Abstract

Indonesia held its General Election in 2024, during which a vice-presidential debate was conducted. The debate featured three candidates of Vice President: Muhaimin Iskandar, Gibran Rakabuming Raka, and Mahfud MD. This study examines the rhetorical abilities of these candidates by analyzing their visual and verbal political rhetoric using an Aristotelian approach, with a particular focus on the fourth debate. The research employs a descriptive qualitative method using content analysis techniques. Data were obtained from video recordings on TVRI Nasional YouTube channel. The findings shows that each candidate demonstrates distinct strengths across the dimensions of ethos, pathos, and logos. Muhaimin Iskandar and Mahfud MD exhibit strong ethos, reflected in their firm gestures and contextually grounded arguments. Gibran Rakabuming Raka, on the other hand, emphasizes pathos by building emotional connections with younger audiences and using humor to gain sympathy. All three candidates display competitive performance in terms of logos. Another important aspect is the candidates originality in terms of communication style. This study recommend that future research may adopt quantitative approaches, such as surveys or experiments, to empirically assess how audiences perceive originality, communication style, and their influence on voter preferences.

Abstract

The increasing number of motor vehicles in Gorontalo City has led to various transportation problems, one of which is the widespread practice of illegal parking that disrupts traffic flow and potentially reduces Regional Original Revenue (PAD). To address this issue, the Gorontalo City Government enacted Regional Regulation Number 1 of 2024 concerning Regional Taxes and Retributions as the legal basis for parking regulation and control. This study aims to analyze government policies and assess the effectiveness of the implementation of Regional Regulation Number 1 of 2024 in controlling illegal parking and increasing PAD in Gorontalo City. This research employs a qualitative approach with a descriptive method. Data were collected through observation, interviews with officials of the Transportation Agency and the community, as well as documentation. The results indicate that the policy on controlling illegal parking has been implemented through stages of problem identification, policy formulation, policy adoption, implementation, and evaluation. Policy implementation is carried out through the designation of official parking locations, field supervision, and guidance for parking attendants. However, the implementation still faces several constraints, including limited parking space, low public awareness, and inadequate security at parking locations. Overall, the implementation of Regional Regulation Number 1 of 2024 is considered relatively effective in reducing illegal parking practices, but it still requires strengthened supervision and continuous socialization to achieve optimal policy outcomes. Based on these findings, this study recommends that the Government of Gorontalo City increase the provision of adequate parking facilities, strengthen technology-based monitoring systems, and intensify public socialization for the community and parking attendants. In addition, cross-sectoral synergy and consistent enforcement of sanctions are needed to improve compliance with the regulation and optimize the contribution of the parking sector to Local Own-Source Revenue (PAD).

Abstract

This study addressed the challenges faced by traditional embroidery artisans of Sulam Angkinan in Sungai Lais, Palembang, in gaining public attention and sustaining cultural heritage in the digital age. It aimed to explore how branding strategies and digital journalism through social media serve as tools for cultural empowerment and economic visibility. Employing a qualitative ethnographic approach, the study collected data through in-depth interviews, participant observation, and social media content analysis involving local artisans, community leaders, and digital content creators. The results show that social media storytelling enhances the visibility of Sulam Angkinan and fosters a renewed cultural identity among artisans and their communities. The study concludes that digital journalism, when combined with strategic branding, is a powerful medium to sustain local heritage while reaching wider audiences. These findings contribute to mass communication scholarship by offering a deeper understanding of the intersection between digital media practices and traditional cultural promotion

