Abstract

Karang Tengah Village has a variety of natural tourist destinations, currently the condition of the Waste Disposal Site (TPS) along the tourist route is still dirty and unorganized, thus reducing the aesthetic value and image of environmentally friendly tourist destinations and the role of the community (Paguyuban Local Guide Sentul) is not optimal. The purpose of the Community Service (PKM) activity in Karang Tengah Village is to obtain innovative community-based solutions to create a clean, aesthetic, and educational tourist destination environment. The approach used is participatory-educational and eco-urban micro intervention through five stages: socialization, training, technology implementation, mentoring, and replication. The results of the PKM are the transformation of a slum TPS into a Green TPS, training and mentoring on waste management, optimizing the role of the community in educating tourists to maintain a clean and aesthetic environment. The conclusion is that PKM through simple community-based interventions is able to transform a slum TPS into a Green TPS that supports the branding of the tourist village. The constraints faced are limited scope to one TPS location and one partner community and the contribution of the Green TPS model can be replicated in other tourist destination locations.

Abstract

This study aims to analyze the patterns of regulatory disharmony in Indonesia’s Sharia digital economy and propose an integrative harmonization strategy based on Islamic law principles to strengthen institutional synergy, legal certainty, and sector competitiveness. This normative-juridical research employs a qualitative descriptive-analytical approach, using secondary data from laws, regulations, fatwas, official reports, and academic literature. Data were analyzed through content and thematic analysis to identify regulatory gaps and formulate policy recommendations. The study identifies four main patterns of disharmony: (1) delayed DSN-MUI fatwas on fintech innovations, (2) dual OJK-BI authority in bank-fintech supervision, (3) unclear regulations on blockchain and smart contracts, and (4) vulnerability to Sharia-based fraud. These issues stem from weak coordination among OJK, BI, DSN-MUI, the Ministry of Cooperatives, and the Ministry of MSMEs. Regulatory harmonization is essential to unlock the full potential of Indonesia’s Sharia digital economy. An integrative strategy involving a Regulatory Harmonization Task Force, an integrated information system (SITRFES), joint SOPs, and a phased implementation roadmap (2026–2031) is proposed to enhance coordination, accelerate innovation, and ensure Sharia compliance. The findings offer actionable insights for policymakers and regulators to strengthen cross-institutional synergy, improve legal certainty, and position Indonesia as a resilient and competitive global hub for Islamic finance. Lessons from Malaysia’s BNM-SAC model and the UAE’s DFSA-HSA framework provide valuable benchmarks for implementation.

Abstract

This study aims to analyze the competency development strategy of J&T Express employees in West Koya and identify the factors that influence the development of these competencies. The focus of this research is an effort to improve the quality of human resources in facing operational challenges and increasingly fierce competition in the logistics industry. This study uses a descriptive qualitative approach with purposive sampling techniques on three informants consisting of operational supervisors and storage department employees. The data collection technique was carried out through data interviews using data reduction methods and SWOT analysis with IFAS and EFAS matrices visualized in a cartesian diagram. The results of the study show that J&T Express Koya Barat indicates an aggressive strategy by maximizing internal strength to take advantage of external opportunities. Internal strength to take advantage of external opportunities. The right strategy includes increasing technology-based training, coaching and mentoring, and strengthening operational supervision. Influential internal factors include strength in the form of a wide distribution network and energetic human resources, but constrained by limited training and facilities. External factors include e-commerce growth opportunities and the threat of fierce competition and limited quality human resources.

Abstract

This study seeks to determine the factors affecting tax avoidance in real estate and property firms. The study's population comprised real estate and property firms. This research utilized a sample of 33 real estate and property firms. Field research and library research are the methodologies employed for data collecting on the financial statements of real estate and property enterprises throughout the 2021–2023 period. The data for this inquiry was processed using Microsoft Excel and SPSS version 26. The results demonstrated that leverage and profitability substantially affect tax avoidance, although capital intensity and sales growth do not. Inspection of tax avoidance operations is advisable, as significant tax avoidance results in suboptimal state revenue.

Abstract

Diabetes Mellitus (DM) is a disorder of carbohydrate metabolism characterized by a disruption of the body's ability to produce insulin. The bark of the black mulberry stem has a high chemical content of anthocyanins, phenolics, flavanoids and has been known to have many properties. The purpose of this study was to determine the effectiveness of ethanol extract of black mulberry stem bark (Morus nigra L.) on reducing blood glucose levels in male mice (Mus musculus). This research is included in the laboratory-scale experimental type of research. The simplicia of the black mulberry stem is macerated then produces a dry extract. Antidiabetic testing was carried out by dividing 24 mice into 6 groups, namely a healthy control group, a positive control group (glibenchlamid), a negative control group (Na CMC 0.5%), and a 10% b/v dose extract group, a 15% b/v dose extract group, a 20% b/v dose extract group, which was induced with an allocation of 130 mg/kg BB. Based on the results of research that has been carried out, ethanol extract of black mulberry stem bark at a dose of 20% b/v has the highest effect of reducing blood glucose levels with a percentage decrease of 33.51%, compared to doses of 10% and 15%, showing a percentage decrease of 5.51% and 2.36%.

