Abstract

Abstract: Recruitment of regional head candidates is part of the political process within the internal party facing the General Election. Candidate selection is a "secret garden" for each party, besides the easy selection process by other powers outside political parties. This study answers the research question "What is the method of selection in the political recruitment of regional head candidates by the National Mandate Party in the General Election in Tasikmalaya City 2017". This study attempts to review, analyze candidate selection. The theory used is the theory of candidate selection from Rahat (2001). The results of this study indicate that the election in PAN is determined by party elites. Selection is also superior by the strength of "local strongmen" and large financials. The process of selecting candidates in the PAN shows a degree of semi-democracy. The selection of PAN internal cadres is not a qualified cadre who is not qualified, but the selection process of candidates approved by local strongmen, and great financial strength.Keywords: Political Parties, Political Recruitment, Candidate Selection, Elections. Abstrak: Rekrutmen calon kepala daerah merupakan bagian dari proses politik di internal partai dalam menghadapai Pemilukada. Seleksi kandidat merupakan “secret garden” bagi setiap partai, selain itu proses seleksiterkadang mudah dipengaruhi oleh kekuatan lain di luar partai politik. Penelitian ini untuk menjawab pertanyaan penelitian “Bagaimana metode seleksi dalam rekrutmen politik calon kepala daerah oleh Partai Amanat Nasional pada Pemilukada di Kota Tasikmalaya 2017”. Penelitian ini bertujuan untuk menggambarkan, menganalisis seleksi kandidat. Teori yang digunakan adalah teori seleksi kandidat dari Rahat (2001). Hasil penelitian ini menunjukkan bahwa seleksi pada PAN ditentukan oleh elit partai. Seleksi juga dipengaruhi oleh kekuatan “local stronge man” dan financial yang besar. Proses seleksi kandidat pada PAN menunjukan derajat semi demokratis. Tidak terpilihnya kader internal PAN bukan disebabkan kader yang maju tidak berkualitas, akan tetapi proses seleksi kandidat dipengaruhi oleh local stronge man, dan kekuatan financial yang besar.Kata Kunci: Partai Politik, Rekrutmen Politik, Seleksi Kandidat, Pemilu.

Abstract

Being brought in as a tool to empower socio-cultural integration between Southeast Asian countries, the ASEAN Tourism Strategy Plan (ATSP) has become a standard norm among Southeast Asian countries to achieve sustainable tourism practices.  Discussing local tourism policy prospects for regional integration is central to understanding whether compliance with ATSP standards, which is notably regarded as a non-sensitive issue in the ASEAN socio-cultural pillar, is applicable at the regional level, and beneficial for the local authorities. Despite that ASEAN countries have strongly relied on the tourism economy, scholars have yet to understand whether member states are ready to comply with ATSP. This research aimed to thoroughly evaluate sustainable tourism development in one destination site in Indonesia, using the case study of Saba Budaya Baduy of Banten Province. By reviewing policy measures, aspirations and interests of diverse actors in Banten, the research argued that adherence to ATSP is constrained by the dilemma between promoting economic development and preserving the cultural heritage of the Baduy Indigenous people. The research applied a qualitative method with a case study approach, which involves in-depth interviews, field observations, and analysis of policy documents. It also suggests that to ensure the readiness to comply with ATSP, the Indonesian authority needs more participatory policies.

Abstract

This study aims to conduct a bibliometric analysis of articles on policy interventions undertaken by international donor agencies in the Scopus database. This study uses a bibliometric analysis based on the Scopus database. One hundred one articles on policy interventions from international donor agencies in the Scopus database. Then classified by year of publication, author, affiliation, keywords and journal-title. The author also conducts a literature review of articles regarding policy interventions carried out by international donor agencies in the Scopus database. Analysis of bibliographical characteristics and content of articles regarding policy interventions carried out by international donor agencies in the Scopus database has been partially answered. Analysis of bibliographical characteristics, such as number of citations and keywords, provides valuable insights into trends and focus of the literature. This research provides valuable insight into the characteristics and content of articles on policy interventions by international donors. However, further research is needed to thoroughly understand each article's content and findings and develop new knowledge in this field. population.

