Politika: Jurnal Ilmu Politik (e-ISSN 2502-776X) (p-2086-7344) is a multi-disciplined journal focused on the study of political science, governance issues and public policy in and on Indonesia and Asia. The journal publishes theoretical and empirical research articles with an aim to promote and disseminate academic atmosphere in and on the region. The journal has areas of concern that includes political science, Indonesian politics, Asian politics, governance issues in Indonesia and Asia, public policy in Indonesia and Asia, decentralization, political parties and national and local election. The journal publication includes articles, research notes, notices on conferences, workshops and seminars, and book reviews. Politika is published on April and October every year.

Pembangunan negara berkaitan erat dengan peran negara termasuk pada pembangunan terminal barang internasional yang bertujuan untuk meningkatkan kesejahteraan masyarakatnya di kawasan perbatasan Entikong Indonesia. Berbagai permasalahan di PLBN Entikong yang disinyalir rawan barang impor ilegal yang tidak terkontrol menunjukan bahwa peran negara sangat diperlukan dalam keberhasilan pembangunan Terminal Barang Internasional. Pada penelitian kali ini memfokuskan pada peran negara pada pembangunan Terminal Barang Internasional di Entikong menuju negara kesejahteraan. Penelitian tentang peran dari negara dalam pembangunan Terminal Barang Internasional Entikong menggunakan analisa kualitatif. Hasil penelitian menemukan peran dari negara dalam pembangunan Terminal Barang Internasional Entikong ialah sebagai fasilitator yaitu fasilitator pengkajian; katalisator, yaitu katalisator pemerataan ekonomi dan katalisator perlindungan keamanan; dan regulator, yaitu dalam mengatur regulasi dalam negeri dan regulasi luar negeri.

This research aimed at explaining the use of Chinese crossbreed politicians’ modality in the electoral political domain. This research uses the concept of modalities. The results showed that the utilization of Chinese crossbreed identity by politicians took place in three areas, namely the general public, the mass base, and political parties. The dualism of identity—the crossbreed between Indonesian Chinese descendants and Timorese-is a result of the giving of clans’ identity and intermarriage with local aristocrats, the dominating figures in the economic sector, and the holders of high positions in the elite ranks of political parties. The cross-identities were mobilized and turned out to be quite effective in the election of Chinese crossbreed politicians in the legislative body in the 2019 general election. This is inversely proportional to the Chinese crossbreed politicians women who have local maternal clans. The political practice shown by Chinese crossbreed politicians, on the one hand, strengthens identity politics but on the other hand, strengthens the political representation of minorities in the crossborder area of Indonesia and Timor Leste.

This study deals with the political theory of Thomas Hobbes and its implications to the political dynamism in Indonesia. The aim of this research is to analyze the philosophical concept of Hobbes on human rights and the theory of liberalism, and its relevance to the current situation in Indonesia, which has recently been exposed to the politics of populism. The presence of the populist movement is not new in Indonesia; but the rise of the politics of identity, it could threaten the protection of human rights and liberal democracy. We utilize the methodology of text analysis based on Hobbes’s original writing, Leviathan, and his other political treatises to explore his account on human rights and liberalism, and then employ Hobbes’s thoughts to investigate the phenomenon of populism. We divide the study into two sections, the first deals with the philosophy of human rights which Hobbes elucidates in the perspective of his hypothetical notion of the state of nature, the concept of authority, and his theory of liberalism; the second discusses populism in Indonesia today. The study found that the concept of human rights and liberalism would lead to awareness of mutual respect in society, while the populist movement becomes a real challenge to the implementation of human rights and the development of liberal democracy. The philosophy of human rights is in accordance with the political dynamism of Indonesian society. On the contrary, the populist movement could possibly plunge the country into a conflictual precipice of religious, racial-regional, and socio-political identities.

This study analyzed the culture of the Indigenous peoples, in this case, the Samin community in the Kendeng Mountains of Pati Regency, which has many natural resources, one of which is an excellent limestone for cement companies. In 2014, the Regent of Pati issued a Decree of the Regent of Pati No. 660.1/4767/2014 concerning environmental permits for the construction of cement plants, on the other hand, the communities around the Kendeng mountains that inhabited the area for a dozen years were worried about the plan to build the cement plant that would threaten the ecological balance of the Kendeng Mountains. The purpose of this study is to find out the social resistance strategy of Samin peoples in responding to the policy of cement plant construction. The approach used in this study uses ethnographic studies. Observations were made on the state of the village, physical environment, social facilities, and infrastructure, as well as activities in the community. The findings of the study revealed that this social movement showed the influence of policies desired by the indigenous Samin community, but the policy changes desired by the group still did not produce positive results. On the other hand, Samin peoples can frame this issue into large and national attention.

Foreign Terrorist Fighter (FTF) from Indonesia who originally left Indonesia and fought in the Middle East region now does not have clear citizenship status and place of residence. A number of Indonesian Citizens (FTF ISIS Indonesia) who went to Syria then asked the Indonesian government for help to be repatriated back to their homeland. This is what then reaps polemics among the government and society. Various challenges and threats will certainly be faced by Indonesia, potential conflicts will arise along with the return of ISIS to Indonesia so that it can cause instability in national security conditions. This study will answer the role of the Indonesian government in preventing potential conflicts due to the return of ISIS to the stability of Indonesia's national security. The results show that ISIS sympathizers who have returned to Indonesia have the potential for conflict that threatens the stability of Indonesia's national security. Thus, an integrated effort is needed from all aspects of national defense resources in dealing with it. The method in this paper is a qualitative method with descriptive analysis.