Abstract

Purpose of the study to analyze the policies and strategies of the West Bandung Regency Government in poverty alleviation. The research method used is a qualitative method. Data collection techniques used are unstructured interviews, focus group discussions, observations, and document studies. The results of the study indicate that several policies of the West Bandung Regency Government in poverty alleviation are manifested in the form of the West Bandung Regency Regent Regulation on Regional Action Plan (RAD/Rencana Aksi Daerah) for Poverty Alleviation, the West Bandung Regency Regional Regulation on the Implementation of Legal Aid for the Poor, the Regional Poverty Alleviation Plan (RPKD/Rencana Penanggulangan Kemiskinan Daerah) for 2025-2030, and specific policies in the program of "Bandung Barat Ca'ang". The West Bandung Regency Government's strategy for poverty alleviation includes economic empowerment, social protection, optimizing regional autonomy through Village SDGs, and area-based data analysis. Poverty alleviation must be carried out through a multidimensional approach. The West Bandung Regency Government, as the party most responsible for poverty alleviation, is required to have a strong commitment to formulating and implementing poverty alleviation policies and strategies. The poverty alleviation paradigm, which views poverty solely as an economic issue, is one of the causes of the failure of poverty alleviation efforts. Poverty alleviation is not simply about providing assistance to meet the needs of the poor. Poverty is a multidimensional (especially economic, cultural, and structural) and multisectoral problem with diverse, urgent characteristics that require systematic, integrated, and comprehensive measures. Therefore, poverty alleviation measures are needed, supported by accurate data, targeted policy direction, and strategies. Furthermore, a Regional Regulation concerning the Handling of the Poor in West Bandung Regency is needed. This Regional Regulation serves as the legal basis for the implementation of various programs and activities to improve the welfare of the poor.

Abstract

This study is motivated by the strategic role of online media in constructing political reality at the local level, particularly in Palembang City. The research problem focuses on how media frame political issues and the implications of such framing for public opinion formation. This study aims to analyze framing patterns in local online political news coverage and to identify the dominant tendencies in political representation. The research employs a qualitative approach using the framing analysis model of Robert N. Entman on 28 purposively selected political news articles. The analysis is conducted through four framing elements: problem definition, causal interpretation, moral evaluation, and treatment recommendation. The findings indicate that the media tend to frame local politics in a stability-oriented, moderate, and affirmative manner toward local government policies. Politics is represented as a conducive and well-managed sphere, with minimal emphasis on conflicts involving key political actors or substantive criticism of policies. These findings confirm that media actively shape public opinion through structured mechanisms of issue selection and emphasis. The implications of this study are both theoretical and practical, reinforcing the relevance of framing theory in local political communication studies and providing reflection for media practitioners and stakeholders on the importance of balanced reporting in maintaining the quality of local democracy.

Abstract

Gender is understood as an analytical framework that differentiates the roles of men and women. Patriarchal structures have historically reinforced gender inequality by placing men in control over women. The purpose of this study is based on the phenomenon of gender inequality in the Mandangin Islands, where women are often viewed as second-class. The method used in this study is a qualitative descriptive method. Observations were conducted in the Mandangin Islands and interviews were conducted with village government officials, community leaders, and the Mandangin Islands community. Data analysis techniques used were processing and preparing data for analysis, reading all data, starting with coding all data. From the results of the study, it can be concluded that the social structure in the Mandangin Islands, Sampang Regency, is still dominated by a patriarchal value system that limits women's space for movement. Local culture constructs the role of men as the sole authority holders, which indirectly creates unequal access to economic resources and education for women. Women are considered second-class, this encourages women to be actively involved in productive activities, such as processing seafood. Furthermore, the PEKA (Female Heads of Households) program, in the context of the Mandangin Islands community, has become a crucial turning point, exerting a powerful influence on the deeply rooted patriarchal culture. The research suggests that the government should expand the reach of the PEKA program as a community-based empowerment model integrated with regional policies (Perda) on women's protection. The government should involve religious and community leaders (village heads/heads) in dialogues on gender equality.

Abstract

This research is motivated by the high unemployment rate among youth in South Sumatra Province, which requires concrete efforts through empowerment and entrepreneurial capacity development. The purpose of this study is to analyze the management of the Youth Entrepreneurship Training program at the South Sumatra Provincial Youth and Sports Agency (DISPORA) to determine its effectiveness in creating independent entrepreneurs. The research method used was a qualitative case study technique, involving in-depth interviews and analysis of activity report documents. The analysis, using George R. Terry's management functions, indicated that the program's organization was well-functioning, with a clear division of committee tasks. However, in terms of planning and implementation, suboptimal outcomes were identified, particularly in the training duration, which was only effective for two of the four days due to budget constraints. This resulted in obstacles in achieving the target output of truly competent and independent participants. The conclusion of this study indicates that optimizing the entrepreneurship training program requires in-depth research into the potential interests of youth and adjustments to the implementation timeframe to ensure a more comprehensive and sustainable transfer of knowledge.

