Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas dan tantangan implementasi teknologi Virtual Reality (VR) sebagai inovasi media pembelajaran di SMA Provinsi DKI Jakarta. Menggunakan pendekatan kualitatif dengan metode studi literatur, penelitian ini mengkaji fenomena penerapan VR di SMAN 113, SMAN 71, dan SMA Santa Ursula melalui lensa teori implementasi kebijakan George C. Edwards III yang mencakup empat faktor utama: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa penggunaan VR memberikan dampak positif signifikan terhadap motivasi, pemahaman spasial, dan daya tarik belajar siswa. Namun, secara struktural, implementasi masih bersifat insidental dan sporadis akibat inisiatif mandiri sekolah tanpa dukungan kebijakan formal dari pemerintah daerah. Hambatan utama yang ditemukan meliputi ketiadaan jalur komunikasi resmi, keterbatasan kompetensi digital guru (sumber daya manusia), belum adanya alokasi anggaran khusus dalam APBD, serta ketiadaan SOP dan mekanisme koordinasi birokrasi yang jelas. Penelitian ini merekomendasikan pemerintah Provinsi DKI Jakarta untuk segera memformalkan kebijakan digitalisasi berbasis VR, menyediakan pelatihan guru berkelanjutan, dan membangun struktur birokrasi yang mendukung integrasi teknologi dalam Kurikulum Merdeka guna mencegah kesenjangan kualitas pendidikan.

Abstract

The increasingly complex management of regional budgets requires oversight systems that are adaptive, transparent, and capable of detecting irregularities at an early stage. This study analyzes budget governance problems in East Kalimantan and formulates a smart monitoring model as a strategy for preventing corruption and budget misuse in local public financial management. The research employs a descriptive qualitative approach based on literature review and secondary document analysis, including regulations, official reports, and public policy news related to the East Kalimantan APBD for the 2025–2026 period. The findings identify three main weaknesses in the budget oversight system: the absence of real-time budget tracking, limited public access to detailed expenditure information, and an ineffective early-detection mechanism for identifying patterns of irregular spending. In response, this study proposes a three-layer smart monitoring model consisting of a real-time digital ledger for early detection, an open public dashboard to strengthen transparency and social accountability, and an AI-based analytical system to identify budget anomalies. The model is expected to strengthen corruption prevention by integrating technology, institutional control, and public participation.

Abstract

Kekerasan seksual di lingkungan perguruan tinggi Indonesia terus mengalami peningkatan signifikan meskipun Permendikbudristek Nomor 30 Tahun 2021 tentang Pencegahan dan Penanganan Kekerasan Seksual telah diterbitkan, mencerminkan adanya kesenjangan serius antara semangat regulasi dan realitas implementasinya di lapangan. Penelitian ini bertujuan menganalisis implementasi kebijakan tersebut dalam perspektif kesetaraan gender sebagai bagian dari upaya pencapaian Sustainable Development Goals Goal 5, dengan mengidentifikasi faktor penghambat pada empat variabel utama teori implementasi George C. Edward III. Metode yang digunakan adalah kualitatif deskriptif dengan pendekatan studi kepustakaan melalui analisis isi terhadap dokumen kebijakan, laporan resmi, dan literatur akademis yang relevan. Hasil penelitian menunjukkan bahwa variabel komunikasi, sumber daya, disposisi, dan struktur birokrasi seluruhnya menghadapi hambatan yang signifikan dan saling memperlemah satu sama lain. Kasus kekerasan seksual terus meningkat dari 1.628 kasus pada tahun 2021 menjadi 2.681 kasus pada tahun 2024, sementara paradoks ditemukan pada Kota Surabaya yang mencatat Indeks Ketimpangan Gender rendah sebesar 0,128 namun tetap berada dalam provinsi dengan kasus kekerasan seksual tertinggi ketiga secara nasional. Penelitian ini merekomendasikan penguatan sosialisasi kebijakan, peningkatan kapasitas Satgas PPKS, integrasi target penurunan ketimpangan gender dalam perencanaan daerah, serta formalisasi peran komunitas sipil kampus sebagai mitra strategis institusi.

