Abstract

Work stress is an important issue in Indonesian public-sector organizations because local government agencies are required to deliver effective public services while operating within bureaucratic procedures, hierarchical structures, and accountability demands. In this context, excessive workload and unclear job responsibilities may reduce employee performance, productivity, and organizational effectiveness. This study aims to analyze the effect of workload and role ambiguity on work stress among employees of the Department of Trade and Industry of Gowa Regency. This research employed a quantitative explanatory design. Data were collected using a structured questionnaire measured with a five-point Likert scale, covering indicators of workload, role ambiguity, and work stress. The population consisted of 45 employees, and a saturated sampling technique was applied, whereby all members of the population were selected as respondents. The data were analyzed using multiple linear regression with SPSS version 29. The findings show that workload has a positive and significant effect on work stress (? = 0.221; t = 4.095; p < .001). Role ambiguity also has a positive and significant effect on work stress and shows a stronger influence than workload (? = 0.491; t = 9.844; p < .001). Simultaneously, workload and role ambiguity significantly explain work stress, with an F-value of 111.372, p < .001, and R² = 0.841. These results indicate that employee work stress is shaped not only by the amount of work assigned, but also by uncertainty regarding duties, authority, and responsibilities. Practically, the organization should conduct periodic workload assessments, ensure fair task distribution, develop clear job descriptions, improve communication of responsibilities and authority, and establish employee support programs such as supervision, counseling, or stress management training to reduce work stress and improve organizational performance.

Abstract

Employee performance is a critical factor in ensuring the effectiveness of public sector organizations, particularly government agencies responsible for regional development planning. Preliminary observations at the Regional Planning, Research, and Development Agency (BAPPEDA) of Wakatobi Regency indicated several performance-related issues, including inadequate work motivation, limited job satisfaction, inconsistent work discipline, and suboptimal working conditions. Although previous studies have examined employee performance in various organizational settings, limited research has simultaneously analyzed work motivation, job satisfaction, work discipline, and work environment within regional government planning institutions. This study addresses this gap by examining the influence of these four factors on employee performance at BAPPEDA Wakatobi Regency. This study employed a quantitative approach with a saturated sampling technique involving all 43 employees as respondents. Data were collected through structured questionnaires, observation, and documentation, and were analyzed using multiple linear regression. The results showed that work motivation, job satisfaction, work discipline, and work environment each had a positive and significant effect on employee performance. Work motivation provided the strongest contribution, followed by work discipline, job satisfaction, and work environment. The coefficient of determination indicated that these four variables explained 57.5% of the variation in employee performance, while the remaining 42.5% was influenced by other factors outside the model. These findings highlight that improving employee performance in regional government institutions requires an integrated human resource management strategy. Strengthening motivation, enhancing job satisfaction, enforcing work discipline, and improving workplace conditions are essential to support more effective, accountable, and responsive public service performance at BAPPEDA Wakatobi Regency.

Abstract

The urgency of this research is to analyze the role of motivation and work discipline in improving employee performance at the Gowa Regency DPRD Secretariat. Employee performance is a crucial factor in determining the effectiveness of public sector organizations, as it directly influences the achievement of organizational goals and the quality of public services. Therefore, understanding the factors that contribute to employee performance, particularly work motivation and work discipline, is essential for improving organizational outcomes. This study aims to analyze the effect of work motivation and work discipline on employee performance at the Secretariat of the Regional House of Representatives (DPRD) of Gowa Regency. A quantitative approach with descriptive and associative methods was employed. The study involved a saturated sample of 32 employees, with data collected through structured questionnaires and analyzed using multiple linear regression with SPSS version 26. The findings indicate that work motivation has a positive and significant effect on employee performance, suggesting that higher motivation levels lead to improved work outcomes in terms of quality, responsibility, and productivity. In contrast, work discipline does not show a significant partial effect on performance, indicating that compliance with rules alone is insufficient to enhance performance without strong internal drive. However, simultaneous testing reveals that motivation and work discipline together have a positive and significant effect on employee performance, with a coefficient of determination of 59.2%. This implies that both variables collectively explain a substantial proportion of performance variation, while the remaining 40.8% is influenced by other factors not examined in this study. The findings emphasize that organizations should strengthen employee motivation and implement effective work discipline through balanced human resource strategies, as both factors jointly improve employee performance, with motivation serving as the dominant influence.

