Abstract

Desa saat ini menjadi komponen penting dalam pembangunan nasional. Desa tidak lagi menjadi sasaran pembangunan tetapi menjadi subjek dari pembangunan tersebut. Melalui otonomi desa, pemerintah desa dituntut untuk mampu merespon problematika di desa dengan sebuah kebijakan atau program. Penelitian ini dilakukan dengan tujuan, pertama untuk mengetahui proses perencanaan dan penyusunan APBDes di beberapa desa tertinggal di Kecamatan Kintamani yaitu Desa Binyan, Mengani, Ulian, Langgahan, dan Abuan. Kedua, untuk menganalisis tantangan dan hambatan dalam perencanaan dan penyusunan APBDes. Ketiga, untuk menganalisis relevansi APBDes dengan arah tujuan pembangunan desa. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif dan pengumpulan data diperoleh dari dari hasil wawancara, dokumen serta studi kepustakaan. Hasil penelitian menunjukan bahwa dari sisi analisis struktur Anggaran Pendapatan Belanja Desa (APBDes) di beberapa Desa Kategori tertinggal di Kecamatan Kintamani Kabupaten Bangli belum mencerminkan Anggaran Pendapatan dan Belanja Desa (APBDes) yang berbasis kinerja yang dituangkan dalam kegiatan-kegiatan dengan keluaran dan hasil yang diharapkan. Efisiensi dalam pencapaian hasil dan keluaran yang disusun dengan pendekatan kinerja tersebut, mengutamakan outcome dan output. Prinsip-prinsip anggaran juga tidak dikesampingkan yakni transparansi, akuntabilitas anggaran, efisiensi, efektifitas anggaran, disiplin anggaran dan keadilan anggaran sesuai dengan salah satu asas yaitu value for money.

Abstract

The implementation of village autonomy requires the village government exploring the potential in the village into the leading sector. The agricultural sector becomes one of the ideal potentials in the Tabanan District to support national development. Currently the village government has the authority to assist local government duties. Therefore, development in the village should optimize the agricultural sector. The problems facing the agricultural sector in Tabanan are poorness, the absence of industrial processed agricultural products, and conversion of agricultural land.This paper aims to discuss and analyze the challenges and obstacles related to agricultural sector policy in the context of village autonomy with descriptive approach. Analysis carried out by combining theoretical and case or phenomenon that occurs later will be formulated into a form of public policy of the agricultural sector in the face of village autonomy. Village autonomy is the central government’s effort to restore the role of the village as a leader in national development. Village is identical as a food barn; this role is what wants to be restored so that the development pattern becomes bottom up. To support and realize the role of villages, especially in the agricultural sector, alternative policy is needed. The policy alternatives referred to are as follows; Empowerment of the rural sector, subsidies on agricultural input, agricultural output policies and the incorporation of previous policies.

Abstract

Province Bali province seeks to build synergy in addressing the spread of covid-19 with the involvement of indigenous villages. This is certainly a big question about its effectiveness and provides a new perspective in government governance at the local level. The purpose of this research is to analyze the dimensions of synergy between local governments and indigenous villages in Bali Province and their impact on the handling of covid-19 in Bali. The results showed that the cultural and social dimensions were able to position the indigenous village into an important pillar in the pattern of governance in Bali. Through the policy of the scope of indigenous villages (such as awig-awig and perarem) and pecalang as a security party in the scope of indigenous villages are able to synergize with local governments, especially in overseeing the implementation of health protocols. The synergistic with good local governance concept, such as : dimension of the economic aspect shows that through indigenous village funds, the local government provides the same space for indigenous villages involved in the handling of covid-19. The political dimension related to synergy is further strengthening the commitment of the Governor of Bali to reposition the indigenous village as part of governance in Bali. The synergistic impact is to provide great space for various parties, especially indigenous villages in the participation of each policy in the region. This synergy also relieves the free local government in its handling of covid-19.

Abstract

Desa Medewi menjadi salah satu desa yang memiliki potensi besar yang belum dikembangkan secara optimal, padahal dari sisi penerimaan dana desa tergolong tinggi. Selain dari penilaian indeks desa membangun menunjukkan dalam empat tahun, peningkatan pembangunan desa kurang signifikan. Penelitian ini bertujuan untuk menganalisis permasalahan dalam pengelolaan dana desa dan memberikan rekomendasi kebijakan pada Desa Medewi. Metode dalam penelitian ini menggunakan pendekatan mix methods, yaitu menggabungkan penetian kuantitatif dan penelitian kualitatif. Hasil penelitian ini menunjukkan bahwa skala kepuasan dan manfaat dari pengelolaan dana desa di Desa Medewi sudah Baik tetapi ada beberapa indikator yang perlu ditingkatkan pengembangan potensi desa. Variabel yang masih lemah dalam memberikan kebermanfaatan dan kepuasan adalah variabel lingkungan dan perekonomian. Pengelolaan dana desa belum sinergi dengan potensi Desa Medewi, seperti sektor pertanian belum dioptimalkan, Badan Usaha Milik Desa hanya jual beli hasil pertanian dan belum adanya produk olahan sektor pertanian, perkebunan dan perikanan. Peneliti menganalis ada beberapa kebijakan sebagai bentuk alternatif yang dapat diimplementasi di Desa Medewi. Pertama, Peningkatan kemudahan akses modal usaha di Sektor pariwisata dan pertanian oleh pemerintah desa. Kedua, meningkatkan intensitas pembinaan masyarakat dalam pengolahan sektor pertanian dan perikanan. Ketiga, Pengembangan sector pariwisata berbasis Ekowisata di beberapa obyek wisata. Alternatif kebijakan yang ideal untuk diimplementasikan dalam sebagai prioritas adalah pembinaan masyarakat dalam pengolahan sektor pertanian dan perikanan. Pemilihan kebijakan tersebut berdasarkan dampak kebijakan yang signifikan dan relevan dalam meningkatkan perekonomian desa terutama di tengah situasi pandemi Covid-19. Kata Kunci: Kebijakan, Dana Desa, Potensi Desa.

