Abstract

Technical competency development of the State Civil Apparatus (ASN) is an important aspect in improving the quality of public services and bureaucratic professionalism. This study aims to analyze the strategy for developing ASN technical competencies at the Regional Secretariat of Tidore Islands City, North Maluku Province, and identify factors influencing its implementation. This research uses a qualitative descriptive approach through observation, interviews, and documentation techniques. Data analysis was carried out using the Miles and Huberman interactive model consisting of data reduction, data presentation, and conclusion drawing. The results show that the strategy for developing ASN technical competencies has been implemented through technical training, education and training programs, digital literacy strengthening, and competency-based career development. However, its implementation has not been optimal due to several obstacles such as limited budget, unequal training opportunities, low discipline, and gaps in information technology mastery among employees. Supporting factors include leadership commitment, regulatory support, and the increasing demand for digital public services. This study concludes that a more adaptive, sustainable, and competency-based development strategy is needed to improve ASN professionalism and organizational performance at the Regional Secretariat of Tidore Islands City.

Abstract

Education in archipelagic regions faces structural challenges distinct from those in continental areas, particularly due to geographic fragmentation, limited transportation, the maldistribution of teachers, and vulnerabilities in infrastructure and logistics. This study aims to synthesize the literature on strategic issues in archipelagic education in Indonesia and to identify the mechanisms influencing the stability of school service delivery. The study employs a Systematic Literature Review approach following PRISMA guidelines, drawing on searches of the Scopus and Web of Science databases and official policy documents published between 2015 and 2024. A theory-informed thematic synthesis was used to identify causal pathways and intervariable relationships. The findings indicate that disparities in spatial accessibility disrupt service continuity through mobility constraints, high transportation costs, and unstable attendance. The maldistribution and low retention of teachers in disadvantaged, frontier, and remote (3T) areas exacerbate pedagogical instability, while infrastructural vulnerability and logistical delays increase the risk of operational disruptions in schools. These three dimensions form a systemic configuration that determines the resilience of educational service delivery in archipelagic regions.

Abstract

The purpose of this study is to determine and evaluate the role of the village government in managing Corporate Social Responsibility in Ambunu Village, West Bungku District, Morowali Regency. This study uses Ryaas Rasyid's theory with 4 aspects, namely: Facilitator, Regulator, Dynamist, and Catalyst. Researchers use qualitative research methods with a descriptive approach. Data collection techniques are carried out by observation, interviews, and documentation. Informants in this study amounted to 6 people, namely the Village Head, BPD, PT. IHIP, and 3 community members. Based on the results of field research and interviews with various informants, it shows that the Ambunu village government has carried out its role as a facilitator by facilitating dialogue between the community and the company. However, there are still shortcomings in the dissemination of information and the fulfillment of infrastructure needs. As a regulator, the role of the village government has not been optimal due to the lack of specific regulations governing the supervision and accountability of CSR fund management. As a dynamic agent, the village government is active in planning and implementing CSR programs, encouraging innovation, and ensuring that community needs are met, although there are still challenges in equitable fulfillment of needs and increasing community participation. As a catalyst, the village government has attempted to facilitate community participation and implement aligned programs. However, improvements in outreach and information delivery are needed to achieve the desired impact. This research includes improving the quality of outreach, optimizing program implementation, strengthening partnerships, increasing community participation, and enhancing transparency and accountability in CSR management.

Abstract

Staying active is crucial for maintaining good health, feeling happy and enjoying life to the fullest. But research keeps showing us that people tend to become much less active once they finish their teenage years. School physical education lessons can really help young people develop a lasting love for exercise. This review brings together findings from various studies that look at how school sports affect people's exercise habits over the years and what role physical education plays in encouraging healthy lifestyles. Physical activity generally declines from childhood through adolescence, with modest stabilization or recovery in some individuals during adulthood. But when physical education programmes are done well focusing on building skills, creating a positive atmosphere and offering lots of fun activities they can really make a difference in whether someone stays interested in sport long term. Physical education helps people remain active throughout their lives by boosting their movement abilities, making them more willing to join in, building their confidence that they can succeed and helping them feel good when they exercise. All of these factors lead to greater independence and keep people exercising even after they leave school. It's worth noting that physical education works best when it's part of a bigger school wide approach and when it's backed up by local community programmes. Even though the results look promising, the current research has some real weaknesses like relying on people to report their own behavior, using different ways to measure things, and having different approaches across various cultures and schools. Future long-term studies need to focus on looking at how strong and thorough evidence actually affects outcomes. To sum up, physical education is a vital but often undervalued way of encouraging regular exercise and good health. When physical activity is sustained and high quality, it builds lifelong habits, skills and attitudes that support a healthy and more active way of living.