Abstract

The Design and Build (D&B) model is recognized for its potential to enhance efficiency by integrating planning and execution within a single contract. However, its implementation in Indonesia is hampered by the absence of a clear legal framework for managing design changes, leading to legal uncertainty and frequent disputes in strategic projects. This research aims to develop a clear and structured legal concept for a design change mechanism within Indonesian D&B contracts, grounded in the principles of legal certainty and fair risk allocation. The study employs a normative-juridical approach, analyzing Indonesian regulations (Law No. 2/2017, Presidential Regulation No. 16/2018) and comparing them with established international standards such as FIDIC and NEC4. The findings reveal that while Indonesian regulations generally permit contract modifications, they lack detailed procedures specifically for design changes in the D&B scheme. This regulatory gap results in ad hoc negotiations, imbalanced risk sharing, and weak documentation, weakening contractors' legal position. In contrast, international contracts provide structured procedures involving formal notification, impact assessment, and written instructions to ensure transparency. Based on these findings, the study concludes that the formulation of a standardized, procedural mechanism—covering application, evaluation, approval, adjustment, and documentation stages—is essential to ensure legal certainty. The research implies the need for amendments to national regulations or the development of ministerial guidelines that incorporate these principles, which would provide better legal protection, reduce project delays, and foster more equitable and efficient D&B project implementation in Indonesia

Abstract

Audio visual media is a medium that is very popular with today's young generation. Technological advances have supported the creation of audio-visual works, especially films, both low-cost and high-cost. Social media such as YouTube, Instagram, Tiktok and Facebook are free platforms that are widely used to promote their creative works to audiences all over the world. This encouraged TVRI Jawa Barat to hold a Short Film Festival as a means of appreciating creative works of art for the younger generation who are interested in the field of filmmaking. The objective is to select and award the best film creators and collaborate with TVRI Jawa Barat, create media for promoting film works to audiences and producers and provide a platform for young filmmakers to share knowledge, experience and skills related to film production. TVRI Jawa Barat's involvement in advancing film in West Java is an interesting research object. This research was carried out to find out what strategies were designed by the TVRI Jawa Barat Film Festival Program in order to gain the participation of young filmmakers in West Java. This research, which uses qualitative methods with a case study approach through a series of observation activities, in-depth interviews and document studies, shows several interesting results, including an increase in the number of participants in the third event by 1000% with a strategy of determining free themes and genres but still referring to normative standards Indonesian Broadcasting Commission (KPI)

Abstract

Natural Law represents one of the oldest schools of thought in legal philosophy, placing the foundation of law on moral and rational values inherent in human nature. Natural law emphasizes substantive justice that is universal and eternal. This study traces the development and transformation of Natural Law theory from the theological framework of Thomas Aquinas to the rationalist thought of the modern era, with the aim of understanding the relevance of Natural Law principles in contemporary legal contexts and the epistemological shift from faith to reason. Using a qualitative approach through library research and data analysis, this study compares Aquinas’s concept of Natural Law—which views law as the participation of human reason in God’s eternal law (lex aeterna)—with the views of rationalist thinkers such as Grotius, Locke, Rousseau, and Kant, who place reason as the source of legal legitimacy and natural rights independent of divine authority. The findings show that this shift marks the secularization of Natural Law, which then forms the foundation for human rights, social contract theory, the rule of law, and legal-rational legitimacy. This study concludes that the dialectic between theological and rationalist paradigms continues to influence modern legal philosophy, making universal morality, rationality, and human dignity core pillars of contemporary legal systems

Abstract

Conventional civil litigation in Indonesia has long faced chronic challenges in the form of slow, complicated, and expensive processes. In response, the Supreme Court launched a breakthrough in procedural law through Supreme Court Regulation (PERMA) Number 2 of 2015, which was revised by PERMA Number 4 of 2019 concerning Procedures for the Settlement of Small Claims. This regulation aims to realize the principle of simple, fast, and low-cost justice, especially for disputes with limited material value. This research uses a library research method with a juridical-normative approach to analyze the implementation of PERMA. The analysis reveals that although the small claims law (GS) has succeeded in creating significant procedural efficiencies at the examination stage—primarily through the 25-day time limit and the simplification of procedural law—its implementation in the field has not achieved holistic efficiency. Three main obstacles were identified: inconsistent compliance with the 25-day deadline across courts, the “paradox of proof” that allows defendants to complicate evidence and lead to inadmissibility rulings, and the “irony of execution” where fast decisions must still be enforced through slow general procedures due to the lack of a special execution mechanism in PERMA. This study concludes that efficiency is realized only at the examination stage and recommends amending PERMA to introduce a simpler execution mechanism, as well as optimizing the use of immediate decisions (uitvoerbaar bij voorraad) by judges as a practical solution.

Abstract

Although the Radiology Installation of Pertamina Central Hospital (RSPP) has used Digital Radiography (DR), repetition of thorax photos still occurs frequently due to various factors. This study aims to identify the factors causing repetition of thorax photos in the DR modality at Pertamina Central Hospital (RSPP), to minimize patients' radiation exposure risk. This study employed a descriptive mixed-methods approach. Data were collected through observation, documentation, and literature review. The sample consisted of data on thorax photo examinations over a 2-month period, from January 12 to March 12, 2025. The survey revealed 166 repeated thorax photos at the Radiology Installation of Pertamina Central Hospital (RSPP), with a repetition rate of 9.36% 4.6 times higher than the standard set by Decree of the Minister of Health Number 129/Menkes/SK/II/2008. Solutions are therefore needed to reduce thorax photo repetitions, based on the identified causative factors, to ensure patient safety
