Abstract

Penyandang disabilitas di Indonesia masih menghadapi tantangan serius berupa keterbatasan akses pekerjaan, rendahnya pendapatan, serta stigma sosial yang melekat. Kondisi tersebut menegaskan perlunya intervensi berbasis pemberdayaan yang mampu membuka ruang inklusi. Penelitian ini bertujuan mengkaji implementasi program CSR Berbagi Rasa dan Cerita melalui Café Inklusi Kopi Berbagi Pertamina Patra Niaga Fuel Terminal Bandung dalam perspektif pembangunan berkelanjutan dengan menekankan tiga pilar utama: sosial, ekonomi, dan lingkungan. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus. Data diperoleh melalui wawancara mendalam dengan pengelola café, penyandang disabilitas tuna rungu sebagai penerima manfaat, serta pihak perusahaan, dilengkapi dengan observasi partisipatif dan studi dokumentasi. Analisis dilakukan melalui content analysis dengan triangulasi sumber untuk memastikan validitas data. Hasil penelitian menunjukkan bahwa dari aspek sosial, café mampu meningkatkan kepercayaan diri difabel, mengikis stigma, dan menciptakan ruang interaksi inklusif dengan masyarakat. Dari aspek ekonomi, program ini meningkatkan penghasilan difabel secara signifikan, memperkuat rantai pasok kopi, dan memberikan efek ganda bagi UMKM lokal. Dari aspek lingkungan, café berkontribusi pada praktik ramah lingkungan sekaligus mendukung konservasi kukang Jawa. Secara keseluruhan, Café Inklusi menjadi model inovasi sosial berbasis CSR yang mengintegrasikan tiga pilar pembangunan berkelanjutan, serta layak direplikasi sebagai praktik baik dalam pemberdayaan difabel dan pencapaian SDGs. Persons with disabilities in Indonesia continue to face serious challenges such as limited access to employment, low income, and persistent social stigma. This condition highlights the need for empowerment-based interventions that can open inclusive opportunities. This study aims to examine the implementation of the CSR program Sharing Taste and Stories through Café Inklusi Kopi Berbagi of Pertamina Patra Niaga Fuel Terminal Bandung within the perspective of sustainable development, emphasizing its three main pillars: social, economic, and environmental.This research employs a qualitative approach using a case study method. Data were collected through in-depth interviews with café managers, deaf beneficiaries, and company representatives, complemented by participatory observation and document analysis. Data analysis was conducted using content analysis with source triangulation to ensure validity. The findings show that, in the social aspect, the café enhances self-confidence among persons with disabilities, reduces stigma, and creates an inclusive interaction space with society. In the economic aspect, the program significantly increases beneficiaries’ income, strengthens the coffee supply chain, and generates multiplier effects for local SMEs. In the environmental aspect, the café contributes to environmentally friendly practices while supporting the conservation of the Javan slow loris. Overall, Café Inklusi represents a CSR-based social innovation model that integrates the three pillars of sustainable development, and it is worth replicating as a best practice for disability empowerment and the achievement of the SDGs.

Abstract

Penelitian ini bertujuan untuk menganalisis pelaksanaan pelayanan Surat Keterangan Tempat Tinggal bagi Warga Negara Asing di Dinas Kependudukan dan Pencatatan Sipil Provinsi Daerah Khusus Ibukota Jakarta. Fokus penelitian ini adalah mengetahui proses pelaksanaan serta kualitas pelayanan yang diberikan kepada pemohon asing. Penelitian menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi literatur. Hasil penelitian menunjukkan bahwa pelayanan administrasi kependudukan bagi Warga Negara Asing telah berjalan sesuai prosedur, namun masih terdapat beberapa kendala yang memengaruhi efektivitas layanan. Hambatan tersebut meliputi keterbatasan sistem digital, seperti aplikasi layanan daring yang belum optimal digunakan melalui perangkat telepon genggam dan sistem yang belum terintegrasi dengan basis data kependudukan. Selain itu, sistem belum mengakomodasi kebutuhan Warga Negara Asing pemegang izin tinggal jangka panjang tanpa sponsor. Kurangnya sosialisasi serta keterbatasan dalam penggunaan format dokumen juga menjadi penghambat. Berdasarkan analisis dengan teori implementasi kebijakan, aspek organisasi dan interpretasi sudah terpenuhi, tetapi aspek aplikasi memerlukan perbaikan agar pelayanan menjadi lebih efektif, efisien, dan responsif. This study aims to analyze the implementation of the Certificate of Residence service for Foreign Nationals at the Population and Civil Registration Office of the Special Capital Region of Jakarta Province. The focus of this research is to examine the process of service implementation and the quality of services provided to applicants from abroad. The research employs a descriptive qualitative approach with data collection techniques through interviews, observations, and literature studies. The results show that the administration services for foreign nationals have been carried out according to established procedures; however, several obstacles still affect the effectiveness of service delivery. These obstacles include limitations in digital systems, such as online service applications that are not yet fully optimized for mobile device use, and systems that are not integrated with the population database. In addition, the system does not yet accommodate the needs of foreign nationals holding long-term residence permits without sponsors. The lack of public outreach and restrictions on the required document formats also hinder the service process. Based on the analysis using the policy implementation theory, the organizational and interpretative aspects have been fulfilled, but the application aspect still requires improvements to achieve more effective, efficient, and responsive public services.