Abstract

This paper examines why the maintenance cost per barrel at a deepwater gas field operating under a cost-recovery production-sharing contract rose 161% in a single year, climbing from USD 0.41/BOE in the prior year to USD 1.07/BOE, even though plant availability stayed above 97%. A risk-based life-cycle cost (LCC) framework is applied to four maintenance strategy alternatives over an eight-year residual contract horizon (2025 to 2032) using primary operational records for 2021 to 2024, supplemented by sensitivity analysis and the Analytic Hierarchy Process (AHP). The deterministic Net Present Cost (NPC) ranking favors contract restructuring as the least-cost option (A2, USD 72.37M, 10% real discount rate). The multi-criteria evaluation, which integrates risk-cost exposure under the safety, efficiency, flexibility, and cost criteria (weights 0.557, 0.286, 0.100, 0.056, CR 0.003), supports condition-based monitoring investment as the recommended strategy (A3, NPC USD 74.51M, AHP composite 0.438). An expected-value analysis estimates that a CBM-enabled 30% reduction in unplanned-event frequency avoids approximately USD 5.9M of production-loss exposure against a USD 2.14M premium over the cheapest alternative, a ratio of roughly 2.8 times. The recommended strategy targets a return to USD 0.85 to 0.90/BOE within the 2026 to 2028 planning horizon. The findings show that under cost-recovery fiscal structures, the cost-cheapest option is not the value-best option once risk-cost exposure is properly weighted.

Abstract

PT National Gas Company Tbk (NGC), as Indonesia’s Subholding Gas under One Energy Group, faces a structural inflection point. Although revenue remained broadly stable, the company’s full-year net profit fell by about 37 percent year-on-year, from approximately USD 340 million in 2024 to USD 215 million in 2025. This margin compression reflects a structural mismatch between maturing upstream pipeline supply in western Indonesia, the company’s growing reliance on LNG to backfill domestic demand, and the price ceilings imposed by the Specified Natural Gas Price regulation on certain industrial sectors. To re-anchor growth, NGC’s Gas Supply & LNG Trading (GSLT) division has begun engaging in international LNG trading, however, the company’s initial 2023–2024 entry under early counterparty arrangement has produced volatile financial outcomes and material legal exposure. An unstructured trading posture is therefore unsustainable, and a structured analytical evaluation of business model alternatives is required. This research addresses three interconnected questions: (1) what factors influence a company’s ability to engage effectively in LNG trading; (2) how common LNG trading business models differ in their key characteristics and trade-offs; and (3) which business model represents the most suitable strategic fit for NGC given its internal capabilities, external risks, and corporate planning constraints. The study adopts a combine qualitative and quantitative methodology, anchored in the Kepner–Tregoe Decision Analysis logic and operationalised through an integrated analytical framework combining Resource-Based View and VRIO for internal analysis, PESTEL and Porter’s Five Forces for external analysis, business model archetype mapping, and Multi-Criteria Decision Analysis (MCDA) using the Analytic Hierarchy Process to rank alternative business models. Primary data come from semi-structured interviews with 12 respondents: 6 internal NGC stakeholders and 6 external stakeholders. Secondary data include NGC’s RJPP (Long-Term Corporate Plan) 2025–2035 LNG Trading projection, FY 2024 and 2025 financial disclosures, regulatory instruments, and industry reports. The internal analysis identifies NGC as fundamentally asset-strong but capability-constrained, physical infrastructure and the embedded role as Indonesia’s national gas aggregator are valuable, rare, and difficult-to-imitate resources, whereas trading capability, front-to-back-office structure, financial-risk hedging, and shipping control are underdeveloped. The external analysis identifies a mixed environment of opportunity and constraint. The MCDA evaluation, weighted by managerial-judgement criteria of strategic fit, financial robustness, risk exposure, capability requirement, implementation complexity, policy alignment, and time-to-market, ranks the hybrid asset-backed portfolio model as the most suitable strategic posture for NGC, ahead of utility/single-buyer, asset-backed integrated, pure portfolio, and merchant-trader archetypes. The ranking is robust under three sensitivity scenarios (One Energy Group–NGC novation completion, restrictive LNG export–import permits, and base-case continuity). The research recommends a phased implementation, a 0–12-month foundation phase to consolidate trading governance and front-to-back-office structures, a 1–3-year anchor build-out integrating novated One Energy Group LNG cargoes and securing shipping and regasification optionality, and a 3–5-year regional scale-up serving Southeast Asia’s emerging. The framework is intended as a decision-support tool to be revisited as market conditions, regulatory frameworks, and NGC’s capability base evolve.

