Abstract

Poverty remains a strategic development issue in Indonesia, including in Jambi Province, which, despite a declining poverty and extreme poverty rate between 2020 and 2024, still faces spatial disparities and targeting inaccuracies. This study aims to analyze the implementation of the poverty reduction program convergence strategy in Jambi Province, emphasizing the role of multi-stakeholder collaboration. A descriptive qualitative approach was employed through a desk study based on data from Bappeda, BPS, and relevant academic literature. The analysis applies the theories of collaborative governance and policy networks to examine actor interactions in policy planning, implementation, and evaluation. The findings indicate that program convergence in Jambi involves various cross-sectoral interventions such as MSME assistance, education, health, and housing that contribute to poverty reduction. However, effectiveness remains constrained by data inaccuracies, institutional overlap, and weak coordination within policy networks. The established multi-stakeholder collaboration remains largely consultative and has not yet achieved genuine policy co-production. This study highlights the need to strengthen collaborative governance through integrated data management and equitable multi-stakeholder forums to enhance the effectiveness of regional poverty reduction policies.

Abstract

This study examines ecotourism as a lever for coastal community livelihood using the Sustainable Livelihood Approach (SLA) on Lemukutan Island, Bengkayang Regency. The purpose of the research is to analyze how ecotourism development is related to the five livelihood capitals of the community, namely natural, human, social, physical, and financial capital. The research was conducted with a qualitative approach through case studies, using in-depth interviews, participatory observations, and focus group discussions, and supported by secondary data from official reports and scientific literature. The results of the study show that ecotourism on Lemukutan Island makes a significant contribution to increasing household income, expanding employment, and developing local businesses based on homestays, MSMEs, and tourism services. In terms of natural capital, the marine ecosystem that is still maintained is the main attraction, despite facing pressure due to the increasing number of tourists. Human capital develops through the involvement of youth and women in tourism management, although the limitations of formal training remain an obstacle. Social capital is reflected in the practice of mutual cooperation and the role of tourism-aware groups, while physical and financial capital is shown through infrastructure improvements, distribution of clean water, electricity, and increased sources of community income. These findings confirm that SLAs are relevant to understanding the dynamics of livelihoods in ecotourism, as well as to providing recommendations for strategies to strengthen community capacity and manage resources in a sustainable manner.

Abstract

This study explores the integration of hadith values within the classical Javanese literary work Syiir Sekar Kedaton by Al Hajawi, highlighting its function as a medium for moral education, character development, and Islamic spiritual guidance. Using a qualitative descriptive-analytical method, the research analyzes the textual content of Sekar Kedaton to identify embedded ethical teachings derived from hadith literature. Primary data consisted of the syiir text itself, while secondary data were drawn from hadith collections, scholarly articles, and literature discussing Islamic and Javanese cultural intersections. The findings reveal that Sekar Kedaton conveys core Islamic values such as honesty, justice, social responsibility, cleanliness as part of faith, patience, and empathy, all aligned with prophetic teachings. These values are presented in poetic form, making them accessible and memorable to diverse audiences. The syiir also reflects the cultural internalization of Islamic norms, particularly regarding family harmony, gender roles, and spiritual discipline. The study concludes that literary works like Sekar Kedaton can be strategically utilized in Islamic character education, offering culturally relevant content for both formal and informal learning settings. It recommends further comparative research on similar regional Islamic literary texts across Indonesia to uncover unique cultural da'wah patterns and enrich religious literary discourse. This research underscores the need to preserve and study traditional Islamic literature as both cultural heritage and a valuable educational resource.

Abstract

This study aims to comprehensively examine the regional economic effects of the employment status change from Government Employees with Work Agreements (PPPK) to Civil Servants (PNS) in Jambi Province. Using a literature analysis approach, this research explores previous studies that discuss the relationship between civil service employment policies and regional economic dynamics. The main focus is directed toward the impact of increased income and job stability on money circulation, household consumption, savings, and the growth of the MSME sector. The synthesis results indicate that the transition from PPPK to PNS has the potential to create an economic multiplier effect through increased purchasing power, government employee spending, and local investment. On the other hand, fiscal policy and public expenditure planning become determining factors to ensure that these economic benefits remain sustainable. This article contributes theoretically to strengthening the model of regional economic analysis based on public employment policy and provides policy recommendations for optimizing apparatus-based regional development

Abstract

Adolescent smoking behavior poses a serious challenge to public health. This study aims to analyze the effectiveness of the Smoke-Free Area (SFA) policy in two high schools in Padang City. Using a descriptive qualitative approach, data were collected through in-depth interviews, observations, and documentation involving 37 students from Senior High School X and Vocational High School Y West Sumatera. The study findings revealed that although most students support the SFA policy, there is still inconsistency between their attitudes and actual behavior, mainly due to the lack of teacher role models and limited visibility of the policy. This study concludes that the success of the SFA policy depends not only on formal regulations but also on consistent implementation and active involvement of the entire school community. Participatory approaches and behavioral modeling are the main strategies for the policy's success in the educational environment.

