Abstract

This study examines the traditional marriage practices of the Fanan community in the Aru Islands, focusing on the Odar Serol ceremony as a form of honorable marriage. The research employs qualitative methods, including ethnographic observation, interviews with community members, and documentation of customary rituals. The findings reveal that Fanan marriage encompasses multiple dimensions: economic, symbolic, kinship, moral-social, and cultural transmission. Bridewealth serves not only as material provision but also as a moral and symbolic medium to reinforce family alliances, social obligations, and respect for cultural norms. Kinship networks formed through marriage strengthen solidarity, cooperation, and social cohesion within the community. Traditional leaders and family members play essential roles in mediating exchanges, ensuring compliance with customary rules, and maintaining the integrity of the marriage process. The study concludes that Fanan marriage functions as both a social institution and a mechanism for preserving cultural heritage, transmitting values intergenerationally, and sustaining communal harmony. Overall, the Odar Serol ceremony illustrates how marriage rituals integrate symbolic meaning, moral responsibility, and structured social exchange to reinforce collective identity and maintain societal equilibrium.

Abstract

This research to understand the implementation of the Quick Wins Presisi program at the North Tapanuli Police Department in enhancing community security through a qualitative approach using descriptive methods and a socio-legal perspective. The research explores the implementation process of the program, the obstacles and challenges encountered, as well as the community’s responses to the policing policy. Primary data were collected through in-depth interviews, field observations, and documentation involving police officers, community leaders, and local government officials. Meanwhile, secondary data were gathered from official documents, regulations, and relevant academic literature. Data analysis was conducted using Miles and Huberman’s interactive model, including data collection, reduction, presentation, and conclusion drawing, which was validated through source and method triangulation. The findings reveal that the implementation of the Quick Wins Presisi program at the North Tapanuli Police Department has positively contributed to increasing public trust and reducing crime rates in several areas, although it still faces challenges such as limited resources, inter-agency coordination, and social resistance. This research provides a comprehensive overview of the dynamics of police policy implementation at the regional level and offers strategic recommendations for strengthening the program based on participatory and socially responsive approaches.

Abstract

Opulation growth and increasing demand for health services have prompted Sidoarjo Regency to increase the capacity of its health system, especially for the poor who most need access to health services. Poor communities experience relatively difficulty in accessing health facilities due to limited medical costs, while not all are covered by the Premium Assistance Recipient (PBI) program funded by the central government. Therefore, in addition to the PBI program, the Sidoarjo Regency Government also implements the Poor Community Health Insurance Program (JKMM) as a form of protection and social security for poor communities not covered by PBI. This program applies specifically to Sidoarjo residents and one of its implementations is at the Porong Community Health Center. By increasing public understanding of health service rights, it is hoped that the poor can maximize service utilization. This study aims to analyze the quality of the Poor Community Health Insurance (JKMM) service at the Porong Community Health Center in Sidoarjo Regency. This study used descriptive qualitative method using the service quality theory according to Zeithaml et al. as cited by Hardiansyah (2018). This study proves quality of JKMM services at the Porong Community Health Center has been good, although evaluation and guidance from the government are still needed to minimize obstacles and ensure optimal service delivery.

Abstract

This study examines the influence of organizational design and bureaucratic structure on employee performance in the Development Administration Division of the Regional Secretariat of South Buru Regency. The research employs a quantitative approach using multiple linear regression analysis to test the relationship between variables. Data were analyzed through t-tests, F-tests, and the coefficient of determination to measure both partial and simultaneous effects. The findings reveal that organizational design has a positive and significant effect on employee performance, particularly through clear task distribution, appropriate functional alignment, and effective coordination mechanisms. Bureaucratic structure also demonstrates a positive and significant influence, with stronger impact reflected in clear authority lines, consistent implementation of standard operating procedures (SOPs), and effective supervision systems. Simultaneously, both variables significantly affect employee performance, with a coefficient of determination indicating that a substantial proportion of performance variation can be explained by these structural factors. The study concludes that improving employee performance requires integrated reforms in organizational design and bureaucratic strengthening. Strengthening structural governance mechanisms is essential to creating a more effective, professional, and results-oriented development administration capable of supporting sustainable regional development.

Abstract

This study examines the influence of human resource capacity and workload on employee performance in South Buru Regency’s empowerment and protection agencies. The research gap lies in the limited empirical studies that connect internal organizational factors with local public service challenges, particularly in community empowerment, village governance, women’s empowerment, and child protection services. Using a quantitative associative-causal design, data were collected from all 74 employees through total sampling and analyzed using multiple linear regression with SPSS. The results show that human resource capacity has a positive and significant effect on employee performance, indicating that knowledge, skills, experience, and competence improve task effectiveness. Workload also has a positive and significant effect, showing that proportionate task distribution can encourage productivity when aligned with employee capacity. Simultaneously, human resource capacity and workload significantly affect employee performance, with an R Square value of 0.774, meaning that 77.4% of performance variation is explained by both variables. The novelty of this study lies in its contextual analysis of employee performance in multi-functional local agencies facing social service pressures and child protection challenges. The findings imply that continuous training, certification, technical assistance, and balanced workload distribution are essential for improving public service quality.