Abstract

Permasalahan sosial yang sering terjadi di sekitar kita, salah satunya yaitu anak terlantar. Masalah anak terlanta merupakan isu kompleks yang membutuhkan penanganan yang komprehensif yang mencakup aspek fisik, psikologis, sosial, memberikan pelayanan rehabilitas sosial guna memulihkan fungsi sosial anak terlantar dan bersosialisasi kembali ketengah masyarakat. Penelitian ini bertujuan untuk menganalisi simplementasi rehabilitas sosial untuk Anak terlantar di Balai Besar Pendidikan dan Pelatihan Kesejahteraan Sosial (BBPPKS) Kota Padang. Metode penelitian yang digunakan adalah kualitatif dengan metode studi kasus yang dianalisis dalam paradigma deskriptif-analitis. Data dikumpulkan melalui proses wawancara mendalam, observasi non partisipatif, dan analisis dokumen. Hasil penelitian menunjukan bahwa implementasi rehabilitas sosial di BBPPKS Kota Padang melibatkan beberapa tahapan, mulai dari asesmen awal penyusunan rencana intervensi, pelaksanan program bimbingan (fisik, mental, sosial, danspritual), hingga reintegrasisosial. Meskipun memiliki beberapa tantangan dalam pelaksanaanya, seperti ketebatasan sumber daya manusia.Implikasi dari penelitian ini adalah pentingnya penguatan kolaborasi antar lembaga, peningkatan kapasitas pekerja sosial, dan edukasi publik dalam menciptakan lingkungan yang lebih inklusif bagi anak terlantar. Penelitian ini diharapkan dapat memberikan kontribusi bagi pengembangan kebijakan dan praktik rehabilitas sosial anak di Indonesia.  Neglected children remain one of the significant social issues frequently encountered in communities. This matter is complex, demanding an integrated approach that addresses physical, psychological, and social dimensions. Social rehabilitation programs play a key role in restoring the social functioning of these children and enabling their reintegration into society. The present research seeks to examine how such rehabilitation is implemented for neglected children at the Center for Social Welfare Education and Training (BBPPKS) in Padang City. Employing a qualitative methodology and a case study design, the investigation was framed within a descriptive–analytical perspective. Data collection relied on in-depth interviews, non-participant observations, and document reviews. Findings reveal that the social rehabilitation process at BBPPKS Padang comprises several phases, beginning with an initial needs assessment and intervention planning, followed by the delivery of comprehensive guidance services covering physical, mental, social, and spiritual support, and concluding with the reintegration of the children into their social environment. Despite notable achievements, implementation faces challenges such as limited human resources. The study underscores the necessity of strengthening inter-agency cooperation, enhancing the skills and capacity of social workers, and raising public awareness to foster a more inclusive environment for neglected children. Ultimately, the outcomes of this study are intended to inform and support the development of more effective policies and practices in child social rehabilitation across Indonesia.

