Ulumuna (P-ISSN: 1411-3457; E-ISSN: 2355-7648), a journal of Islamic studies published twice a year (June and December) by State Islamic University (UIN) of Mataram since 1997, publishes original (library or field) research articles in the field of Islamic studies. It promotes multidisciplinary approaches to Islam and Islamicate societies and focuses on six main topics: (1) the Qur’an and hadith (2) Islamic Law (3) Islamic Theology (Kalam) (4) Islamic Philosophy (5) Islamic Mysticism (Tasawwuf) (6) Islamic Education (7) Islamic Communication and Propogation (Dakwa) and (8) Islamic Politic. All submitted manuscripts are subject to double-blind review process. Ulumuna was admitted as an accredited journal by the Director General of Strengthening Research and Development, Ministry of Research Technology and Higher Education of the Republic of Indonesia in 2017. The accreditation is given through a Director Decree No. 32a/E/KPT/2017 and is effective until 2022. Ulumuna has become a CrossRef Member since year 2015. Therefore, all of its publications have a unique Digital Object Identifier (DOI) number.

Abstract

Da‘wah illiteracy has been the primary cause of the common practice of Islam in Indonesia. However, this issue needs to be addressed in academic works and the measurement of da'wah literacy. Therefore, this research aims to develop a model of the da'wah literacy index. This study employs qualitative content analysis approaches and focuses on group discussion to create a quantitative model. Furthermore, a quantitative method of Pearson and Cronbach Alfa is used to test the validity and reliability of the model. The developed measurement consists of 2 dimensions with ten variables and is measured by 39 indicators. The model validity test shows a p-value of less than 0.05, and the reliability test is more significant than 0.60. Thus, it indicates that the model is significantly valid and reliable. This research is theoretically important in the literature on Islamic studies, notably for understanding the measurement of da'wah literacy in Muslim society.

Abstract

The Malaysian government has undertaken significant efforts to improve public services. However, applying Islamic approaches in the public sector is increasingly wavering today. Internal conflicts and power transitions have also hampered the efficiency of public administration. While Islam is recognized in the federal constitution, governance principles are not confined to Islamic regulations alone. Past policies, such as the Inculcation of Islamic Values and Islam Hadhari, have promoted Islamic values in public service and have been embraced by citizens of all ethnicities. This article provides a transparent review of the actual situation in Malaysia, highlighting that while these concepts are present, their implementation has often fallen short, and public appreciation of these principles needs to be more superficial. This study employed secondary data from past literature on public administration and Islam, relying on an extensive review of existing scholarly works and historical records. Findings reveal that in Malaysia, each leader seems to have their interpretation of Islamic concepts for their premiership, leading to inconsistent application of these principles. However, the Khalifah concept is recommended for Malaysian public administration. By embracing Khalifah, Malaysian leaders can revitalize public administration by prioritizing courtesy and values rooted in the Islamic faith, effectively addressing issues such as abuse of power, corruption, and breaches of trust among civil servants.

Abstract

Despite being banned by the government, HTI continues to struggle for Islamic caliphate as a clandestine movement. This study is aimed to explain factors resulting in the relatively successful penetration of caliphate ideology in a changing Malay society, as represented by Bangka Belitung Archipelagic Province. It employed a qualitative approach through the library study of both offline and online data sources in order to gain a holistic comprehension of HTI’s success. The research results elaborate HTI’s mobilization strategies as the internal factor and the context of changing Malay society and the dysfunction of moderate socio-religious organizations as the external factor contribute to HTI’s success in the changing society. Mobilization strategies comprising the intensive implementation of religious learning and preaching, publication, public demonstration, good relation and network with local important figures, and the competent use of communication and information technology become effective in the context of changing Malay society reconstructing identity and seeking solutions to its social and economic problems. In addition, the dysfunction of moderate socio-religious organizations producing a theological vacuum accentuates HTI’s relative victory. Thus, the performance of HTI depends on its internal capabilities and external context and the function of socio-religious organizations in society.

Abstract

This study investigates the crucial role of women in managing Islamic boarding school education to facilitate the transformation of Islamic teaching. Using a qualitative approach centered on a literature review, data were gathered by analyzing relevant sources, articles and books. The research involved gathering, refining, organizing, and discussing selected materials to explore womens’ role and contribution in Islamic education. The findings of this study highlight women's significant contributions to boarding school management as caregivers, trainers, and mentors, impacting policies and decision-making. Various leadership styles, including democratic, charismatic, and paternalistic approaches, influence the school's development. Women also contribute to creating a conducive learning environment and promoting gender equality through inclusive programs in Islamic education.

