Jurnal Ekonomika, Bisnis, dan Humaniora (JAKADARA) adalah jurnal nasional yang diterbitkan oleh Lembaga Penelitian dan Pengabdian kepada Masyarakat Universitas Dhyana Pura, Bali. Jakadara merupakan jurnal yang terbuka untuk umum dan ditinjau oleh pihak terkait yang merupakan media diseminasi hasil penelitian para ilmuwan di bidang Ekonomi, Bisnis dan Humaniora. Jakadara is issued three times a year on April, August, and December. Pemerintah Republik Indonesia dalam membangun pendidikan di Indonesia berpegang pada salah satu tujuan bangsa Indonesia yang tertera dalam pembukaan Undang-Undang Dasar 1945 Alinea keempat yaitu mencerdaskan kehidupan bangsa. Pentingnya peran pendidikan mendorong pemerintah untuk meningkatkan akses pendidikan yang merata bagi seluruh masyarakat. Kualitas pendidikan bervariasi dengan daerah perkotaan sering kali memiliki fasilitas dan guru yang lebih baik dibandingkan dengan daerah terpencil. Tidak adanya kesetaraan dalam pendidikan menghambat pembangunan infrastruktur dan kesetaraan tenaga pendidik. Metodologi penelitian yang digunakan dalam penelitian ini adalah studi literatur, dimana peneliti mengumpulkan, menganalisis, dan menafsirkan berbagai sumber data yang relevan dari literatur yang sudah ada. Pemerataan akses pendidikan khususnya di daerah 3T merupakan hal mutlak yang harus dilakukan. Program SM3T menekankan pentingnya nilai-nilai kebangsaan dan semangat patriotisme. Para peserta didorong untuk melihat pendidikan sebagai sarana mencerdaskan kehidupan bangsa, sebagaimana diamanatkan oleh para pendiri negara Indonesia. Mereka diharapkan memiliki kesadaran yang kuat bahwa mengajar di daerah 3T bukan sekedar pekerjaan, tetapi sebuah panggilan untuk berkontribusi pada pembangunan bangsa. Dengan demikian, program ini tidak hanya menghasilkan pendidik yang berkualitas, tetapi juga pendidik yang memiliki komitmen tinggi untuk memajukan pendidikan di seluruh pelosok negeri demi tercapainya cita-cita bangsa. Proses pemerataan pendidikan ini tentunya tidak hanya dilakukan oleh pemerintah atau negara. Proses pemerataan akses pendidikan ini harus dilakukan secara komprehensif oleh semua pihak yang ada di dalam bangsa Indonesia. Pemerataan akses pendidikan tidak akan berhasil tanpa adanya kerja sama yang baik antara berbagai pihak termasuk juga kesadaran yang dimiliki oleh masyarakat daerah 3T itu sendiri. Sehingga apabila pemerataan akses pendidikan ini dapat tercapai akan menjadi kekuatan modal pembangunan bangsa Indonesia ke depan.

Pendidikan adalah salah satu hal yag memegang peranan penting dalam siklus kehidupan manusia. Salah satu faktor utama yang menjadi ketimpangan yaitu belum meratanya akses pendidikan di Indonesia. Banyak daerah di Indonesia, khususnya di daerah terpencil dan tertinggal yang belum menikmati pendidikan yang serata dengan daerah-daerah lain. Studi ini bertujuan untuk mengetahui upaya yang telah dilakukan oleh pemerintah Indonesia terhadap ketimpangan pemerataan pendidikan di daerah terpencil di Indonesia. Metode penelitian yang digunakan dalam penulisan artikel ini yaitu menggunakan metode studi literatur mengenai peningkatan kesetaraan akses pendidikan di daerah terpencil. Zed dalam penelitian mengatakan bahwa sebuah metode studi literatur merupakan serangkaian kegiatan yang dilakukan dengan metode pengumpulan data dalam pustaka, membaca dan mencatat, serta mengelola bahan penelitian. Hasil penelitian menjelaskan bahwa ketidakmerataan akses pendidikan di Indonesia, terutama di wilayah terpencil, telah berdampak luas pada keterbelakangan ekonomi dan ketimpangan sosial masyarakat. Upaya yang harus dilakukan untuk mengatasi faktor-faktor penyebab pendidikan tidak merata di Indonesia meliputi meningkatkan kualitas dan kuantitas guru, membangun sekolah-sekolah di beberapa daerah terpencil, memberikan pendasaran untuk menjamin, memberikan dan melindungi hak-hak warga negara khususnya dalam dunia pendidikan sesuai dengan pasal 31 UUD NRI 1945 dan UU No 39 tahun 1999. Pemerintah bersama beberapa organisasi swasta telah berupaya mengurangi kesenjangan di daerah terpencil melalui berbagai program kebijakan, SM-3T (Sarjana Mendidik di Daerah Terluar, Tertinggal, Terpencil), peningkatkan produktivitas ekonomi dan kesejahteraan sosial dan Indonesia Mengajar. Dengan sinergi antara berbagai pihak, diharapkan ketimpangan pendidikan di Indonesia dapat berkurang, dan akses terhadap pendidikan yang berkualitas dapat dinikmati oleh seluruh masyarakat, termasuk di daerah terpencil.