Abstract

Pemilu Serentak 2019 menjadi momen bersejarah di Indonesia karena pertama kalinya pemilu dengan pemilihan anggota Legislatif (DPR, DPRD, DPD) dan Eksekutif (Presiden dan Wakil Presiden) diselenggarakan secara serentak. Pada Pemilu Serentak 2019 pastinya menghadapi banyak fenomena dalam pelaksanaannya salah satunya pada penyusunan daftar pemilih. KPU Kota Tangerang sebagai panjang tangan kedinasan dari KPU RI, dalam penyelenggaraan Pemilu Serentak 2019  juga menghadapi fenomena dalam penyusunan daftar pemilih. Kota Tangerang Selatan sebagai kota penyangga Ibukota Jakarta dan sebagai kota dengan perkembangan yang pesat harus berjibaku dengan data penduduk yang tidak dinamis. Penelitian ini mengangkat fenomena yang terjadi pada proses penyusunan daftar pemilih di Kota Tangerang Selatan saat Pemilu Serentak 2019, dengan tujuan penelitian untuk mengetahui permasalahan apa saja yang dialami KPU Kota Tangerang Selatan selama proses penyusunan daftar pemilih berikut penyebab dan solusinya. Dengan pendekatan metode kualitatif deskriptif yaitu dengan melakukan wawancara langsung dengan para pelaku penyusun daftar pemilih yaitu KPU Kota Tangerang Selatan, Bawaslu, dan Instansi terkait lainnya serta perwakilan badan adhoc. Dalam penelitian ini diketahui bahwa KPU Kota Tangerang Selatan masih menghadapi permasalahan yang bersifat klasik ditambah dengan permasalah teknis yang terkini. Lalu apa penyebab dan bagaimana solusinya.Kata Kunci: Daftar Pemilih ,Permasalahan, Penyebab dan Solusi

Abstract

In analyzing confrontation, academic studies in the field of International Relation are highly associated with conventional narrative approaches. Unfortunately, exclusive and excessive use of an approach in the field may hinder the academic development in the field. Earlier studies show that cross-fertilization internal and external approaches can promote scientific progress in the field. This study aims to promote the use of confrontation analysis, an analysis tool that is considered as external to the field of international relations. There are some studies in the field of international relations that utilize confrontation analysis in conflict modelling. Nonetheless, these studies are limited only to the cases of western hemisphere. This study focuses on the implementation of confrontation analysis in the conflict in East Asia region, i.e. Chinese civil war and Korean war. These cases are selected due to the abundant available information on these conflicts and the knowledge on these conflicts has matured. This study shows that confrontation analysis is able to explain the increase of escalation and its downturn during the conflict.

Abstract

This research aims to identify the policy acceleration strategy for a Clean and Serving Bureaucratic Area at MPP Bale Madukara, Purwakarta Regency. The study was conducted using a qualitative method, involving interviews and literature review of the research object. Based on the research results, several aspects still need improvement to enhance services at MPP Bale Madukara, Purwakarta Regency. The policy acceleration strategy for the Clean and Serving Bureaucratic Area (WBBM) based on the theory by Wheelen and Hunger in Ade Irawan (2015: 45) at MPP Bale Madukara still requires strengthening in strategy formulation and strategy implementation. Regarding strategy formulation, there is a need for improvements in governance, such as work programs and specific SOPs for MPP Bale Madukara. In terms of strategy implementation, while the overall performance of DPMPTSP is very good, specific performance measurement for MPP Bale Madukara has not been conducted yet, and evaluation and control from all tenants at MPP Bale Madukara are necessary.

