintan Regency, which gets special attention as stated in the mission of the Regent of Bintan Regency 2021-2026.

Abstract

Various policies and programs have been issued by the Government of Indonesia to overcome climate damage caused by irresponsible individuals, such as PIPPIB, Indonesia FOLU (Forest and Other Land Use) Net Sink 2030, Climate Village Program, and various other pro-grams. Riau Islands Province is one of the provinces tasked with running the program. However, from various series of programs directed by the Ministry of Environment and Forestry of the Repub-lic of Indonesia, there are problems experienced such as Human Re-sources, Budget, and Inter-Island Connectivity that are difficult to reach. Therefore, this research aims to identify various policy op-tions that will be carried out by the Riau Islands Provincial Envi-ronment and Forestry Service in overcoming land damage or defor-estation that occurs. The research method used is a review study with data collection techniques in the form of documentation of var-ious related research results. The theory used is according to Thom-as R. Dye (2012) regarding the Process Model. The results showed that starting from the Problem Identification stage to Policy Imple-mentation, the Riau Islands Provincial Government used policy op-tions that had been prepared through the DLHK Riau Islands Strate-gic Plan, such as the Climate Village Program, Biodiversity Manage-ment (KEHATI), Forest Management, and several other programs. Until the Policy Evaluation stage, the government chooses policy options that are tailored to its fiscal and human resource capabili-ties and chooses policies that have been successfully implemented. One of the conclusions in this research is that there is a need for pol-icies and regulations in the implementation of activities that sup-port land damage control.

Abstract

This research refers to the problem of improving employee performance and discipline at the Bintan Regency Education Office and the alternative step taken by the Government is to create the SIKAB Application. The purpose of this study is to evaluate the steps taken by the Bintan Regency government in overcoming the problems caused by the SIKAB application and the impact felt by employees after using it. The method used is descriptive qualitative with a case study approach, data collection is done by means of observation, interviews, and documentation. The results showed that the application still had an impact on increasing employee discipline, but not with applications that still experienced errors and did not have a remote radar feature. Not only that, special development and further evaluation are still needed in overcoming application problems and what kind of performance is carried out by employees of the Bintan Regency Education Office. The conclusion in this study found that the SIKAB application has been running well, as evidenced by the existence of application development and various other problems related to improving employee performance and discipline at the Bintan Regency Education Office.

Abstract

The development of the Nongsa Special Economic Zone (SEZ) in Batam City is aimed at becoming a strategic hub for digital economy growth and creative industries. However, its implementation faces serious governance challenges, such as overlapping authority between the Batam City Government and the Batam Indonesia Free Zone Authority (BP Batam), inadequate supporting infrastructure, and low stakeholder engagement. This study aims to analyze the collaborative governance model in the management of the Nongsa SEZ using the framework of Ansell and Gash, which consists of four core components: starting conditions, institutional design, facilitative leadership, and the collaborative process. This research employs a qualitative approach with a case study method, utilizing in-depth interviews, document analysis, and participatory observation as data collection techniques. The findings reveal four main issues: power imbalances, exclusivity in institutional design, weak facilitative leadership, and suboptimal collaborative processes. These factors hinder the development of inclusive and sustainable collaboration. This study offers practical contributions by proposing a participatory collaborative forum and academic contributions by enriching the literature on collaborative governance in digital economy-oriented SEZ development in Indonesia. This study concludes that the governance of the Nongsa SEZ has not yet fully met the prerequisites for effective collaboration as defined by Ansell and Gash. Strengthening formal collaborative forums, enhancing the capacity of local actors, and aligning regulations across government levels are necessary to support participatory, integrated, and sustainable SEZ governance.

Abstract

Ecotourism has emerged as a key strategy for harmonizing environmental conservation with local economic development, particularly in biodiverse coastal regions. Mangrove forests, as critical ecological buffers and carbon sinks, have gained attention for their potential to support sustainable tourism models. This study investigates the dynamics of policy implementation for mangrove ecotourism in the coastal area of Tanjungpinang, Indonesia, using Grindle’s Policy Implementation Framework to analyze both policy content and implementation context. The research aims to evaluate how the local tourism policy specifically Regional Regulation No. 8 of 2021 is translated into action at the grassroots level. A qualitative descriptive method was employed, incorporating in-depth interviews, field observations, and document analysis involving various stakeholders, including government agencies, NGOs, tourism operators, and community representatives. Findings reveal that while the regulation outlines clear environmental and socio-economic goals, implementation is hindered by inter-agency fragmentation, centralized decision-making, limited infrastructure, and minimal community participation. Power asymmetries and bureaucratic misalignment further complicate the delivery of intended outcomes. Despite these obstacles, some benefits have emerged, such as increased awareness and pilot ecotourism initiatives. The study concludes that for mangrove ecotourism to achieve meaningful ecological and economic outcomes, a participatory governance model is essential. Strengthening institutional coordination, enhancing grassroots involvement, and securing diversified resources are critical to bridging the gap between policy vision and practical impact.

