Abstract

Penelitian ini tentang implementasi kebijakan pelayanan E-KTP di Kecamatan Majalaya Kabupaten Bandung. Terbitnya Peraturan Presiden Republik Indonesia No.112 Tahun 2013 tentang perubahan keempat atas Peraturan Presiden No.26 tahun 2009 tentang Penerapan Kartu Tanda Penduduk Berbasis Nomor Induk Kependudukan Secara Nasional adalah bentuk langkah yang diambil pemerintah untuk membangun database nasional kependudukan yang ada di Indonesia, sehingga setiap penduduk hanya memerlukan satu KTP saja sebagai identitas diri. Dalam penelitian ini, penulis menggunakan model pendekatan implementasi kebijakan yang dirumuskan oleh Van Meter dan Van Horn yang disebut dengan A Model of the Policy Implementation (1975) yang menyebutkan ada enam indikator yang terdiri dari standar kebijakan dan sasaran, sumber daya, komunikasi, karakteristik badan pelaksana, lingkungan sosial ekonomi dan politik serta sikap pelaksana. Metode yang digunakan dalam penelitian ini yaitu metode penelitian kualitatif dengan pendekatan deskriptif. Peneliti bertujuan untuk mendeskripsikan Implementasi Kebijakan Pelayanan E-KTP di  Kecamatan Majalalaya Kabupaten Bandung. Teknik pengumpulan data dilakukan dengan mengumpulkan data primer dan data sekunder melalui wawancara, observasi, dokumentasi dan studi kepustakaan. Dalam penentuan informan, peneliti menggunakan teknik purposive sampling.Dari penelitian dapat diambil kesimpulan bahwa pelayanan e-ktp sudah dilaksanakan oleh Kecamatan Majalaya dinaungi oleh Disdukcapil Kabupaten Bandung sejak 2012. Hasil penelitian menunjukkan bahwa Implementasi Kebijakan Pelayanan E-KTP di Kecamatan Majalaya Kabupaten Bandung sudah cukup baik, namun masih terdapat beberapa kendala yang dihadapi seperti pada aspek sumber daya, kurangnya kedisiplinan pegawai dan keterbatasan sarana dan prasarana dan juga kurangnya sosialisasi ke masyarakat yang tinggal di pedalaman. This research is about the implementation of E-KTP service policy in Majalaya District, Bandung Regency. The issuance of the Presidential Regulation of the Republic of Indonesia No.26 of 2009 concerning the Implementation of National Identity Cards Based on the National Population Identification Number. E-KTP is a step taken by the government to build a national population database in Indonesia, so that each resident only needs one ID card as their identity. In this study, the author uses the theory of Van Meter and Van Horn which states that there are six indicators consisting of policy standards and targets, resources, communication, characteristics of implementing agencies, socio-economic and political environment and attitudes of implementers. The method used in this research is descriptive qualitative research method. Data collection techniques were carried out by collecting primary data and secondary data through interviews and observations, documentation and literature studies. In determining the informants, the researcher used purposive sampling technique. From the research, it can be concluded that the e-KTP service has been implemented by Majalaya District under the auspices of the Disdukcapil Bandung Regency since 2012. The results show that the Implementation of the E-KTP Service Policy in Majalaya District, Bandung Regency is quite good, but there are still some obstacles faced such as on the aspect of resources, lack of employee discipline and limited infrastructure and facilities  , and also the lack of socialization to people living in remote areas.

