Abstract

This study examines community participation in the development of Geopark Silokek in Nagari Silokek, Sijunjung District, Sijunjung Regency. The research is motivated by the great potential of Geopark Silokek as an internationally valuable geological-based tourism site and as an opportunity to improve the welfare of local communities. A qualitative approach was employed with data collected through observation, interviews, and document analysis. Research informants consisted of community leaders, the village head, Geopark Silokek management, and local residents directly involved in the development of the area. Data were analyzed using Miles and Huberman’s interactive model. The findings reveal that community participation is manifested in three main forms: participation in ideas (contributing suggestions), participation in labor (collective work and field activities), and participation in resources (financial and material support). However, according to Arnstein’s A Ladder of Citizen Participation, the level of participation remains at the tokenism stage, particularly informing and consultation, which indicates that community involvement has not yet significantly influenced strategic decision-making. This study recommends enhancing community capacity and establishing formal institutions that promote higher levels of participation, namely partnership and citizen control, in order to ensure the sustainability of Geopark Silokek while maximizing its economic, social, and environmental benefits for the local community.

Abstract

Indonesia’s disaster mitigation policies have historically relied on technocratic paradigms that often marginalize indigenous knowledge. The research specifically aims to document, analyze, and critically interpret the operationalization of indigenous knowledge across the phases of disaster management: pre-disaster, during-disaster, and post-disaster. Guided by the social-ecological systems theory and cultural resilience framework, a qualitative descriptive approach was employed. Data were collected through field observations, in-depth interviews with community leaders and traditional authorities, and textual analysis of oral and written adat sources. A spatial vulnerability assessment was conducted to contextualize practices within the region’s geomorphological risks. The findings reveal a sophisticated, multi-layered system of risk mitigation embedded in local architecture (e.g., elevated rumah gadang), hydrological infrastructure (tabek, parit nagari), ecological zoning (rimbo larangan), and socio-religious governance (Tigo Tungku Sajarangan). These practices demonstrate high spatial adaptability and cultural coherence but show signs of erosion due to modernization, land-use change, and weakening intergenerational transmission. This study concludes that effective disaster mitigation in high-risk landscapes must transcend engineering-based approaches by integrating indigenous knowledge, normative values, and spatial-cultural contexts into formal disaster risk reduction frameworks. The novelty of this research lies in its holistic documentation of dual-hazard mitigation practices and its proposal of a spatio-cultural corrective to Indonesia’s predominantly technocratic disaster governance.

Abstract

The article discusses Indonesia's education system and its implementation of the "Merdeka" curriculum, based on Ki Hadjar Dewantara's educational philosophy. This philosophy emphasizes guiding children's natural abilities toward safety and happiness while considering the laws of nature and the laws of the times. Education should be adapted to children's needs within their cultural and evolving context. However, preliminary findings indicated that teachers, especially those teaching Pancasila and Civic Education, still encounter difficulties implementing differentiated learning approaches. The study examines how Ki Hajar Dewantara's educational principles are applied through differentiated learning in Pancasila and Civic Education at junior high schools in Palu City, focusing on developing appropriate modules. This qualitative study used observation, interviews, and documentation for data collection, followed by data analysis. The research analyzed teachers' understanding and implementation of these concepts. Results showed that junior high school teachers in Palu City who teach Pancasila and Civic Education understand differentiated learning principles but need improvement in a few areas, including differentiated worksheets for group students according to their learning readiness and styles

Abstract

The economy of Riau Province experienced a slowdown in the third quarter of 2024 due to the decline in foreign exports and government consumption, which was influenced by the economic downturn of major trading partner countries. The study aims to analyze the factors that influence economic growth, inflation, and financial stability in Riau. The method used in this research is quantitative descriptive analysis with a secondary data approach from regional economic and financial reports. The data was analyzed using a comparison of economic growth between periods and an evaluation of macroeconomic indicator trends. The research found that the economic slowdown was triggered by the decline in export demand for CPO and other plantation products, as well as the low realization of government spending. Inflation decreased in line with the national trend, mainly due to the stabilization of food and transportation prices. Meanwhile, the banking sector remained stable with an increase in lending and growth in third-party funds (DPK). The study concluded that export diversification strategies and optimization of regional spending need to be strengthened to maintain sustainable economic growth. Theoretical implications confirm the influence of fiscal policy on economic growth, while practically, policy recommendations are provided to maintain inflation and regional financial stability. The uniqueness of this research lies in the integrated analysis between external and domestic factors in influencing Riau's economy.