Abstract

The Jatirenggo Village Government, Glagah District, Lamongan Regency, created a digital-based public service innovation through an application, namely the Jatirenggo Online Integrated Service (JALANTOL) application. In the implementation of this application, several problems occurred, namely the community did not fully understand the procedures for using the features in the application, the community still had minimal digital literacy, especially for the elderly, the application features were not fully utilized optimally, especially the complaint feature. This research method used a qualitative descriptive method. The focus of this study used the policy implementation theory from George. C. Edward III which consists of four main indicators, namely communication, resources, position, and bureaucratic structure. Data collection in this study consisted of observation, interviews, and documentation. The results of the study showed that the Implementation of Jatirenggo Online Integrated Services in Jatirenggo Village, Glagah District, Lamongan Regency was not optimal or in accordance with expectations of digital-based public services. Based on the research results, the following suggestions can be given by the researcher: First, in terms of communication, the Jatirenggo Village Government needs to strengthen its socialization strategy to be more systematic, structured, and sustainable. Second, in order to address the low digital literacy of the community, the Jatirenggo Village Government needs to organize regular training and mentoring programs, especially for the elderly community. Third, regarding the suboptimal utilization of application features, especially the complaint feature, it is necessary to optimize the function and increase the attractiveness of using the application. Fourth, it is necessary to provide a clear, centralized, and easily accessible information channel regarding the procedures for using the JALANTOL application.

Abstract

Kemiskinan tetap menjadi tantangan pembangunan multidimensional yang krusial, termasuk di wilayah Kabupaten Nganjuk. Penelitian ini bertujuan untuk menganalisis implementasi dan mengevaluasi ketepatan sasaran Program Bantuan Langsung Tunai Dana Desa (BLT-DD) dalam kerangka pengentasan kemiskinan di Kabupaten Nganjuk. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan pendekatan studi kepustakaan (library research). Data bersumber dari literatur ilmiah, regulasi pemerintah, serta data statistik resmi dari Badan Pusat Statistik (BPS) dan instansi terkait yang dianalisis menggunakan teknik analisis isi dan sintesis literatur. Hasil penelitian menunjukkan bahwa meskipun angka kemiskinan di Kabupaten Nganjuk mengalami tren penurunan hingga mencapai 10,17 persen pada Maret 2024, jumlah penduduk rentan masih signifikan. Implementasi BLT-DD secara operasional telah berjalan melalui mekanisme Musyawarah Desa Khusus (Musdesus) dengan tren penurunan jumlah Keluarga Penerima Manfaat (KPM) dari 27.842 pada tahun 2021 menjadi 19.862 pada tahun 2024. Ditinjau dari teori George C. Edward III, variabel komunikasi dan sumber daya manusia masih memerlukan optimalisasi guna menjamin efektivitas program. Meskipun secara umum dinilai cukup tepat sasaran, tantangan berupa inclusion error dan exclusion error masih ditemukan akibat fluktuasi kondisi ekonomi dan kendala pembaruan data kesejahteraan sosial. Program ini terbukti memberikan dampak positif jangka pendek terhadap daya beli rumah tangga, namun memerlukan integrasi dengan program pemberdayaan ekonomi untuk menciptakan kemandirian masyarakat yang berkelanjutan.

Abstract

Penelitian ini bertujuan untuk menganalisis ketepatan sasaran Program Indonesia Pintar (PIP) di SMP Negeri 1 Jember. Program Indonesia Pintar merupakan kebijakan pemerintah di bidang pendidikan yang ditujukan untuk membantu siswa dari keluarga kurang mampu agar tetap memperoleh akses pendidikan. Namun, dalam implementasinya masih ditemukan indikasi ketidaktepatan sasaran dalam penyaluran bantuan. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif dan metode studi kasus. Data penelitian diperoleh melalui studi dokumentasi dari pemberitaan media online yang berkaitan dengan pelaksanaan Program Indonesia Pintar di SMP Negeri 1 Jember. Teknik analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan adanya ketidaksesuaian antara jumlah penerima bantuan dengan jumlah siswa yang tergolong kurang mampu. Dari total 1.076 siswa, sebanyak 1.057 siswa menerima bantuan Program Indonesia Pintar, sedangkan jumlah siswa kurang mampu diperkirakan hanya sekitar 200–300 siswa. Temuan tersebut menunjukkan bahwa pelaksanaan Program Indonesia Pintar di SMP Negeri 1 Jember belum sepenuhnya tepat sasaran. Oleh karena itu, diperlukan perbaikan dalam sistem pendataan, verifikasi, dan pengawasan agar penyaluran bantuan dapat berjalan lebih efektif dan sesuai dengan kriteria penerima bantuan.

