Abstract

The Malioboro area is a strategic public space in the Special Region of Yogyakarta, serving as a center for trade, tourism, and representation of local cultural identity. Shop signs in this area serve not only as business markers but also as a medium for the use of Indonesian in public spaces. However, many shop names are still written using non-standard words, outdated spellings, and variations of language that do not comply with the rules of the Big Indonesian Dictionary (KBBI) and the Enhanced Spelling System (EYD). This study aims to identify and describe the use of standard and non-standard words in shop names in the Malioboro area. The method used is descriptive qualitative with data collection techniques in the form of documentation of shop signs. The data obtained were analyzed by referring to the KBBI as a linguistic guideline and Correct Spelling System (EYD). The results of the study indicate that the use of non-standard words is still quite dominant, especially in the form of outdated spellings, the use of non-standard vocabulary, and the writing of regional names that do not comply with the rules. These deviations are generally influenced by aesthetic factors and business naming strategies. Based on these findings, it can be concluded that the use of Indonesian in public spaces, particularly on shop signs in the Malioboro area, still requires attention and guidance to comply with standard language rules and reflect the function of Indonesian as a national identity.

Abstract

Population administration services are a form of public service that plays an important role in ensuring the fulfilment of citizens' civil rights. The Tuban Regency Government, through the Population and Civil Registration Office, launched the Cepat Dekat Masyarakat (CEDAK MAS) programme as an innovative service to bring population administration services closer to the community at the sub-district and village levels. This study aims to analyse the implementation of the CEDAK MAS Programme in population administration services in Bangilan Sub-district, Tuban Regency. The research method used is qualitative with a descriptive type. Data was collected through interviews, observations, and documentation, with informants consisting of officials from the Tuban Regency Population and Civil Registration Office, Bangilan Sub-district officials, village officials, and service users. Data analysis was conducted using the interactive model of Miles and Huberman, using George C. Edward III's policy implementation theory, which includes indicators of communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of the CEDAK MAS Programme in Bangilan Subdistrict has not been optimal. The main obstacles identified are uneven communication with the community, limited human resources and infrastructure to support services, and bureaucratic coordination that is not yet fully integrated. Nevertheless, the implementing apparatus has shown a good level of commitment in running the programme.

Abstract

Pancasila and the Medina Charter are two historical documents born from pluralistic societies as responses to the challenges of social integration. This study aims to analyze the philosophical values of the Medina Charter and Pancasila, as well as to identify their relevance and common ground as philosophical products. Using a qualitative research method with a philosophical approach (ontology, epistemology, and axiology), this study finds that both documents are not merely legal products but crystallizations of profound thought regarding the nature of statehood. Ontologically, both view society as a unified entity (ummah) that respects identity differences. Epistemologically, both originated from a synthesis of transcendental values (revelation/divinity) and sociological realities through a deliberative process. Axiologically, both uphold the values of justice, religious freedom, the rule of law, and humanity. The study concludes that Pancasila has strong philosophical relevance to the Medina Charter, offering a "middle path" model that is neither a secular nor a theocratic state. This confirms the compatibility of Islam with Indonesian nationalism and the importance of moderation narratives in contemporary politics.

Abstract

The rise of information technology has prompted local governments to enhance public services using digital systems. In Surabaya, the website Surabaya Single Window (SSW) Alfa provides support for licensing services, including the Izin Pemakaian Tanah (IPT) at the Menur Public Service Center (SPP Menur). Nevertheless, the execution of IPT services through SSW Alfa encounters obstacles, including a lack of public knowledge regarding procedures, a requirement for assistance among older applicants, and sporadic technical difficulties. This research intends to assess the quality of IPT services offered digitally via SSW Alfa. A descriptive qualitative method was utilized, gathering data through observations, interviews, documentation, and a review of relevant literature. The quality of service was evaluated based on the indicators suggested by Sá et al. (2017). The results indicate that the quality of IPT services is generally satisfactory, especially in terms of transparency and adherence to procedures, despite ongoing issues with technology and access.

Abstract

Innovation in public policy evaluation has become an important issue in improving policy effectiveness and efficiency. This study aims to analyze the role of innovation in public policy evaluation, identify effective innovative approaches, and explore the challenges and opportunities of their implementation in Indonesia. The method used is a literature review, which includes a critical analysis of various previous studies. The results show that innovations, such as the use of digital technology and participatory evaluation models, can improve the quality of policy evaluation. Technology enables faster and more accurate data collection, while public participation provides richer perspectives. However, challenges such as limited data availability, low transparency, and minimal public participation remain major obstacles. This study also reviews best practices from other countries as references for the local context. These findings provide recommendations for policymakers to adopt more modern and inclusive approaches to policy evaluation, in line with the principles of good governance. Thus, public policy evaluation is expected to become a more adaptive and relevant instrument in supporting evidence-based decision-making.

