Abstract

This study examines the design of a Public Relations and public service program aimed at improving institutional image and public satisfaction. Identified problems include a lack of communication integration, public services that are not fully responsive to public needs, and limited transparency and accountability, all of which contribute to low levels of public trust and participation. The purpose of this study is to analyze Public Relations program design strategies, identify community-oriented communication mechanisms and innovations in public services, and assess the role of transparency, accountability, and performance evaluation in strengthening institutional image. The method used is library research with a descriptive-qualitative approach, namely the collection and analysis of literature, journals, books, and documents related to Public Relations, public services, public communication, and institutional management. The results indicate that thorough strategic planning, appropriate communication implementation, responsive public service innovation, and systematic performance evaluation can increase public satisfaction and strengthen institutional image. This research's contribution lies in developing a Public Relations program model integrated with public service systems —both conventional and digital —to increase public trust and strengthen relationships between institutions and the community.

Abstract

This study aims to analyse the management of the implementation of the Arabic language learning program. The research focuses on how the actuating function of educational management is applied in planning, organising, and implementing the learning process. Using a qualitative descriptive approach through observation, interviews, and documentation, the study involves two key informants: the head of the Arabic program and an Arabic language teacher. Data analysis follows the Miles and Huberman model through data reduction, presentation, and conclusion drawing. The results show that the Arabic language learning program, initiated in 2020, is conducted daily after the dawn prayer with structured stages—introduction, core activities, and closing—using the thariqah mubasyarah and thariqah ta'bir methods. Learners are grouped into two levels — Ula and Wustho — based on their linguistic abilities, with a focus on four language skills: listening, speaking, reading, and writing. The implementation demonstrates effective management of learning activities despite limitations in teaching staff and learning facilities. This study concludes that Arabic language learning management at Al-Hidayah Batu has been effectively implemented through motivational leadership, adaptive strategies, and the contextual application of educational management principles. The findings provide a practical model for other Islamic boarding schools to improve the quality of Arabic learning through efficient management and pedagogical integration.

Abstract

This study explores the urgency of integrating humanistic principles into the development of technology-based Arabic language curricula in the digital era. Using a qualitative library research approach, the study examines the relevance, challenges, and implications of balancing human-centered education with digital transformation. The findings reveal that humanistic principles—emphasizing empathy, self-actualization, and interpersonal connection—complement the cognitive, affective, and psychomotor goals of the curriculum. In the cognitive domain, humanistic learning fosters critical thinking and reflective understanding through supportive digital environments. In the affective domain, it sustains emotional well-being and moral sensitivity amid reduced face-to-face interaction. Meanwhile, in the psychomotor aspect, digital tools such as virtual laboratories and project-based learning promote creativity, independence, and practical engagement. The synthesis between humanistic values and digital competence creates meaningful learning experiences, ensuring that technology enhances rather than replaces humanity in education. The study concludes that digital-based education must be ethically grounded in humanistic philosophy to produce not only digitally skilled learners but also empathetic, adaptive, and morally responsible individuals.

Abstract

Accreditation and quality assurance (QA) are crucial for the development and global competitiveness of MBA programs. This study systematically reviews trends, frameworks, and stakeholder perspectives on accreditation in MBA education. It aims to identify common QA practices, explore stakeholder roles, and examine how accreditation affects institutional performance and strategic priorities. The study analyzed 48 empirical and conceptual studies from Scopus-indexed sources using thematic analysis, focusing on five key areas: definitions and theories of quality, comparative accreditation models, stakeholder involvement in QA, challenges in autonomous institutions, and the impact of accreditation on performance indicators. Findings show that accreditation fosters both standardization and innovation, particularly in autonomous and non-Western institutions. Stakeholder perceptions significantly influence QA success, with collaboration and transparency enhancing legitimacy. Empirical evidence highlights a strong correlation between accreditation and improvements in graduate employability, student satisfaction, institutional governance, and market positioning. This review contributes to the discourse on business education quality, identifying gaps and recommending more inclusive and adaptive accreditation strategies for institutions, accrediting bodies, and policymakers to enhance educational outcomes and global relevance.

Abstract

This research aims to explore the development of Environmental Governance Knowledge (EGK) through the integration of environmental culture in schools, with a focus on the Adiwiyata program. The study examines the process of building EGK and identifies both supporting and inhibiting factors in the program’s implementation. A qualitative approach with a descriptive method was employed, involving data collection through in-depth interviews, observations, and document analysis, which was validated through source and method triangulation. The data were analyzed through reduction, presentation, and conclusion drawing to identify patterns and relationships. The findings reveal that EGK development is facilitated through the establishment of Adiwiyata structures, curriculum integration, routine activities like community clean-ups, and the inclusion of local cultural and religious values. Supporting factors include local government assistance, active participation from teachers and students, and external partnerships. In contrast, challenges include low environmental awareness, limited facilities, and inconsistent program sustainability. The study concludes that while the Adiwiyata program has successfully promoted ecological awareness and strengthened environmental culture, its continued success depends on ongoing collaboration, sufficient resources, and sustained behavioral change.