Abstract

Interactions between countries in the Asia Pacific region have a direct bearing on the way in which security in that region evolves through time. Recent events have elevated the bilateral relationship between China and the United States to the status of an intriguing phenomena, largely due to the fast growth of China's economy and military. Because of this scenario, the emphasis of United States political policy, which had previously been placed on the Middle East region, has shifted to the Asia Pacific region. The presence of two countries, each of which is striving to achieve domination in the Pacific, will have an effect on the safety of the surrounding area. Therefore, the purpose of this article will be to attempt to study the political policies of the United States in the Asia Pacific region and to determine what influence such policies have on the stability of regional security. area that was implemented by China through the OBOR in order to compete with the United States as a major power in the Asia Pacific region and ended up perceiving the US rebalancing strategy as a response to China's domination in the Asia Pacific region.

Abstract

This research aims to analyze extra-campus student organizations' political orientation in the 2019 presidential election in Makassar city using the qualitative descriptive research methods approach. Data collection methods use in-depth interviews and literature studies. Informants selection using purposive sampling techniques. This research indicates that internal factors relate to the extra-campus student organization's internal conditions in the 2019 presidential election in Makassar city. These internal conditions include encouraging their cadres to mature politically and democratically, maintaining the neutrality and idealism of cadres, and keeping the nation and state integrity. Besides, they supervise the government by conducting dialogue and discussion. At the same time, they imply that the 2019 presidential election's political agenda is a learning arena and rejects practical politics and oversees the candidate's vision and mission and every government policy by conducting studies. External factors are related to the influence from outside the extra-campus student organization, namely the alumni organization. The eight extra-campus student organizations consisting of HMI, PMKRI, GMKI, GMNI, PMII, IMM, KAMMI, and GEMA Pembebasan stated no intervention to select one candidate pair in the 2019 presidential election in Makassar city based on alumni's organizational instructions. There are three political orientations in the extra-campus student organizations in Makassar city: first, cognitive political orientation, second, affective political orientation, and third, evaluative political orientation.

Abstract

The space utilization program policy, which is realized in preparing indications for the main space utilization program, is the key to achieving spatial planning objectives and a reference in regional development planning. This research aims to examine and analyze how the Bandung Regency Government (Department of Industry and Trade, Regional Planning, Research and Development Agency, Public Works and Spatial Planning Service, and Environmental Service) implements phase 1 space utilization program policies (2017- 2021) based on a combination of rational model and management models dimensions from Khan and Khandaker's policy implementation theory. The method used in this research is descriptive qualitative through interviews with sources using purposive sampling supported by literature from journals, data, and other reports from central and regional governments that are relevant to the research. The results of this research show that the implementation of the space utilization program policy has not been running optimally, so improvements are needed in terms of maintaining consistency between the main space utilization program and regional sectoral programs, through periodic monitoring before the 5-year review, improving the quality of resources in optimizing expenditure budgeting planning capabilities regional areas, building intense communication with SMEs and increasing cooperative connectivity between the TPT industry which functions upstream and downstream in the Bandung Regency area.

Abstract

This article tempts to verify the intricate dynamics of political alliances between Islamist groups and opposition parties in Indonesian elections, focusing on the 2018 West Java gubernatorial contest. The study employs exit poll data, investigating the relationship between religiosity, politico-religious narratives, and voting behaviour. While the mobilising power of Islamist groups appeals to political parties, creating a temporary alliance, these do not guarantee electoral triumph even in a conservative region. The politico-religious propaganda, in principle, consolidates Islamist-inclined voters. Despite high levels of religiosity among voters, the alliance's strategies fail to convey this religious mobilisation into broad electoral success. This underscores that the efficacy of such campaigns is contextually dependent and shaped by local socio-political conditions. However, the alliances offer potential political leverage, suggesting an enduring interplay between Islamist groups and political parties in the Indonesian electoral landscape. This exploration contributes to understanding the complexities of Islamist mobilisation within multi-level electoral contests.
