Abstract

This study aims to examine the influence of healthcare service quality on community satisfaction at UPTD Puskesmas Klungkung I. This study utilizes the theory by Parasuraman, Zeithaml, and Berry on service quality (X), comprising five indicators: Tangible, Reliability, Responsiveness, Assurance, and Empathy. Community satisfaction (Y) is measured through indicators such as Service, Service Quality and Facilities, and Actual Performance. The research adopts a quantitative method by distributing questionnaires to 100 respondents from the community. Data collection techniques include observation, documentation, and questionnaires analyzed using simple linear regression. The results show that healthcare service quality has a positive and significant influence on community satisfaction. The R² value of 0.517 indicates that 51.7% of the variance in community satisfaction is influenced by healthcare service quality. Regression analysis reveals a t-value of 8.956, which is higher than the t-table value of 1.660, with a significance level of 0.000. The highest-scoring indicator is Responsiveness, reflecting the ability of staff to respond promptly and accurately to community complaints. Conversely, the Tangible indicator has the lowest score, highlighting the need to improve physical facilities and equipment availability. Abstrak Penelitian ini bertujuan untuk mengetahui pengaruh kualitas pelayanan kesehatan terhadap kepuasan masyarakat di UPTD Puskesmas Klungkung I. Penelitian ini menggunakan teori Parasuraman, Zeithaml, dan Berry terkait kualitas pelayanan (X) dengan lima indikator, yaitu Bukti Fisik (Tangible), Keandalan (Reliability), Daya Tanggap (Responsiveness), Jaminan (Assurance), dan Empati (Empathy). Kepuasan masyarakat (Y) diukur berdasarkan indikator Jasa/Pelayanan, Kualitas Pelayanan dan Fasilitas, serta Kinerja Aktual. Penelitian ini menggunakan metode kuantitatif dengan penyebaran kuesioner kepada 100 responden masyarakat. Teknik pengumpulan data meliputi observasi, dokumentasi, dan kuesioner yang dianalisis menggunakan regresi linear sederhana. Hasil penelitian menunjukkan bahwa kualitas pelayanan kesehatan memiliki pengaruh positif dan signifikan terhadap kepuasan masyarakat. Nilai R² sebesar 0,517 menunjukkan bahwa 51,7% variasi kepuasan masyarakat dipengaruhi oleh kualitas pelayanan kesehatan. Berdasarkan uji regresi, diperoleh nilai t hitung sebesar 8,956, lebih besar dari t tabel sebesar 1,660, dengan tingkat signifikansi 0,000. Indikator dengan skor tertinggi adalah Daya Tanggap (Responsiveness), menunjukkan bahwa pegawai mampu merespons keluhan masyarakat dengan cepat dan tepat. Sebaliknya, indikator Bukti Fisik (Tangible) memiliki skor terendah, menandakan perlunya peningkatan fasilitas fisik dan kelengkapan alat. Abstract

This study aims to analyze the management of the Special Allocation Fund for optimizing the development of Early Childhood Education facilities and infrastructure in Badung Regency. A qualitative descriptive approach was employed, collecting data through interviews, observations, and documentation. The results indicate a fund utilization rate exceeding 98% in 2022-2023, reflecting effective fund management. The allocation focused on constructing physical facilities such as health rooms, teachers' offices, and play areas equipped with educational toys. Despite achieving budget efficiency, challenges such as managerial capacity of recipient institutions remain. Recommendations include training for Early Childhood Education nstitutions, adoption of real-time monitoring technologies, and strengthening regulations. These findings aim to enhance the quality of early childhood education in Badung Regency and serve as a model for educational fund management nationwide. Abstrak Penelitian ini bertujuan untuk menganalisis pengelolaan Dana Alokasi Khusus (DAK) terhadap optimalisasi pembangunan sarana dan prasarana Pendidikan Anak Usia Dini (PAUD) di Kabupaten Badung. Penelitian menggunakan pendekatan kualitatif deskriptif dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan tingkat realisasi penggunaan dana DAK lebih dari 98% pada tahun 2022-2023, mencerminkan pengelolaan dana yang efektif. Penggunaan dana difokuskan pada pembangunan fasilitas fisik seperti ruang UKS, ruang guru, dan area bermain dengan alat permainan edukatif. Kendati efisiensi anggaran tercapai, beberapa tantangan seperti kapasitas manajerial lembaga penerima dana masih perlu diatasi. Rekomendasi meliputi pelatihan manajemen lembaga PAUD, adopsi teknologi pemantauan real-time, dan penguatan regulasi. Temuan ini diharapkan dapat meningkatkan kualitas pendidikan anak usia dini di Kabupaten Badung dan menjadi model pengelolaan dana pendidikan di tingkat nasional. Abstract