Abstract

Upaya pemerintah Kota Bandung dalam mengatasi permasalahan sampah dengan mengeluarkan berbagai program seperti Bank Sampah, Kang Pisman, hingga Kawasan Bebas Sampah dengan tujuan agar sampah selesai dari sumbernya, tetapi program-program tersebut belum menunjukkan hasil yang optimal salah satunya di wilayah Kecamatan Panyileukan karena kurangnya partisipasi masyarakat sebagai sumber daya modal sosial. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pengumpulan data diantaranya observasi, wawancara dan dokumentasi serta studi kepustakaan, analisis data menggunakan model Miles dan Huberman. Penelitian ini bertujuan untuk melihat bagaimana pemanfaatan modal sosial dilakukan dalam pengolahan sampah rumah tangga berbasis komunitas. Hasil temuan di lapangan ditemukan bahwa untuk membangun kepercayaan di masyarakat dibentuklah lembaga skala tapak yang memberikan sosialisasi dan edukasi mengenai pengolahan sampah tetapi belum semua warga mau mengolah sampahnya sendiri. Lembaga mampu membangun jaringan di tingkat lokal, perguruan tinggi, hingga dinas tetapi masih lemah membangun jaringan dengan dunia usaha dan non governmental organization, selain itu lembaga belum mampu melakukan administrasi dengan baik. Baik lembaga, masyarakat, perguruan tinggi, dan pemerintah melalui dinas terkait merasakan dampak positif berupa hubungan kerjasama. Pemanfaatan modal sosial dapat meningkatkan partisipasi masyarakat, peningkatan kapasitas dan kemandirian kelembagaan masyarakat dalam menyelesaikan permasalahan sampah di Kota Bandung khususnya di Kecamatan Panyileukan. The Bandung City government’s efforts to address the waste problem by issuing various programs such as Bank Sampah (Waste Bank), Kang Pisman, and Kawasan Bebas Sampah (Waste-Free-Zone) aim to resolve waste at its source; however these programs have not yielded optimal results, as seen in the Panyileukan district, due to the lack of community participation as a source of social capital. This research aims to examine how social capital is utilized in community-based household waste management. The research method used is qualitative research with data collection including observation, interviews, and documentation, as well as a literature study. Data analysis was conducted using the Miles and Huberman model. Field findings using Putnam’s social capital theory indicators-which consist of trust, networks of civil involvement, and norms of reciprocity (Sudarmono, 2021)-indicate that building trust in the community, a local-scale institution was formed to provide socialization and education on waste management, but not all residents are willing to process their own waste. The institution has been able to build networks at the local level, universities, and government through relevant agencies, but it is still weak in building networks with the business sector and non-governmental organizations. Furthermore the institution has not been able to manage administration properly. The institution, the community, universities, and the government all feel.

Abstract

Penelitian ini mengkaji secara mendalam tata laksana inventarisasi aset fisik di Dinas Komunikasi dan Informatika (Diskominfo) Provinsi Jawa Barat. Pengelolaan aset fisik yang efektif merupakan fondasi penting bagi penyelenggaraan pemerintahan yang baik dan pelayanan publik yang optimal. Namun, penelitian ini mengidentifikasi bahwa tata laksana inventarisasi di Diskominfo Jabar belum mencapai efisiensi dan efektivitas yang diharapkan, berakar pada berbagai hambatan di setiap tahapan siklus manajemen aset. Dengan menggunakan pendekatan deskriptif kualitatif, data dikumpulkan melalui wawancara terstruktur dengan pegawai pengelola aset, observasi partisipatif, dan studi pustaka, menganalisis praktik pengelolaan aset dalam konteks administrasi pemerintahan dan prinsip best practice. Hasil utama menunjukkan bahwa perencanaan yang kurang matang (ketiadaan tim formal dan rencana kerja tertulis), dominasi pencatatan manual (Excel), keterbatasan integrasi sistem informasi (SIMADA yang belum optimal, inisiatif digitalisasi awal), belum adanya database aset digital terpadu yang menghambat pelaporan, serta birokrasi yang berbelit dalam penghapusan aset menjadi hambatan fundamental. Keterbatasan kompetensi SDM dan minimnya minat staf juga memperparah kondisi ini. Temuan ini menegaskan perlunya perbaikan komprehensif yang mencakup pengembangan SDM, optimalisasi dan integrasi sistem informasi, serta penyederhanaan birokrasi untuk meningkatkan efisiensi, akurasi, dan akuntabilitas pengelolaan aset fisik di Diskominfo Jabar, guna mendukung prinsip tata kelola pemerintahan yang baik dan kualitas pelayanan informasi publik. This research deeply examines the procedures for physical asset inventory at the Department of Communication and Informatics (Diskominfo) of West Java Province. Effective physical asset management is a crucial foundation for good governance and optimal public service delivery. However, this study identifies that the inventory procedures at Diskominfo West Java have not yet achieved the expected efficiency and effectiveness, stemming from various obstacles across all stages of the asset management cycle. Employing a qualitative descriptive approach, data were collected through structured interviews with asset management officials, participatory observation, and literature review, analyzing asset management practices within the context of government administration and best practice principles. Key findings reveal that inadequate planning (lack of a formal team and written work plan), the dominance of manual recording (Excel), limited integration of information systems (suboptimal SIMADA, nascent digitalization initiatives), the absence of a unified digital asset database hindering reporting, and complex bureaucracy in asset disposal constitute fundamental challenges. Furthermore, limitations in staff competency and low staff interest exacerbate these conditions. These findings underscore the necessity for comprehensive improvements encompassing SDM development, optimization and integration of information systems, and bureaucratic simplification to enhance the efficiency, accuracy, and accountability of physical asset management at Diskominfo West Java, thereby supporting principles of good governance and quality public information services.