Abstract

Employee performance remains a critical issue in public sector organizations, particularly in agencies responsible for delivering technical and community-based services. In the Fisheries Service Office of Bulukumba Regency, the need to strengthen coordination, task clarity, and service responsiveness provides the organizational context for examining factors that influence employee performance. This study aims to analyze the influence of interpersonal communication and work environment on employee performance. A quantitative explanatory design was applied using a census sampling technique involving all 60 employees as respondents. Data were collected through structured questionnaires measured with a five-point Likert scale and analyzed using descriptive statistics and multiple linear regression. The results show that interpersonal communication has a positive and significant effect on employee performance (? = 0.307; p = 0.001). The work environment also has a positive and significant effect on employee performance (? = 0.146; p = 0.003). Simultaneously, interpersonal communication and work environment significantly affect employee performance (F = 16.465; p = 0.001), with an R² value of 0.221, indicating that 22.1% of employee performance variation is explained by the model. These findings imply that management should improve employee performance by strengthening regular coordination meetings, establishing clearer feedback mechanisms, improving workplace facilities, and creating a more supportive organizational climate. Therefore, interpersonal communication and work environment are important determinants of employee performance in the Fisheries Service Office of Bulukumba Regency.

Abstract

Urgensi penelitian ini adalah menganalisis efektivitas penerapan sistem E-Tax dalam meningkatkan Pendapatan Asli Daerah (PAD) di Kota Malang sebagai dasar untuk meningkatkan efisiensi administrasi perpajakan dan mengoptimalkan penerimaan pendapatan daerah. Penelitian ini bertujuan untuk menganalisis efektivitas penerapan sistem E-Tax dalam meningkatkan penerimaan pajak daerah yang berkontribusi terhadap Pendapatan Asli Daerah (PAD) di Kota Malang. Latar belakang penelitian ini didasarkan pada masih adanya permasalahan dalam pengelolaan pajak daerah, seperti rendahnya kepatuhan wajib pajak dan potensi kebocoran penerimaan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data diperoleh melalui studi dokumentasi dan studi literatur, kemudian dianalisis menggunakan teknik deskriptif kualitatif. Hasil penelitian menunjukkan bahwa penerapan sistem E-Tax cukup efektif dalam meningkatkan pengelolaan pajak daerah. Sistem ini mampu meningkatkan transparansi, akurasi pencatatan, serta meminimalisir potensi kecurangan. Selain itu, realisasi pajak daerah Kota Malang meningkat dari Rp547.446.866.621,47 pada tahun 2022 menjadi Rp610.369.015.650,81 pada tahun 2023, atau naik sebesar 11,50%. Namun demikian, masih terdapat beberapa kendala dalam implementasinya, seperti keterbatasan pemahaman teknologi pada wajib pajak, kendala teknis sistem, serta belum optimalnya kualitas sumber daya manusia. Oleh karena itu, diperlukan peningkatan sosialisasi, pelatihan, serta penguatan sistem pengawasan agar penerapan E-Tax dapat berjalan lebih optimal.

