Abstract

This article evaluates the effectiveness of competency-based recruitment and training practices within the public sector human resource management in West Java, Indonesia. Utilizing a qualitative approach, this study conducts a comprehensive literature review to analyze existing frameworks and best practices in competency-based human resource management. The findings highlight the significance of aligning recruitment processes with organizational competencies to enhance workforce quality and performance. Additionally, the study identifies key challenges faced by public sector organizations in implementing these practices, including limited resources, bureaucratic obstacles, and a lack of awareness regarding competency frameworks. The research emphasizes the importance of tailored training programs that not only address the specific competencies required for various roles but also facilitate continuous professional development. By fostering a culture of competency-based management, public sector organizations in West Java can improve employee engagement and service delivery. The article concludes with practical recommendations for policymakers and human resource managers to enhance the effectiveness of recruitment and training processes, ultimately contributing to better public service outcomes. This study serves as a foundational reference for future research on competency-based human resource management in the region, advocating for a strategic shift towards more effective human resource practices in the public sector.

Abstract

Retensi karyawan merupakan salah satu tantangan utama yang dihadapi perusahaan dalam menjaga stabilitas dan produktivitas organisasi. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang akan mempengaruhi retensi karyawan, seperti pengembangan karir, kepuasan kerja dan penghargaan. Jumlah sampel yang digunakan sebanyak 60 responden dengan menggunakan teknik Accidental Sampling. Pengumpulan data dengan menyebarkan kuesioner kepada responden. Hasil penelitian menunjukkan bahwa penghargaan berpengaruh positif dan signifikan terhadap retensi karyawan, pengembangan karir berpengaruh positif terhadap retensi karyawan, dan kepuasan kerja berpengaruh positif terhadap retensi karyawan. Temuan ini menunjukkan pentingnya strategi manajemen sumber daya manusia terhadap peningkatan kesejahteraan dan pengembangan seseorang sebagai upaya peningkatan retensi. Kata kunci: penghargaan, pengembangan karir, kepuasan kerja, retensi karyawan

Abstract

This study aims to analyze the effect of Knowledge Sharing and Leader Member Exchange on employee performance with Organizational Citizenship Behavior (OCB) as a mediating variable at Gudeg Yu Djum Pusat. This research employs a quantitative approach with a descriptive method. Data was collected through questionnaires distributed to 80 employees selected using purposive sampling. The results indicate that Knowledge Sharing has a positive effect on OCB, Leader Member Exchange also positively influences OCB, and OCB positively affects employee performance. Additionally, OCB acts as a mediating variable in the relationship between Knowledge Sharing and performance, as well as between Leader Member Exchange and performance. This study contributes both theoretically and practically to the human resource management of Gudeg Yu Djum Pusat by enhancing performance through improved Knowledge Sharing, quality relationships between leaders and employees, and behaviors that support operational efficiency.

Abstract

Social forestry is a program that provides legal access for communities to manage forests in a sustainable manner to improve economic welfare while maintaining environmental sustainability. Forest Management Unit (FMU) Region I Stabat, Langkat Regency has Social Forestry Group (SFG) that successfully rehabilitated 3436 ha of mangrove forest in 2021 [1], but business development has not been managed optimally [2], [3]. This study aims to analyze the business model of social forestry business development with the Business Model Canvas (BMC) approach and analyze the business development strategies needed in developing social forestry businesses in FMU Region I Stabat[4]. The study was conducted on four SFG: KSU Bahagia Keluarga Bahari, KTH Mekar, KT Peduli Pesisir and LPHD Pasar Rawa. Data were obtained through observations, interviews, and literature studies with an analytical descriptive approach [5]. The results showed that BMC at the blue level Social Forestry Business Group (SFBG) needs to create a value prosposition so that the business has marketable products through improving the elements of key activities, key resources and cooperation with key partners [3]. Improvement at the gold level SFBG requires efforts to increase the customer segment element which is done by increasing the value proposition, customer relationship, and channels elements so that business products can be marketed to national, regional, and international consumers [3], [6]. Business development strategies are carried out with product diversification strategies, strengthening partnerships, and optimizing digital marketing to improve business efficiency and sustainability [7]. Thus, social forestry business in FMU Region I Stabat has good prospects, but requires further support in terms of capital, market access, and human resource capacity development [8].