Abstract

This study analyzes the implementation of the Tuberculosis (TB) Control Program at Community Health Centers (Puskesmas) using George C. Edward III’s policy implementation model, which includes four key variables: communication, resources, disposition, and bureaucratic structure. Employing a descriptive qualitative approach through interviews, observations, and document analysis, the research found that the TB program has been implemented effectively, supported by clear national guidelines, standardized operating procedures, adequate laboratory facilities, and a well-functioning SITB reporting system. Strong commitment from program implementers further contributes to its success. However, several challenges persist, including limited human and financial resources, high staff workload, and suboptimal intersectoral coordination. From an educational management perspective, the study highlights the importance of strengthening capacity-building initiatives, continuous professional development, and leadership training among health workers to enhance program sustainability. Integrating management education principles—such as effective communication, collaborative leadership, and strategic planning—into public health practice can improve organizational performance and service delivery in primary care settings. This study contributes to bridging the gap between educational management and public health policy implementation, emphasizing the need for adaptive, learning-oriented management approaches to achieve long-term TB control goals in community-based health systems.

Abstract

This study examines the implementation of food security policies in stunting prevention program, through the lens of Grindle’s (1980) policy implementation framework. Using a descriptive qualitative approach, data were gathered via in-depth interviews, observations, and document analysis involving government officials, village institutions, and beneficiary communities. The analysis identifies four key barriers: limited community participation, inadequate financial and human resources, inequitable and elite-centered aid distribution, and geographical as well as climatic constraints. These findings reveal a significant gap between policy content and implementation context, where participatory and sustainability principles mandated by national and regional frameworks have not been effectively realized at the local level. Theoretically, the study extends Grindle’s model by incorporating ecological and spatial dimensions as critical factors shaping policy outcomes. Practically, it underscores the importance of adaptive policy design that integrates local geographic and socio-cultural contexts, fosters community engagement, enhances inter-sectoral coordination, and promotes participatory budgeting at the village (nagari) level to strengthen food security and reduce stunting sustainably.

Abstract

This study explores the implementation of Indonesia’s Business Identification Number (Nomor Induk Berusaha/NIB) policy within the coffee shop sector of Padang City through the dual lenses of Digital Era Governance and Network Governance. As Indonesia advances its digital business licensing via the Online Single Submission – Risk Based Approach (OSS-RBA) system, micro and small enterprises face both opportunities and adaptation challenges. Using a qualitative descriptive method, this research draws on interviews, observations, and document analysis involving coffee shop owners, community members, and officials from the Padang City Investment and One-Stop Integrated Service Agency (DPMPTSP). The findings indicate that NIB policy effectiveness hinges on the interplay between digital efficiency and local network dynamics. While the OSS system enhances procedural speed and transparency, gaps in digital literacy and technical support hinder inclusivity. At the same time, collaborative engagement among local governments, coffee communities, and business actors has fostered informal mentoring and policy learning. The study concludes that the NIB implementation in Padang City embodies a hybrid model of digital–collaborative governance, emphasizing that successful digital transformation in public policy depends not only on technological innovation but also on trust-building and inter-actor cooperation.

Abstract

This study explores how visionary leadership serves as a catalyst for innovation in the quality management of Islamic education. Focusing on a school committed to nurturing knowledgeable, faithful, and environmentally conscious individuals, the research examines the strategies, implementation, and impact of the principal’s visionary leadership. Employing a descriptive qualitative design with a case study approach, data were collected through in-depth interviews, observations, and document analysis involving school leaders, teachers, students, and parents. Using the Miles and Huberman model, data were analyzed through processes of reduction, display, and conclusion drawing. The findings reveal that the principal’s visionary leadership plays a pivotal role in fostering a collaborative culture, articulating a shared and inspiring vision, and encouraging innovation in digital-based learning and environmental initiatives. These outcomes are consistent with Burt Nanus’s concept of a credible and inspiring vision and Kouzes and Posner’s model of exemplary leadership practices. The study concludes that visionary leadership functions as a driving force for innovation and quality enhancement—academically, spiritually, and in character formation—offering theoretical and practical insights for developing visionary, value-based leadership models in Islamic educational institutions.
