Abstract

This research discusses the urgency of bureaucratic reform as a key strategy in combating corruption in Indonesia, emphasizing the integration of Good Governance principles and the national legal system. Bureaucratic reform is seen as a fundamental step to enhance transparency, accountability, and the effectiveness of equitable public services. The objective of this study is to identify both challenges and opportunities in building a clean bureaucracy through strengthening legal norms and the continuous application of good governance practices. This research method employs a qualitative approach with literature analysis from regulations, previous studies, and related institutional documents. Research results show that the success of bureaucratic reform is highly determined by the consistency of applying Good Governance principles that align with the Indonesian legal system, especially in the aspects of law enforcement, internal oversight, and inclusive public participation. These findings emphasize that Indonesia's future in combating corruption heavily relies on the synergy between transparent bureaucracy, strong rule of law, and community involvement in the ongoing democratic process.

Abstract

Soil-transmitted helminth (STH) infections remain a significant health challenge in Indonesia, particularly among school-age children. This community service program aimed to increase students' knowledge and hygiene behavior through Clean and Healthy Living Behavior (PHBS) education, specifically handwashing with soap (CTPS), in two elementary schools: SDN 85 and SDN 94 Kendari. The intervention included interactive education sessions, CTPS demonstrations, educational materials distribution, and provision of portable handwashing stations. Pre-test and post-test assessments showed improved student knowledge and observed hygiene practices. The program's unique approach involved not only student-targeted education but also active coordination with school staff and facility enhancement. The results showed increased handwashing behavior, better awareness of hygiene, and positive feedback from both students and school personnel. Abstract

This empowerment program aims to strengthen the capacities of coastal women in Bungkutoko Subdistrict through the development of innovative fish-based products using local potential. The situational analysis indicated limited diversification of processed fish products, low digital marketing skills, and weak household economic resilience. The program addressed these needs through training on processing fish into Abon WaPesisir with various flavors, nutrition education, the use of appropriate technology (fish floss mixer, vacuum sealer, standing pouches), preparation of production SOPs, branding enhancement, and digital marketing training using social media and online marketplaces. In addition, the activities integrated the strengthening of women's roles through mentoring, group learning, and entrepreneurial soft‑skills development. The results showed increases in participants' knowledge, production skills, food hygiene practices, and digital marketing capabilities. The group succeeded in producing more than 50 packages of ready‑to‑sell fish floss with more consistent quality, modern packaging design, and the “Abon WaPesisir” brand. Participants were also able to create promotional content, manage social media accounts, and begin expanding their marketing networks. Overall, the program had positive impacts, including enhanced self‑confidence, strengthened business capacity, and greater opportunities to improve household income among coastal families.

Abstract

Batik wastewater generated by micro-scale industries typically contains high organic loads, intense coloration, and fluctuating pH, exceeding national discharge limits. This study aims to design, install, and evaluate a simple pilot-scale wastewater treatment plant (WWTP) using a coagulation–filtration–adsorption process for UMKM Batik Ulur Wiji in Indonesia. Wastewater quality was analyzed before and after treatment for pH, BOD, COD, TSS, TDS, turbidity, and color referring to Indonesian Ministry of Environment Regulation No. 5/2014. The results show a substantial improvement in water quality, with COD reduced from 857 to 112 mg/L and BOD from 358 to 68 mg/L. Turbidity decreased from 218 to 14 NTU, and color removal was visually significant. The treated effluent met key parameters for non-potable reuse. A partner satisfaction survey revealed increased environmental awareness, full operational understanding of WWTP, and long-term commitment to system use. This study demonstrates that simple low-cost treatment units are effective for batik wastewater management in micro-industries and provide a replicable model for community-based environmental interventions.

Abstract

This study analyzes the impact of digital pluralism on political party preferences from the perspective of Islamic Human Resource Management (HRM) in West Sumatra. This study aims to examine how pluralistic narratives on social media shape the perceptions and political choices of people with a strong religious-cultural basis. This study uses a quantitative descriptive-correlational approach, data collected through a survey of active social media users. The results of the statistical analysis indicate that the level of digital pluralism and Islamic HRM ethics are in the high category, while party preferences based on pluralistic imagery are classified as moderate. There is a significant correlation between digital pluralism and party preferences, with Islamic HRM ethics acting as a mediating variable. These findings indicate that the influence of pluralism in digital politics is only effective when integrated with substantive ethical values. The implication is that strengthening ethical human resource governance and leadership with integrity are important prerequisites for increasing democratic participation and political professionalism in the context of Islamic society.