Abstract

Regional legislatures play a crucial role in ensuring that development policies align with the needs of the community. However, within Indonesia’s decentralized governance system, various challenges persist in the legislative process, including weak coordination with the executive branch, low public participation, and limited capacity among legislators to formulate evidence-based policies. This study aims to identify the main challenges faced by legislative bodies in overseeing community-needs-based development and to formulate strategies that can be implemented to improve the effectiveness of regional legislation. This research employs a qualitative approach using a case study method in several regions across Indonesia. Data were collected through in-depth interviews with legislative members, academics, and civil society organizations, and analyzed using thematic analysis techniques. The findings indicate that executive dominance in policy formulation, limited capacity among legislators, and a lack of transparency in the legislative process are the main factors hindering the effectiveness of the legislative role. Recommended strategies include enhancing legislators’ capacity through evidence-based training, strengthening public participation mechanisms through digital platforms, and implementing policy reforms to increase legislative independence in overseeing regional development. The conclusion of this study emphasizes that the success of community-needs-based development depends on the extent to which the legislative body can perform its role transparently, accountably, and participatorily. The results of this research contribute to the literature on local governance and offer practical recommendations for policymakers to improve the effectiveness of regional legislation. Further research is recommended to expand the geographical scope of the study and to explore more deeply the impact of regulations on the implementation of community-needs-based development.

Abstract

In a dynamic and uncertain global business landscape, risk management and investment decision-making have become fundamental pillars for optimal operational performance and corporate sustainability. This study comprehensively analyzes existing literature to construct an understanding of how the integration of these two disciplines affects operational performance and sustainability, as well as identifying trends, challenges, and research gaps. This research uses a comprehensive literature review approach, identifying, analyzing, and synthesizing reputable scientific journal articles, industry reports, and other relevant publications from 2020 to 2025. Data was collected through systematic searches of academic databases using keywords related to risk management, investment, operational performance, and sustainability. The analysis was conducted through thematic and narrative synthesis to identify patterns, gaps, and best practice recommendations. The results of the study show that risk management plays a crucial role in investment decision-making, directly affecting profitability and operational efficiency. The integration of Environmental, Social, and Governance (ESG) principles into risk management and investment is increasingly important to promote corporate sustainability, where effective risk management can influence investment choices and contribute to stronger financial performance. Despite positive trends in the growth of the risk management and sustainable investment market in Southeast Asia, significant challenges remain, including a lack of ESG standardization and reporting, as well as complex cyber risk and human resource risk management. Effective integration between risk management and investment decision-making is essential for operational performance and long-term sustainability. However, challenges related to standardization and reporting require collaborative efforts from policymakers, practitioners, and academics. Suggestions for future research include studies that quantify the specific impact of integrating risk management and sustainable investment on operational and sustainability performance metrics across various sectors, particularly in emerging markets such as the property sector in Indonesia, with a focus on climate risk and digitalization.

Abstract

This study aims to examine how hate speech is constructed and framed by netizens toward the 80th Indonesian Independence Day (HUT RI) logo on Instagram. Employing a descriptive qualitative approach and Robert Entman’s framing analysis model which encompasses four key elements: defining problems, diagnosing causes, making moral judgments, and offering treatment recommendations this research explores the construction of digital public discourse through content observation, in-depth interviews with key informants, and document analysis. The findings reveal that the framing of hate speech manifests in two primary forms, namely symbolic and linguistic, expressed through humor, sarcasm, and parody visuals that highlight public resistance toward the government. The public frames the logo as a symbol of governmental failure to represent the spirit of independence, thus positioning hate speech as a form of social and political expression of collective disappointment. This phenomenon indicates that the digital sphere has evolved into an arena where the meaning of freedom of expression shifts from rational criticism toward emotional and resistant expression. The study underscores the importance of digital literacy and ethical public communication to ensure that freedom of expression on social media remains productive, balanced, and reinforces national values in the digital era