Abstract

Problems in the application of legal accountability to State-Owned Enterprises (SOE) involved in corruption, with a focus on the non-uniformity of the definition of state finance, the application of sanctions, and disparities in the recovery of state losses. The method used in this study is normative research with a descriptive analytical approach, which examines existing laws and regulations and analyzes legal practices applied to SOE involved in corruption. The results of the study indicate that the non-uniformity in the definition of state finance causes difficulties in determining the amount of state losses, while the application of inappropriate sanctions, such as fines, is ineffective in recovering state losses. In addition, there is disparity in criminalization, which has an impact on injustice in the process of recovering state losses, with the Prosecutor's Office being more successful in recovering losses than the CEC. This study recommends standardizing legal definitions, applying more appropriate sanctions such as termination of operations or restructuring of management, and implementing an asset recovery mechanism to increase the effectiveness of recovering state losses

Abstract

The advancement of the digital era demands that teachers possess a high level of adaptability. However, in rural areas such as Limbangan Subdistrict, Kendal Regency, limitations in infrastructure and access to technology pose significant challenges. This study aims to examine the influence of teacher leadership and participation in learning communities on the learning agility of elementary school teachers. A quantitative approach with explanatory research design was employed, involving 137 teachers selected through proportionate stratified random sampling. Data were collected via an online questionnaire and analyzed using multiple linear regression, t-tests, F-tests, and the coefficient of determination. The results indicate that teacher leadership has a positive and significant effect on learning agility (p < 0.05), while participation in learning communities does not show a significant partial effect. However, jointly, both variables have a significant influence on learning agility, contributing 67% to the variance. These findings highlight that strengthening teacher leadership is a key factor in enhancing adaptive learning capacity amid limitations. Meanwhile, participation in learning communities needs to be more strategically directed to have a tangible impact on professional development. This research contributes to the literature on teacher capacity development in rural areas and offers policy directions to support digital-based educational transformation.

Abstract

Background: Indoor air pollution poses significant health risks. Prolonged exposure in contaminated environments heightens disease transmission risks. The COVID-19 pandemic has underscored the urgency for effective ventilation and air quality management in hospitals. Purpose: This study investigates the relationship between environmental factors (temperature, humidity, lighting, occupancy density, and airborne germ counts) and airborne microbiology control in hospital rooms. It aims to establish a secure air management system to reduce infectious disease transmission and provide references for hospital mitigation strategies. Review: This article method uses the systemic review. Information is taken from e-book sources, websites, and search engines. After filtering and adjusting the research variables, 12 articles were analyzed, consisting of 6 from google scholar articles and 6 articles from the Science Direct database. A systematic review examined (1) Airborne Transmission and Mitigation Strategies, (2) Infection Control in Healthcare Settings, (3) Infectious Disease Prevention and Early Detection, and (4) Specific Contexts and Impact of Infectious Diseases. It highlights the importance of ventilation, temperature control, humidity regulation, air cleanliness, and air pressure settings in minimizing infection risks. Result: The review indicates that effective ventilation, appropriate temperature, humidity, and air cleanliness (filtration) are essential for maintaining indoor air quality and reducing infection risks. Conclusion: Environmental factors are critical in controlling infectious disease transmission in hospitals. Effective air management systems are vital for the health and safety of patients, healthcare workers, and visitors. This study provides valuable insights into hospital mitigation strategies and emphasizes the need for continuous attention to air quality standards to prevent future outbreaks.