The licensing service for non-formal educational institutions is a crucial aspect of developing the education sector. This article aims to analyze government policies and the practical implementation of licensing services, focusing on Badung Regency. The research method employed is secondary data analysis from the operational permit recap of non-formal educational institutions in Badung. The results show that although licensing policies have been well formulated, there are several implementation obstacles, such as lengthy bureaucracy, lack of administrative literacy among institutions, and limited resources. Proposed solutions include simplifying the licensing process, digitizing services, and increasing policy socialization for non-formal educational institutions. Abstrak Pelayanan perizinan kelembagaan pendidikan nonformal merupakan salah satu aspek penting dalam pengembangan sektor pendidikan. Artikel ini bertujuan untuk menganalisis kebijakan pemerintah dan kondisi implementasi pelayanan perizinan di lapangan, dengan fokus pada Kabupaten Badung. Metode penelitian yang digunakan adalah analisis data sekunder dari rekapitulasi izin operasional pendidikan nonformal di Kabupaten Badung. Hasil penelitian menunjukkan bahwa meskipun kebijakan perizinan telah dirumuskan dengan baik, terdapat beberapa kendala implementasi di lapangan seperti birokrasi yang panjang, kurangnya literasi administrasi dari pihak lembaga, dan keterbatasan sumber daya. Solusi yang ditawarkan meliputi penyederhanaan proses perizinan, digitalisasi layanan, dan peningkatan sosialisasi kebijakan kepada lembaga pendidikan nonformal. Abstract

In the current digital era, the government carries out an Electronic-Based Government System by launching various new electronic-based service innovations in the form of websites and applications that are accessed online. With this, the government launched a complaint channel called SP4N-LAPOR! which is a single application, has been integrated nationally, and functions to manage public service complaints with the main objective of improving the quality of public services. This research uses a literature review method that aims to analyze and conclude data findings from various relevant literature sources. 5 articles were selected based on predetermined criteria with topics on the implementation of SP4N-LAPOR! which were then analyzed and concluded with important findings. The important findings include the application of the complaint channel, obstacles, and solutions to the application that are still considered not optimal in several research loci. Abstrak: Di era digital saat ini pemerintah mengusung Sistem Pemerintahan Berbasis Elektronik dengan meluncurkan berbagai inovasi pelayanan baru berbasis elektronik berupa website maupun aplikasi yang diakses secara online. Dengan ini pemerintah meluncurkan kanal pengaduan dengan nama SP4N-LAPOR! yang merupakan aplikasi tunggal, sudah terintegrasi nasional, dan berfungsi untuk mengelola pengaduan pelayanan publik dengan tujuan utama meningkatkan kualitas pelayanan publik. Penelitian ini menggunakan metode tinjauan pustaka yang bertujuan untuk menganalisis serta menyimpulkan data temuan dari beragam sumber literatur yang relevan. 5 artikel dipilih berdasarkan kriteria yang telah ditentukan dengan topik mengenai implementasi SP4N-LAPOR! yang kemudian dianalisis dan disimpulkan temuan pentingnya. Temuan penting tersebut memuat penerapan kanal pengaduan, hambatan, serta solusi penerapan aplikasi yang dinilai masih belum maksimal di beberapa lokus penelitian. Abstract

This study aims to describe the role of village governments in the development of cultural ecotourism-based tourism by examining four key tourism components: attractions, supporting facilities, accessibility, and additional services. A qualitative approach was employed, using observation and in-depth interviews as data collection techniques, focusing on Abiansemal Village, Badung Regency. The findings reveal that Abiansemal Village offers main attractions such as jogging trails with natural rice field panoramas, historic traditional bathing facilities, and the Melasti Site for self-purification rituals. However, supporting facilities in the village still require development to enhance tourist comfort. Accessibility to destinations is relatively adequate, but additional services, such as the involvement of investors and community elements, need improvement to ensure tourism sustainability. This study highlights the importance of collaboration between village governments, local communities, and private sectors in managing cultural ecotourism-based tourism. As a novel contribution, this research provides insights into how village governments can play a strategic role in managing sustainable tourism at the local level. Recommendations include strengthening infrastructure, enhancing local community capacity, and implementing collaborative strategies to support the development of social sciences and humanities in the context of sustainable tourism.