In post-authoritarian Indonesia, although the position of followers of belief (kepercayaan) before the state has relatively positive progress, some still face problems related to their religious identity. One of the followers of belief groups that still receive religious discrimination is the Sapta Darma community in Brebes, Central Java, Indonesia. For example, the followers of Sapta Darma in this region face problems of the availability of cemetery for their deceased members, while just like some other religions; a burial ground is an important part of their religious ritual and identity. This article attempts to explain what restrictions prevent the Sapta Darma community from obtaining cemetery land for their members and what the Sapta Darma community has conducted to settle the problem. This article is based on qualitative research that was conducted in Brebes. This article shows that the availability of Public Cemetery (TPU) and some people’s acceptance of this community serve as the main restriction for the Sapta Darma community to fulfill their need for cemetery land. To settle this problem, they have made some attempts, including seeking the state’s recognition and solution independently.

Studi ini beranjak dari fenomena meningkatnya jumlah calon legislatif (caleg) etnis Tionghoa di tiga pemilu (2004, 2009, 2014) pada konteks pemilihan anggota dewan perwakilan rakyat daerah (DPRD) Provinsi Sumatera Utara. Permasalahan dalam studi ini terjadi persaingan yang semakin kuat antara sesama caleg etnis Tionghoa pada daerah pemilihan (dapil) sumatra utara (Sumut) 1 yang menimbulkan munculnya pertanyaan penelitian dalam studi ini mengapa caleg etnis Tionghoa memilih maju di dapil Sumut 1 dan bagaimana mobilisasi suara dilakukan?. Untuk menemukan jawaban terhadap penelitian ini maka studi ini menetapkan penelitian kualitatif dengan metode pengumpulan data wawancara, studi pustaka dan studi dokumentasi. Hasil penelitian menemukan temuan yang berbeda dari penelitian terdahulu yang menyebutkan kebangkitan semangat etnis di era pasca-Soeharto tidak terjadi di kota Medan secara spesifik pada lokasi studi ini. Temuan yang didapatkan terjadi fragmentasi politik di kalangan etnis Tionghoa yang dibentuk oleh Habitus yang ada pada area masing-masing. Tingginya persaingan sesama caleg etnis Tionghoa di dapil Sumut 1 sebagai pertanda bahwa demokrasi dengan sistem pemilu proporsional terbuka mengurangi peningkatan sentimen etnis dalam pemilu. Pada sisi lainnya area domisili dan mobilitas bisnis yang tinggi seperti Kota Medan dianggap sebagai dapil yang bergengsi untuk mengukur kemampuan keterampilan politik di pemilu.

In political communication, “blusukan” (impromptu visit) is called door to door campaign, in which candidates conduct face-to-face communication by visiting the people directly. This situation creates personal intimacy in the sense of there is no physical distance and formal protocolary distance. People can see the personality of their candidate leaders closely. This face-to-face communication meeting can be interpreted that the candidates "nguwongke" (humanizing), putting the people not onto the context of profit-loss-based rational relation (between the electorate and the elected), but putting them as partners inseparable from the successful candidate leader. This study is based on fieldwork in Surakarta during the mayor election, applied in-depth interviews with politicians. While in ancient times the leader conducted "blusukan" to know his people’s condition, “blusukan” during the campaign for Mayor Election is conducted to socialize or to introduce the couples to the people. Having known the candidates, people are expected to think of whether or not they will elect them.

Tulisan ini mengkaji peran masyarakat politik dalam penguatan demokrasi di Indonesia, khususnya dengan melihat dari aspek agregasi kepentingan. Kajian-kajian yang menganalisis kemunduran demokrasi di Indonesia umumnya melihat pada sudut pandang institusi, aktor maupun prosedur dalam kerangka demokrasi liberal. Sebagai sebuah pendekatan analisis, masyarakat politik memfokuskan pada pemerintahan yang sifatnya dari bawah ke atas, pada masyarakat yang diperintah, untuk memastikan representasi yang akuntabel. Dengan menggunakan pendekatan kualitatif, tulisan ini ingin menunjukkan relevansi masyarakat politik terhadap penguatan kelembagaan demokrasi. Dua wilayah yang menjadi studi kasus untuk memperdalam analisis ini adalah Bali dan Maluku, dua wilayah dengan capaian indikator demokrasi yang bertolak belakang dalam hal kelembagaan demokrasi. Temuan dari kajian ini memperlihatkan proses agreagasi merupakan elemen yang menentukan efektivitas dan penguatan peran kelembagaan dalam konteks masyarakat politik, sekaligus menjadi sudut pandang baru untuk kajian maupun intervensi bagi upaya penguatan demokrasi di Indonesia.

This paper aims to examine the women's representation in Pilkada (local election) 2020 in Central Java. Studies on women's representation include descriptive representation, the backgrounds of the elected female regents, and gender issues in the campaign. The Pilkada 2020 has become more specific. Pilkada 2020 held during the covid-19 pandemic. The results show that the number of candidates participating in Pilkada 2020 in Central Java was decreasing. However, there is an increase in female regents elected in the Pilkada 2020, compared to the Pilkada 2015, as can be seen from both the number of female regent candidates and the number of elected female regents. Some of the women regents' backgrounds are incumbents and party cadres. Some of them also have husbands/fathers who have been prominent figures in the election area. Most of the elected female regents have included gender issues in campaign materials. Yet, gender perspective has not been strongly asserted in their proposed policies. Despite advancing slowly, the progress in political arena remains to bring optimism in gender equality promotion.