Abstract

This study aims to analyze the influence of Distributive Compensation Justice and Procedural Compensation Justice on Employee Performance through Job Satisfaction among non-managerial employees at PT Tunas Jaya Perkasa, Melak site, Kutai Barat. This research uses a quantitative approach with a survey method. Data were collected through questionnaires distributed to 64 non-managerial employees directly involved in field operations. Data analysis was conducted using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with the support of SmartPLS 3 software. The results show that Distributive Compensation Justice and Procedural Compensation Justice have a positive and significant effect on Job Satisfaction. Furthermore, Job Satisfaction has a positive and significant effect on Employee Performance. The direct influence of Distributive and Procedural Compensation Justice on Employee Performance is not significant; however, through the mediation of Job Satisfaction, their influence becomes significant. Mediation testing indicates that Job Satisfaction fully mediates the effect of Distributive Compensation Justice on Employee Performance and partially mediates the effect of Procedural Compensation Justice on Employee Performance.

Abstract

The post-pandemic recovery of the hotel industry has intensified competition and increased the importance of customer advocacy. This study examines the effect of stay experience on brand evangelism and tests the parallel mediating roles of brand interaction and brand intimacy among customers of Mahavira Hotel Nabire. A quantitative survey was conducted with 210 customers selected through purposive sampling, and data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4. The findings show that stay experience has positive and significant effects on brand interaction and brand intimacy. Brand intimacy significantly influences brand evangelism, whereas stay experience and brand interaction do not have significant direct effects on brand evangelism. Brand intimacy significantly mediates the relationship between stay experience and brand evangelism, while brand interaction does not. These results indicate that positive hotel experiences encourage voluntary recommendations when they create emotional closeness between customers and the hotel brand. Managers should therefore design personalized, meaningful, and memorable service experiences to strengthen brand intimacy and support brand evangelism.

Abstract

This study aims to analyze the quality of human resources (HR) among oil palm farmers, identify factors that hinder HR development, formulate effective HR development strategies, and analyze their impact on improving farmer welfare in Gunung Meriah District, Deli Serdang Regency. The study used a descriptive method with a qualitative approach. The research location was determined purposively in Gunung Meriah District with 69 farmers selected using simple random sampling technique from a population of 221 farmers. Data were collected through semi-structured interviews, field observations, documentation, and literature studies. Data analysis was conducted using a SWOT analysis using the IFAS, EFAS, and SWOT matrices. The results showed that the quality of farmers' HR is still relatively low, characterized by minimal access to training and extension, low technical cultivation skills, and dependence on informal information sources. The main obstacles to HR development come from limited capital and technical knowledge, as well as external factors such as the unavailability of extension programs, poor road infrastructure, and weak farmer institutions. The SWOT analysis places farmer human resource development in Quadrant I (aggressive strategy), indicating significant strengths and opportunities to be exploited. Recommended priority strategies include increasing Good Agricultural Practices (GAP)-based extension services, strengthening farmer groups and cooperatives, expanding access to capital, utilizing information technology, and improving supporting infrastructure. Planned and sustainable human resource development is a key factor in increasing the productivity, competitiveness, and welfare of oil palm farmers in Gunung Meriah District
