Abstract

The current COVID-19 pandemic condition requires the Indonesian government to act quickly and effectively in dealing with the threat of a crisis; for this reason, the concept of adaptive governance promises a more innovative approach in an effective way to deal with a complex environment. Adaptation in governance is carried out by producing policy products that are swift, efficient, and effective in handling the COVID-19 pandemic. This research aims to find out how the local government of East Kutai Regency applies the concept of adaptive governance with the scope of policies and collaboration between parties in handling the COVID-19 Pandemic. The benefits of research will fill the space for scientific studies related to adaptive governance approaches in handling pandemics through policy products and collaboration between parties within the most basic scope, namely the East Kutai Regency level. This research is qualitative research with the descriptive method; the approach used in this research is a case study approach. For research data analysis, this study used Qualitative Data Software Analysis (QDSA) NVivo 12 Plus. The study results show that the five agencies have carried out their roles to provide adaptive governance. Of the six indicators, each agency has a different percentage level. There are tons of steps that have been taken to prevent the spread and handling of COVID-19 by the government and agencies, as well as layers of society. The involvement of Task Force Teams at all levels, the Police, Military District Commands, Community Organizations, NGOs, and Companies in assisting the prevention and handling of the COVID-19 pandemic running the East Kutai District Health Office shows a form of participation and collaboration in handling the COVID-19 pandemic health disaster. Which is an essential value in realizing adaptive governance.

Abstract

This study critically examines the foundational readiness for digital government transformation by comparing the regulatory and institutional capacities of two major cities in East Kalimantan, Indonesia: Kota Balikpapan and Kota Samarinda. Using a qualitative comparative case study, data were gathered from in-depth document analysis, surveys of eight local government officials, and semi-structured interviews with eight key informants from the Communication and Information Offices. The findings reveal a stark divergence in institutional execution despite similar regulatory frameworks. Kota Balikpapan’s strong technical regulations are hindered by pervasive sectoral ego (reported by all respondents), creating implementation friction. In contrast, Kota Samarinda exhibits a collaborative institutional culture with no inter-agency resistance, driven by its integrative “Smart City Plus” vision and a centralized service platform. The study concludes that mature digital government depends less on regulatory completeness and more on deliberate governance engineering, intentional design of collaborative structures, leadership as integrators, and trust-based operational cultures. This research contributes by asserting that in decentralized contexts, the sociopolitical dynamics of local bureaucracy are the ultimate determinants of success, outweighing technology alone.

Abstract

The 13-Year Compulsory Education Program, officially launched in the 2025/2026 academic year, establishes Early Childhood Education (ECE) as a crucial foundation for improving Human Resources (HR) quality. Kutai Kartanegara Regency implements this program through Regent Regulation Number 16 of 2022 on Pre-School ECE. This study aims to analyze the role of the Kutai Kartanegara Education and Culture Office (Disdikbud Kukar) in executing the program, employing Ryaas Rasyid's theory of governmental roles: regulator, dynamizer, and facilitator. A qualitative descriptive method was employed through interviews, observation, and documentation. The findings reveal that Disdikbud Kukar has carried out its regulatory role through proactive local policy issuance and participatory supervision; its dynamizer role through sustainable parenting programs and multi-channel public outreach, although some parents still undervalue ECE; and its facilitator role through the provision of infrastructure and teacher competence development. This study concludes that strengthening public outreach, ensuring equitable access to ECE services, and improving the quality of facilities and educators are essential to optimizing the 13-Year Compulsory Education Program in Kutai Kartanegara Regency.

Abstract

This study examines how Indonesian online media frame oligarchic practices during Joko Widodo’s presidency and how these representations shape understandings of democracy. This method uses qualitative data collected from 40 national news articles published between 2020 and 2024 using NCapture, into pro-government, neutral, and critical media. The study used NVivo 12 Plus, including cluster analysis, text queries, and crosstabs. The findings show that media discourse primarily portrays oligarchy through themes of concentrated political power, restricted public participation, and the preservation of existing power structures. In contrast, issues of economic inequality and political corruption receive less attention. These framing patterns suggest that oligarchy is often presented as a matter of political governance and stability rather than a structural challenge to democratic accountability. This study contributes to the literature on media framing and democratic governance by demonstrating how online media normalize elite power relations through narratives of political stability and development.

Abstract

Minority religious communities often face significant challenges and social friction in various aspects of life. In Indonesia, several regions have a minority Muslim population; Mahakam Ulu Regency is one of them. This study aims to understand how the Islamic community in Mahakam Ulu Regency is undergoing religious rituals and living a life of religious tolerance. The research data consisted of primary and secondary data, with the primary data being semi-structured interviews conducted with several informants of Islamic religious leaders in Mahakam Ulu Regency. Meanwhile, secondary data is produced from reports of government agencies to meet the data needs of this study. The interview data were then processed using NVivo 12 Plus. The results of the study are divided into two sub-parts. In the first part, we map the secondary data obtained by identifying pockets of the Islamic population in each area of Mahakam Ulu Regency and then focusing on them. In the second part, we analyzed the strategies carried out by the Islamic community of Mahakam Ulu Regency so that they can continue to carry out religious rituals and can exist in a living social and economic life in Mahakam Ulu Regency. Some of the strategies carried out are by limiting the culture of worship by restricting loudspeakers used in mosques in Mahakam Ulu Regency, so that when the azan resounds, prayers are carried out without using a high volume of sound. Besides that, another strategy is to increase tolerance and concern for all elements of society, regardless of their religious background.
