Operations Research: International Conference Series (ORICS) is published 4 times a year and is the flagship journal of the Indonesian Operational Research Association (IORA). It is the aim of ORICS to present papers which cover the theory, practice, history or methodology of OR. However, since OR is primarily an applied science, it is a major objective of the journal to attract and publish accounts of good, practical case studies. Consequently, papers illustrating applications of OR to real problems are especially welcome. In real applications of OR: forecasting, inventory, investment, location, logistics, maintenance, marketing, packing, purchasing, production, project management, reliability and scheduling. In a wide variety of environments: community OR, education, energy, finance, government, health services, manufacturing industries, mining, sports, and transportation. In technical approaches: decision support systems, expert systems, heuristics, networks, mathematical programming, multicriteria decision methods, problems structuring methods, queues, and simulation.

Abstract

Developing a business is a manifestation of growth activities that will be the key to success in going through the continuity of a business. It becomes the basic basis for making decisions that are important for company policy in good situations or in unpredictable situations such as the covid 19 pandemic. A leader in a medium-sized business of course pays attention to all aspects of support that make the decision device taken by paying attention to reactions occurring both internally and in the market. You will see the character of a leader who is ready to face a crisis, especially in adapting information technology as part of the relocation of businesses to digital caused by the difficulty of penetrating the market directly. Researching how many medium-sized business owners in Bandung are adapting the use of information technology as a means of business in 2020-2022. As a result of the leadership crisis, it is feared that it can have an impact on the running of the business by analyzing qualitatively that the behavior of an agile leader will have an impact on the use of information technology in their business. For that it can be seen how much a leader is able to adapt or in other words he is able to accept changes quickly and apply them in his business. For this reason, this research is expected to be a reference tool in terms of leadership characteristics in dealing with crises due to the pandemic or post-Covid-19 pandemic.

Abstract

Nutritional problems in children are closely related to the health and nutrition preparation of a woman to become a mother-to-be, in this case, eligle woman (15-49 year) who do not yet have a legal partner. The results of the Nutrition International survey in 2018 found cases of anemia in eligible wowen’s in West Java of 41.93%, this is in line with the target of giving blood supplement tablets to eligible women’s, especially the adolescent group, which is still low (25.2%) and still below the target of West Java (52%). There is a need for intervention efforts to prevent anemia by optimizing the provision of iron-containing foods in addition to giving iron tablets. The purpose of this research was to determine the effect of a mix of beetroot and red guava yogurt on hemoglobin levels in eligible woman. The method used is a quasi-experiment with a one-group pre-post design approach. The sample in this study was 30 respondents using a purposive sampling technique with the inclusion criteria of mild and moderate anemia, not having allergies to yogurt ingredients, and not being on medication disease that can cause anemia. Determination of anemia by measuring hemoglobin levels with the POCT (Point of Care Testing) method. The analysis technique uses frequency distribution, normality test, and bivariate test using Wilcoxon test through SPSS version 20.0 computer software. The results showed that all respondents (100%) experienced mild anemia before being given the yogurt mix of beets and red guava. There is a significant change with a pvalue of 0.000 < alpha value (0.05). It can be concluded that giving beetroot and red guava yogurt if consumed regularly and appropriately can reduce the incidence of anemia, so it is hoped that this can be used as a policy for intervention in eligible women’s with anemia.

Abstract

The activity of selecting the right person to carry out a job within a company organization is not only to get superior quality resources, but it is also important for managers to get fluency in the work being done. The problem of selecting candidates for field implementation at CV. Agrapana Widjaya, that is, it is difficult to get candidates who match the candidate criteria desired by the company, the number of candidates to be selected with a limited deadline is often the manager's subjective assessment of each candidate. The solution to this problem is to create a web-based decision support system by applying the profile matching method approach which can later do gap weighting, grouping the main factors, supporting factors, and the final calculation of each candidate. So that this can be done by giving recommendations in the form of ranking results where every candidate who has great value is the candidate who has the greatest chance of getting the job. The results of this study are the project manager at CV. Agrapana Widjaya is expected to make it easier to carry out the assessment process and provide an overview of each candidate for decision-making.

Abstract

The Indonesian government has made policies in almost all fields. That is to prevent the spread of the Covid-19 virus, with one of them being the policy of workers to work from home and study from home which is often also called online or online learning. Early childhood education to tertiary institutions practice online learning policies so that children are at home for 24 hours. During the pandemic, children were accompanied by their parents studying at home online. Thus, parents must have the right parenting style in accompanying children while at home. Good behavior emerges from good parenting. Abstract

Indonesia is an area prone to earthquakes because it is traversed by the meeting point of 3 tectonic plates, namely: the Indo-Australian plate, the Eurasian plate and the Pacific plate. An earthquake is an event where the earth vibrates due to a sudden restraint of energy in the earth which is characterized by the breaking of rock layers in the earth's crust. Almost all regions in Indonesia are at risk of being exposed to earthquakes. To anticipate the risk of natural disasters, earthquakes are advised to join the insurance program provided by the insurance company. This study aims to determine earthquake insurance premiums based on large physical and economic losses. The method used is the Bayesian method. This method produces each estimated loss value which is then used to calculate the combined estimated loss value. After that, the combined estimated loss value is used to calculate the premium value. The result of this research is the premium which is calculated based on the principle of expected value and standard deviation principle. The premium resulting from the expected value principle is lower than the premium resulting from the standard deviation principle.

