Abstract

The rise of digital technologies has transformed how organizations operate and interact with their employees. This study examines the role of work motivation and employee engagement in shaping performance outcomes within digital work environments. Conducting a systematic literature review of 30 peer-reviewed articles published between 2000 and 2025, this study synthesizes theoretical and empirical findings to identify how motivation translates into performance under digitally mediated conditions. The analysis shows that autonomy, psychological empowerment, and meaningful work function as primary motivational drivers, while employee engagement operates as a key mediating mechanism linking motivation to performance. Performance outcomes in digital contexts are characterized not only by productivity but also by adaptability, collaborative effectiveness, and innovation capacity. The evidence further indicates that digital leadership and organizational agility strengthen the motivation–engagement–performance pathway, whereas technostress and role ambiguity weaken it. These findings contribute to a more integrated understanding of human-centered performance dynamics in digital organizations and offer strategic implications for developing supportive digital work environments.

Abstract

Digital transformation demands greater innovation capacity in public sector organizations. The rapid development of digital technology and the increasing complexity of public service demands require police organizations to adapt through stronger innovation capabilities, digital readiness, and supportive leadership. However, continues to face challenges such as uneven digital skills, weak dissemination of digital training outcomes, hierarchical barriers, and limited motivation toward innovation. These conditions indicate the need for leadership that is capable of inspiring change and fostering an innovative climate. This study examines the effect of transformational leadership on innovative work behavior with digital competence and digital culture as mediating variables. This study employs a quantitative research method. Using transformational leadership theory, Kurt Lewin’s Change Theory, and Expectancy Theory. The research also addresses the inconsistency of previous findings regarding the relationship between transformational leadership and innovative work behavior. Data were collected using a structured questionnaire and analyzed using PLS-SEM. The results are expected to demonstrate that transformational leadership positively influences innovative work behavior, both directly and indirectly, through digital competence and digital culture. This study contributes theoretically to human resource management literature and provides practical insights for police organizations seeking to strengthen innovation and digital transformation.

Abstract

The relationship between leverage and profitability still shows diverse empirical results, especially in companies in Indonesia. This study aims to identify the relationship between the degree of financial leverage used and the profitability of companies within the tier structures of the Indonesia Stock Exchange by employing a dynamic econometric model, the Generalized Method of Moments (GMM) Arellano-Bond Approach. This study is based on the published annual reports of sample companies from 2015 to 2024, which provide their financial and operational performance over the study period. In this study, the dynamic panel model is used because it eliminates endogeneity and simultaneity bias in the estimation, which are common in the assessment of leverage and profitability when measured simultaneously, and it also delivers both the short- and long-run impacts of the model’s variables. The findings suggest a negative, significant impact of financial leverage on profitability: profits decrease as a firm’s debt level increases. However, the broader positive effects of profitability and firm size, as well as growth in sales, confirm the relevance of sales magnitude and dynamics in improving the firm’s financial performance. The findings corroborate the Trade-off Theory and indicate that Indonesian manufacturing firms should maintain an appropriate capital structure to improve profitability while minimizing the probability of bankruptcy.

Abstract

Achieving Indonesia’s net-zero emissions target by 2060 requires a green energy marketing strategy that focuses not only on products but also on building trust, social value, and digital participation. This study aims to identify key factors influencing the adoption of renewable natural gas in Indonesia and formulate a conceptual model of clean energy adoption based on trust and digitalization. The method used was a systematic literature review guided by PRISMA 2020 on articles obtained from Scopus, ScienceDirect, Taylor & Francis, and SINTA databases, where selected studies were analyzed thematically. The results of the study indicate that the adoption of renewable natural gas is influenced by green trust formed through credible digital information, institutional reputation, and customer experience. Perceived value encompasses economic, social, and symbolic benefits, as well as digital engagement that increases awareness and loyalty. Furthermore, barriers were identified in the form of perceived price risk, limited infrastructure, and low green energy literacy. This study concludes that green energy marketing needs to be directed at creating value based on trust and digital experiences, while also encouraging the strategic role of state-owned energy companies in building a trust ecosystem and cross-sector collaboration.

Abstract

This article examines how human resource development influences the performance of election supervisory bodies (Badan Pengawas Pemilu/Bawaslu) at the regency/city level in North Sumatra Province during the 2024 Simultaneous Elections, a region characterized by high socio-political complexity. The study aims to identify key human resource strategies that contribute to effective electoral supervision and dispute prevention. Using a systematic literature review of academic publications, scholarly books, and official Bawaslu reports published between 2006 and 2025, with emphasis on studies from 2020–2025, the analysis is complemented by secondary data on election result disputes submitted to the Constitutional Court. Content analysis reveals four strategic pillars of human resource development: continuous training and technical guidance, multi-level mentoring and supervision, utilization of information technology for real-time reporting, and reinforcement of integrity and professionalism. The findings indicate that the integration of these pillars enhances supervisory capacity in preventing violations, managing disputes, and ensuring accountability. This is reflected in the limited number of election dispute cases, with most applications dismissed and only one case related to administrative compliance rather than supervisory weakness. Overall, the study demonstrates that comprehensive human resource development plays a crucial role in strengthening supervisory performance and supporting democratic credibility at the local level.

