Abstract

This study aims to analyze the implementation of land acquisition policy in the construction of the Bengkulu–Taba Penanjung toll road using George C. Edward III’s policy implementation model, which includes the dimensions of communication, resources, disposition, and bureaucratic structure. A descriptive qualitative approach was used, with data collected through in-depth interviews, observations, and documentation. The findings reveal that although the policy implementation followed formal regulations such as Presidential Regulation No. 148 of 2015 and Government Regulation No. 19 of 2021, practical challenges remain in the field. One-way communication, limited resources, rigid implementers, and suboptimal interagency coordination were identified as major barriers. Resistance from the affected communities was observed, largely due to compensation perceived as below market value and lacking recognition of the land’s emotional significance. These findings highlight the need for participatory approaches and two-way communication in the implementation of land-based public policies.

Abstract

630 kVA, 20 kV/400 Volt transformer is a distribution transformer that supplies electrical loads at the Aviation Polytechnic of Surabaya. In a distribution transformer if the inter phase load is unbalanced there will be a neutral current flowing in the neutral wire.  This load imbalance is caused by single-phase loads on a 220 Volt low voltage network. The current flowing in the neutral of this transformer causes losses, namely due to the presence of neutral current in the neutral conductor of the transformer and losses due to neutral current flowing to the ground. After analyzing the peak load during the day of 79.92% and load imbalance during the day of 12.23%, then there is a neutral current of 181 Amperes and losses due to neutral currents flowing to the ground of 7, 26%, and transformer efficiency  at the day of 88.5 %.

Abstract

From a transport safety education perspective, aircraft parker guidance ensures aircraft move safely in busy and confined areas. In aviation, technological developments can be seen in driving aircraft parking at airports. The technology is called VDGS, which automatically performs parking guidance. Aircraft parking guidance with VDGS and marshaller services has its advantages and disadvantages. This study aims to measure the efficiency of VDGS and marshaller services in the aircraft parking guidance process. The research method used was descriptive quantitative, collecting data on the distribution of questionnaires to the research respondents, namely AMC personnel and marshallers, totaling 40 people using total sampling. The results of this study show that VDGS is more efficient than marshallers, with an average value of 78.89% higher than marshallers, with a value of 74.7%. The efficiency level of VDGS and marshaller was measured based on seven research indicators: time, precision, satisfaction, coordination, disruption, availability, and poor weather conditions or low visibility. The indicators in this study are a reference for measuring the level of efficiency that can describe the advantages of VDGS and marshallers. The indicators of the success of this study can be seen in the measurable efficiency value of VDGS and Marshaller aircraft parking services as well as efforts to improve the efficiency of marshaller services by increasing personnel competence.

Abstract

This study aims to analyze the effect of Environmental Social Governance (ESG), audit quality, and company risk on tax avoidance in manufacturing companies listed on the Indonesia Stock Exchange (IDX) during the 2021-2023 period. This study uses secondary data in the form of annual reports and sustainability reports obtained through purposive sampling method. The results showed that the three independent variables, namely ESG, audit quality, and corporate risk, had a significant influence on tax avoidance. ESG has no effect on tax avoidance, which states that companies with high ESG disclosure can still legally perform tax avoidance. Audit quality has a negative effect, indicating that the involvement of a quality Public Accounting Firm (KAP) can suppress tax avoidance practices. Meanwhile, company risk has a positive effect on tax avoidance, indicating that companies with a high level of operational or financial risk tend to reduce their tax burden as an efficiency strategy. These findings provide implications for regulators, investors, and stakeholders in formulating tax policies and corporate governance that are more accountable and sustainable.

Abstract

Globalization is inevitable, as it has become an integral part of everyday life. As a multicultural society with a rich diversity of cultures and traditions, Indonesia must seek opportunities for some of its cultural elements and traditions to become part of the global culture embraced by the international community. However, in reality, both the Indonesian government and society have mostly focused on restricting or protecting local cultures and traditions from foreign cultural influences. In the long run, this defensive approach may hinder the development and global integration of Indonesia’s multicultural heritage. This study aims to describe offensive strategies to preserve the existence of Indonesia’s multicultural culture in the face of globalization. This research is a literature study, conducted by reviewing and analyzing various scholarly articles and books relevant to the topic. The findings indicate that, so far, both national and local governments have predominantly employed defensive strategies to protect cultural and traditional values from the pressures of globalization. This study recommends the adoption of offensive strategies by both the government and society as a means of ensuring the continued existence of Indonesia’s multicultural culture and its transformation into an integral part of global culture. In doing so, Indonesia’s multicultural traditions can sustain themselves amid the powerful currents of globalization

