Untirta Civic Education Journal (UCEJ) is a peer-reviewed scientific journal that publishes different kinds of scientific articles based on the research article, review article, and book review. All topics that we received were only articles relating to Social Science, Pancasila, Citizenship Education, Law, Morals, Sociology, and Public Policy. For the research category, articles can be written using quantitative and qualitative approaches and can be made in a variety of research designs, such as experiments, case studies, grounded theory, phenomenology, etc. This journal was published in 2016 in the print and online publication twice a year every April and December, and published by Universitas Sultan Ageng Tirtayasa. Abstract

This study aims to develop a video explainer–based learning media on the topic of Indonesian societal diversity within the framework of Bhinneka Tunggal Ika and to examine its effectiveness in improving students’ understanding and tolerance attitudes. The research employed a Research and Development (R&D) approach using the Borg and Gall development model. The study was conducted at SMPIT Al-Izzah, Serang Regency, involving 39 ninth-grade students as research subjects. The instruments used included expert validation sheets, cognitive understanding tests, tolerance attitude questionnaires, teacher and student response questionnaires, and observation sheets. Quantitative data were analyzed using descriptive statistics and gain score analysis, while qualitative data were analyzed descriptively. The results showed that the developed video explainer learning media was categorized as very feasible based on material experts, media experts, and learning experts validation results. The implementation of the media significantly improved students’ understanding, indicated by an increase in the average pretest score from 57.9 to 83.8 in the posttest. Furthermore, the tolerance attitude questionnaire results indicated that students’ tolerance attitudes were in the good category, reflected in indicators such as respect for differences, cooperation, polite communication, and acceptance of diverse backgrounds. The study concludes that video explainer–based learning media is effective in enhancing students’ conceptual understanding and fostering tolerance attitudes in Pancasila and Citizenship Education learning

Abstract

The development of the cyber ecosystem requires higher education institutions to integrate technological skills and citizenship values through Distance Learning (PJJ). This study aims to analyze the digital citizenship readiness profile of distance learning students at Universitas Islam Negeri (UIN) Siber Syekh Nurjati Cirebon in using the Damel Learning Management System (LMS). This research employs a quantitative approach with a descriptive design. The research sample consists of 138 respondents selected through purposive sampling. Data were collected via a Likert-scale questionnaire and analyzed using descriptive statistics. The results indicate that the students' digital citizenship readiness falls into a very positive category. First, students demonstrate high cognitive independence in filtering information and assembling knowledge independently. Second, the asynchronous communication environment within the Damel LMS provides psychological safety that reduces technostress levels due to its relative ease of use. Third, students consistently uphold netiquette and participate in discussion forums that have transformed into democratic spaces. Fourth, a strong formation of social capital exists among students. The background of the majority of students as educators creates a community of practice that prioritizes the principles of mutual cooperation and reciprocity. In conclusion, the digital citizenship readiness of distance learning students relies on instrumental technical mastery alongside cognitive maturity, psychological stability, and high ethical awareness. The Damel application exceeds its basic function as an LMS and successfully functions as an incubator for digital citizenship character. Future LMS development should focus on strengthening collaborative features to accommodate increasingly better democratic practices.

Abstract

The rapid development of digital technology has fundamentally transformed educational systems, shifting learning from conventional approaches to digital-based environments. This transformation not only changes instructional practices but also influences the values, attitudes, and character of prospective teachers. This study aims to examine the urgency of strengthening character among pre-service teachers within a digital learning ecosystem, particularly in micro teaching courses. A qualitative approach with a case study design was employed to explore students’ character manifestations, challenges in digital learning, and strategies for character reinforcement. Data were collected through participatory observation, interviews, documentation, and reflective writing, and analyzed using interactive techniques involving data reduction, display, and conclusion drawing. The findings reveal that students demonstrate relatively good responsibility, discipline, and initial awareness of digital ethics; however, these characteristics are not yet fully internalized. Issues such as superficial use of digital resources, limited academic integrity, and suboptimal communication ethics indicate a gap between digital competence and character development. The study concludes that character strengthening is highly urgent and must be systematically integrated into digital learning processes. Micro teaching plays a strategic role as a reflective and authentic learning space to foster professional identity, ensuring that future teachers are not only technologically competent but also ethically grounded and responsible in digital environments.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi manajemen strategik dalam meningkatkan mutu pendidikan di lembaga pendidikan. Manajemen strategik menjadi pendekatan penting dalam menghadapi tantangan globalisasi dan peningkatan kualitas sumber daya manusia. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan studi literatur dan analisis deskriptif. Hasil penelitian menunjukkan bahwa implementasi manajemen strategik yang efektif melalui perumusan visi-misi, analisis lingkungan, perencanaan strategis, pelaksanaan, serta evaluasi berkelanjutan mampu meningkatkan mutu pendidikan secara signifikan. Faktor pendukung meliputi kepemimpinan yang visioner, partisipasi stakeholder, serta budaya organisasi yang adaptif. Dengan demikian, manajemen strategik merupakan instrumen penting dalam peningkatan mutu pendidikan secara berkelanjutan.