Abstract

As a manifestation of the implementation of Article 33 paragraphs (1) and (4) of the 1945 Constitution of the Republic of Indonesia, the government initiated a community economic empowerment program in early 2025 through the establishment of the "Koperasi Merah Putih" (Red and White Cooperatives). In its initial phase, the government aims to establish up to 80,000 such cooperatives across villages and urban neighborhoods throughout Indonesia. Within this program, the Notary Making Cooperative Deeds (NPAK) plays a crucial role in ensuring the legal validity of these cooperatives' establishments. This study aims to examine the mechanisms involved in the formation of the Koperasi Merah Putih and to analyze the role of NPAK in this process. However, challenges arise for notaries, particularly NPAK, due to certain regulatory differences between the establishment of Koperasi Merah Putih and conventional cooperatives. Employing a normative juridical research method through literature study, this research utilizes an analytical approach to scrutinize the Koperasi Merah Putih and the role of NPAK from theoretical, regulatory, and practical perspectives. The findings reveal that the Articles of the Association of Koperasi Merah Putih differ from those of typical cooperatives in terms of naming conventions, types of business activities, management structures, membership areas, and procedures for obtaining legal entity status.

Abstract

This study aims to determine the mechanism for registering the name of a Cooperative as the official identity of a Cooperative legal entity and the limitations of legal protection for the name of a Cooperative in the Indonesian cooperative legal system. The name of the Cooperative is the official identity of a Cooperative legal entity. In the business world, the name of a Cooperative has economic value, because it is able to show the image of the business and influence competitiveness in business. Because of the importance of the name of a Cooperative, it needs legal protection, because there are still names of Cooperatives that are similar and different from the data in the legal entity administration system of the Ministry of Law. This study uses a normative legal approach method, with a statute approach. Legal protection for the name of the Cooperative has not been specifically regulated, such as legal protection for trademark holders in Intellectual Property Rights, so it is necessary to conduct research on legal protection for the name of the Cooperative as the official identity of the legal entity. Based on the results of the study, it is known that legal protection for the name of the Cooperative is given if it has met the material and formal requirements regarding the mechanism for registering the approval of the name of the Cooperative in accordance with laws and regulations. Protection is provided in two ways, namely preventive and repressive. The legal protection given to the owner of a registered Cooperative name is limited to the Cooperative name as the official identity of the legal entity, not as a trademark ownership entity.

Abstract

This study aims to determine whether knowledge has a positive and significant effect on the use of PPE on bus mechanics at PT Antar Lintas Sumatra. This study uses two independent variables, namely knowledge and attitude with one dependent variable, namely the use of PPE. The type of data used in this study is primary data, where the data comes from the results of distributing questionnaires to bus mechanics at PT Antar Lintas Sumatra. After conducting a literature and field review and formulating a hypothesis, the population and sample in this study were 30 respondents, with a total sampling technique. This type of research is quantitative analytic with a cross-sectional approach. The research was conducted at the central workshop of PT Antar Lintas Sumatra in the period December 2024-March 2025. The research instrument used a closed questionnaire in the form of a Likert scale that had been tested for validity and reliability. Data analysis was carried out with software through multiple linear regression, as well as the t test and F test to test the relationship between variables, with the coefficient of determination (R²) to see the magnitude of the influence of the independent variable on the dependent variable. The t test shows that the knowledge variable (X1) has a significant effect on the use of PPE. This is proven by the results of the t-test statistics for the knowledge variable indicated by a value of 3.518 and in the table of 2.048 and a Sig value (0.002 <0.05). The attitude variable (X2) has a significant effect on the use of PPE. This is proven by the results of the t-test statistics for the attitude variable which is shown with a value of 12.188 and in the table of 2.048 and a Sig value (0.000 <0.05). The F test shows that the variables of knowledge (X1) and attitude (X2) have a significant effect on the use of PPE simultaneously. The coefficient of determination shows that 86.0% of PPE use is influenced by knowledge and attitude variables, and the remaining 14.0% by other variables not examined. Suggestions in this study are that companies must be able to provide PPE according to standards, tighten supervision of PPE use, and increase socialization of PPE use in the work environment.