Abstract

Klungkung Regency as one of the regencies in Bali that has land and islands, the problem faced is the low coverage of ownership documents. Therefore, the Klungkung Regency Population and Civil Registry Service implements the Program to Accelerate Increasing Scope of Population Document Ownership, the policy being an innovative step in overcoming population services in Klungkung Regency. Based on these problems, in this study we want to analyze community perceptions of service performance in the P3CKDK in Klungkung Regency. The method used in this study is the mix methods, namely using quantitative methods in public perception then proceed with qualitative methods to explore existing data. Based on the results of the analysis show that the service performance that gets the highest public response (tends to strongly agree) is the empathy index. While other indices in service performance also received a positive response from the public. Furthermore, public perceptions related to program performance from various indices tended to strongly agree. The index that gets the highest rating is the program access index. Correlation between service performance and program performance results in a positive correlation which means that if one indicator increases the associated indicator will also increase. Based on the tests conducted, it shows that service responsiveness with program performance produces the highest correlation, while the lowest correlation is assurance with program performance.

Abstract

This study aims to analyze the influence of electronic government in improving service quality for PDAM Tirta Mangutama customers. The method in this study uses the quantitative method, which is to analyze the effect of e-government on service quality. Associative quantitative data analysis asks about the relationship between two or more variables. The normality test results show that it is normally distributed through the Kolmogorov-Smirnov Test. Then based on the linearity test shows a value of 0.95, which means greater than the sig value of 0.05. It means that there is a relationship between these two variables. The heteroscedasticity test shows that the sig value is 0.695, greater than 0.05, so heteroscedasticity does not occur. A simple regression analysis with an R square value of 0.355 or an effect of 35.5 percent and an R-value of 0.596 means it is in the medium category. The T-Test and F-test show that Ha is accepted, meaning that e-government influences the quality of public services in the Regional Drinking Water Company of Tirta Mangutama, Badung Regency.

Abstract

This study aims to analyze the influence of electronic government in improving service quality for PDAM Tirta Mangutama customers. The method in this study uses the quantitative method, which is to analyze the effect of e-government on service quality. Abstract

The tourism sector is one of the potential job for the community, especially for people of Indonesia. The spread of the COVID-19 chain has created a deterioration in the economy of Bali Province. In this case, Bali Tourism Office has the authority to take care of the government affairs of Bali Province especially tourism. One of the efforts made is to do virtual promotions using social media and websites. This research looks at the implementation of e-government through digital platforms as an effort to recover tourism. The data collection process uses qualitative research methods. Data were obtained by conducting direct observation activities, interviews, and literature studies. The results showed that the implementation of e-government on the digital platform owned by Bali Tourism Office has been carried out effectively, but there is still a need for optimization and improvement efforts in several aspects. Abstract

The development of information technology, especially in the financial management of the public sector, requires a data processing system that produces accurate information using the SAS application (Satker Application System) and helps to make work units more effective and efficient. The purpose of this study is to determine the effectiveness of implementing SAS in financial management in the regional office of the Ministry of Religious Affairs in Bali Province. This study uses descriptive qualitative research with data collection techniques in the form of observation, documentation and in-depth interviews with informants. Measuring the effectiveness of information systems uses DeLone and Mclean's theory, which consists of system quality, information quality, service quality, user intention, user satisfaction, and net profit. The results of this study indicate that the effectiveness of SAS implementation at the Regional Office of the Ministry of Religion of Bali Province in managing public finances is not optimal. This is because there are still deficiencies found in the system so that it is necessary to increase the system and operators in the SAS application. This can be seen from errors still being found in the system when logging in and data input errors still being made by operators.

Abstract

Fulfillment of the right of people with disabilities to get a job is set forth in the form of a policy to provide guarantees to persons with disabilities of that right. The role of special schools (SLB) as formal educational institutions for people with disabilities is needed to prepare better quality human resources (HR) for workers with disabilities according to their main duties and functions. By implementing the right strategies by SLB, people with disabilities will be able to compete and survive in the world of work so that in the future the goals and objectives of employment policies for people with disabilities can be achieved. This study aims to find out the strategies implemented by special schools (SLB) in responding to employment policies for people with disabilities, especially in SLB Negeri 2 Denpasar. This research uses descriptive qualitative method with data collection techniques in the form of observation, interviews, and documentation. The results of this study indicate that the strategies used by SLB Negeri 2 Denpasar in responding to employment policies for people with disabilities is very good. This can be seen from the several indicators used, such as goals, environment, direction, action, and learning, which have gone very well and provided maximum results or impact on workers with disabilities.