Abstract

Penelitian ini bertujuan untuk menjelaskan keberjalanan implementasi kebijakan pelayanan terpadu satu pintu yang dilakukan di Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Bandung yang mulai berjalan sejak di keluarkannya Peraturan Daerah Nomor 15 Tahun 2018 tentang Perubahan Atas Peraturan Daerah Nomor 12 Tahun 2016 Tentang Pembentukan dan Susunan Perangkat Daerah. Metode penelitian yang digunakan pada penelitian ini adalah metode penelitian diskriptif dengan pendekatan kualitatif, dimana peneliti menggambarkan fakta-fakta tentang masalah yang menjadi fokus dan diringi dengan interpretasi yang akurat melalui wawancara yang mendalam. Model Implementasi yang digunakan dalam penelitian ini yaitu Model Edward III (1980). Model ini menggambarkan implementasi kebijakan pelayanan terpadu satu pintu dengan faktor-faktor yang terdiri dari komunikasi, sumberdaya, disposisi, dan struktur birokasi. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan pelayanan terpadu satu pintu di Kabupaten Bandung sudah terlaksana dengan cukup baik, namun DPMPTSP Kabupaten Bandung belum secara rutin dan langsung melakukan komunikasi dengan kelompok sasaran perijinan juga dengan dinas terkait tentang kejelasan SOP. Ada pula jenis pelayanan pada aplikasi perijinan yang belum sesuai dengan kebutuhan sehingga tujuan pelayanan terpadu, yaitu cepat dan tepat belum dapat tercapai secara maksimal.   The main purpose of this research is to describe the implementation of the one-stop integrated service policy going at the Investment and One Stop Service (DPMPTSP) in Bandung Regency which has been running since the enactment of Regional Regulation Number 15 of 2018 concerning Amendments to Regional Regulation Number 12 of 2016 Concerning the Formation and Composition of Regional Apparatus. This research is based on a qualitative descriptive method, which describe the facts about the main problem and is accompanied by an accurate interpretation. The implementation model used in this research is the Edward III Model (1980). This model describes the implementation with factors consist of communication, resources, disposition, and bureaucratic structure. The results of this research indicate that the implementation of the one-stop integrated service policy in Bandung Regency has been well implemented. But DPMPTSP in Bandung Regency has not routinely and directly communicated for the licensing target group, also with the related agencies regarding the clarity of the standard operational. Moreover, there are also types of services in licensing application that are not in accordance with the needs, so that the purpose of integrated services, which are fast and precise, cannot be achieved optimally yet.

Abstract

This study uses qualitative data interview techniques Cipayung Alliance Bandung City and is equipped with a literature review. The results showed that the movement carried out by the Bandung City Cipayung Alliance in the Bandung Corruption Emergency Action was a moral movement. This movement is a part that must be done because the idea of every student organization that is part of the Bandung City Cipayung Alliance is to activate the weak. Corruption is a crime that results in losses for the government of Bandung City. The pattern of movement carried out in Bandung Emergency Corruption is through discussion, then carrying out street activities and making the media an organizational tool as well as a tool for campaigns related to issues. Ihtiar examining the internal provides comprehensive insight and knowledge. The problem is, to see and believe that this movement is a movement that deserves to be carried out and fought for.

Abstract

ASEAN-China Free Trade Area (ACFTA) telah mendorong peningkatan perdagangan antara Tiongkok dengan negara-negara ASEAN, termasuk Indonesia. Hubungan bilateral antara Indonesia dengan Tiongkok di berbagai bidang pun semakin meningkat. Penelitian ini dilakukan untuk menjelaskan hubungan bilateral dan perdagangan antara Indonesia-Tiongkok di bidang pertanian. Penelitian ini bersifat kualitatif dengan menggunakan pendekatan perdagangan bebas serta hubungan bilateral. Teknik pengumpulan data adalah studi pustaka dengan beberapa tahapan yakni pengumpulan data, mereduksi data, hingga penarikan kesimpulan. Dari hasil penelitian diketahui bahwa peningkatan kerja sama dan perdagangan kedua negara di bidang pertanian memberikan hasil positif bagi Indonesia, antara lain meningkatnya volume ekspor Indonesia ke Tiongkok untuk beberapa komoditas pangan. Hubungan bilateral kedua negara, termasuk perdagangan pangan, perlu terus dilanjutkan meskipun Indonesia harus tetap menjaga kedaulatan pangannya dan menghindari membanjirnya produk pangan impor yang akan melemahkan pertanian di dalam negeri.

Abstract

Prevention of the use of violence or the occurrence of war between countries is absolutely necessary to avoid violations of international law and security. In international relations between countries, harmony is needed in various activities, and this will not be achieved if the parties do not have good faith in resolving their disputes. International law regulates the dispute in the United Nations Charter. Therefore the purpose of this research is to analyze the peaceful settlement of international disputes based on the principles of international law. This research uses a qualitative approach with descriptive methods. The results of the study show that international disputes can occur due to poverty and injustice, racial and religious differences, extremism, controversy and discrimination. In the settlement of international disputes peacefully can be done in three ways, namely through diplomatic channels, legal channels, and through international organizations.