Abstract

The low nutritional status of toddlers indicates a non-optimal level of health. Family empowerment is the key to toddler care to improve nutritional status. Kia books are an excellent medium for monitoring nutritional status (Susilo et al., 2021). Cibeet Village is the village with the highest cases of malnutrition in the Ibun health center area of Bandung regency with toddler visits to posyandu only 50%. MCH books were used in this study to monitor the nutritional status of toddlers. The study was designed using an analytical crossectional study, with a sample of 57 mothers under five and family. Samples from each of these villages were randomly selected and re-selected from each posyandu. Data related to the use of Kia books by families are carried out through observation of family members and direct measurement of nutritional status. The results showed that mothers of toddlers who used MCH books periodically were 42.1%, mothers were family members who used MCH books 89.5%, nutritional status of toddlers 84.2% were bai k nutrition. Based on the analysis of the relationship between the use of MCH books and the nutritional status of toddlers, a p-value (0.00 0) was obtained, < with an alpha value (0.05). Thus there is a relationship between the use of MCH books and the nutritional status of toddlers. There is a relationship between the use of kia books and toddler caregivers obtained p-value (0.00 4) < alpha value (0.05). Kurang from half of the families of toddlers have not used the MCH book as a medium for determining the nutritional status of toddlers and there are still toddlers with malnutrition, in Cibeet village, the working area of the Ibun Health Center. Efforts are needed to empower families in utilizing Kia books so that family participation increases in maintaining family health.

Abstract

Nowadays, the concept of human security is an issue that is often discussed, especially when issues regarding policies or how a country deals with the Covid-19 pandemic make headlines in every news report. The concept of human security shifts the focus point of security which previously focused on the state to become towards individuals. Often various discussions collide these two concepts under the pretext of finding the best way for the state to make an appropriate policy, especially during emergencies such as problems caused by the Covid-19 Pandemic. So to solve this problem it is necessary to re-understand the priorities in the security of a country in an emergency situation, especially in Indonesia. This paper aims to find out what is prioritized by the state in the event of an emergency. Literature study or desk research becomes a research method, accompanied by a conceptual and regulatory approach, then secondary data is analyzed descriptively. Based on the research, it was concluded that the concept of state security or human security should not be made as if they are contradictory but instead complement one another and become a thinking construct for the state to determine a priority in order to achieve common interests through an insecurity faced in an emergency situation. The state as the shelter of an individual certainly needs to be a top priority without neglecting the security of every individual in it. The difference in focus on the concept of state security and human security should not make both of them an option.

Abstract

Employment sosial security is a basic right of workers/laborers whose fulfillment must be guaranteed by the state in order to realize the welfare of workers/laborers and their family members. In addition, sosial security as a sosial protection system not only reduces poverty but also protects people from falling into poverty (Haiyani, 2022). Indonesia already has Law Number 40 of 2004 concerning the National Sosial Security System (UU 40/2004) and Law Number 24 of 2011 concerning Sosial Security Administering Bodies (UU 24/2011). One of the rights of workers is to get work accident insurance if they have an accident related to their work. However, what if the worker is exposed to COVID-19 at work? what if when you are hospitalized due to a work accident, you are exposed to COVID-19?. This paper is intended to analyze the need and different arrangements for the Obligations and Rights of workers in the event of having a work accident during the COVID-19 pandemic, which has not been regulated in Law Number 24 of 2011 concerning the Sosial Security Administering Body (Law No.24/2011), which is a public legal entity that has the authority as well as the obligation to implement employment social security. This research uses normative juridical research methods.

Abstract

Justice in the legal context is to bring out a caring attitude from the state and this is important in the post-pandemic era. The state has the ability to exercise control over all things as its natural state but must still pay attention to the condition of society. Justice must be an inseparable part of a country because of the existence of a social contract from society. The research object is a country with a normative research method that makes legal hermeneutics a problem solving. As a result, the state cannot impose its will in the post-pandemic era because the people have done what the people want, including vaccines, using masks or maintaining attitudes in daily life. The conclusion obtained is that there is a prioritization of the meaning of the social contract so that the essence of justice appears and has a good impact on society.

Abstract

Business activities in the agricultural sector, especially rice farming, will always be faced with a high risk of uncertainty. The risks experienced by farmers come from the natural environment, natural disasters, climate, and plant-disturbing organisms. To avoid this situation, the government is currently providing the best solution in the form of a Rice Farming Insurance program (AUTP), which is expected to provide protection against the risk of crop failure that farmers may experience. The purpose of this research is to analyze rice farmers' risk preferences in determining rice farming insurance premiums. The research method for rice farmers' risk preferences was analyzed using constant relative risk averse (CRRA) utility theory. Based on the research results, rice farmers in Majalaya District, Bandung Regency has a very risk averse risk preference. The risk preferences of farmers participating in AUTP and non-AUTP are very risk averse. The policy implications that can be explained based on the results of this study are increasing farmers' understanding regarding the description and benefits of agricultural insurance through counseling and assistance by the Agriculture Service and PT. Jasindo, so that rice farmers in Majalaya District, Bandung Regency have awareness of the benefits of insurance. Encouraging the participation of rice farmers in Majalaya District in the AUTP program can also be carried out by prioritizing rice farmers with very risk averse risk preferences. The policy implications that can be explained based on the results of this study are increasing farmers' understanding regarding the description and benefits of agricultural insurance through counseling and assistance by the Agriculture Service and PT.
