Abstract

This study aims to analyze the role of sub-district head leadership in improving the effectiveness of government program implementation at the North Mandrehe District Office, West Nias Regency. The study used a descriptive qualitative approach, with data collection methods including observation, in-depth interviews, and documentation. The research informants consisted of the sub-district head, sub-district secretary, section heads, sub-district staff, and village heads. The research results show that sub-district leadership plays a significant role in increasing the effectiveness of government programs through the application of a participatory and collaborative leadership style. The sub-district head functions as a coordinator, motivator, facilitator, and supervisor in program implementation, involving sub-district officials and the community at every stage of planning, implementation, and evaluation. The contribution of leadership is seen in improved cross-stakeholder coordination, accelerated program realization, more optimal resource management, and increased staff motivation. However, program implementation still faces several challenges, including limited infrastructure, regional accessibility, human resource capacity, and low community participation in several villages. This study concludes that adaptive, communicative, and participatory sub-district leadership can improve the effectiveness of government programs at the sub-district level. Therefore, strengthening leadership capacity and increasing synergy among stakeholders is necessary to achieve more optimal public services and regional development.

Abstract

Digitalization is a process of changing data, information, or activities from manual form into digital form so that it can make work more efficient. Digitalization also aims to increase accessibility and effectiveness in various aspects of life, for example from the business world, education, government, banking or even in daily activities so that what is currently done can be easily accessed and done. This study aims to analyze the implementation of digitalization in managing the performance of village officials in Hilihambawa Village, identify factors that are challenges in implementing digitalization in village government, evaluate the impact of digitalization on effectiveness, efficiency, and transparency in village governance. The method used in this study is a descriptive research method with a qualitative approach. The results of the study show that the implementation of digitalization in the Hilihambawa Village office shows a positive side and is very helpful in the performance of village officials, although faced with several challenges in implementing digitalization, the Hilihambawa Village government continues to strive to adapt to technology. The application of digitalization in Hilihambawa Village has been proven to increase effectiveness, efficiency, and transparency.

Abstract

This study aims to analyze employee responsiveness in the implementation of the National Health Insurance Contribution Assistance Recipient (PBI JKN) program during the Integrated Social Welfare Data (DTKS) verification process at the Gunungsitoli City Social Service. The research focuses on factors influencing employee responsiveness and efforts made to overcome technical service constraints. The study uses a qualitative descriptive approach with data collection techniques through observation, in-depth interviews, and documentation. Research informants consisted of leaders and employees directly involved in the issuance of PBI JKN reactivation certificates. The research results indicate that employee responsiveness in providing JKN PBI services is not yet optimal, primarily due to limited human resource quality, unstable internet networks, limited facilities and infrastructure, and the complexity of the bureaucratic structure. On the other hand, internal communication, leadership, and employee commitment are supporting factors in accelerating the service process. Efforts to address technical challenges include coordination between employees, maximizing the use of information technology, and providing assistance to the community during the DTKS verification process. This study concludes that increasing employee responsiveness requires strengthening human resource capacity, improving technological infrastructure, and simplifying bureaucratic procedures. These findings are expected to provide evaluation material for local governments in improving the quality of public services, particularly in the implementation of social assistance programs.

Abstract

This research is motivated by the increasing use of the Shopee application among the people of Golambanua II Village, which is thought to be influenced by the free shipping promotion strategy and product availability. The purpose of this study is to analyze the influence of these two factors on the frequency of purchases on Shopee. This study uses a quantitative approach with an associative method. The research sample consisted of 63 respondents selected through a purposive sampling technique with the criteria of having used the Shopee application in the last three months. Data were collected using a Likert scale questionnaire and analyzed through validity tests, reliability tests, classical assumption tests, and multiple linear regression with the help of SPSS version 27 software. The results showed that the free shipping promotion (β = 0.449; Sig. = 0.000) and product availability (β = 0.810; Sig. = 0.000) had a positive and significant effect on the frequency of purchases, both partially and simultaneously (F count = 238.512; Sig. = 0.000). The coefficient of determination (R²) of 0.888 indicates that 88.8% of the variation in purchase frequency can be explained by these two variables. The conclusion of this study confirms that free shipping promotions and product availability play a strategic role in increasing purchase frequency, with product availability being the dominant influence.

Abstract

This research is entitled "Analysis of the Effectiveness of the Personnel Administration Information System in Supporting Employee Performance at the Moro'o Sub-district Office, West Nias Regency". The background of the research is based on the phenomenon of the implementation of the personnel administration information system that is not optimal, characterized by delays in data input, inconsistencies in employee information, and minimal utilization of system features. The purpose of this research is to analyze the effectiveness of the personnel administration information system in supporting employee performance, as well as to identify supporting and inhibiting factors for its implementation. This research uses a qualitative approach with data collection techniques through interviews, observations, and documentation. The results show that the personnel administration information system has provided benefits in increasing work efficiency, accelerating data access, increasing the timeliness of task completion, and encouraging employee discipline. However, the effectiveness of the system is not fully optimal due to limited facilities, lack of training, and the absence of regular evaluations. Thus, the personnel administration information system has a positive contribution to improving employee performance, although improvements are still needed in technical and human resource aspects.

Abstract

This study analyzes the implementation of online attendance policies to improve employee discipline at the JNE Gunungsitoli Branch Office. Using descriptive qualitative methods through interviews, observations, and documentation, it was found that the online attendance policy was able to improve employee compliance with working hours, attendance transparency, and supervision effectiveness. However, its implementation still faces technical obstacles such as internet network disruptions and application errors, as well as behavioral obstacles such as late attendance and low awareness of discipline among some employees. The positive impact of this policy is seen in increasing discipline and work professionalism, although improvements are still needed. This study recommends improving technological infrastructure, optimizing socialization and training, and consistent supervision with strict sanctions so that the implementation of online attendance can run more optimally.