Abstract

The urgency of this research is to examine how organizational culture and ethical literacy influence the integrity of Generation Z human resources through self-control, in response to the growing ethical challenges faced by young workers in the digital era and the increasing need for a trustworthy and sustainable workforce in Bima City. This study examines the influence of organizational culture and ethical literacy on the integrity of Generation Z human resources, with self-control serving as a mediating variable in the context of Bima City, Indonesia. In the era of rapid digital transformation, integrity has become an essential factor in maintaining ethical behavior, accountability, and organizational sustainability among younger generations entering the workforce. This research employs a quantitative approach using a survey design and Structural Equation Modeling–Partial Least Squares (SEM-PLS) for data analysis. Data were collected from 100–200 Generation Z respondents aged 15–25 through purposive sampling using online questionnaires based on a five-point Likert scale. The findings reveal that ethical literacy has a positive and significant effect on integrity, while self-control also significantly strengthens integrity. Organizational culture does not directly influence integrity; however, it significantly affects self-control, indicating an indirect relationship through mediation. In contrast, ethical literacy does not significantly influence self-control. The model demonstrates strong explanatory power, with R-square values of 0.642 for self-control and 0.755 for integrity. These findings suggest that internal psychological factors, particularly ethical literacy and self-control, play a more dominant role than external organizational factors in shaping the integrity of Generation Z. This study contributes to the literature on organizational behavior and human resource management by integrating external and internal determinants of integrity within a comprehensive mediation framework in a local socio-cultural context.

Abstract

Flooding caused by tidal inundation (rob flood) in Semarang City has become a chronic urban coastal problem driven by land subsidence, sea level rise, and increasing environmental pressure in coastal areas. This study aims to analyze the allocation, implementation, and effectiveness of local government spending in flood mitigation efforts during the 2022–2024 period. The research employed a qualitative descriptive approach using secondary data obtained from Budget Realization Reports (Laporan Realisasi Anggaran/LRA), Government Agency Performance Reports (Laporan Kinerja Instansi Pemerintah/LKjIP), Regional Revenue and Expenditure Budget (APBD) documents, and other official government reports. The findings show that the budget realization rate of Semarang City remained consistently high, reaching 93.85 percent in 2022 and percent in 2023, while the Regional Disaster Management Agency (BPBD) achieved realization rates of up to 95.99 percent. These figures indicate strong administrative and procedural performance in regional financial management. However, high budget absorption has not automatically translated into substantial effectiveness in reducing tidal flood risk. Regional spending remains dominated by structural and short-term approaches, such as drainage improvement, pump operations, emergency response, and infrastructure maintenance, whereas long-term preventive investment and integrated risk management remain limited. In addition, the absence of a specific budget classification for tidal flood mitigation within the LRA complicates the identification and evaluation of related expenditures across sectors. Empirically, several coastal areas still experience periodic inundation, particularly in Genuk and North Semarang. This study concludes that regional spending on tidal flood mitigation in Semarang City during 2022–2024 was administratively effective but substantively not yet optimal in producing significant and sustainable risk reduction. Therefore, a more preventive, integrated, and long-term risk-based policy approach is required to improve the effectiveness of regional expenditure in coastal disaster mitigation.

Abstract

The background of this research is based on consumers feeling hesitant in buying a house, namely the lack of transparent information about product development and quality, this causes uncertainty that has the potential to reduce consumer confidence, as well as the existence of consumers who want an environmentally friendly lifestyle. This study aims to analyze how product quality, belief, and Green lifestyle affect the decision to purchase a house in PT. Mandevilla is growing. This research is a field study with a qualitative approach. Data is not collected in the form of numbers. The data source consists of primary and secondary data, which is collected through observation, interview, and documentation techniques. The research informants consisted of six consumers of PT. Mandevilla, who was asked about product quality, beliefs, and green lifestyles, focusing on key points relevant to the research. The results of the study show that product quality, trust, and Green lifestyle are the elements that influence consumers' decisions in buying a house in PT. Mandevilla is growing. High quality attracts consumers to make a purchase. With the attention, honesty, and understanding of the developer, consumer trust can increase. This encourages buying interest. Houses with green and environmentally friendly concepts can improve the comfort and health of residences, so that they can encourage consumers to buy. The conclusion of this study is that product quality, trust, and Green lifestyle are factors influencing home purchase decisions. Developers need to improve product quality, honesty, and attention so that consumers feel satisfied with their purchases.