Abstract

Tourism is a strategic sector supporting economic growth and regional development. This study aims to analyze the strategies implemented by the Tourism Office of Klungkung Regency in developing Devil’s Tears tourist attraction in Nusa Lembongan, Nusa Penida District. The research employs a qualitative descriptive method, collecting data through interviews, observations, and document studies. The findings reveal that Devil’s Tears has significant potential as a premier destination due to its natural beauty. The main challenges include limited funding, infrastructure damage, lack of human resources, and overtourism issues. SWOT analysis resulted in four strategic recommendations: (1) leveraging natural attractions and incorporating local cultural performances to attract more visitors (SO), (2) building safe facilities for cultural performances to enhance visitor appeal (WO), (3) designing and constructing more resilient facilities using advanced technology to withstand land shifts (WT), and (4) utilizing natural potential through partnerships with private sectors for sustainable management (ST). The study recommends strengthening collaboration with local communities, enhancing digital promotion, implementing sustainable infrastructure improvements, and developing environmentally-based tourism policies to achieve sustainable tourism. Keywords: Tourism, Development Strategy, Devil’s Tears, SWOT, Sustainable Tourism Abstrak Pariwisata merupakan sektor strategis dalam mendukung pertumbuhan ekonomi dan pembangunan daerah. Penelitian ini bertujuan untuk menganalisis strategi Dinas Pariwisata Kabupaten Klungkung dalam mengembangkan objek wisata Devil’s Tears di Nusa Lembongan, Kecamatan Nusa Penida. Metode penelitian menggunakan deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi, dan studi dokumen. Hasil penelitian menunjukkan bahwa Devil’s Tears memiliki potensi besar sebagai destinasi unggulan berkat keindahan alamnya. Kendala utama meliputi keterbatasan pendanaan, kerusakan infrastruktur, kurangnya sumber daya manusia, dan tantangan overtourism. Analisis SWOT menghasilkan empat rekomendasi strategi utama: (1) memanfaatkan daya tarik alam dan menambahkan pertunjukan budaya lokal untuk menarik lebih banyak wisatawan (SO), (2) membangun fasilitas yang aman sebagai tempat pertunjukan budaya lokal untuk menambah daya tarik wisatawan (WO), (3) mendesain dan membangun fasilitas yang lebih tahan terhadap pergeseran lahan menggunakan teknologi terbaru (WT), dan (4) memanfaatkan potensi alam dengan melakukan kerja sama dengan pihak swasta dalam pengelolaannya (ST). Penelitian ini merekomendasikan peningkatan kolaborasi dengan masyarakat lokal, promosi digital, perbaikan infrastruktur berkelanjutan, dan kebijakan pengelolaan berbasis lingkungan untuk menciptakan pariwisata yang berkelanjutan. Abstract

This study uses a type of qualitative research with a descriptive approach. The data sources used are primary and secondary data. The technique for determining informants in this study uses purposive sampling. This study uses the theory of measuring the performance of public organizations according to Agus Dwiyanto in Pasolong (2017). The results of the study show that the performance of the Buleleng Regency KPU in accessibility for voters with disabilities to increase participation in the implementation of the 2024 simultaneous elections is quite good, which is based on productivity indicators that are not optimal so that there is a need to improve the quality of human resources which affects the achievement of activity goals that are not optimal. Service quality indicators are not optimal, there is a need to improve service quality in physical accessibility. The responsiveness indicator has not been optimal, for which the Democracy Volunteer Program has not been implemented. Indicators of responsibility and accountability are optimal. Based on the results of the analysis of the findings, the researcher recommends increasing the number of employees of the Buleleng Regency KPU and developing the competencies of the Ad-Hoc Agency through training, involvement of volunteers with disabilities, expanding cooperation between parties and written cooperation, implementing the Democracy Volunteer program, and involving people with disabilities as election organizers. Abstrak Penelitian ini mengunakan jenis penelitian kualitatif dengan pendekatan deskriptif. Sumber data yang digunakan yaitu data primer dan sekunder. Teknik penentuan informan dalam penelitian ini menggunakan purposive sampling. Penelitian ini menggunakan teori pengukuran kinerja organisasi publik menurut Agus Dwiyanto dalam Pasolong (2017). Hasil penelitian menunjukkan kinerja KPU Kabupaten Buleleng dalam aksesibilitas bagi pemilih disabilitas untuk meningkatkan partisipasi pada penyelenggaraan Pemilu serentak 2024 cukup baik, yang didasarkan pada indikator produktivitas belum optimal sehingga perlu adanya peningkatan kualitas SDM yang berpengaruh pada tidak optimalnya pencapaian sasaran kegiatan. Indikator kualitas layanan belum optimal, perlu adanya peningkatan kualitas layanan pada aksesibilitas fisik. Indikator responsivitas belum optimal, yang mana Program Relawan Demokrasi tidak terlaksana. Indikator responsibilitas dan akuntabilitas sudah optimal. Berdasarkan hasil analisis hasil temuan, peneliti merekomendasikan penambahan jumlah pegawai KPU Kabupaten Buleleng dan pengembangan kompetensi Badan Ad-Hoc melalui pelatihan, pelibatan relawan disabilitas, melakukan perluasan kerja sama antar pihak dan kerja sama tertulis, melaksanakan program Relawan Demokrasi, dan melibatkan penyandang disabilitas sebagai petugas penyelenggara Pemilu. Abstract