Abstract

Education plays a crucial role in shaping character, fostering creativity, and enhancing discipline in students. Learning success is largely determined by the teacher's skill in optimally and effectively organizing and controlling the classroom, aiming to create a conducive learning atmosphere that fosters enthusiasm and fosters students' creative potential. The effectiveness of classroom management is influenced by several factors, both internal and external. Internal factors include psychological aspects such as self-awareness, interest, motivation, and a positive mindset. Students with high motivation and self-awareness tend to be more active and responsible. Learning success is largely determined by the teacher's skill in optimally organizing and controlling the classroom. Research shows that the most dominant external factors are a lack of parental supervision and support, as well as a community environment that does not support discipline. Therefore, the main conclusion is that teachers must take a strategic role in balancing these internal and external influences. This can be achieved through the implementation of planned, collaborative, and contextual classroom management strategies, an inclusive, participatory learning environment, and one that supports the development of student creativity.

Abstract

Gender equality is a development priority in various countries and is one of the main objectives of the Sustainable Development Goals (SDGs), especially SDG 5. In the Indonesian context, one of the key strategies to achieve it is through improving the quality of the family as a basic institution in the formation of social norms. This study aims to analyze the implementation of the family quality improvement program run by the Bandung City Women's Empowerment and Child Protection Agency (DP3A) and evaluate the extent to which the program reflects the principles of Gender Responsive Governance (GRG) and contributes to the achievement of SDG 5. Using a qualitative policy research approach, data were obtained through interviews with DP3A officials as well as studies of regulatory documents and statistical data. The research findings indicate that the DP3A plays a primary role as a coordinator within a cross-sectoral ecosystem encompassing other government agencies, community organizations, and pentahelix partners. Several programs, such as PUSPAGA (Fathers' School), Sekolah Ayah (Fathers' School), Sekolah Remaja (Youth School), and the Keluarga 2P (Family 2P) movement, have successfully improved parenting literacy and gender awareness. However, challenges persist, including budget constraints, minimal male representation in family programs, and low achievement of objectives such as the Gender Development Index (GDI). This article concludes that policy implementation has reflected GRG principles, but its impact on changing gender norms still requires ongoing intervention. Recommendations are provided for institutional aspects, service expansion, and strengthening data integration across agencies

Abstract

Violence against women remains a priority issue in the context of local government and is one of the indicators for achieving SDGs 5. The Bandung City Government, through the DP3A (Regional Development Planning Agency), implements the Prevention of Violence Against Women Program to strengthen efforts to protect and fulfill women's rights. This study aims to analyze the implementation of this program by assessing the level of gender responsiveness in the policy process and its implementation. The research approach uses a qualitative descriptive-evaluative method through interviews and a review of official documents such as the Strategic Plan (RENSTRA), program reports, and data on gender-based violence. The analytical framework uses David Easton's policy system model and the Gender Mainstreaming (PUG) perspective. Initial results indicate that the policy has a strong regulatory basis and is aligned with the mandate of SDGs 5. However, its implementation still faces challenges such as limited gender-responsive budgets, cross-sectoral coordination, and the use of gender-disaggregated data. These findings indicate a gap between policy formulation and implementation, necessitating the strengthening of more gender-responsive service design.

Abstract

This research discusses aspects of legal protection of human rights in the context of state administrative processes through a comparative study approach examining the legal systems and cultures between Indonesia and Singapore as two ASEAN member countries with fundamental differences. The focus of the study is directed at identifying differences in administrative law systems, administrative court mechanisms, and procedures for resolving administrative disputes in both countries. This research uses a normative method with analysis of legislation and literature review to reveal differences and similarities in the implementation of state administrative law as part of public law.The study highlights significant differences in the system of government and administrative judiciary institutions, where Indonesia has the State Administrative Court specifically handling administrative disputes, while Singapore resolves such administrative disputes through general courts with a judicial review mechanism. In addition, there are differences in the enforcement of immigration administrative sanctions; Indonesia tends to emphasize aspects of protection and systematic regulation, while Singapore implements sanctions that are repressive in nature with the aim of creating a deterrent effect for violators. These findings make a significant contribution to the development of administrative law and serve as a reference for policy innovation to sustainably improve public welfare

Abstract

The lawsuit regarding the minimum educational requirements for presidential and vice-presidential candidates before the Constitutional Court (MK) has become a crucial issue in constitutionalism and democracy in Indonesia. This issue arose when some parties considered that the provisions regarding minimum educational levels in the general election law had the potential to limit citizens' political rights, contradict the principle of equality before the law, and violate the constitutional right to be elected. This study aims to conduct a legal analysis of the Constitutional Court's ruling on this lawsuit, using a normative and legislative approach, including a review of Law Number 7 of 2017 concerning General Elections, the 1945 Constitution, and previous Constitutional Court decisions. The analysis shows that the Constitutional Court considers the principles of political accessibility, justice, and harmonization between state interests and individual rights in determining the reasonableness of educational requirements. The Constitutional Court tends to emphasize that excessive requirements can hinder political participation and are potentially discriminatory, necessitating a balanced constitutional interpretation. The findings of this study are expected to contribute to the understanding of constitutional law, the formulation of general election policies, and the strengthening of democracy in Indonesia. Thus, this study emphasizes the importance of aligning the formal requirements for candidates for head of state with the principles of citizens' constitutional rights.
