Abstract

This study aims to analyze the digital transformation in police call center services in Indonesia, by emphasizing the main aspects of public trust, user satisfaction, and institutional reputation. The rapid development of information and communication technology, the Indonesian National Police (Polri), continues to strive to digitalize public services to improve the effectiveness and quality of services. Polri's 110 call center service serves as a vanguard in public communication and response to security events, making it a strategic area in digital transformation. Research that has been done before to systematically examine the relationship between digitization and these three variables is still very limited. Most existing studies focus more on the technical aspects of information systems or procedural evaluation, without considering the social and institutional perspectives of digital change. Using a systematic literature review (SLR) approach based on the PRISMA protocol, this study aims to map the relevant literature and explore the linkages between digital transformation and these dimensions. PRISMA-based SLR method was chosen to provide a comprehensive overview of the dynamics of digitization in the National Police call center services. This research analyzes various studies, both from international and local contexts, to develop a more integrative conceptual framework regarding the influence of digitalization on people's perception of police institutions. This study will uncover the aspects that affect the success and challenges faced in the digitization of call center services as well as their impact on the relationship between the public and the National Police. Research shows that digitization of police call center services has significant potential in strengthening public trust, increasing user satisfaction, and improving the reputation of institutions. However, the success of this digital transformation is highly dependent on the ability of the National Police to ensure that the system implemented is responsive, transparent, and easily accessible to the public. This study also emphasizes the importance of a governance-based trust-based approach in building trust in institutions, which is relevant in the era of rapid digital interaction. It is expected that the results of this study can provide strategic recommendations for the National Police in designing a more effective digital transformation policy, as well as strengthening the legitimacy of institutions in the eyes of the public.

Abstract

This study aims to explore and reconstruct the concept of kafa'ah in Islamic marriage law, which has often been misunderstood as a form of rigid and discriminatory social stratification. In fact, in classical Islamic jurisprudence, kafa'ah is intended as a principle of benefit to maintain marital harmony through the compatibility of partners in religious, moral, and social aspects. Using a qualitative approach and literature study methods, this study examines the views of four Islamic schools of jurisprudence and the dynamics of understanding kafa'ah in the contemporary context. The results show that kafa'ah is not a requirement for valid marriage, but rather a relative and contextual principle. The narrowing of its meaning due to the dominance of local culture and textualist interpretations has obscured the substance of justice in Islam. Therefore, a reinterpretation of kafa'ah based on maqāṣid al-shari'ah is necessary to realize the principles of justice, gender equality, and benefit in modern marriage practices.

Abstract

The No Smoking Area (KTR) policy is one of the efforts to control the health effects of exposure to cigarette smoke. Its implementation shows a gap between normative goals and reality in the field. Implementation disparities between urban and rural areas indicate that the local context plays an important role in the effectiveness of the policy. This study aims to evaluate the effectiveness of KTR implementation in Indonesia through a Systematic Literature Review approach with a focus on comparison between urban and rural contexts. The review procedure was conducted based on the PRISMA protocol by screening scientific literature from the Scopus database. KTR implementation faces multidimensional challenges ranging from weak cross-sectoral supervision and coordination, low public awareness, and social resistance to regulations. Compliance is higher in health facilities, but still low in other public spaces, especially in areas with limited institutional capacity. This paper emphasizes the importance of a policy implementation approach that is adaptive to local characteristics and actively involves community actors. This paper also offers practical implications for strengthening KTR policy governance in a more participatory and sustainable manner to support public health development goals.

Abstract

Lenggota Lo Pohutu (traditional wedding ceremony in Gorontalo) which is based on the philosophy of ‘adati hula-hula'a to sara’, sara' hula-hula'a to kitabullah, basically fulfils the validity of marriage without the need to consider the state of pregnancy as part of the prenuptial requirements. The only prenuptial requirement that is regulated is the Khatam Qur'an which aims to determine the bride's ability to read the Qur'an on the night of the engagement (Mopotilantahu). In the discussion of Islamic law, the coefficient of the cause of pregnancy should be more important than Khatam Qur'an, this is because the provision of provisions against deviant behaviour which is the urgency of the law in various propositions and sources of Islamic law, the limits of association, the prohibition of khalwat, and the punishment for the perpetrators of adultery are more widely discussed. For this reason, a causality approach that is historically normative is used. The results showed that the concept of Muayyidat Shar'iyyah is the main piece whose needs must be at an urgent stage on the issue of isbat nikah because of pregnancy. The local government acts as an executor (legality) as well as a facilitator, customary actors as mentors, and people who are required to obey, while the task of supervision is the responsibility of everyone. Religious leaders act as the first post to educate and the centre of study with customary actors. Based on its urgency, the legal theme applied is the optimisation of the role of supervision of deviant behaviours.

Abstract

The rapid advancement of digital technology in the 21st century has ushered the world into the disruption era, a phase in which fundamental transformations across various aspects of life are inevitable. One sector that has undergone a significant transformation is immigration services, particularly through the adoption of biometric systems. Biometric technologies—including fingerprint, facial, and iris recognition, have proven effective in enhancing identification efficiency and strengthening border security. Nevertheless, the implementation of such technologies simultaneously raises critical issues regarding personal data protection and individual privacy, as biometric data are inherently unique, sensitive, and highly vulnerable to misuse if not properly safeguarded. This study seeks to examine the implications of biometric implementation in the context of Indonesian immigration, with an emphasis on its administrative benefits, potential security risks, and the relevance of legal frameworks, particularly Law No. 27 of 2022 on Personal Data Protection. Through an analytical approach, this research is expected to provide a conceptual contribution to the strengthening of digital-based immigration governance aligned with the principles of e-government, human rights protection, and public accountability in the disruption era.

Abstract

The background of this research is driven by increasingly intense demands from stakeholders for companies to not only focus on financial profits, but also to be responsible for social and environmental sustainability. The concept of Spiritual Company, which encompasses values such as integrity, meaning in work, caring for others, and a balance between profit and ethical responsibility, is seen as a crucial predictor of corporate sustainability and overall performance. This study aims to explore the influence of the Spiritual Company concept on corporate sustainability and performance through a qualitative approach and identify the mechanisms, supporting factors, and obstacles that arise in the relationship between Spiritual Company and these two variables. The method used is qualitative research with case studies or in-depth interviews involving company leaders, managers, and employees as informants. Data is processed through thematic analysis, open coding, and data source triangulation to ensure the validity and reliability of the research findings. The results of the study revealed that companies that apply spiritual values in their organizational culture, including ethical leadership, employee empowerment, internal justice, and attention to social and environmental aspects, tend to perform better in maintaining sustainability in the economic, social, and environmental dimensions. In addition, Spiritual Companies also contribute positively to company performance, including productivity, job satisfaction, reputation, and competitiveness. However, obstacles are encountered, such as a lack of commitment from leaders, conflicts with short-term profit goals, and ambiguity in implementing spiritual values at the operational level. In conclusion, Spiritual Companies have proven to be significant corporate sustainability and performance predictors. To optimize the benefits, companies should consistently internalize spiritual values and incorporate them into their strategies, policies, and daily operational practices.
