Abstract

This research aimed to analyze the implementation of diversion in the investigation process, prosecution, and court examination of children in conflict with the law. Four police sectors (Biringkanaya police sector, Tamalanrea police sector, Tallo police sector, and Mariso police sector) have been chosen, including the state prosecutor’s office and district court of Makassar cases in 2015. This research was carried out through document searches and interviews with investigators, public prosecutors, and judges. The result showed that the diversion had been applied to every step of the investigation, prosecution, and court examination, but the achievement and implementation could have been more optimal. Overall data from the four police sectors showed that during 2015 there were 74 (seventy-four) cases of children conflicting with the law, and 7 (seven) cases had succeeded in reaching a diversion agreement (9.46%). Public prosecutors had sought diversion at the level of examination at the prosecutor’s office, but no agreement was reached. In the Makassar District Court in 2015, 223 (two hundred twenty-three) cases and 24 (twenty-four) went through the diversion agreement.

Abstract

The purpose of this study was to explain the political propaganda of the free Papua issue spread by Benny Wenda via his Twitter account. This study used a qualitative approach to analyze Benny Wenda's Twitter account. The NVivo 12 Plus software was used in this study because it can process Benny Wenda's Twitter data. This research discovered Benny Wenda's Twitter propaganda of the free Papua issue divided into 11 important topics, namely "Occupation", "media", "independence", "colonial", "today", "support", "rights", "prisoners", "Political prisoners", "people" and "Papuan". The 11 topics were further broken down into several important topics related to the issue of an independent Papua. From the analysis of Benny Wenda's Twitter account, it was also found that support for the Papuan independence movement was spread in several regions, including North America, South America, Europe, Africa, Asia, and Australia. Despite this massive support, the UN has not recognized this movement, as stated by UN Secretary-General Antonio Guterres that Papua is part of Indonesian territory through uti possideti iuris, the NY Agreement of 1962, the Act of Free Choice of 1969, and UNGA resolution 2504 (XXIV) of 1969.

Abstract

Aceh has the most enduring legacy of successful female leaders in the world. The situation has changed during the past few decades, as fewer women hold crucial government positions. This paper traced the history of women and their role in Aceh through colonial and post-colonial contexts from the early years of this century to the present day. This study also examined the role and contributions made by the Acehnese women through the women's movement and their participation in political life, as well as the reasons for the lack of women appointed as policymakers, as indicated by multiple studies on this topic. A qualitative library research method was employed, and the data from text documents were analyzed using critical discourse analysis. The research showed that women in Aceh continued to play an essential role in the public domain and made significant contributions through the movement. However, The lack of opportunity for women to occupy their position as policymakers were influenced by diverse issues ranging from the patriarchal culture in Aceh, the inability of a political party to cadre women, to the misconception of people in interpreting religious belief that women should not be allowed to be a leader.

Abstract

The management of education units needs the human skills of madrasah principal leadership in organizing, mobilizing, and motivating human resources (HR). The purpose of this study was to assess madrasah leadership's human capability in managing human resources at a senior high school in West Aceh. This study used a qualitative method with an interactive naturalistic approach in analyzing the human skill capability of the madrasah principal in managing human resources. Data collection methods were through observation, structured interviews and document studies on reports of intra and extracurricular activities in madrasah. The results showed that the human skill capability of the madrasah principal leadership in managing human resources was well categorized, except for some aspects that were still weak and needed to be improved. First, the capability to cooperate included assisting and helping others, providing opportunities for innovation, and taking policies that benefited the madrasah apparatus. Second, the capabilities to build solid teamwork, including harmonious working relationships, maintaining mutual manners and rules, and smooth communication .Third, the capability to be empathetic included maintaining mutual feelings, being calm and comfortable, and building a bright future.

Abstract

This qualitative study explored the proper and feasible Halal Tourism (HT) model regarding the implementation of Sharia law in Aceh Province, Indonesia. Observation, questionnaire, and interview were conducted at three important tourist cities in Aceh: Banda Aceh, Sabang, and Takengon. Three hundred twenty-five respondents participated in this research, and convenience sampling was used to select them. The results were analyzed using Miles and Huberman’s qualitative analysis method and the SWOT analysis to construct the expected model. The result indicated that the HT model must be arranged under the following six principles: ease, reliability, safety, trust, openness, and continual improvement. Those principles can be implemented in every aspect of tourism: policies and regulations, facilities, hotels, other accommodations, transportation, and human resources. Also, progress in the HT management must focus on implementing Sharia in the plenary (kaffah) and improving the locals’ prosperity. Besides, the HT model consists of planning, decision-making, providing support, socializing, implementing, and supervising, considering its principles toward tourism and local cultures and values. The implementation of the model is expected to ensure the communities' life and integrate their inextricable foundation, Sharia while stimulating their socio-economic through the possibility of investment and employment in the future.

