Abstract

This study aims to analyze the policy implementation strategies for stunting reduction by the Planning Agency of West Seram Regency within the context of budget constraints, emphasizing a collaborative governance approach based on the Pentahelix model. Five key stakeholders—government, academia, business sector, community, and media—are identified as pillars of collaboration in enhancing policy effectiveness. Employing a qualitative case study approach, data were collected through in-depth interviews, participatory observation, and policy document analysis, and were then thematically analyzed to formulate an implementation model that aligns with the conditions of underdeveloped regions. The findings reveal that despite fiscal limitations, stakeholder synergy can foster effective collaborative mechanisms in program execution, provided it is supported by inclusive leadership, dynamic cross-sectoral coordination, and participatory communication. The novelty of this study lies in the integration of collaborative governance and the Pentahelix model within the realm of public health in fiscally constrained areas, specifically in Eastern Indonesia—a region often underrepresented in public administration scholarship. These findings not only expand the conceptual framework of collaborative governance studies but also propose an efficient and adaptive policy implementation model suited for regions facing complex geographical and social challenges. The study recommends strengthening cross-sectoral collaborative networks as a sustainable strategy for social policy while promoting a more contextual and responsive development of public administration science for disadvantaged regions.

Abstract

This study aims to determine the condition of Sasak language usage, attitudes toward Sasak language preservation, and factors influencing attitudes toward Sasak language preservation. The method used in this study is qualitative descriptive research with the research subjects being the Sasak tribe community in Mataram District, Kekalik Kebon Village, Mataram City, NTB. The data consists of words or sentences obtained from research informants. The data sources in this study were the native speakers of the Kekalik Kebon neighborhood, Mataram District, Mataram City, through interviews with the native speakers. Additionally, direct observations were conducted in the field to observe the language usage. The data was analyzed using interactive analysis, which includes data reduction, data presentation, and drawing conclusions. Based on the results of the data analysis, it can be concluded that (1) the Sasak language is still used by the Kekalik Kebon community, although teenagers and children often use a mixture of Sasak and Indonesian  (2) The attitude toward the preservation of the Sasak language is by preparing the mindset or behavior and thoughts of the community in Mataram District, particularly in the Kekalik Kebon area, to use the Sasak language more dominantly when communicating. (3) The factors influencing the attitude toward the use of the Sasak language in Mataram District, Kekalik Kebon area, are age, atmosphere, and topic.

Abstract

Demonstrations are a form of citizen participation to express opinions in public spaces, as guaranteed by Article 28E of the 1945 Constitution and Law No. 9 of 1998. This activity is carried out verbally, in writing, or through other forms of expression as a means of opposing policies perceived to violate the law or human rights. Security forces are obligated to safeguard this right; however, in practice, acts of violence and repressive measures by the police are still frequently reported. According to reports from Amnesty International and the National Commission on Human Rights (Komnas HAM), incidents of torture continue to increase. Therefore, this study focuses on the aspects of criminal liability and human rights violations in the handling of public demonstrations. This research employs a normative juridical method through literature studies of legislation and legal literature. The aim is to explore legal principles, analyze norms, and interpret the applicable legal meaning using secondary sources such as books, journals, and official documents. The findings indicate that the handling of demonstrations by the police must be grounded in human rights principles and adhere to applicable laws. The discretionary authority outlined in Article 18 Paragraph (1) of Law No. 2 of 2002 is deemed vague and lacks clear limitations, making it prone to misuse. The violent crackdown during the 2024 “Kawal Putusan MK” protest highlights clear violations of human rights and criminal law. In practice, the constitutional right to freedom of expression is often violated.Therefore, revising the provisions on police discretion, reinforcing accountability, and strengthening the role of independent oversight are essential steps in safeguarding rights and upholding democracy.

Abstract

To improve health services in Indonesia, the government established the Social Security Organizing Agency (BPJS) which is tasked with organizing the National Health Insurance (JKN) for all Indonesian citizens. The problem that occurs at Kendari City Hospital is that there are still many claims that experience payment delays. The large number of delays in payment of claims submitted by Kendari City Hospital to BPJS health that occur every month will certainly affect the operational costs of the hospital. This study aims to determine the development of an inpatient BPJS Health claim management model at Kendari City Hospital. The research design uses a qualitative approach to identify problems and find solutions to solve obstacles to submitting inpatient claims. This research was conducted at Kendari City Hospital and BPJS Kesehatan Kendari branch with a total of 16 informants. The sampling technique used in this study was purposive sampling, the criteria for informants in this study were officers who had understanding or knowledge and were directly involved in completing the inpatient claim file documents. The results of this study indicate that by adding the stages of the medical internal verifier process as a controlling phase in the process of observing the implementation of all BPJS inpatient claim management activities to ensure that all stages of the inpatient claim management model carried out run in accordance with predetermined coding rules. The internal medical verifier has an advantage because it is a strength in claims management, as a good communication negotiator between the hospital internal verifier and BPJS Health aims to find solutions that are acceptable to the Kendari City Hospital as a service provider and BPJS Health as a patient service guarantor.