Abstract

This research aims to examine primordialism and voting behavior of Malay ethnic during the 2005-2015 Riau Islands governor election (Pemilihan Gubernur or Pilgub). The political phenomenon in Riau Islands seems to be different from other areas where other Malays dominate since non-Malay ethnic candidates won the governor election. This research used a qualitative method with a descriptive technique. The data were collected using in-depth interviews and direct observation. Informants were selected using a purposive sampling technique. The result found that people of Malay ethnic are open-minded. The candidates elected also can prove qualified personal and successfully leading the Malay ethnic people in moving ahead. Non-Malay ethnic won the Riau Islands (known as Kepri (Kepulauan Riau)) governor election determined by 1) The political identity of Malay ethnic people is open-minded, coexisting Islamic identity, speaking Malay language, practicing Malay culture, and committing to build and develop Malay ethnic people, so the candidates identified as part of Malay ethnic people and considered by the Malay ethnic people as a candidate for leader of the Malay people in a broadening sense; 2) the figure of candidates can socialize with people of Malay ethnic; 3) other minority ethnics and political parties supported the candidates. Native Malay candidates were failed due to the lack of contribution to the people of Malay ethnic in particular and the Riau Islands in general.

Abstract

The efforts of various regions to introduce the identity and beauty of their areas are often hindered by inadequate infrastructure and poor management by local governments. Additionally, funding, which is critical for development, poses a significant challenge. As a solution, Public-Private Partnerships (PPP) offer an alternative approach to budgeting and financing that extends beyond the use of regional (APBD) and national (APBN) budgets. In Bintan Regency, various infrastructure developments aimed at supporting the tourism sector have been undertaken. Notably, PT. Angkasa Pura II, in collaboration with PT. Bintan Aviation Investments, is committed to constructing an international airport designed with Airport Resort Facilities, named Bintan New Airport or Busung Airport, to bolster the economy of Bintan Regency. However, the study reveals that the development, which is anticipated to become a cornerstone of economic strength in Bintan Regency, faces significant challenges from the Airport Business Entity (BUBU). This has resulted in delays and complications in the continuation of the airport construction project between PT. Angkasa Pura II and PT. Bintan Aviation Investments. Despite these obstacles, the partnership remains focused on achieving its goal of enhancing the regional economy through improved infrastructure and tourism facilities. he collaboration between PT. Angkasa Pura II and PT. Bintan Aviation Investments represents a strategic move to leverage private sector efficiency and innovation in public infrastructure projects. Nonetheless, the ongoing challenges with the Airport Business Entity highlight the complexities involved in such partnerships, necessitating careful management and oversight to ensure project continuity and success.

Abstract

Kecamatan Belakang Padang, yang terletak di wilayah kepulauan Kota Batam, menghadapi berbagai tantangan dalam penyelenggaraan pelayanan publik yang efektif dan manajemen kinerja aparatur pemerintahan. Wilayah ini terdiri dari pulau-pulau kecil yang tersebar, dengan akses transportasi dan komunikasi yang terbatas, sehingga memengaruhi kualitas dan kecepatan pelayanan kepada masyarakat. Permasalahan utama yang dihadapi adalah belum optimalnya sistem manajemen kinerja aparatur dan rendahnya partisipasi masyarakat dalam evaluasi pelayanan publik. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas aparatur sipil negara (ASN) dalam menyusun indikator kinerja individu, mengimplementasikan prinsip Total Quality Management (TQM), serta membangun sistem evaluasi kinerja berbasis data lokal. Pendekatan yang digunakan adalah partisipatif-kolaboratif melalui tahapan observasi, Focus Group Discussion (FGD), pelatihan teknis, dan pendampingan intensif. Hasil kegiatan menunjukkan peningkatan signifikan dalam pemahaman ASN terhadap indikator kinerja, penyusunan standar pelayanan minimum, serta kemampuan penggunaan aplikasi evaluasi sederhana berbasis digital. Selain itu, kegiatan ini juga berhasil membangun sinergi antara aparatur kecamatan dan masyarakat dalam mewujudkan pelayanan publik yang lebih transparan dan responsif. Kegiatan pengabdian ini membuktikan bahwa penerapan prinsip-prinsip TQM dalam konteks wilayah kepulauan dapat dilakukan secara efektif apabila disertai dengan pelibatan aktif komunitas lokal dan dukungan kelembagaan.