Industrial relations in the digitalization era have a significant influence on employee performance, especially human resources, based on digital technology. This situation has a significant impact on employee productivity in companies that implement digital technology models such as PT. Telkom Access in Bali. The interconnectedness of industrial relations tends to have a significant impact on companies in Human Resource Management (HRM), which is a strategic factor in maintaining company performance, productivity, and stability. The purpose of this study is to measure the influence of the correlation between industrial relations and human resource management at PT. Telkom Access Bali. This aims to identify the policies governing the relationship system formed among actors in the service production process, including workers, employers, and the government. The method in this research uses an exploratory qualitative interview approach supported by the experience of companies implementing policies in digital systems. Interviews with 30 employees revealed that industrial relations and human resource management at PT. Telkom Akses Bali found that the process of planning, organizing, directing, and controlling the workforce has been implemented well to achieve company goals effectively and efficiently in the digital era. The conclusion of this study shows that industrial relations with the state of human resources in the digital era are optimal, but have not had a significant impact on the company at PT. Telkom Access Bali. Therefore, it is necessary to seek alternative solutions to optimize and improve performance assessment in industrial relations.

Latar belakang: Penelitian ini dilatarbelakangi oleh tantangan pengelolaan sumber daya manusia pada organisasi nirlaba berbasis agama Kristen yang menghadapi keberagaman usia dan nilai antar generasi, di mana Compassion Indonesia menjadi konteks empiris untuk memahami bagaimana hubungan industrial, manajemen talenta, dan praktik manajemen kinerja berinteraksi dalam era digital; kebutuhan untuk menyelaraskan nilai spiritual organisasi dengan tuntutan efisiensi digital mendorong kajian ini. Metode: Penelitian menggunakan desain campuran dengan survei kuantitatif terhadap 100 karyawan yang dipilih secara stratified random sampling untuk menangkap variasi generasi dan fungsi kerja, serta wawancara kualitatif mendalam dengan 20 informan kunci (manajer Human Resource, pemimpin program, dan perwakilan generasi muda dan senior) untuk menggali makna, praktik, dan hambatan implementasi manajemen talenta digital; analisis kuantitatif melibatkan regresi berganda dan uji mediasi untuk menilai pengaruh hubungan industrial dan manajemen talenta terhadap kinerja, sedangkan analisis tematik digunakan pada data kualitatif untuk triangulasi. Hasil: Temuan menunjukkan bahwa hubungan industrial yang transparan dan partisipatif memperkuat efektivitas program manajemen talenta digital, yang pada gilirannya meningkatkan indikator kinerja individu dan tim; khususnya, platform pembelajaran digital, sistem penilaian kinerja berbasis kompetensi, dan jalur pengembangan karier yang sensitif generasi berkontribusi signifikan terhadap motivasi dan retensi; integrasi nilai spiritual sebagai landasan etika kerja memperkuat komitmen organisasi namun memerlukan adaptasi komunikasi lintas generasi; implikasi praktis mencakup rekomendasi kebijakan Human Resource yang menggabungkan teknologi, pelatihan lintas generasi, dan mekanisme hubungan industrial proaktif untuk meningkatkan kinerja di organisasi nirlaba.