Abstract

This study aims to evaluate employee performance at the Gunungsitoli Utara Sub-district Office, Gunungsitoli City. The evaluation was conducted to determine the level of employee task implementation, factors influencing performance, and obstacles faced in carrying out public service responsibilities. The study used a qualitative approach with data collection techniques such as observation, in-depth interviews, and documentation. Research informants included the Sub-district Head, Sub-district Secretary, Head of General and Personnel Sub-division, employees, village heads, and the community as service users. The research results indicate that, in general, employees have performed their duties quite well, particularly in administrative services and coordination with villages. However, several problems remain, such as suboptimal discipline, lack of initiative, limited work facilities, and an imbalance between the workload and the number of employees. Factors influencing performance include motivation, leadership, the work environment, competence, and supporting infrastructure. The main obstacles faced are limited human resources, delays in coordination between departments, uneven understanding of tasks, and limited mastery of information technology. This study concludes that improving employee performance can be achieved through strengthening the performance evaluation system, providing ongoing training, improving work facilities, and consistently fostering discipline and motivation. The research recommendations are expected to assist the Gunungsitoli Utara Sub-district Office in improving the quality of public services to be more effective, responsive, and accountable.

Abstract

In the era of globalization and the rapid development of information technology, access to financial services is getting easier. Unsecured Loans (KTA) are one of the solutions for people who need quick funds for various purposes, such as education, health, or business capital. However, this convenience is also accompanied by risks that cannot be ignored, especially related to default. Defaults can occur due to a variety of factors, such as unstable economic conditions, poor financial management, or even fraud. This study aims to find out the form of legal protection for creditors who have defaulted in the KTA based on Law Number 8 of 1999 concerning Consumer Protection (UUPK), the factors causing defaults, and the effectiveness of these regulations in providing protection for creditors. The research method used is a normative juridical method with a legislative approach and a conceptual approach. The data used included primary legal materials in the form of laws and regulations and secondary legal materials in the form of related literature. The results of the study show that legal protection for creditors in the KTA can be in the form of preventive protection through clear and transparent agreement arrangements, as well as repressive protection through dispute resolution mechanisms both in litigation and non-litigation. Factors that cause default include the debtor's economic condition, lack of good faith, and weak creditworthiness analysis from creditors. Although the UUPK focuses more on the protection of consumers (debtors), this law also provides a legal framework to achieve a balance of rights and obligations between creditors and debtors in order to achieve justice for both parties.

Abstract

Sexual violence against children is one of the most damaging forms of human rights violations for the future of the nation's generations, and the number of cases in Indonesia does not show a significant downward trend even though the country has special legal instruments. The ratification of Law Number 12 of 2022 concerning the Crime of Sexual Violence (TPKS Law) is expected to be a legal breakthrough that fills the regulatory gap regarding the prevention, handling, protection, and recovery of victims, especially children. This article aims to examine the extent to which the TPKS Law is effective in protecting child victims of sexual violence in the first three years of its implementation (2022-2025), by examining the gap between normative-juridical protection and factually felt by victims in the field. This study uses a normative juridical method with a statute approach and a conceptual approach, supported by a literature study on official data from state institutions as well as national and international literature for the last five years. The results of the study show that the TPKS Law has normatively expanded the definition of sexual violence, introduced a mechanism for mandatory restitution, psychological assistance, and the establishment of a Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA), but its implementation is still hampered by the lack of implementing regulations in the early days, limited capacity of law enforcement officials, and the low ratio of cases that continue to the judicial process. The issuance of Government Regulation Number 30 of 2025 as an implementing regulation is also studied as an indicator of strengthening the effectiveness of advanced legislation. The novelty of this research lies in the synthesis of cross-year data trends (2022-2025) that have not been found in previous studies which are generally based on single-decision studies, resulting in a longitudinal and contextual map of legal effectiveness on the condition of child victims in Indonesia. This article recommends accelerating the harmonization of implementing regulations at the regional level and strengthening institutional capacity as a prerequisite for the effectiveness of the TPKS Law as a whole.

Abstract

The digital transformation of government in Indonesia has encouraged the use of algorithms and artificial intelligence (AI) systems in various stages of state administration, from risk-based licensing (OSS-RBA) and electronic law enforcement to data-driven decision support systems. This development raises fundamental questions regarding the suitability of algorithm implementation with the General Principles of Good Governance (AUPB) as stipulated in Law Number 30 of 2014 concerning Government Administration, which is a derivative of the concept of good governance. This study aims to examine the extent to which the application of algorithms in administrative decision-making aligns with the principles of legal certainty, accuracy, non-abuse of authority, openness, public interest, and good service, and to identify the legal challenges arising from it. The study used a normative juridical method combined with a systematic literature review of 20 scientific sources published between 2021 and 2026. The results of the study indicate that the implementation of algorithms has the potential to strengthen the efficiency, consistency, and objectivity of public services, but at the same time creates new risks in the form of algorithm opacity (black box), systemic bias, accountability gaps, and unclear shifts in legal responsibility between officials, system developers, and government institutions. This study recommends the need for a legal framework that explicitly integrates the principles of explainability, periodic algorithm audits, and human oversight into the substance of the AUPB so that the implementation of algorithms in government remains consistent with the ideals of good governance.