Abstract

This study interpreted the religiosity aspect of the Hikayat Prang Cumbok as a method of resolving social and ethnic conflicts in Aceh. What were the problems explored by the value of religiosity that caused the emergence of social conflicts in Aceh, and what concepts of religiosity were the alternative resolutions for resolving these social conflicts? The data collection method used was the manuscript study method. The data was taken from the text of the Hikayat Prang Cumbok because this saga is powerful in telling the reality of social conflict in Aceh. The data were analyzed in descriptive qualitative. The results of the study showed that the aspect of religiosity that appears in the Hikayat Prang Cumbok can be seen in three forms: (1) social religiosity, (2) divine religiosity, and (3) universal religiosity. The religiosity aspect of conflict resolution in this saga is based on reasons of faith and morality. Aqeedah is related to the relationship with Allah (hambluminallah), while morality is related to the relationship between humans (hambluminannas) and humans and the universe. From these three things, it can be seen that morality towards humans and the universe cannot be separated from morality towards God.

Abstract

Collaborative governance (CG) is a framework considered appropriate for every entity, especially the government, to overcome various problems in public services that feel suffocating. CG grows yearly; various empirical and theoretical perspectives have been discussed, but some still need to highlight their various terms. Therefore, this paper aimed to map collaborative governance research, particularly social science. The Scopus database was used for literature, and 386 articles were yielded. Furthermore, the VOSViewer is software to visualize thematic data synthesis. This study found a significant evolution during two decades in CG studies and reported several essential issues. Ansell, C., published the most articles, Meijer & Bolvar (2016) received the most citations, and Ansell, C. and Torfing, J were the authors with the most active collaborative networks. Additionally, Roskilde Universitet was the top affiliation that published their work. The USA had a robust international research collaboration network, and Sustainability Switzerland published the most papers for CG’s study). Likewise, the most frequent co-occurrences of keywords were “collaborative governance”, “governance approach”, “water Management”, “stakeholders”, “decision making”, and “participatory approach”. Another point, there were the top five most distinguished themes selected; “food security”, “smart city”, “technology", “biodiversity”, and “sustainable development”.

Abstract

This research critically studied the verbal and nonverbal symbols in the processions of the marriage tradition of the Gayo ethnic in Central Aceh by tracing back, exploring and examining all symbols and their symbolic meanings and philosophy as an effort of preserving one of the Gayo traditional heritages. Its main aim was to describe unique verbal and non-verbal symbolic features with semiotic meanings and philosophical messages based on the local values of the Gayo ethnic. The study employed a qualitative research design. The data were collected from observation, interviews and documentation. The data were analyzed with the Miles and Huberman interactive models consisting of data reduction, data display, and conclusion drawing/ verification. Meanwhile result analysis was based on the semiotic analysis of Roland Barthes. The result showed that most of the series of phases of Gayo ethnic marriage processions were filled with verbal and non-verbal symbols, which have semiotic meanings and philosophical messages which are still used until this day. However, many of those verbal and nonverbal symbols have no longer been understood well by Gayo young generation. Consequently, they only perform the series of processions as a formality without understanding the meaning of each symbol.

Abstract

This study tried to analyze the problems of the plantation sector in Riau Province from the point of view of governance policies carried out by the Riau Provincial government. Palm oil is still a leading commodity in Riau Province. This research problem focused on the governance of oil palm plantation policies in Riau Province as the first strategic issue. The added value of oil palm plantations had yet to improve the community's economy due to the slow downstream program. This study used the concept of governance, consisting of three dimensions: actor, structural, and empirical. Using qualitative research methods, this study concluded that the first dimension influences the policy governance of the oil palm plantation sector: actors were dominated by entrepreneurs, totaling 233 companies from an area of 1.569 million hectares. The two structural dimensions were dominated by six environmental studies on the management of oil palm plantation policies and the realization of the Riau Province APBD budget structure. The three empirical dimensions were dominated by land destruction and land conflicts for oil palm plantations, which impact the policies of the regional government of Riau Province.

Abstract

The capacity of memory in the brain to store, process, and recall information is truly a wondrous blessing. Forgetfulness may be a blessing from Allah to make life easier by allowing humans to forget bad events and shocks from the past. However, increased forgetfulness can lead to issues such as forgetting the Quran and other important information and being unable to concentrate. The questions that arose were how forgetfulness hinders humans in a variety of situations and circumstances, as well as its impact on living a healthy life. Using a descriptive qualitative method, this study investigated how Islam explains forgetting, its causes, and its cures from a scientific and spiritual standpoint. This study also revealed treatments that can be done to overcome this disease and circumvent negative impressions. This article found some tips to strengthen memory, such as reciting dhikr (remembrance), maintaining a well-balanced diet, reading books, memorizing the Quran, and participating in frequent prayer, which are all excellent ways to exercise a Muslim's mind.
