Abstract

This research seeks to examine the impact of human resource quality and public service quality on public satisfaction levels in Patamuan District, Padang Pariaman Regency. It employs a quantitative method with an associative approach. The study population consists of individuals who access services at the Patamuan District Office, with a sample of 90 respondents gathered via questionnaires and analyzed through multiple linear regression using SPSS version 25. Findings reveal that human resource quality exerts a positive and significant effect on public satisfaction, evidenced by a significance value of 0.031 (< 0.05) and a contribution of 52.1%. Similarly, public service quality shows a positive and significant influence on satisfaction, with a significance score of 0.047 (< 0.05) and a contribution of 44.0%. Collectively, both factors significantly affect public satisfaction, as indicated by an Adjusted R Square of 0.607 (60.7%), while the remaining 39.3% is attributable to variables beyond this study. These outcomes suggest that enhanced human resource quality in terms of capabilities, knowledge, and skills along with improved service delivery that is prompt, precise, and courteous, leads to higher public satisfaction with government services. Consequently, ongoing efforts to boost the competence and professionalism of officials, as well as refine the public service framework, are essential to make services in Patamuan District more effective, efficient, and focused on community satisfaction.

Abstract

This research, entitled “The Implementation of Local Cultural Values in the Government System of Nagari Sungai Sariak,” is motivated by the diminishing application of Minangkabau cultural values in the administration of nagari governance. The purpose of this study is to examine how local cultural values are applied within the governmental system of the nagari and to identify the factors contributing to the decline of these values in practice. This study uses a qualitative approach with a simple research design. Data were collected through interviews, direct observation, and document analysis involving the Wali Nagari, the Kerapatan Adat Nagari (KAN), the Badan Musyawarah (BAMUS), and community leaders in Nagari Sungai Sariak, VII Koto District, Padang Pariaman Regency. The results of the study show that the implementation of Minangkabau cultural values consisting of egalitarianism, competitiveness, togetherness, careful consideration, deliberation and consensus, and adaptability remains present in the nagari government system but has not been fully realized. Values such as equality and togetherness have begun to decline due to the influence of a hierarchical modern bureaucratic system. Moral consideration and deliberation have also weakened as traditional institutions lose their role in decision-making processes. Meanwhile, the value of adaptability has begun to be applied through the use of technology, although it is not yet balanced with the reinforcement of traditional and cultural values. Overall, the study indicates that the nagari government continues to make efforts to preserve Minangkabau cultural values despite the ongoing challenges of modernization

Abstract

This research focuses on examining how PT Semen Padang cooperates with local institutions to carry out its Corporate Social Responsibility (CSR) initiative for home renovation in Limau Manis Selatan, Pauh District, Padang City. The program represents the company’s social commitment to improving community welfare by providing decent housing for low-income families. This research employs a qualitative descriptive approach. Data were collected through interviews, observation, and documentation involving key informants from PT Semen Padang’s CSR division, the Forum Nagari, the Department of Housing and Settlement, and program beneficiaries. The results show that the collaboration between PT Semen Padang and the Forum Nagari was relatively effective in supporting the implementation of the CSR program. The program has had a positive impact on improving housing quality and community welfare. However, several challenges remain, such as limited funding, restricted beneficiary coverage, and a lack of transparency in the verification process. Enhanced coordination, transparency, and community participation are needed to ensure the sustainability and accuracy of the CSR program implementation.

Abstract

This study aims to analyze the effectiveness of programs implemented by the Padang City Health Office to reduce maternal mortality (MMR) and infant mortality (IMR). The research is motivated by the fact that these indicators remain relatively high and serve as critical measures of public health and the success of regional development. The research uses a qualitative descriptive method, with data collected through in-depth interviews, field observations, and documentation. The results show that the maternal and infant mortality reduction program has been relatively effective, particularly in increasing antenatal care coverage, promoting maternal classes, and implementing community-based health innovations. However, challenges remain, such as uneven distribution of health personnel quality, limited inter-sectoral coordination, and low community participation in maternal and child health programs. The study concludes that program effectiveness can be improved through strengthening community awareness, cross-sectoral collaboration, and capacity building for health workers.

