Abstract

The government through Minister of Education and Culture Regulation No. 23/2015 on Cultivating Budi Pekerti has established a School Literacy Movement (GLS) policy that includes digital literacy skills. This effort was made by the government to produce a young generation that is technologically proficient with the digital literacy movement in the school environment. In this research, the author wants to know the implementation of the digital literacy movement policy at SMK Assalam in Bantur sub-district. This research uses a qualitative descriptive method by analyzing and summarizing various data obtained through observations and interviews with factual conditions in the field. The results of the study show that the implementation of the digital literacy movement at SMK Assalam has been good so far. The success in its implementation is influenced by good communication between implementers and the openness of implementers in receiving new information. In addition, the school also has adequate infrastructure to support the success of digital literacy. Uneven internet access causes low awareness of students and guardians about the importance of technological skills in the world of education.

Abstract

Inovasi sangat diperlukan dalam pengembangan suatu pelayanan publik. Keberadaan adanya Aplikasi Mobile JKN sebagai bentuk daripada inovasi layanan keseahatan guna mendorong masyarakat agar aktif dalam program JKN.  Penelitian ini menggunakan kualitatif deskriptif bertujuan mengetahui bagaimana bagaimana inovasi pelayanan publik melalui aplikasi JKN di BPJS Kesehatan Cabang Kota Surabaya. Sumber data yang digunakan yaitu data primer dan  sekunder. Teknik pengumpulan data menggunakan wawancara, dokumentasi, dan observasi. Informan dalam penelitian ini yaitu Kepala Kantor, Kepala Bidang Pelayanan, Staf Bidang Pelayanan yang dapat memberikan informasi terkait aplikasi MobilenJKN, dan masyarakat selaku pengguna. Teknik analisis data yang digunakan adalah teknik analisis data kualitatif. Dari hasil penelitian menjelaskan bahwa 1) Aplikasi Mobile JKN memberikan keuntungan relatif bagi peserta JKN; 2) Aplikasi ini sesuai dengan kebutuhan dan harapan masyarakat; 3) kompleksitas dalam penggunaan dan pemahaman fitur-fiturnya menjadi tantangan teknologi untuk pengguna; 4) Aplikasi ini memungkinkan pengguna untuk mencoba fitur-fiturnya; 5) Dampak positif dari penggunaan aplikasi Mobile JKN dapat terlihat jelas oleh masyarakat.

Abstract

Surabaya City is one of the most densely populated areas in East Java. High density also results in higher traffic in Surabaya City. So this makes the government try to make a new plan to reduce traffic congestion by making public transportation innovations, namely Wira Wiri Suroboyo. The purpose of this study was to determine the quality of Wira Wiri Suroboyo public transportation services. This research method uses quantitative descriptive analysis with the approach of public service quality theory which includes 5 indicators, namely, tangibles, reliability, empathy, assurance, and responsiveness, and data collection is done by distributing questionnaires distributed to people who have used Wira Wiri Suroboyo services. The results of this study indicate that the recapitulation of Wira Wiri Suroboyo service quality assessment in the good category with a value of 76.1%. In the Tangibles Indicator 67% in the good category, Reliability gets a good score of 72%, Responsiveness gets a good score of 73.2%, Assurance gets a good score of 73.5%, and Empathy gets a good score of 71.5%. However, in tangible indicators which have the lowest percentage, it is necessary to improve facilities and infrastructure such as air conditioning and seating so that passengers are safer and more comfortable.

Abstract

This study aims to determine the effectiveness of the SP4N-LAPOR application in public services at the Samarinda City Communications and Information Office. As the title suggests, this study is a qualitative study, with data collection techniques using interviews, observation, and documentation. Effectiveness analysis was conducted based on five indicators: productivity, quality, efficiency, flexibility, and satisfaction. The results indicate that the use of the SP4N-LAPOR application at the Samarinda City Communications and Information Office has improved the productivity, quality, and efficiency of public services through digital features such as report tracking, automatic notifications, and multi-channel integration. However, technical obstacles such as application glitches and a lack of understanding of the available features can hinder the application's effectiveness for the public. The application's flexibility is reflected in its inclusive design and adaptive features, but indiscipline on the part of the agency in following up on public reports reduces its responsiveness. On the other hand, user satisfaction has increased thanks to the tracking features, accessibility, and rating system, although there are still complaints from the elderly and variations in response speed. For optimization, it is necessary to improve system stability, simplify application features, and enforce regulations for related agencies.Penelitian ini bertujuan untuk mengetahui Efektivitas Penggunaan aplikasi SP4N-LAPOR Dalam Pelayanan Publik Dikantor Diskominfo Kota Samarinda. Sesuai dengan judul dari penelitian ini jenis penelitiannya adalah penelitian  kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis efektivitas dilakukan berdasarkan lima indikator efektivitas: produktivitas, kualitas, efesiensi, fleksibilitas, dan kepuasan. Hasil penelitian menunjukkan bahwa penggunan aplikasi SP4N-LAPOR di Diskominfo Kota Samarinda telah meningkatkan produktivitas, kualitas, dan efisiensi pelayanan publik melalui fitur digital seperti pelacakan laporan, notifikasi otomatis, dan integrasi multi-saluran. Namun, kendala teknis seperti gangguan aplikasi dan kurangnya pemahaman terhadap fitur-fitur yang tersedia dapat menghambat efektivitas aplikasi bagi masyarakat. Fleksibilitas aplikasi terlihat dari desain inklusif dan fitur adaptif, tetapi ketidakdisiplinan instansi dalam menindaklanjuti laporan masyarakat akan mengurangi responsivitasnya. Di sisi lain, kepuasan pengguna meningkat berkat fitur pelacakan, aksesibilitas, dan sistem penilaian, meski masih ada keluhan dari kelompok lansia dan variasi kecepatan respon. Untuk optimalisasi, diperlukan perbaikan stabilitas sistem, penyederhanaan fitur aplikasi, dan penegakan aturan bagi instansi terkait.