Abstract

Indonesia's defense industry faces significant challenges in achieving self-reliance, including a heavy dependence on imported military technology, which limits its strategic autonomy and industrial competitiveness. This research analyzes how Indonesia can strengthen its defense industry by leveraging strategic insights from Japan’s defense systems. This country has successfully built an advanced defense industry despite constitutional constraints. The study employs a qualitative method, focusing on literature review and secondary data from various sources. The findings suggest that Japan’s collaboration model, which involves the government, private sector, and academia, can be adopted in Indonesia. Technology transfer strategies and dual-use technologies can foster innovation and reduce import reliance. The implications of this research highlight the importance of increasing investment in research and development (R&D) and expanding international cooperation to enhance Indonesia’s defense industry self-reliance.

Abstract

Purpose: This study aims to analyze the optimization of the supply chain in the Free Nutritious Meal (MBG) Program to support Indonesia’s non-military defense force. The research focuses on evaluating supply chain challenges, assessing the impact of efficient logistics and stakeholder collaboration, and proposing strategic improvements to enhance food security and national resilience. Design/methodology/approach: This research employs a qualitative descriptive approach through a literature review of academic publications, government policies, and international reports on food supply chains and national security. The study examines key supply chain components, inefficiencies, and potential solutions to strengthen the sustainability of the MBG Program. Findings: The findings indicate that the effectiveness of the MBG Program depends on an efficient supply chain encompassing production, distribution, and consumption. Key challenges include logistical constraints, production sustainability, and multi-stakeholder coordination. Implementing strategic measures such as digital supply chain management, infrastructure investment, and local food diversification can enhance program efficiency and contribute to Indonesia’s non-military defense strategy. Originality/value: This research contributes to the fields of food security and national resilience by providing a strategic framework for optimizing the MBG Program’s supply chain. It offers practical recommendations for policymakers, supply chain managers, and stakeholders to establish a more resilient and adaptive food security system.

Abstract

This study aims to test and analyze the influence of empowerment, development, welfare, community participation on village fund allocation. This research method uses quantitative research design. The population used in this study is the community of Medungsari Village, Gondangrejo District with a total of 3,120 people. Sampling using purposive sampling technique obtained 100 respondents Data collection using questionnaires. The data analysis technique used statistical analysis, namely multiple linear regression test, F test, t test, and coefficient of determination. The results of the study indicate that empowerment, development, welfare, community participation partially and simultaneously have a positive and significant effect on village fund allocation (ADD) in Mendungsari Village, Bulurejo, Gondangrejo, Karanganyar Suggestions from this study, always increase empowerment, development, welfare, and community participation, so that it can increase village fund allocation (ADD).

Abstract

The research to learn fashion journalism that applies the theme of men's fashion using Balinese endek cloth. Balinese endek cloth is a cultural heritage that should be preserved, men's clothing is displayed in the form of a fashion catalog with various styles of work clothing themes. There are not many fashion journalism learning media for men's fashion by making this research as a means of developing teaching media for students on men's fashion and applying it to suitable photo styles for men's fashion using Balinese endek cloth. The method used in this research is a descriptive qualitative approach to the process of fashion planning and fashion photography of men's fashion based on Balinese ethnic cloth. The results of the study are a catalog that shows that Balinese etink cloth in men's fashion can be a modern men's fashion style without leaving local cultural values and is suitable for use in fashion journalism teaching media, especially men's fashion.

Abstract

Sociology students at the Faculty of Social and Political Sciences, University of Riau, are proud of the department they have chosen. The sociology program equips them to become competent graduates capable of serving as agents of change in society. This study employs a qualitative approach using structured interviews and free essays from students about their experiences. Informants were purposively selected from the 2022 cohort of students actively involved in campus organizations, without considering their Cumulative Grade Point Average (CGPA). Data were analyzed using thematic analysis to identify patterns and themes related to students' pride. With the growing interest in sociology among young people, it is important for the faculty to continue improving the quality of the curriculum and providing adequate support for students so that they feel proud and engaged in the field they have chosen. This study shows that student involvement in various extracurricular activities, as well as the support and guidance provided by faculty members, are key factors in building students' pride in their department.

Abstract

The objectives of this study are: (1) to develop a picture book based on local wisdom that is valid, practical, and attractive for students in the sixth grade of elementary school, and (2) to determine the effectiveness of the use of these products in increasing students ' reading interest. This type of research is Research and Development using ADDIE Development model (Analysis, Design, Development, Implementation,and Evaluation ). The subjects of the study consisted of 15 sixth grade students in one of the elementary schools in Pangkajene and Kepulauan Regency. The instruments used included expert validation sheets (material, media, language), practical response questionnaires by teachers and students, and reading interest questionnaires given before and after the intervention. Data were analyzed using descriptive statistical techniques and inferential statistics. The results showed that: (1) the picture story book products developed were declared “very Valid” by experts and “very practical” to be used by teachers and students in learning. (2) this product is proven to be effective in increasing students ' reading interest. This is evidenced by the increase in the average score of students ' reading interest from 47% (medium category) at the time of pre-test, to 81% (very high category) at the time of post-test. (3) the results of the paired t-test showed a statistically significant difference with the T-value: (9,18) > Ttable: (2,145), which confirmed that the increase in reading interest was an impact of the intervention given.