Abstract

Undang-Undang Dasar 1945 pasal 28 H and Undang-Undang Nomor 17 Tahun 2023 on Health stipulate that everyone has the right to health services. Therefore, every individual, family, and community has the right to protection for their health, and the state is responsible for ensuring that the right to a healthy life is fulfilled for its population, including for the poor and underprivileged. Organizationally, like most bureaucratic institutions, the challenge of improving professionalism is an inevitability in responding to health development challenges. This study aims to analyze the extent of internal transformation implementation at the Planning and Budgeting Bureau of the Ministry of Health, using a systems approach. The input variables consist of human resources, financing, regulations, and guidance. The process variables include planning, talent management, capacity building, and the implementation of a corporate university. The output variable is the realization of internal transformation at the Ministry of Health. This research was conducted at the Planning and Budgeting Bureau using a qualitative approach, with primary data collected through in-depth interviews with several informants and a review of relevant supporting documents. The results of the study indicate that transformation cannot effectively proceed without the role of all employees, thus the main actors in internal transformation are all employees. Internal transformation encourages the enhancement of collaboration and teamwork abilities, with adaptability and resilience serving as strong foundations in facing changes and challenges. Internal transformation positively impacts individual growth and development within the organization. One key to talent development is improving communication competencies. Based on these findings, it is recommended that for the implementation of internal transformation to proceed effectively, the involvement of all human resources in the organization must be sufficient and competent. Additionally, to enhance cultural change, recognition and rewards should be given to individuals and teams who positively contribute to the transformation process.

Abstract

ABSTRACT This research is motivated by the agrarian conflict between PT Permata Hijau Pasaman (PHP) and the community of Nagari Kapa, Luhak Nan Duo District, West Pasaman Regency. The conflict, which began in 1997, continues to drag on and has yet to find a complete resolution or a solution that can completely end the problem. The purpose of this research is to analyze the dynamics of this agrarian conflict by emphasizing how the customary land dispute has dragged on. The analytical framework uses Simon Fisher's conflict theory through the Stages of Conflict, which views conflict as a dynamic process ranging from pre-conflict, confrontation, crisis, outcome, to post-conflict. The research approach is qualitative with a descriptive type. Primary data was obtained through in-depth interviews with nine informants, while secondary data came from official documents, government archives, and related literature. Data analysis was carried out using the Miles and Huberman model through the stages of data collection, reduction, presentation, and conclusion drawing. The research results show that the conflict began with the handover of 1,600 hectares of customary land in 1997 without involving the entire community. The confrontation phase was evident through community rejection of the distribution of plasma land, which was deemed inconsistent with the agreement. The crisis peaked in 2024 when the company replanted land claimed by the community, leading to clashes with authorities. Efforts to resolve the conflict through village meetings, government mediation, and legal advocacy by civil society organizations have yielded no results. Keyword: Agrarian Conflict, Customary Land, Community

Abstract

Overcrowding in correctional facilities, particularly at the Class I Pondok Bambu Detention Center, has created significant challenges for maintaining the effectiveness of security patrols. This study aims to evaluate the effectiveness of Radio Frequency Identification (RFID) technology in enhancing the accountability and performance of patrol officers. The research is grounded in organizational effectiveness theory, specifically the goal attainment, system resource, and internal process approaches. Employing a qualitative descriptive case study design, the study involved key informants including the head of the security unit, shift commanders, and security officers. Data were collected through in-depth interviews, observation, and document analysis, and analyzed thematically using the Miles and Huberman framework with triangulation to ensure credibility. The findings demonstrate that the implementation of RFID improved officers’ compliance with patrol checkpoints, strengthened transparency in patrol reporting, and enhanced response time to security incidents. The study concludes that RFID serves as an effective technological tool to support accountability, discipline, and organizational effectiveness within correctional institutions. The novelty of this research lies in its contextual contribution as one of the first empirical studies in Indonesia to investigate the application of RFID in correctional facility security management, expanding its utilization beyond industrial and commercial settings.

Abstract

Poverty has always been closely associated with farming and fishing communities, due to their inability to meet daily basic needs for survival and their lack of income. Compared to farmers, the poorest group in Sutera District is the fishermen, numbering 2,140 individuals (Padang Ekspres, April 21, 2012). Most residents of Pesisir Selatan depend on food crop agriculture, fisheries, and trade, while other potential resources include plantations and tourism. The majority of residents live along the coastline stretching from north to south. Their primary livelihoods are farming and fishing. Administratively, Pesisir Selatan Regency consists of 12 districts, 76 nagari (villages), and 364 kampung (hamlets). One of the poorer districts is Sutera, which consists of four nagari: Surantih, Taratak, Ampiang Parak, and Amping Parak Timur, with a population of 49,019. This study aims to describe the impact of empowerment programs on the socio-economic life of poor fishing households in Nagari Taratak, Sutera District, Pesisir Selatan Regency. The research method used is qualitative, with data collected through observation and in-depth interviews with informants selected using snowball sampling. Data validity was tested using triangulation, and analysis was carried out using the interactive model developed by Mathew Miles and Huberman. The program’s social impact included closer social interactions after the establishment of KUBE, stronger cooperation, and reduced competition. Its economic impacts can be seen in new employment opportunities for fishermen’s wives and children, increased income, and improved educational attainment among fishermen’s children. The KUBE program has therefore contributed positively to the economic life of fishermen who made use of it.