Abstract

The process of Islamic Religious Education learning at SMPN 12 Padang still faces several challenges, especially in the aspect of students' learning independence. Some students tend to be passive during lessons, waiting for answers from their classmates due to a lack of understanding of the material, and doubting their own abilities, which leads them to prefer copying others’ answers. This low learning independence affects the students’ learning outcomes. This condition is caused by the learning model, which is less varied and has not been able to create an interactive and enjoyable learning environment. Therefore, an innovative learning model is needed that can foster motivation, activity, and a sense of responsibility among students for their learning process. One relevant model is Game-Based Learning (GBL) using Wordwall, which integrates digital game elements into the learning activities to create a more engaging and meaningful learning experience. This study uses a quantitative approach with a quasi-experimental design of the non-equivalent control group type. The research sample consists of two classes: the experimental class and the control class, with a total sample size of 29. The research instruments include a learning outcomes test and a learning independence questionnaire. Data analysis techniques involve normality tests, homogeneity tests, linearity tests, paired sample t-tests, independent sample t-tests, N-Gain tests, as well as correlation and simple linear regression analyses to test the hypotheses, using SPSS version 27. The results show that the Game-Based Learning model using Wordwall is effective in improving students' learning outcomes and independence. The paired sample t-test produced a significance value of 0.000 (< 0.05) with a mean difference of -13.897, indicating a significant improvement between the pretest and posttest scores in the experimental class. The independent sample t-test showed a significance value of 0.02 (< 0.05), indicating a significant difference between the experimental and control classes. Based on the N-Gain analysis, the average score of 62.43% falls into the category of fairly effective. Meanwhile, the correlation and simple linear regression tests showed a significance value of 0.001 (< 0.05), meaning there is a significant relationship and influence between learning independence and students' learning outcomes. Thus, the alternative hypothesis is accepted, and the Wordwall-based GBL learning model can be an effective alternative to improve students' learning outcomes and independence in Islamic Religious Education.

Abstract

This study aims to determine the early reading skills of students who were taught using the syllable method, as well as those who were not taught using this method, and to assess the effect of the syllable method on students' early reading skills. This is a quantitative research using a true experimental design, specifically a pretest-posttest control group design. The sample was determined using probability sampling, specifically simple random sampling, where the sample group is selected randomly without considering strata in the population. Thus, the sample in this study consists of 56 students. The data collection techniques used in this study include tests (oral tests) and documentation, while the data analysis techniques involve validity and reliability tests, as well as hypothesis testing (Independent Sample T-Test) using Ms. Excel and SPSS IBM version 30 for Windows. The results of the study are as follows: (1) The early reading skills of the control group students were adequate, as indicated by the early reading skill indicators, which showed slight improvement, although not all students showed good early reading skills due to many scores falling below the Minimum Passing Criteria (KKM). The pretest average score was 10.928 with an average score of 54.642, while the posttest average score was 11.857 with an average score of 59.464. (2) The early reading skills of the experimental group students were very good, as seen from the indicators of early reading skills, which showed significant improvement, and all students in this group scored above the KKM. The pretest average score was 12.000 with an average score of 60.000, while the posttest average score was 15.321 with an average score of 76.607. (3) The syllable method had a significant effect on students' early reading skills, as indicated by the hypothesis test (Independent Sample T-Test), where the significance value was 0.001 < 0.05, meaning Ha is accepted and Ho is rejected. This shows that the syllable method has an effect on the early reading skills of second-grade students in Bahasa Indonesia at SDN 185 Palembang.