Abstract

The purpose of this study is to describe the evaluation of Mayoral Regulation No. 35 of 2014 concerning Integrated Sub-district Administrative Services (PATEN) in Sungai Kunjang Sub-district, Samarinda City and to identify the supporting and inhibiting factors of the evaluation of Mayoral Regulation No. 35 of 2014 concerning Integrated Sub-district Administrative Services (PATEN) in Sungai Kunjang Sub-district, Samarinda City. This research was conducted at the Sungai Kunjang Sub-district office, Samarinda City. This research type is descriptive qualitative. Data collection techniques were carried out through library research and field research using observation, interviews, and documentation methods. Data sources were obtained using purposive sampling and accidental sampling techniques. Data analysis used an interactive data analysis model developed by Miles and Huberman (in Sugiyono 2013). Based on the results of this study, it shows that Mayor Regulation No. 35 of 2014 concerning PATEN in Sungai Kunjang District has been implemented but has not been optimal because there are still obstacles in its implementation which can be seen from inadequate facilities and infrastructure, lack of human resources in Sungai Kunjang District and people who do not understand PATEN.Tujuan dari penelitian ini adalah untuk mendeskripsikan Evaluasi Peraturan Walikota No. 35 Tahun 2014 Tentang Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kecamatan Sungai Kunjang Kota Samarinda dan mengidentifikasi faktor pendukung dan penghambat Evaluasi Walikota No.35 Tahun 2014 Tentang Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kecamatan Sungai Kunjang Kota Samarinda. Penelitian ini dilaksanakan di kantor Kecamatan Sungai Kunjang, Kota Samarinda. Jenis penelitian ini adalah deskriptif kualitatif. Teknik pengumpulan data dilakukan dengan cara penelitian kepustakaan dan penelitian lapangan dengan menggunakan metode observasi, wawancara dan dokumentasi. Sumber data diperoleh dengan menggunakan teknik purposive sampling dan accidental sampling. Analisis data yang digunakan adalah analisis data model interaktif yang dikembangkan oleh Miles dan Huberman (dalam Sugiyono 2013). Berdasarkan hasil penelitian ini, menunjukan bahwa Peraturan Walikota No.35 Tahun 2014 tentang PATEN di Kecamatan Sungai Kunjang  sudah terlaksana namun belum maksimal karena masih ditemui kendala-kendala dalam pelaksanaanya bisa dilihat dari sarana dan prasarana yang kurang memadai, kurangnya sumberdaya manusia yang ada di Kecamatan Sungai Kunjang dan masyarakat yang tidak memahami PATEN.

Abstract

Pernikahan dini merupakan fenomena sosial yang sering terjadi khususnya di Indonesia. Pernikahan dini tidak banyak terekspos tetapi banyak terjadi di tengah masyarakat serta banyak dilakukan oleh para remaja terutama remaja pedesaan. Menurut data dari Pengadilan Agama (PA), Kabupaten Jombang, Jawa Timur selama 3 tahun terakhir (2021-2023) memiliki 1.225 kasus pernikahan dini. Faktor utama penyebab terjadinya pernikahan dini di Kabupaten Jombang yakni karena adanya kecelakaan hamil diluar nikah/married by accident (MBA). Pernikahan dini dapat memberi dampak yang buruk terhadap remaja yang melakukannya. Dampak pernikahan dini berpotensi menimbulkan dampak biologis yang dapat menangkal keselamatan laten ibu dan anak. Selain itu, dampak psikologis yang dapat muncul dari pernikahan dini antara lain ketegangan, depresi, dan trauma psikologis. Penelitian ini menggunakan penelitian kualitatif dengan bentuk deskriptif. Teknik pengumpulan data berupa observasi (pengamatan), wawancara dan dokumentasi. KUA kecamatan Jombang sudah cukup maksimal dalam melakukan upaya pencegahan pernikahan dini. Namun, dalam pengimplementasian program nya masih ditemukan beberapa hambatan yang menyebabkan program tersebut tidak dapat berjalan dengan maksimal.