Abstract

This research examines the significant transformation of the clan governance system in South Sumatra under two distinct power regimes: the Dutch colonial period and the Republic of Indonesia (1825–1983). Despite the clan being a well-established customary institution in local governance, limited research has systematically analyzed the dynamics of its administrative transformation across the two periods, particularly regarding contemporary state pressures and institutional reconfiguration. This research aims to address this gap by examining the processes of co-optation, adaptation, and de-institutionalization of the clan system by the state, employing a historical approach within the theoretical frameworks of historical institutionalism and institutional isomorphism. The employed methods consist of heuristics, source criticism, interpretation, and historiography. The findings indicate that during the colonial era, the clan system was not eradicated but rather institutionalized within the colonial governance framework via an indirect administration approach. During the era of the Republic of Indonesia, this system was integrated into the administrative village framework through a centralization policy; however, the values and social practices of the clan persisted at the local level. This study concludes that institutional change is intricate and results in a hybrid configuration that exemplifies the coexistence of formal state systems and local customary systems.

Abstract

Pencemaran sampah plastik di Daerah Aliran Sungai (DAS) mencerminkan kompleksitas tata kelola multisektor dan perlunya pendekatan kebijakan berbasis bukti (EBP). Meskipun EBP diakui semakin penting dalam perumusan kebijakan lingkungan, implementasinya di negara berkembang seperti Indonesia masih menghadapi kendala struktural dan politis. Artikel ini menelaah penerapan EBP dalam kebijakan pengelolaan sampah plastik di DAS melalui studi pustaka dengan analisis tematik terhadap 30 sumber literatur (26 artikel jurnal, 1 laporan pemerintah, 1 laporan non-pemerintah, dan 2 laporan internasional) yang terbit pada periode 2014–2024. Hasil kajian menunjukkan bahwa implementasi EBP dihambat oleh ketimpangan produksi pengetahuan, bias seleksi bukti, lemahnya koordinasi lintas sektor, serta politisasi bukti oleh aktor kebijakan. Temuan disintesis dalam empat dimensi utama: produksi, seleksi, integrasi, dan politisasi bukti. Artikel ini berkontribusi secara teoretis terhadap pengembangan studi EBP di sektor lingkungan negara berkembang, serta menawarkan implikasi praktis terkait penguatan sistem data, mekanisme koordinasi, dan pelibatan aktor non-negara dalam proses kebijakan. Kajian ini merekomendasikan pembangunan ekosistem kebijakan yang lebih terbuka, deliberatif, dan adaptif terhadap kompleksitas lingkungan di tingkat lokal. Plastic waste pollution in river basins reflects the complexity of multisectoral governance and the necessity of an evidence-based policy (EBP) approach. While EBP is increasingly recognized as essential in environmental policymaking, its implementation in developing countries such as Indonesia remains constrained by structural and political challenges. This article examines the application of EBP in plastic waste management policies within river basins through a literature-based study with thematic analysis of 30 sources (26 journal articles, 1 government report, 1 non-governmental report, and 2 international reports) published between 2014 and 2024. The findings reveal that EBP implementation is hindered by disparities in knowledge production, biased evidence selection, weak cross-sectoral coordination, and the politicization of evidence by policy actors. These findings are synthesized into four key dimensions: production, selection, integration, and politicization of evidence. The article contributes theoretically to the development of EBP studies in environmental governance in developing countries and offers practical implications related to strengthening data systems, improving coordination mechanisms, and engaging non-state actors in the policy process. It recommends building a more open, deliberative, and adaptive policy ecosystem responsive to local environmental complexities.