Abstract

This study aims to analyze the development of employee competence, particularly for Civil Servants (ASN), at the Ilir Timur Dua District Office in Palembang City to enhance performance and professionalism. Key performance indicators establish targets that must be achieved by every government agency to ensure the efficiency and effectiveness of administrative and operational tasks. Based on the 2023 E-SAKIP data, the Ilir Timur Dua District showed suboptimal performance indicators, specifically in community mutual cooperation (gotong royong) participation, the completion of government documents, and community involvement in religious activities. Additionally, this study examines the factors influencing these competencies. This research employs a descriptive qualitative method. The analysis of employee competence development is based on Sedarmayanti’s theory in Bryan Rafael (2023:5-9), utilizing four variables: technical competence, managerial competence, social competence, and intellectual/strategic competence. Meanwhile, the factors influencing competence development are analyzed based on Spencer & Spencer’s theory in Edy Sutrisno (2019:206), covering five variables: knowledge, skills, traits/attitudes, motives, and self-concept. The results indicate that competence development has not been optimally or evenly implemented, particularly in technical and managerial aspects. Abstract

This research explores the phenomenon of skincare educational content consumption behavior on new media, specifically the TikTok account @dr.incognito_99, which serves as a primary reference for audiences amidst the surge of beauty trends and the risks of digital misinformation. The objective of this study is to describe the phenomenological experiences of the audience, analyze their interpretation of messages, and uncover the impact of such content on consumptive behavior and skincare routines. Utilizing a qualitative method with a phenomenological approach and the Uses and Gratifications Theory framework, this study involved five active Gen Z informants through in-depth interviews and observations. The findings indicate that the audience acts as active agents who consciously select content to satisfy cognitive (medical information) and affective (entertainment) gratifications. Dr. Abelina’s professional credibility as a medical practitioner serves as the primary pillar triggering a transformation in digital health literacy, where audiences deconstruct viral marketing narratives. Key results reveal a shift from impulsive, trend-based consumption to rational decision-making grounded in the analysis of active ingredients and product functionality. The study concludes that the @dr.incognito_99 account has successfully reconfigured TikTok from an entertainment-centric platform into a credible medical education space, significantly impacting the audience's self-care routines in accordance with health standards. These implications underscore the necessity of professional medical presence on social media as knowledge mediators to foster a more literate and responsible digital society.

Abstract

This study aims to develop a collaborative governance model based on local wisdom to realize independent villages through the integration of the Village Development Index (IDM) and the Village SDGs. This research is motivated by the increasing achievements of village development in Indonesia since the implementation of the village fund policy, but this is not evenly distributed because most villages are still in the developing and developed categories. This condition indicates that the village development process still faces challenges in increasing independence in a sustainable manner, especially in optimizing collaboration between actors and utilizing local wisdom. Various previous studies have examined village development through participatory approaches and collaborative governance, but their implementation still tends to be partial and has not been able to optimally integrate local potential. Furthermore, the integration between the IDM as an indicator of development achievements and the Village SDGs as a direction for sustainable development has not been fully integrated into an integrated framework in village development practices. The study used a qualitative approach with a case study design in Wajo Regency. Data were obtained through interviews, observations, and documentation, then analyzed using an interactive analysis model with reference to the collaborative governance framework. The results show that the success of collaboration is determined by four main factors: collective leadership, material and non-material incentives, interdependence between actors, and the ability to face uncertainty. Leadership involving formal and informal actors can increase community trust and participation, while incentives and local wisdom values, such as mutual cooperation, serve as drivers for sustained engagement. Synergy between actors strengthens collective capacity in village development, despite persistent challenges in human resources, budgeting, and coordination. This research yields an integrative collaborative governance model as a strategy to accelerate the realization of sustainable, independent villages.