Abstract

This study discusses efforts to reduce poverty and hunger in Medan City through the achievement of the Millennium Development Goals (MDGs) targets as the first step towards the Sustainable Development Goals (SDGs). The research method used is in the form of a quantitative descriptive approach by utilizing secondary data from various regional development indicators. Analysis was carried out on poverty conditions, employment opportunities, labor productivity, and community nutritional status to see the development of population welfare. The findings of the study show that the poverty rate in Medan City has a tendency to decline in recent years even though the achievement has not been fully in accordance with the set target. On the other hand, indicators of the depth and severity of poverty show an improvement in the economic conditions of the poor. Labor productivity has also increased in line with regional economic growth, although the provision of jobs still needs to be expanded. In addition, the nutritional condition of toddlers shows quite good results with low rates of malnutrition and malnutrition. In general, the implementation of MDGs-based development programs in Medan City has had a positive impact and can be a foothold in supporting the implementation of the SDGs in the future

Abstract

This study aims to analyze the role of local governments and multi-stakeholder collaboration in reducing structural poverty through the evaluation of the implementation of the Sustainable Development Goals (SDGs) of the first goal (No Poverty) in Sidoarjo Regency. The method used is a descriptive qualitative approach with literature studies, analysis of regional policy documents, and analysis of secondary data from the Central Statistics Agency (BPS) and local government reports. The results of the study show that the Sidoarjo Regency Government has integrated the SDGs targets into regional development planning through social assistance programs, MSME empowerment, and increased access to education and health. However, challenges are still found in aspects of structural poverty such as inequality in access to decent work and distribution of resources. Collaboration between government, the private sector, academia, and civil society has been proven to contribute to expanding the reach of programs and increasing the effectiveness of interventions. In conclusion, reducing structural poverty requires strengthening cross-sectoral synergy, data transparency, and evidence-based policies. The recommendations proposed are optimizing public-private partnerships, improving the quality of integrated social welfare data, and strengthening sustainable economic empowerment programs

Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a strategic role in the Indonesian economy because they are able to encourage entrepreneurship, expand job opportunities, and increase productivity. In the labor market, MSMEs are the main source of employment for groups that have limited access to formal employment. This study uses a literature review method with a qualitative descriptive approach to analyze the role of MSMEs as a driver of decent jobs towards a sustainable Indonesian economy. The results of the study show that MSMEs contribute significantly to labor absorption and inclusive economic growth, especially for groups that have limited access to the formal sector. However, the quality of the work produced still faces various challenges, such as low wages, lack of social protection, and suboptimal working conditions. Therefore, policy support, human resource capacity building, and digital transformation are needed to strengthen the role of MSMEs in creating decent jobs and supporting Indonesia's sustainable economy.

Abstract

This study aims to analyze the application of the pentahelix model in the development of micro, small, and medium enterprises (MSMEs) to support regional economic growth in East Java Province. MSMEs play an important role in regional economic growth; however, many MSME actors still face various challenges, including limited access to capital, low product innovation, and the limited use of digital technology. This study uses a qualitative approach with a descriptive method based on literature studies and documentation. The data used is secondary data obtained from official government documents, statistical reports, scientific publications, and other relevant sources related to MSME development, regional economic growth, and the concept of pentahelix. Data were collected through documentation and literature review techniques. The analysis was carried out by grouping data based on five pentahelix elements, namely the government, academics, business actors, the community, and the media. The results of the study show that the development of MSMEs in East Java has involved various stakeholders, but the synergy between actors has not run optimally. The government plays a role in providing empowerment policies and programs, academics contribute through research and mentoring, business actors play a role in innovation and market development, the community supports socio-economic networks, while the media plays a role in the promotion and dissemination of information. The main obstacles that are still faced are weak coordination, the lack of integration of inter-sector programs, and the limited use of digital technology by some MSME actors. Therefore, strengthening pentahelix collaboration is needed so that the development of MSMEs can run more effectively, sustainably, and be able to make a greater contribution to regional economic growth