Abstract

The process of updating voter data is a critical step in organizing elections, considering that an accurate Permanent Voter List (DPT) serves as the foundation for the validity of election results. This study was conducted to examine the performance of the Village Voting Committee (PPS) at the village level, specifically in Tempuran Village, in the context of data updating with the perspective of Good Governance principles, namely Effectiveness and Equality. The research method used is descriptive qualitative, with data obtained from in-depth interviews, direct field observations, and studies of related documents. The study results show that the PPS has worked through planned procedures, including the recruitment process, inter-party coordination, checking and listing activities (coklit), compilation of the Provisional Voter List (DPS), determination of the DPT, as well as supervisory duties during voting and vote counting. Analysis based on Grindle's theory indicates that although the institutional and administrative capacity of the PPS is quite good, its level of effectiveness still faces challenges such as variations in human resource capabilities, shortages of operational resources, and minimal community response to data correction invitations. Consequently, efforts to improve member competencies, innovations in public communication, and better resource allocation are essential to perfect the voter data updating process in future elections.

Abstract

The study analyzes the process of first language acquisition in early childhood from a psycholinguistic perspective with a focus on neurological cognitive foundations and language disorders in Indonesian language education, identifying key neural mechanisms, inhibiting factors, and recommendations for pedagogical interventions. A qualitative approach with an interpretive paradigm is used through literature studies from psycholinguistics, child neurology, and Indonesian language education journals, analyzed following the Miles and Huberman model which includes thematic data reduction, matrix and diagram presentation, and triangulation for conclusions. Major neurological mechanisms include Broca's activation for speech production, Wernicke's for semantic comprehension, as well as high synaptic plasticity that processes Indonesian phonemes from babbling to complex sentences at the age of 0-6 years, supported by Chomsky's Universal Grammar theory and connectionist models. Disorders such as speech delay, expressive-receptive language, articulatory phonological, pragmatic autism, and stuttering disrupt the cortico-striatal and prefrontal cortex pathways, leading to limitations in vocabulary, syntax, and social interaction. Integration into the Indonesian education curriculum through sensory stimulation modules, NLP exercises, motor games, singing rhythms, and neuroimaging-based teacher training restores neural connections, accelerates lexicon milestones, and forms an inclusive ecosystem with continuous evaluation via observation and biofeedback.

Abstract

Corruption remains a serious threat to Indonesia's state finances and economic stability. Lengthy and complicated judicial processes often hinder efforts to recover state losses and create a backlog of cases in the courts. Plea bargaining offers an alternative means of resolving cases, allowing prosecutors and defendants to reach agreements on lighter sentences in exchange for guilty pleas and the full return of assets. This mechanism not only speeds up the judicial process, but also reduces the burden on the prison budget, alleviates the backlog of cases, and increases the effectiveness of asset recovery. This study uses a normative legal approach by analyzing legislation, the draft Criminal Procedure Code, and existing justice collaborator practices. The results show that plea bargaining can be integrated into the Indonesian criminal justice system through a “special channel” with strict judicial oversight, particularly in cases of minor to moderate corruption, without compromising the principles of justice and deterrence. Measured implementation will support the principles of swift, simple, and inexpensive justice while prioritizing the recovery of state losses.

Abstract

The phenomena of fear of marriage (gamophobia) and the choice to live a childfree life have become increasingly prominent among younger generations, reflecting a shift in values regarding commitment, marriage, and reproduction. This article aims to analyze these phenomena through the perspective of evolutionary psychology. Using a qualitative literature review approach, this study examines scholarly books and journal articles related to gamophobia, childfree lifestyles, life history theory, and evolutionary mismatch. The findings indicate that fear of marriage can be understood as an adaptive response to the high evolutionary costs of long-term commitment, including perceived threats to autonomy, relational instability, and economic uncertainty. Meanwhile, the decision to remain childfree represents an alternative reproductive strategy when environmental conditions are perceived as unfavorable for parental investment. These results suggest that contemporary attitudes toward marriage and reproduction are not merely a rejection of traditional norms but reflect adaptive psychological strategies in response to modern social and ecological pressures.

Abstract

This study aims to examine the relationship between financial literacy and financial well-being among Generation Z in Kalibaru Village, Bekasi City. Rapid digitalization and increasing access to financial services have created both opportunities and challenges for young people in managing their finances. This research employed a quantitative correlational design with 348 respondents selected through accidental sampling. Financial literacy was measured using a scale adapted from Lusardi and Mitchell, while financial well-being was assessed using the Consumer Financial Protection Bureau (CFPB) Financial Well-Being Scale. Data were analyzed using Spearman’s rho correlation test. The results indicated a significant positive relationship between financial literacy and financial well-being (rₛ = 0.709; p 0.001). These findings suggest that higher financial literacy is associated with higher perceived financial well-being among Generation Z. This study highlights the importance of financial literacy education in enhancing economic and psychological well-being among young people.