The issue of divorce and second marriage occupies a crucial position in the study of Christian applied ethics because it involves a tension between normative theological ideals and the empirical realities of human life. Within a theological framework, marriage is conceived as a covenantal union instituted by God, bearing sacred and ethical dimensions that demand fidelity, exclusivity, and permanence. From this standpoint, divorce is understood as an act that is normatively contrary to God’s intention as articulated in the biblical tradition. However, the complexities of human existence marked by sin, broken relationships, violence, and infidelity require an ethical approach that is not merely legalistic but also hermeneutical and pastoral. The findings of this study affirm that Christian applied ethics cannot be reduced to a literal application of biblical texts; rather, it must be approached as a holistic process of moral reasoning that integrates hermeneutical, theological, ecclesiological, and pastoral dimensions. Consequently, the church is called not only to uphold the sanctity of marriage but also to develop pastoral practices that are sensitive to the intricate realities of human struggle, so that decisions concerning divorce and second marriage may be situated within a framework of justice, mercy, and transformation that reflects the character of God.

This study aims to analyze the challenges of reading, writing, and numeracy literacy among students at Special Needs Schools (SLB) with mild intellectual disabilities (mental retardation) as an effort to improve life skills and educational inclusion. This research used qualitative methods with a descriptive approach, conducted at SLB Negeri 2 Buleleng. The focus of the research included students' reading, writing, numeracy, obstacles experienced by students with special needs, and teachers' approaches to learning. Data collection techniques included observation, interviews, and documentation, which were then analyzed descriptively through the stages of data reduction, data presentation, and conclusion drawing. The results revealed two categories of significant barriers. First, intrinsic cognitive barriers include difficulty understanding abstract concepts such as ratios and number patterns, below-average IQ, and information processing limitations that impact learning speed and memory. Second, learning and environmental challenges include low practice, inappropriate teaching methods, limited infrastructure, a lack of trained teachers, low reading interest, and social inequality. This research identifies the benefits of literacy, writing, and numeracy in improving academic skills, communication, daily independence, self-confidence, social interaction, logical thinking, vocational skills, and motor and visual perception. Mastery of literacy, writing, and numeracy has proven crucial for students with intellectual disabilities to live more independently and less dependent on others for assistance. Recommended improvement strategies include the development of adaptive learning media, structured literacy programs, teacher and parent training, multi-stakeholder collaboration, and the use of varied learning methods. Recommendations include prioritizing the provision of qualified teachers, technology and internet access, collaboration between the government, tourism sector, and the community, and transparent oversight of educational programs. This holistic approach is expected to create a learning environment that supports the development of numeracy literacy for sustainable educational inclusion.

The results of observations on elementary school teachers’ ability to plan and implement developmental research indicate that these competencies remain very low, particularly in terms of conceptual mastery and the preparation of developmental research plans. This condition is further supported by previous studies reporting that continuing professional development activities are still very weak in the area of scientific research. The objective of this community service program (PKM) was to improve elementary school teachers’ mastery of developmental research concepts and their skills in preparing developmental research plans in the city of Mataram. The methods applied included: (1) case-based learning to instil concepts and theories of developmental research; (2) workshop methods to enhance scientific attitudes; and (3) project-based activities to develop skills in preparing developmental research plans. The target participants consisted of 20 teachers representing elementary schools in the city of Mataram. The outcomes of the PKM activities were evaluated using observation techniques, including observations of improvements in conceptual and theoretical mastery and assessments of the proposal products of developmental research. The results of the PKM showed: (1) an increase in the average percentage of knowledge mastery from 64.65% before the PKM activities to 81.55% after the activities; (2) an improvement in scientific attitudes from an average of 65.90% before the workshop to 82.95% after the workshop; and (3) an increase in skills in preparing developmental research plans from an average of 65.85% before the project-based proposal development activities to 82.20% after the activities. It can be concluded that the PKM activities were effective in improving knowledge, scientific attitudes, and skills in preparing developmental research proposals oriented toward the quality of learning among elementary school teachers in the city of Mataram. It is expected that the participants will implement and disseminate the outcomes of this PKM to teachers in their respective schools.

In today’s digital era, online communication has changed the way people connect, share experiences, and give opinions. This study uses a qualitative descriptive method to analyze twelve Airbnb guest reviews written between October 2024 and May 2025. No participants were directly involved since the data came from existing reviews. The study focuses on Geoffrey Leech’s (1981) seven types of meaning, aiming to see which types appear in the reviews and what messages or impressions they communicate. The results show that affective meaning is the most common, appearing (11) times, followed by conceptual meaning in 8 cases and connotative meaning in 5. Less frequent were social meaning (2), reflected meaning (3), collocative meaning (3), and thematic meaning (2). These findings suggest that emotional language plays the biggest role in shaping how people view a stay and can strongly influence booking choices.