Abstract

This study aims to evaluate the strategies used to increase Village Original Income (PADes) in Sukarami Village, Taba Penanjung District, Central Bengkulu Regency. This study uses a descriptive qualitative method with data collection techniques in the form of observation, interviews, and documentation studies. Informants in the study included village officials, managers of Village-Owned Enterprises (BUMDes), and the surrounding community. The data analysis process was carried out using the SWOT (Strengths, Weaknesses, Opportunities, Threats) approach. The research findings reveal that the strengths of PADes management in Sukarami Village include central government funding support, the availability of adequate technology, and the active involvement of local human resources. On the other hand, there are a number of weaknesses such as budget limitations and low levels of education of several managers. However, strategic opportunities remain open through the development of village businesses and high community participation. Based on these findings, this study recommends increasing human resource capacity and diversifying village businesses as an effort to maximize the role of PADes in village development.

Abstract

Departing from the lack of utilization of used oil waste and the absence of a good tool to utilize used oil in addition to processing waste waste quickly and thoroughly. On the other hand, when used as fuel, used oil does not produce perfect combustion so it is necessary to accom-pany the waste fuel tool with water so that the flame is stronger. The methods used in this de-sign include making tools, collecting data, making models in software, then analyzing struc-tures using the Finite Element Analysis (FEA) simulation method. The application used is Solidwork. Numerical simulation can show heat transfer by convection and conduction. The heat source from the bottom of the burner can be shown to creep from the bottom to the top of the burner. The heat transfer tends to be uneven from one part to another as shown in the heat transfer graph.

Abstract

This research presents the optimization of seaplane maintenance in coastal areas, emphasizing the importance of qualitative research methods to understand the experiences and problem-solving approaches of maintenance personnel. This study highlights the unique operational challenges faced by seaplanes, particularly their susceptibility to corrosion in harsh environments. Regular inspections at specific intervals (25, 50, 100, and 200 flight hours) are critical to ensure the structural integrity and functionality of the flotation device. This research underscores the need for pilots and technicians to have basic maintenance knowledge to uphold airworthiness, especially during long-range operations, while addressing risks associated with environmental factors such as saltwater and ice.

Abstract

This study aims to describe the female leadership style in improving employee performance at LKP Mayang Sari, Bengkulu City. Using a descriptive qualitative approach, data were collected through in-depth interviews, observation, and documentation involving the institution's leader and employees. The results reveal that the female leader effectively carries out interpersonal, decision-making, and informational roles. Her leadership style emphasizes discipline, role modeling, empathy, and motivation, all of which positively affect employee performance. Despite occasional challenges in decision-making—often influenced by emotion—the female leader demonstrates professionalism in leading the institution. The study suggests that female leadership can significantly contribute to organizational growth when supported by strong interpersonal competencies. These findings are expected to contribute to the development of public administration science, particularly in gender-based leadership studies.

Abstract

This study investigates how Service Quality Dimensions influence patient satisfaction in a public hospital setting, using Syarif Hidayatullah Hospital as a case study. Employing the Service Quality Model, five dimensions, such as Tangibility, Reliability, Responsiveness, Assurance, and Empathy, were analyzed through a Mixed-Method approach that combined quantitative survey data from 120 respondents with qualitative feedback using NVivo Software. The results indicated that Responsiveness, particularly in pharmacy services, was the most influential factor affecting patient satisfaction but also the weakest in performance. Descriptive and inferential statistics showed significant delays in prescription fulfillment, especially for Mixed and Concoction types, with average waiting times exceeding 30 minutes. Qualitative themes further revealed dissatisfaction related to communication breakdowns, lack of queue transparency, and insufficient updates during pharmacy processes. While Empathy and Assurance received high ratings, they could not compensate for operational inefficiencies that shaped patients’ final impressions. The study concludes that enhancing Responsiveness through workflow redesign, digital queue systems, and real-time communication tools is critical to improving overall satisfaction. These findings contribute to healthcare service improvement by emphasizing the strategic role of Responsiveness in public hospital environments.