Abstract

This research is motivated by the increasing cases of violence against children in Padang City despite the government having implemented a Child-Friendly City (KLA) policy based on Regional Regulation No. 12 of 2019. The purpose of this study is to evaluate the effectiveness of the implementation of the KLA policy in reducing the number of child violence cases and identify the obstacles faced. This study uses a qualitative approach with descriptive methods through interviews, observation, and documentation from related agencies such as DP3AP2KB, P2TP2A, and Puspaga. The results show that despite a strong commitment from the local government and the availability of various programs such as Puspaga and PATBM services, the implementation of the policy has not been effective in reducing the number of child violence cases. Based on William N. Dunn's six evaluation criteria, weaknesses were found in the aspects of effectiveness, efficiency, equity, and responsiveness due to weak cross-sectoral coordination, limited facilities, and low community participation. This study concludes that the Child-Friendly City policy in Padang City has a strong legal basis but has not been fully targeted. The implications of this research emphasize the need to strengthen inter-agency coordination, increase the budget and facilities for children's services, and expand public education to create a truly safe and child-friendly urban environment.

Abstract

This study aims to analyze the implementation of halal facility policies based on Regional Regulation No. 1 of 2020 concerning the Organization of Halal Tourism in Padang City, specifically in the Gunung Padang Tourism Area. This study uses a descriptive qualitative approach with Van Meter and Van Horn’s (1975) policy implementation theory as the analytical framework. Data was collected through interviews with the Tourism Department, business stakeholders, and the local community around the tourism area. The findings indicate that the policy implementation is still not optimal due to limitations in human resources, funding, and inter-agency coordination. Public and business stakeholders' awareness of the importance of halal facilities remains low, while tourists' behavior does not fully support the application of halal standards. Social, economic, and political factors also affect the effectiveness of policy implementation. Strategies to enhance resource capacity, continuous socialization, and the application of good governance principles are needed to strengthen policy success. This study is expected to provide insights for local governments in realizing a competitive and sustainable halal tourism destination in Padang City.

Abstract

This study aims to analyze the role of the Padang City Government in responding to the resistance of street vendors (PKL) against the policy prohibiting trading in the Pasar Raya area of Padang City. The policy was implemented to create an orderly, clean, and aesthetic urban space by relocating the vendors to the newly built Phase VII Market Building. However, the relocation policy triggered resistance from the vendors who viewed it as neglecting their economic and social conditions. This research employed a descriptive qualitative approach, using interviews, observations, and documentation as data collection techniques. The findings reveal that the government’s roles as a stabilizer, innovator, modernizer, pioneer, and implementer have not been optimally carried out. The main obstacles include low vendor participation, insufficient socialization, weak inter-agency coordination, and limited facilities in the new location. The study concludes that the government needs to adopt participatory and dialogical approaches to manage social resistance effectively. Such approaches are essential for ensuring that public policies are both equitable and sustainable in addressing the economic interests of marginalized urban communities.

Abstract

Student brawls in Padang City have become an escalating social issue that disrupts public order and hinders the educational process. Data from the Civil Service Police Unit (Satpol PP) of Padang show significant fluctuations in the number of incidents over the past five years 48 cases in 2020, dropping to 2 in 2022, surging to 103 in 2023, and declining again to 29 in 2024, indicating that government interventions have not yet been consistently effective. This study aims to analyze the effectiveness of the Padang City Government’s policies in addressing student brawls and to identify factors hindering their implementation. Using a qualitative descriptive approach, data were collected through interviews, observations, and document studies involving local government officials, law enforcement, school representatives, students, parents, and community leaders. The findings reveal that the anti-brawl policy has been largely effective, supported by strong inter-agency coordination, character-building programs, and collaborative governance involving schools and communities. These efforts have reduced brawl incidents by over 85% between 2023 and 2025. However, several obstacles remain, including limited counseling facilities, unequal funding among schools, the negative influence of social media, and inadequate post-program monitoring. The study concludes that sustained policy effectiveness requires enhanced human resource capacity, community engagement, and long-term policy integration through the Regional Action Plan for Student Violence Prevention 2026–2030.