Abstract

Urgensi penelitian ini adalah untuk menganalisis strategi bauran pemasaran yang tepat dalam meningkatkan volume penjualan perusahaan jasa pemasangan plafon di Aflha Plafond Payakumbuh guna meningkatkan daya saing dan keberlangsungan usaha di tengah persaingan industri jasa yang semakin ketat. Penelitian ini dilatarbelakangi oleh belum terlaksananya bauran pemasaran 7P pada usaha pemasangan plafond pada Aflha Plafond Payakumbuh, yang mengakibatkan terjadinya fluktuasi penjualan, Tujuan dari penelitian ini adalah untuk menganalisis bauran pemasaran 7P untuk meningkatkan penjualan pada usaha pemasangan plafond pada Aflha Plafond Payakumbuh. Metode penelitian ini kualitatif deskriptif untuk mendapatkan pemahaman mendalam tentang penggunaan bauran pemasaran dalam bisnis. Pengumpulan data dilakukan dengan cara observasi langsung, dokumentasi, dan wawancara mendalam, yang melibatkan 11 informan yaitu, pemilik usaha dan konsumen Aflha Plafond Payakumbuh. Data yang terkumpul kemudian dianalisis secara terstruktur untuk mengetahui bagaimana bauran pemasaran 7P dapat meningkatkan penjualan pada usaha Aflha Plafond Payakumbuh. Hasil penelitian menunjukkan bahwasanya bauran pemasaran 7P pada usaha Aflha Plafond Payakumbuh memiliki 3 Variabel kinerja tinggi yaitu, Price 70%, Product 64% dan Place 60% sedangkan 4 variabel lainya masih memiliki kinerja yang rendah yaitu, Physical Evidence 3%, promotion 33%, People 43% dan Procces 50%.

Abstract

Urgensi penelitian ini adalah untuk memahami dinamika konflik PKL dan pemerintah kota guna merumuskan strategi penataan kawasan yang adil, kolaboratif, serta mendukung keberlanjutan ekonomi perkotaan. Penelitian ini bertujuan untuk mengidentifikasi akar penyebab dan dinamika konflik, memetakan kepentingan setiap aktor yang terlibat, serta menganalisis strategi manajemen konflik yang diterapkan oleh kedua pihak. Penelitian ini menggunakan pendekatan tinjauan pustaka kualitatif dengan menerapkan kerangka model mode konflik Thomas-Kilmann untuk menganalisis strategi konflik serta pendekatan negosiasi berbasis kepentingan Fisher untuk memetakan kepentingan para aktor. Hasil penelitian menunjukkan bahwa konflik bersifat siklus dan terus berulang, yang dipengaruhi oleh tiga faktor utama, yaitu: keterbatasan lokasi alternatif yang layak secara ekonomi, kebijakan yang lebih mengutamakan penertiban dibandingkan pemberdayaan, serta tidak adanya forum dialog yang adil antara pemerintah, PKL, dan masyarakat. Pemerintah kota dan Satuan Polisi Pamong Praja (Satpol PP) cenderung menerapkan strategi kompetitif dan bersifat top-down, sedangkan PKL bergantian menggunakan strategi menghindar dan kompromi. Pendekatan kolaboratif, yang sebenarnya paling efektif untuk mencapai penyelesaian jangka panjang, belum diterapkan oleh kedua belah pihak. Implikasi teoritis dari penelitian ini terletak pada pembuktian relevansi integrasi model Thomas-Kilmann dengan pendekatan negosiasi berbasis kepentingan dalam menganalisis konflik sektor informal perkotaan. Secara praktis, hasil penelitian menekankan perlunya pergeseran tata kelola perkotaan dari pendekatan yang berorientasi pada penegakan aturan menuju pendekatan berbasis pemberdayaan. Penelitian ini merekomendasikan pembentukan forum tripartit permanen yang melibatkan pemerintah kota, asosiasi pedagang kaki lima, dan perwakilan masyarakat; pelaksanaan kajian kelayakan ekonomi sebelum pengambilan keputusan relokasi; serta transformasi regulasi tata ruang menuju model pemberdayaan berbasis zonasi. Kesimpulannya, penyelesaian konflik PKL di kawasan Gembong Asih membutuhkan pendekatan tata kelola kolaboratif yang mengakui PKL sebagai aktor ekonomi perkotaan yang sah serta mengintegrasikan kepentingan mereka ke dalam proses perumusan kebijakan.