Social media, especially Instagram, plays a crucial role in digital tourism promotion by serving as a medium for cultural expression. Through visual and textual content, these platforms play a crucial role in influencing audience perceptions of cultural values, especially in tourism campaigns such as Wonderful Indonesia. This study examined the use of Charles Sanders Peirce’s semiotic theory of icon, index, and symbol in analyzing Balinese cultural representations featured in the Wonderful Indonesia Instagram advertisements. The study aims to identify sign types and the sign meaning. Using a qualitative descriptive method, five cultural themes Kuningan Day, Kecak Dance, Legong Dance, Melukat, and the Pelebon Ceremony were analyzed through textual and visual content from posts published between 2023 and 2024. The findings revealed that a total of 62 signs were identified, consisting of approximately 32 symbolic signs, 17 indexical signs, and 15 iconic signs. Symbolic signs appear consistently, reflecting their role in conveying Balinese values, rituals, and spirituality. Indexical signs refer to direct cultural elements, while iconic signs represent visual resemblance. Then focused on the sign meanings in each cultural element to gain a deeper understanding of the values, rituals, and spiritual significance conveyed through the advertisements.

Pemerintah Republik Indonesia mengambil langkah penting dalam permasalahan stunting di Indonesia dengan mengeluarkan Peraturan Presiden Nomor 72 Tahun 2021 tentang Percepatan Penurunan Stunting, dengan harapan di tahun 2024 prevalensi stunting turun pada angka 14%. Langkah ini diambil mengingat prevalensi stunting di Indonesia masih tinggi di tahun 2020, melebihi 20% atau belum di bawah 20% seperti yang ditentukan oleh WHO. Selain itu, stunting dapat mempengaruhi tumbuh kembang seorang anak dikemudian hari. Sila-sila dalam Pancasila dan Pasal 28 H ayat (1) UUD 1945, merupakan payung hukum dikeluarkannya Peraturan Presiden tersebut. Dalam Peraturan Presiden ini telah mengatur bagaimana masing-masih Pemerintah Daerah mengimplementasi dan menggerakkan semua sektor terkait untuk mempercepat penurunan stunting di daerahnya. TPPS menjadi garda terdepan mengkoordinasi semua sektor terkait dalam percepatan penurunan stunting di daerahnya. Pasal 14 Undang-Undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-Undangan memperjelas perlunya Peraturan Daerah dengan muatan materinya dan fungsinya, yaitu sebagai penyelenggara otonomi daerah, juga tugas pembantuan serta menampung kondisi khusus daerah dan/atau penjabaran lebih lanjut peraturan perundang-undangan yang lebih tinggi. Penelitian ini bertujuan menganalisis aspek yuridis Peraturan Presiden tersebut terhadap kedudukan hukumnya serta bagaimana Pemerintah Daerah Provinsi Maluku mengimplementasikannya. Dengan demikian penelitian ini merupakan penelitian yuridis empiris dengan pendekatan deskritif kualitattif. Data diperoleh melalui Focus Group Discussion dengan peserta TPPS Provinsi Maluku. Hasil penelitian dengan menganalisis kedudukan hukum Peraturan Presiden tersebut. Satuan Kerja TPPS menyimpulkan oleh karena tidak adanya Peraturan Daerah yang di keluarkan oleh Pemerintah Daerah sehingga prevalensi stunting di Provinsi Maluku tetap pada angka 28,4% sama dengan di tahun 2023. SK gubernur yang dikeluarkan mengadopsi semua instruksi dalam Peraturan Presiden, padahal dengan Peraturan Daerah, maka percepatan penurunan stunting dapat disesuaikan dengan kondisi dan permasalahan di Provinsi Maluku yang tentunya berbeda dengan provinsi lainnya. Kurangnya koordinasi dari tiap bidang dalam struktur TPPS sebagai akibat kurang harmonisnya TPPS mengakibatkan rembuk stunting, penilaian kinerja OPD tidak dilaksanakan dengan baik. Selain itu peran masyarakat, sumber daya manusia dan penganggaran juga mempengaruhi prevalensi stunting di Provinsi Maluku sehingga tidak turun seperti yang diharapkan.