Abstract

Identitas Kependudukan Digital merupakan inovasi pelayanan administrasi kependudukan berbasis teknologi informasi yang dikembangkan oleh Kementerian Dalam Negeri. Penelitian ini bertujuan untuk menganalisis penerapan Identitas Kependudukan Digital sebagai bagian dari kebijakan e-Government di Kelurahan Ampel, Kota Surabaya. Metode yang digunakan adalah deskriptif kualitatif melalui observasi, wawancara, dan dokumentasi selama kegiatan magang. Hasil penelitian menunjukkan tiga permasalahan utama dalam implementasi Identitas Kependudukan Digital, yaitu: (1) belum adanya integrasi lintas sektor antara Identitas Kependudukan Digital dengan instansi pelayanan publik dan swasta, (2) keterbatasan infrastruktur dan kapasitas teknis pelayanan yang berdampak pada lamanya proses aktivasi, serta (3) rendahnya literasi digital dan kepercayaan masyarakat terhadap keamanan data. Permasalahan ini dianalisis menggunakan teori keberhasilan e-Government dari Indrajit yang mencakup elemen support, capacity, dan value. Ditemukan bahwa lemahnya dukungan kebijakan, keterbatasan sumber daya, dan resistensi masyarakat menjadi hambatan utama pelaksanaan Identitas Kependudukan Digital di tingkat kelurahan. Penelitian ini merekomendasikan penguatan regulasi integratif, peningkatan sarana pelayanan, serta strategi edukasi publik berbasis komunitas untuk mempercepat transformasi digital layanan administrasi kependudukan. The Digital Population Identity (Identitas Kependudukan Digital) is an innovation in population administration services based on information technology developed by the Ministry of Home Affairs. This study analyzes the implementation of Digital Population Identity  as part of the e-Government policy in Ampel Subdistrict, Surabaya City. A qualitative descriptive method was used through observation, interviews, and documentation during an internship. The findings reveal three main challenges: (1) the lack of cross-sectoral integration between Digital Population Identity  and public/private institutions, (2) limited technical infrastructure and service capacity, and (3) low digital literacy and public trust in data security. These issues are analyzed using Indrajit's e-Government success framework, focusing on support, capacity, and value. The study finds that weak policy coordination, limited resources, and community resistance hinder the local implementation of Digital Population Identity  . It recommends strengthening integrative regulations, improving service infrastructure, and adopting community-based digital literacy programs to accelerate the digital transformation of population administration services.

Abstract

Asosiasi mitra pengemudi ojek online, khususnya Gabungan Aksi Roda Dua (GARDA) adalah organisasi yang secara formil tidak memenuhi kriteria sebuah civil society organization karena mengadvokasikan perihal peningkatan pendapatan profesional (pasar), dan kesejahteraan pribadi (keluarga). Tetapi dalam praktiknya, Garda sering mengurusi pengelolaan kepentingan kolektif yang menyeimbangkan negara, pasar, dan masyarakat sipil. Artikel ini akan menganalisis Garda dengan menggunakan kerangka teori Alexis de Tocqueville tentang karakteristik sebuah civil society otganizations sebagai arena asosiasi entitas masyarakat sipil yang mendukung demokrasi, serta model A.C. LeVan yang membaginya ke dalam dimensi otonomi (autonomy) dan orientasi tujuan (goal orientation). Penelitian ini menemukan bahwa Garda memiliki orientasi tujuan keluar (outward goal orientation) dan tingkat otonomi menengah-tinggi sebagaimana karakteristik civil society organization pada umumnya. Melalui aksi kolektif dan pengawalan isu, Garda mencerminkan perannya yang tidak hanya memperjuangkan kepentingan kapital anggotanya, tetapi juga berperan penting sebagai pengawas dan mediator demokrasi pada tata pemerintahan lokal dan khususnya nasional. Penelitian ini memberi kontribusi dalam memperluas pandangan mengenai organisasi hibrida dalam konteks gerakan pekerja online, dengan menempatkan Garda sebagai contoh bahwa peranan civil society organization dapat dijalankan oleh organisasi yang secara formil bersifat for-profit bagi keluarga dan pasar. The online motorcycle taxi drivers' association, particularly the Two-Wheeled Action Association (Garda), is formally not categorized as a civil society organization because it primarily advocates for increase in professional income (market) and personal interest (family). However, in practice, Garda also engages in collective action that balances the interests of the state, the market, and civil society. Using Alexis de Tocqueville’s theoretical framework of civil society organization  as arenas of voluntary associations that support democracy, along with A.C. LeVan’s model of autonomy and goal orientation, this article analyzes the characteristics, autonomy, and goal orientation of Garda’s movement. Garda demonstrates an outward goal orientation with a medium to high level of autonomy. Through collective mobilization, rights advocacy, and political engagement, Garda exhibits several characteristics of civil society organization. Garda not only fights for material prosperity for online motorcycle taxi drivers (including its members), but also plays a significant role as a democratic supervisor and mediator in local and especially national governance. This research contributes to the discourse on hybrid organization in the context of digital labor movements in Indonesia by illustrating that a for-profit organization oriented toward family and market interests can simultaneously exercise the functions of a civil society organization.

