Abstract

The development of increasingly complex and dynamic public problems, marked by limited institutional capacity, demands a governance approach that can explain how public services can remain effective under various conditions. However , the literature about collaborative governance , adaptive governance , institutional capacity , and public service governance Still develop in a way separated so that Not yet available framework theoretical integration​ fourth perspective said . Research This aim develop Collaborative Adaptive Service Governance (CASG) as theory level medium For explain governance mechanisms​ service effective public research​​ use approach Theory Building Systematic Literature Review (TBSLR) of 56 articles indexed by Scopus for the period 2008–2026. Analysis done through stages open coding , axial coding , selective coding , conceptual integration , and theory synthesis . Research result identify four construct main , namely collaborative dynamics , adaptive capability , institutional capacity , and service outcomes , which form mutually beneficial governance mechanisms​ depends . Findings show that effectiveness service public is results interaction dynamic between collaboration , capacity adaptive , and capacity strengthened institutions​ through mechanism bait recursive governance mechanism . Research This conclude that CASG provides framework theoretical bridging integration​ various tradition literature governance as well as expand understanding about connection dynamic between governance and service​ public .

Abstract

Karo Regency, particularly Berastagi District, is one of the largest strawberry production centers in North Sumatra. To date, most strawberry farmers and sellers still rely on conventional sales systems through middlemen and cash transactions, resulting in relatively small profit margins and inefficient transaction processes. This community service activity aims to provide training on implementing a direct selling market (direct sales without intermediaries) combined with the use of the QRIS (Quick Response Code Indonesian Standard) digital payment system to strawberry farmers and sellers in Berastagi. The implementation method included a preliminary survey, focus group discussions (FGDs), theoretical and practical training, assistance with QRIS account registration, and an evaluation of the program's sustainability. The results showed that participants experienced an increased understanding of the concept of direct selling and the benefits of cashless payments, marked by the successful QRIS registration by most participants and increased buyer confidence, especially tourists, in cashless transactions at sales locations. This activity is expected to serve as a model for replication for other horticultural centers in efforts to digitize the rural economy.

Abstract

Training to strengthen regulatory understanding and empowerment for MSME actors is a strategic effort to improve competence in the use of digital technology to strengthen and develop businesses. The activity, which lasted for three days, starting from Sunday, June 14, 2026 to Tuesday, June 16, 2026, aimed to equip participants with practical skills in the fields of regulation, planning management, financial management, food processing, hygiene and sanitation and operational efficiency. The material includes an understanding of regulations, business systems, healthy hygiene processing of products and export-scale business techniques according to market trends, so that it is expected to be able to increase the competitiveness, effectiveness, and sustainability of MSMEs in the midst of the challenges of globalization and digital transformation.

Abstract

Low public awareness and understanding of waste management with economic value. The ever-increasing volume of household and plastic waste has not been optimally utilized, thus creating environmental problems as well as lost economic opportunities for the community. On the other hand, students and the community in Aceh Tamiang still have limited knowledge and skills in processing waste into creative products that have sales value. The concept of a circular economy that emphasizes the reuse of waste into useful products is also not widely understood and applied in everyday life. Community service was carried out in Kota Lintang Village, Hasanah Hamlet, Kota Kuala Simpang District, Aceh Tamiang Regency, which was affected by flooding through an educational and participatory approach to students and the community from May 20 to 22, 2026. After receiving educational materials on the impact of plastic waste and the concept of 3R management (Reduce, Reuse, Recycle), there was a significant increase in participants' understanding of environmental issues. Through evaluations in the form of post-tests and discussion sessions, it was found that around 70% of participants were able to explain in a coherent manner the negative impact of plastic waste on the environment, the importance of reducing the use of single-use plastics, and the benefits of creative plastic waste processing. Regular mentoring for students and the community is needed to ensure that circular economy programs are not only educational but also provide sustainable business opportunities. Support from Adiwiyata partners, local governments, and universities is expected to strengthen the implementation of environmental and entrepreneurship programs, creating a more independent, creative, and environmentally conscious community

Abstract

The use of reading corners in primary schools is generally limited to providing reading facilities and has not been optimally integrated into the learning process. This condition was also identified at UPT SDN 6 Mengkendek, Tana Toraja Regency, South Sulawesi, Indonesia. This community service program aimed to optimize the use of reading corners as a strategy to strengthen literacy culture while supporting the implementation of deep learning. The program was carried out over three months using a participatory approach involving the principal, teachers, and students. The activities included needs assessment, program planning, reading corner optimization, implementation assistance, and monitoring and evaluation. Program evaluation was conducted through observations, interviews, and documentation. The findings indicated that optimizing the reading corners increased students' engagement in literacy and learning activities. A total of 63% of students consistently and 22% frequently used the reading corners for reading, seeking additional information, participating in discussions, using books as learning resources, and engaging in independent learning. Teachers also reported improvements in students' literacy culture, critical thinking skills, and learning independence. In addition to supporting classroom instruction, the reading corners became a literacy space where students read and discussed books during break times. Overall, the program demonstrates that optimizing reading corners can strengthen literacy culture while fostering a more active, independent, and meaningful learning environment through their integration as learning resources in deep learning.