Abstract

Public sector organizations face increasing pressure to improve service quality, efficiency, and accountability through digital transformation. This study analyzes the effect of e-government implementation on organizational performance and examines the role of learning organizations as a moderating variable. E-government is a key strategy to improve public service effectiveness, work efficiency, transparency, and accountability. Its success depends on the organization’s ability to foster an adaptive and innovative learning environment. Using a quantitative survey of public sector institutions and Structural Equation Modeling (SEM), the study finds that e-government implementation has a positive but insignificant effect on organizational performance. Learning organizations, however, significantly improve performance. When acting as a moderator, learning organizations weaken the relationship between e-government and performance and show no significant effect. This indicates that organizational learning has not been fully integrated into e-government efforts, limiting its impact on digital transformation effectiveness. The study emphasizes that strengthening organizational learning capacity and aligning it with e-government strategies is essential to enhancing performance.

Abstract

Poverty reduction under the Sustainable Development Goals remains constrained by the persistence of vulnerable poor households, particularly in Sulawesi, where limited income and rising health expenditures increase the risk of falling into poverty despite being above the poverty line. This study aims to determine the income of vulnerable low-income households on Sulawesi Island using SUSENAS 2023 data and to analyze the ratio of health expenditure to rice expenditure. It is descriptive quantitative research using SUSENAS 2023 secondary data. The research population is 47,478 households, focusing on a sample of 9,223 vulnerable low-income households defined by expenditure of 1.0-1.5 times the provincial poverty line. Results show 9,223 vulnerable low-income households spread across six provinces. Central Sulawesi has the highest vulnerability threshold, while West Sulawesi has the lowest, reflecting regional price differences. Living costs increase economic vulnerability. The proportion of non-prescription health expenditure is highest in Central and Southeast Sulawesi, where it exceeds rice expenditure. Purchasing non-prescription drugs is common due to easier access and lower cost, despite risks of irrational use. Government social assistance for low-income households includes direct cash transfers, national health insurance, and food aid.

Abstract

Reform of the Indonesian National Police since its separation from the Indonesian National Armed Forces in 1999 has become a strategic agenda in the consolidation of democracy. Transformation efforts through various programs, from Bureaucratic Reform to the Precision Police vision, aim to build a professional, transparent, and accountable institution. However, public perception of Polri performance remains fluctuating, evident in the paradox between the public’s need for security and increasing criticism related to corruption, discrimination, and human rights violations. This study aims to analyze Polri reform from the public’s perspective, assess the transition from criticism to collaboration, and identify forms of criticism and patterns of collaboration. The method used is a qualitative constructivist paradigm with a literature study approach and secondary data analysis from CSO reports, public opinion surveys, and the media. The findings indicate that digital service innovation is appreciated by the public, but integrity and accountability remain weaknesses, resulting in criticism continuing to emerge as indicators of legitimacy erosion. In conclusion, internalizing procedural justice, building social legitimacy, and consistent dialogic communication are key to transforming criticism into a strategic partnership between Polri and the public.

Abstract

The logistics sector in Indonesia faces high costs, infrastructure gaps, and turbulence from e-commerce growth and regulatory changes, especially in West Java, a key hub for third-party logistics providers. Digital transformation promises better efficiency, but many firms fail to convert digital tools into balanced sustainable performance across economic, environmental, and social dimensions. This study examines how logistics ecosystem turbulence and digital logistics agility affect sustainable logistics performance among third-party logistics firms in West Java. It also investigates the mediating roles of platform-enabled horizontal collaboration strategy, customer experience management, and competitive implementation through single and sequential paths. Data were collected via a cross-sectional survey from 312 valid respondents and analyzed using partial least squares structural equation modeling. Findings indicate that logistics ecosystem turbulence, platform-enabled horizontal collaboration strategy, customer experience management, and competitive implementation significantly and positively influence sustainable logistics performance. Digital logistics agility shows no direct effect. Mediation analysis reveals platform-enabled collaboration as a central link between turbulence/digital agility and sustainable outcomes, while customer experience management and competitive implementation are key mechanisms that turn collaboration into performance gains. Sequential mediation confirms sustainable results arise from interconnected steps: collaboration followed by customer focus and strong execution.

Abstract

This study aims to analyze the effect of discretionary bonuses on employee performance through the mediating role of distributive justice, procedural justice, and agency cost in a state-owned enterprise subsidiary operating in port equipment maintenance services. The study employed a quantitative approach using census sampling of 110 employees. Data analysis used SEM-PLS through SmartPLS 4.0. Results showed that discretionary bonus has a positive significant effect on distributive justice (β=0.679), distributive justice has a positive significant effect on procedural justice (β=0.500), procedural justice has a negative significant effect on agency cost (β=-0.349), agency cost has a negative significant effect on employee performance (β=-0.221), and distributive justice, procedural justice, and agency cost serially mediate the relationship between discretionary bonus and employee performance with complementary partial mediation pattern (β=0.026). The research model explained 60.8% of variance in employee performance. This study concludes that discretionary bonus effectiveness depends on employees’ fairness perception, thus its implementation should consider distributive and procedural justice principles to suppress agency cost and improve performance.