Abstract

Penelitian ini berangkat dari ketidakseragaman praktik dalam penyelenggaraan pendidikan inklusif di Kota Padang. Tujuan penelitian yaitu menganalisis mekanisme diskresi guru dan kepala sekolah sebagai street level bureaucracy serta bagaimana komunikasi kebijakan, sumber daya, dan budaya organisasi lokal membentuk variasi implementasi pada  jenjang TK hingga SMP di Kota Padang. Melibatkan 47 informan dari 9 sekolah serta UPTD LDPI, data dikumpulkan melalui wawancara, telaah dokumen, serta observasi. Temuan menunjukkan bahwa meskipun prinsip penerimaan tanpa diskriminasi dipahami secara konsisten, tingkat kesiapan sekolah dan pemahaman praktis terhadap implementasi bervariasi. Para pelaksana memanfaatkan diskresi untuk menyesuaikan layanan dengan kebutuhan anak, dinamika orang tua, serta beban kerja dan kemampuan sekolah. Diskresi yang muncul bukan sekedar respons terhadap tekanan struktural sebagaimana dijelaskan Lipsky, melainkan membentuk  adaptive discretion yakni diskresi reflektif yang mempertimbangkan dilema moral, nilai profesional, dan kepentingan institusional. Pola ini dipengaruhi budaya birokrasi lokal yang menekankan kehati-hatian, harmoni, dan penyelesaian kasus secara situsional, sehingga menghasilkan implementasi yang tidak seragam. Studi ini memperluas teori street level bureaucracy, bahwa diskresi dalam konteks inklusi pendidikan juga merupakan arena negosiasi etis, bukan sekedar respons teknis keterbatasan aturan dan sumber daya. Oleh karena itu, diperlukan SOP, koordinasi lintas jenjang dan penguatan kapasitas agar praktik inklusi menjadi lebih konsisten dan akuntabel. This study stems from the inconsistency of practices in the implementation of inclusive education in Padang City. The objective of this study is to analyze the discretion mechanisms of teachers and principals as street-level bureaucracy and how policy communication, resources, and local organizational culture shape variations in implementation at the kindergarten to junior high school levels in Padang City. Involving 47 informants from 9 schools and the UPTD LDPI, data were collected through interviews, document reviews, and observations. The findings show that although the principle of non-discriminatory acceptance is understood consistently, the level of school readiness and practical understanding of implementation varies. Implementers use discretion to tailor services to children's needs, parental dynamics, and school workload and capabilities. The discretion that emerged was not merely a response to structural pressures as described by Lipsky, but rather formed adaptive discretion, which is reflective discretion that considers moral dilemmas, professional values, and institutional interests. This pattern was influenced by the local bureaucratic culture that emphasized caution, harmony, and situational case resolution, resulting in inconsistent implementation. This study expands on the theory of street-level bureaucracy, arguing that discretion in the context of educational inclusion is also an arena for ethical negotiation, not merely a technical response to regulatory and resource constraints. Therefore, standard operating procedures (SOPs), cross-level coordination, and capacity building are needed to make inclusion practices more consistent and accountable.