Abstract

This research examines the Prophetic traditions contained in the book "Nuṣūṣ al-Akhyār fī al-Ṣawm wa al-Ifṭār" authored by K.H. Maimun Zubair, which is used as the basis of argumentation in determining the beginning of Ramadan and Eid al-Fitr. This research uses Hasan Hanafi's hermeneutical method, which includes a critical analysis of the sanad, the matan of the hadith, the context of the emergence of the hadith, and its relevance. The results of the study found that there were variations in the quality of the hadith sanad in the book "Nuṣūṣ al-Akhyār fī al-Ṣawm wa al-Ifṭār," including the categories of shahih and hasan lighairi (good but not perfect in sanad). However, the overall text of the traditions in the book is considered good quality. This indicates the potential of the traditions contained in the book "Nuṣūṣ al-Akhyār fī al-Ṣawm wa al-Ifṭār" to be used as evidence in determining the laws of Islamic law. In addition, it is essential to understand the hadith text in depth, including its original meaning, historical context, and relevance to the context of life today.

Abstract

One of the controversial issues in religious practice in contemporary Indonesia is concerned with the noise raising from places of religious worship. This study aims to explain the pros and cons of Indonesia's state policy on the guidelines for using loudspeakers in Muslim places of worship (mosques and musallas). The primary data is obtained from state regulations (Indonesia Ministry of Religious Affairs) regarding guidelines for using loudspeakers. The secondary data is gathered from relevant literature sources. The current study employed content and thematic analyses in qualitative research. This study finds the concept of loudspeaker moderation as an alternative for resolving the pros and cons of the state policy regarding the regulation of the use of loudspeakers. Loudspeaker moderation integrates three pillars, namely the landmark (mosque), the soundmark (azan), and the ethicmark (guidelines for the use of loudspeaker), toward the soundworld. The study findings may have implications for factors that may provide a rational understanding of the policy on regulating loudspeakers in places of worship, especially in mosques and musallas throughout Indonesia.

Abstract

The aim of this study is to bring back to the light one of the forgotten Islamic jurist al-Layth bin Sa‘d, and find out how the environment may have influenced his legal reasoning. The first part focuses on the influence of a specific environment on human thinking in general and points to the factors influencing the formation of Islamic law in various areas in paticular. The rest of the paper discusses Layth ibn Sa‘d´s personality and the elements that may have contributed to his conception of legal thought; the very multi-religious nature of early Islamic Egypt has been identified as one of the significant elements that helped shape the central nature of his legal school. The conclusion of the study provides examples of some legal rulings issued by him, in which the key role of his environment is clearly demonstrated, and the different legal approach of other lawyers is pointed out.

Abstract

Following the 9/11 attacks, there has been an increase in Islamophobia. The wave of Islamophobia is not only found in European countries but also grows in Asian countries, including India. India has long been the location of a great, developing world civilization. The Hindu-Muslim conflict shaped India's rise to independence. Since the election of Prime Minister Narendra Modi in 2014, India has indicated that it will become a Hindu-centric country that increasingly marginalizes Muslim minorities. The purpose of this study is to examine the effect of Islamophobia on violence against Muslims in India during the reign of Prime Minister Narendra Modi and to understand the form of multidimensional violence and the causes of the development of Islamophobia. This study shows that there is an influence of Islamophobia on the continuity of violence in Indian society, especially involving Hindu and Muslim groups. Islamophobia is also manifested through multidimensional violence, such as direct violence, structural violence, and cultural violence. The presence of Hindutva ideology, the influence of right-wing groups, and Indian media all contribute to the growth of Islamophobia in India.

Abstract

The diversity of religions, cultures, and languages is an inherent feature of Indian democracy. These kinds of legal pluralism arrangements are found in the area of personal laws in India. Since 1985, India has witnessed a direct conflict between Muslim personal law and secular laws. Recently, one of the High Courts in India reaffirmed that the mother of the child has no right to be considered as the natural guardian of her child. The gender disparities with the guardianship laws under Islamic law are being exposed again by this decision. Inadequate understanding and interpretation of religious texts usually lead to these kinds of disparities. Da’wa can help refresh and reform Sharia by encouraging Muslims to think closely about how it is used and understood and to seek better solutions to today's problems. The guardianship laws in India now need to be changed in light of modern da’wa communication. This article explains the importance of da'wa communication and how it should be applied to reinterpret Muslim personal laws in India. This article concludes with a comment that modern da’wa communication is necessary to interpret guardianship laws under sharia from a liberal dynamic and forward-looking perspective without rejecting the value of Islamic jurisprudence and the All India Muslim Personal Law Board should take measures to achieve gender parity in Muslim guardianship laws through efficient da'wa communication.

Communication, dialogue, speaking, listening, and understanding other people's opinions are also part of da'wa communication. The communication process carried out by preachers can become a benchmark for the success of Islamic communication and propagation. This article offers a new perspective on da’wa activities to increase interaction and develop communication in society. This concept is concerned with amthãl and tafsir as a learning method to increase public interest and interest in Islamic da’wa. Dialogue and communication of da'wa like this is what is popular with the community today as an effort to develop Islamic society. The data collection techniques in this study include field observation, interviews, and literature studies. The results of this study show that da'wa by using amthãl and tafsir as a learning method in the development of Islamic society in West Lombok can provide influence and change the community. This method of da’wa is classified as an innovative method of conveying and spreading the message of Islamic da’wa.