Abstract

This study aims to analyze the dynamics of democracy in Indonesia during the 2019–2024 period through the framework of Robert Dahl’s theory of polyarchy. Although Indonesia has procedurally continued to implement electoral democratic mechanisms, various indicators point to significant symptoms of democratic regression. Using a descriptive-analytical qualitative approach based on a literature review, this study examines five key indicators of polyarchy: political participation, contestation, civil liberties, access to information, and democratic institutions. The findings reveal that the quality of polyarchy in Indonesia has undergone substantive degradation due to two main determining factors: the strengthening of legislative oligarchy, which triggers the phenomenon of institutional capture, and the emergence of digital authoritarianism that suppresses civic space through opinion manipulation and the criminalization of expression. The novelty of this research lies in the integration of analysis between capital dominance within law-making institutions and technology-based repression, which simultaneously weakens the oversight function of citizens. The study concludes that Indonesia is currently in a state of “distorted polyarchy,” where democratic instruments are used as a stamp of legitimacy for elite interests. Abstract

Digital transformation has significantly reshaped the management of educational institutions. Institutions are required not only to adapt to technological developments but also to strategically integrate them to enhance competitiveness. This study aims to analyze the role of technology integration in strategic management within educational institutions. A systematic literature review of 25 scholarly articles published between 2020 and 2025 was conducted. The findings indicate that technology integration improves organizational efficiency, learning quality, and data-driven decision making. This study also proposes a conceptual model as its novelty contribution

Abstract

Principal leadership has a significant role in enhancing teachers’ work ethic as key contributors to the teaching and learning process in schools. This study aims to examine the effect of principal leadership on teachers’ work ethic at SMP Negeri 18, Serang City. The research employed a descriptive qualitative approach with data collected through observations, interviews, and documentation review. The findings reveal that effective principal leadership, characterized by exemplary conduct, open communication, and motivational support, contributes to improved teacher discipline, sense of responsibility, and work motivation. Therefore, it can be concluded that principal leadership positively influences the development of teachers’ work ethic at SMP Negeri 18, Serang City.

Abstract

Setiap perjanjian berlaku sebagai undang-undang bagi setiap pihak yang membuatnya, sehingga kewajiban pembayaran bagi pihak pembeli wajib untuk dipenuhi, namun pada prakteknya masih terdapat beberapa permasalahan yang terjadi, salah satunya adalah terkait dengan pembayaran jual beli kapal yang tidak dilaksanakan sesuai dengan yang telah diperjanjikan. Rumusan masalah dalam penelitian ini yaitu bagaimana akibat hukum tidak dilaksanakannya pembayaran sesuai kesepakatan yang telah diperjanjikan dalam jual beli kapal dan bagaimana perlindungan hukum Penjual Kapal terkait tidak dilaksanakan pembayaran sesuai kesepakatan yang telah diperjanjikan. Metode penelitian yang digunakan dalam penelitian ini adalah yuridis normatif, untuk pendekatan penelitian yang digunakan adalah pendekatan perundang-undangan, pendekatan kasus, pendekatan analitis, dan pendekatan konseptual. Dari penelitian ini dapat diperoleh bahwa Akibat hukum atas pembayaran yang tidak dilaksanakan sesuai kesepakatan dalam perjanjian jual beli kapal merupakan wanprestasi sebagaimana dimaksud dalam Pasal 1238 Kitab Undang-Undang Hukum Perdata. Akibat kewajiban pembayaran yang tidak dipenuhi menimbulkan konsekuensi hukum berupa antara lain hilangnya dasar penguasaan kapal oleh pembeli. Perlindungan hukum Penjual Kapal terkait tidak dilaksanakan pembayaran sesuai kesepakatan yang telah diperjanjikan termuat dalam peraturan mengenai perkapalan dan penegakan hukum melalui pengadilan, dan para pihak yang berwenang, beserta dengan eksekusi kapal tersebut.