Abstract

A strategy to increase community income through dishwashing soap training in Kuala Terusan Village, Pangkalan Kerinci District, aimed to increase community income, particularly for housewives, by utilizing dishwashing soap production as a source of additional income. The strategy for participating in this training and implementing this activity was motivated by the economic conditions of the community, which largely relies on fishing for a living, necessitating alternative businesses that could supplement family income. The strategy for participating in this dishwashing soap training included outreach, practical training in making liquid dishwashing soap, and assistance with product packaging. The results of the activity showed that the community was very enthusiastic about the information provided regarding business opportunities through dishwashing soap production. Furthermore, the community was able to understand the stages of soap production comprehensively. This activity not only provided new skills but also encouraged entrepreneurial spirit and increased public awareness of the importance of creativity in increasing household income.

Abstract

Village-Owned Enterprises (BUMDes) are strategic instruments in village economic development, but their management still faces various challenges, particularly in human resource (HR) management. This community service activity aims to improve the capacity of BUMDes managers through HR management training. The methods used included workshops, group discussions, case studies, assistance in developing standard operating procedures (SOPs), simulations, and evaluations. The training results showed an increase in participant understanding, with an average pre-test score of 54 and a post-test score of 82, representing a 51.9% increase. Furthermore, 80% of participants successfully drafted a simple HR management SOP that could be immediately implemented in their respective BUMDes. This activity not only improved the knowledge and skills of managers but also produced a managerial document that serves as a work guideline. Thus, this training was effective in strengthening the professionalism of BUMDes management and contributing to improved village organizational performance.

Abstract

This community service program aims to enhance the capacity of Micro, Small, and Medium Enterprises (SMEs) in Keude Geudong, North Aceh, through training and mentoring in e-commerce development and simple financial recording. The background of this program is based on the low level of digital adoption and limited financial management practices among SMEs, which hinder their business growth and sustainability. The method used in this program consists of training and continuous mentoring. The training phase focuses on introducing e-commerce platforms, digital marketing strategies, and the importance of simple bookkeeping. Meanwhile, the mentoring phase is conducted to assist participants in the practical implementation of e-commerce and financial recording in their daily business activities. The results of this program show a significant improvement in participants’ knowledge and skills. SMEs are able to create and manage online stores, expand their market reach through digital platforms, and apply simple financial recording practices, including documenting income and expenses. In addition, participants demonstrate increased awareness of the importance of separating personal and business finances. In conclusion, the integration of training and mentoring is effective in improving digital capabilities and financial management of SMEs. This program contributes to strengthening business performance and supports the sustainability of SMEs in the digital era.

Abstract

Smallholder oil palm plantations occupy a strategic position in Indonesia's palm oil supply chain, yet their sustainability remains constrained by gaps in Good Agricultural Practices (GAP), land legality and farm records, occupational safety, and environmental protection. This community service program aimed to improve green literacy on RSPO-based GAP through the RUMPI Innovation (Rumah Pintar Petani/Farmers' Smart House) at the Tani Mandiri Farmer Group Association, Laut Tador Village, Batu Bara Regency. The program used an integrative, participatory, and replicable approach combining needs assessment, socialization, experiential learning, group discussion, field demonstration, and mentoring. The main educational activity was conducted on 21 June 2026 with 50 farmers. Pre-test and post-test questionnaires assessed sustainable plantation knowledge, RSPO literacy and readiness, farm practices, and participant responses. The total green literacy index increased from 44.4 to 63.2, indicating moderate improvement. The strongest gains occurred in knowledge and readiness, while consistent on-farm implementation still required continued mentoring. RUMPI extended extension services from information transfer to 'literacy through action' by linking standards, field practices, digital information, and institutional strengthening. The program supports continuous improvement and the group's long-term readiness to maintain RSPO certification

Abstract

The development of the glass industry has the potential to increase environmental noise, which may affect the health of workers and surrounding communities. This study aims to describe the level of environmental noise at PT. ABC, a glass manufacturing company in Bekasi City, and to formulate environmental management-based noise management strategies. A descriptive research method was employed, involving direct (in situ) measurements using a Sound Level Meter at the upwind monitoring point over a 24-hour period (16–17 April 2026) in accordance with SNI 8427:2017. The gap analysis showed that noise management still needs to be strengthened, particularly in the establishment of environmental objectives, noise source mapping, and evaluation of control effectiveness. Therefore, the proposed noise management strategy refers to an Environmental Management System (EMS) based on the Plan–Do–Check–Act (PDCA) cycle, with priority given to control at the source, supported by control along the propagation path and at the receiver. This approach is expected to improve environmental performance and the operational sustainability of the industry.