Abstract

This study aims to analyze the influence of employee competence and the risk management system on the quality of financial statements at the Regional Financial and Asset Management Agency of West Seram Regency. High-quality financial reporting is essential to ensure transparency, accountability, and effective regional governance. However, recurring audit findings related to asset administration, reconciliation processes, and documentation indicate weaknesses in both human resource capacity and risk control mechanisms. Therefore, this research examines how these two factors contribute to improving financial reporting quality. The study employs a quantitative approach with an associative design. Data were collected through structured questionnaires distributed to all 52 employees involved in financial management and reporting processes, using a saturated sampling technique. The data were analyzed using multiple linear regression, supported by validity and reliability tests as well as classical assumption tests. Hypothesis testing was conducted through t-tests to measure partial effects, an F-test to assess simultaneous effects, and the coefficient of determination to evaluate explanatory power. The results indicate that employee competence has a positive and significant effect on financial statement quality. The risk management system also has a positive and significant effect. Simultaneously, both variables significantly influence financial reporting quality, with a very high coefficient of determination, indicating strong explanatory power. The study concludes that improving employee competence and strengthening risk management systems in an integrated manner are essential strategies for enhancing the reliability, transparency, and accountability of regional financial reporting.

Abstract

This study analyzes the influence of leadership style and work motivation on the effectiveness of the Free Nutritional Meal Program (MBG) with organizational culture as a moderating variable. The study used a quantitative approach with a causal design and was conducted at the Nutrition Fulfillment Service Unit (SPPG) in Makassar City. The sample size was 98 respondents determined using the Slovin formula. Data were collected through questionnaires distributed to parties directly involved in program implementation and analyzed using SEM-PLS. The results showed that leadership style and work motivation had a positive and significant effect on program effectiveness. Organizational culture was proven to strengthen this relationship. This study supports the New Public Management theory, which emphasizes the importance of strengthening managerial capacities and an adaptive organizational culture to improve public sector performance. These findings imply that the quality of leadership, work motivation, and a results-oriented organizational culture determines the effectiveness of social policy.

Abstract

This research is entitled Law Enforcement Against Criminal Acts of Abuse of Subsidized Fuel (Medan Police Department Study). The formulation of the problem is (1) How is the legal regulation of fuel oil according to statutory regulations? (2) What are the factors causing the occurrence of criminal acts of abuse of subsidized fuel oil? (3) How is the law enforcement process carried out by the police in handling criminal acts of abuse of subsidized fuel oil? The research method used is normative juridical legal research, with a descriptive analysis research type. To approach the problem using a normative juridical approach. The data used are primary and secondary data. The results of the study show that (1) Legal regulations of fuel oil according to statutory regulations, namely Law No. 22 of 2001 concerning Oil and Natural Gas, Presidential Regulation No. 191 of 2014 concerning the Provision, Distribution, and Retail Selling Prices of Fuel Oil, and Regulation of the Minister of Energy and Mineral Resources No. 20 of 2021 Concerning the Calculation of Retail Selling Prices of Fuel Oil (2) The factors causing the occurrence of criminal acts of misuse of subsidized fuel are human factors, psychological factors, and economic factors. (3) The law enforcement process carried out by the Police in handling criminal acts of misuse of subsidized fuel is to transfer case files to the Public Prosecutor for further development at the Prosecutor's Office level along with evidence and the suspects.

Abstract

This research is entitled Non-Penal Policy Against Violent Theft (Study at Belawan Police). The formulation of the problem is (1) What are the factors that cause perpetrators to commit violent theft? (2) How is the non-penal policy made by Belawan Police in overcoming violent theft? (3) What are the obstacles faced by Belawan Police in implementing non-penal policies for perpetrators of violent theft? The research method used is normative legal research, with a descriptive analysis research type. The problem approach uses a normative legal approach. The data used are primary and secondary data. The results of the study show that (1) the factors that cause perpetrators to commit violent theft are economic factors, low education factors, unemployed factors, victim negligence factors, social factors, and lifestyle factors. (2) The non-penal policy made by Belawan Police is a preventive policy, namely by always conducting routine raids in areas prone to violent theft. And a repressive policy, namely by enforcing the law in accordance with statutory regulations. (3) The obstacles faced by the Belawan Police in implementing non-penal policies are obstacles from victims who died, children who are still minors, perpetrators who fled, and limited human resources at the Belawan Police. The suggestion from this thesis is for parents to always look after and educate their children in religious values so that they do not get involved in committing violent theft.

Abstract

This study aims to analyze the legal framework governing the guidance of narcotics recidivist inmates, examine the guidance patterns implemented at the Class II-B Balige Detention Center, and identify the obstacles faced by officers in applying such guidance. The research employs an empirical juridical method, combining normative legal analysis with field data obtained from observations and interviews. The findings reveal that the legal basis for inmate guidance is regulated under Law No. 22 of 2022 on Corrections, Government Regulation No. 31 of 1999 on Guidance and Supervision of Correctional Inmates, and Law No. 35 of 2009 on Narcotics. The detention center applies individual and independent guidance patterns tailored to inmates’ needs. However, implementation faces obstacles, including officer negligence and limited supervision, which affect the effectiveness of the correctional system. Strengthening institutional discipline and supervision is essential to prevent recidivism.