Abstract

Through the Belt and Road Initiative strategy in the reign of President Xi Jinping, China is currently working toward the goal of becoming a new global power. As part of this effort, China is currently offering a significant amount of investment support to nations in Southeast Asia. Providing this money so that China can establish its dominance in the Southeast Asian region. The purpose of this research is to investigate China's economic diplomacy in the Southeast Asian Region through the policy of the Belt and Road Initiative (BRI). The writers of this study took a qualitative approach and used descriptive methodologies in their research. According to the findings of this study, the Belt and Road Initiative (BRI) was initiated by China and has contributed in some way, shape, or form through its rapid funding, encouraging infrastructure connectivity on multiple levels (local, regional, and intercontinental), and encouraging economic, monetary, and trade cooperation in the Southeast Asian region. However, via this cooperation, China will be able to establish its hegemony in that country and will be able to alter the course of other countries who were before cautious and defensive toward the BRI.

Abstract

Rich in natural oil and gas resources, the South China Sea region is one of the busiest shipping zones in the world. This area has been claimed by China as its sovereign territory, prompting protests from Vietnam and the Philippines, among others. This makes this region extremely conflict-prone. The existence of this possible war has prompted the United States to compete with China for influence in this region, rather than remaining mute. The United States, Britain, and Australia created the AUKUS Security Treaty to increase their power. Therefore, the purpose of this study is to assess the AUKUS security treaty for the South China Sea region. This study employs a qualitative methodology with descriptive techniques. Geopolitical dynamics have resulted in competition for supremacy in the South China Sea Region, according to the findings of this study. This has an effect on the region's security vulnerabilities. The formation of the AUKUS Pact was motivated by the need to reduce Chinese dominance in the South China Sea region. The inability of countries in the South China Sea region to sustain security stability in the region is a result of their contradictory traits. The author says that countries in the South China Sea region, particularly ASEAN members, have two options for sustaining security stability in the region: power balancing or diminishing China's dominance by backing the AUKUS Pact.

Abstract

Interactions between countries in the Asia Pacific region have a direct bearing on the way in which security in that region evolves through time. Recent events have elevated the bilateral relationship between China and the United States to the status of an intriguing phenomena, largely due to the fast growth of China's economy and military. Because of this scenario, the emphasis of United States political policy, which had previously been placed on the Middle East region, has shifted to the Asia Pacific region. The presence of two countries, each of which is striving to achieve domination in the Pacific, will have an effect on the safety of the surrounding area. Therefore, the purpose of this article will be to attempt to study the political policies of the United States in the Asia Pacific region and to determine what influence such policies have on the stability of regional security. area that was implemented by China through the OBOR in order to compete with the United States as a major power in the Asia Pacific region and ended up perceiving the US rebalancing strategy as a response to China's domination in the Asia Pacific region.

Abstract

This research aims to explore global security initiatives as an effort to maintain peace in the region. In the context of increasingly complex and rapidly changing global dynamics, security challenges are becoming increasingly complex and require a more holistic and integrated response from various global actors. Based on literature review and analysis of secondary data, this study identified several principles such as shared, comprehensive, cooperative and sustainable security vision, respecting the sovereignty and territorial integrity of all countries, complying with the goals and principles of the UN Charter, taking the legitimate security issues of all countries seriously. , resolve differences and disputes peacefully between countries through dialogue and consultation and maintain security in traditional and non-traditional spheres. This research finds that global security initiatives can make a significant contribution in maintaining regional peace. However, this research also shows that the implementation of effective global security initiatives requires strong political support, intensive cooperation from various global actors, and increased institutional capacity in overcoming global security challenges. Therefore, this study concludes that global security initiatives can be an effective alternative to maintain peace in the region, however, they need to receive more serious attention from global policy makers in efforts to build sustainable and stable peace in the region

Abstract

In a country, the government has the responsibility to provide equitable and quality access to education for all its citizens. This involves policy and investment in the education sector, training teachers, developing relevant curricula, and building adequate educational infrastructure. The provision of education is a fundamental requirement for the reconstruction of a civilization. This is a basic service that every individual needs and a responsibility that must be carried out by the state. Therefore, education is the process of developing and imparting knowledge, skills, and values to individuals in order to improve their abilities and quality of life. Education does not only occur in the school environment but can also occur in the home, community, and surroundings. This study aims to explain and describe educational policy innovations in the Provincial Government of West Java by using policy innovation instruments to conduct analysis. The method used in this study is a descriptive qualitative approach with the determination of informants using purposive techniques and triangulation for data processing. The results of the analysis show that the concept of Jura Education is a policy innovation that has fulfilled three main instruments, namely regulatory instruments, economic and financial instruments, and soft instruments. However, as a pilot project, this policy innovation still encounters a number of challenges in its implementation, requiring development from the government and related actors.