This study aims to evaluate the coaching program for female inmates at the Class IIA Women's Correctional Facility in Kerobokan using a qualitative descriptive approach with data collection techniques including interviews, observations, and documentation. The analysis applies Stufflebeam's Evaluation Theory (1993), which consists of four indicators: (1) Context Evaluation, (2) Input, (3) Process, and (4) Product. The findings indicate that the coaching program has been implemented fairly well but is not yet fully optimal. Challenges include inadequate facilities, limited budget, and a shortage of human resources. Based on these findings, recommendations for maximizing the program's effectiveness include improving infrastructure, strengthening human resource capacity, optimizing external cooperation, enhancing management systems, and increasing budget allocation. Penelitian ini bertujuan untuk mengevaluasi program pembinaan bagi narapidana perempuan di Lapas Perempuan Kelas IIA Kerobokan. Penelitian ini menggunakan jenis penelitian kualitatif dengan metode deskriptif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Analisis pada penelitian ini menggunakan teori Evaluasi oleh Stufflebeam (1993) yang terdiri dari empat indikator yaitu (1) Evaluasi Konteks, (2) Masukan, (3) Proses, dan (4) Produk. Hasil penelitian ini menunjukan bahwa program pembinaan telah berjalan cukup baik namun belum sepenuhnya optimal. Beberapa kendala yang dihadapi meliputi sarana prasarana yang kurang memadai, anggaran yang minim, dan kurangnya sumber daya manusia. Berdasarkan hasil penelitian, rekomendasi yang dapat diberikan agar pelaksanaan program pembinaan terlaksana secara maksimal yaitu adanya peningkatan infrastruktur, penguatan kapasitas sumber daya manusia, optimalisasi kerja sama dengan pihak eksternal, serta perbaikan sistem manajemen dan peningkatan alokasi anggaran. Abstract

The purpose of this study was to analyze the effectiveness of mobile car services in increasing awareness of PBB-P2 taxpayers at the Denpasar City Regional Revenue Agency. The research method used is descriptive qualitative with data collection techniques, namely interviews, observations, and documentation. Based on the results of research in the field, the effectiveness of the program was assessed using the theory of service effectiveness by Richard M. Steers which consists of: (1) Achievement of goals, (2) Integration, (3) Adaptation. The results of the study indicate that the implementation of this program has been effective, although there are still some obstacles in it. These obstacles are especially in the integration and adaptation indicators. This study produces policy recommendations including the creation of alternatives for network problems, direct socialization to the community, renewal of mobile cars and extension of operational service schedules. This is an effort to improve the implementation of mobile car services at the Denpasar City Regional Revenue Agency. Abstrak Tujuan dari penelitian ini adalah untuk menganalisis efektivitas pelayanan mobil keliling dalam meningkatkan kesadaran wajib pajak PBB-P2 di Badan Pendapatan Daerah Kota Denpasar. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data yaitu wawancara, observasi, dan dokumentasi. Berdasarkan hasil penelitian di lapangan efektivitas program dikaji menggunakan teori efektivitas pelayanan oleh Richard M.Steers yang terdiri dari : (1) Pencapaian tujuan, (2)Integrasi, (3) Adaptasi. Hasil penelitian menunjukkan pelaksanaan program ini sudah efektif, walaupun masih mengalami beberapa kendala di dalamnya. Kendala ini khususnya pada indikator integrasi dan adaptasi. Penelitian ini menghasilkan rekomendasi kebijakan meliputi pembuatan alternatif untuk permasalahan jaringan, sosialisasi secara langsung ke masyarakat, pembaharuan mobil keliling dan perpanjangan jadwal operasional pelayanan. Abstract

The purpose of this research is to find out how the women’s empowerment and protection program through LBH Bali WCC is implemented from the perspective of a collaborative governance process. The type of research used is qualitative with descriptive methods. The findings of this research were analyzed using the collaborative process theory (Ansel and Gash, 2008), which consists of face to face dialogue, trust building, commitment to process, shared understanding and intermediate outcomes. The collaboration process between the government, private sector, academics, NGOs and the mass media has been running quite well, but there are shortcomings which make the implementation less than optimal, namely about no scheduled-binding meetings and there is no joint work agreement between all parties, but only an MoU on each program implementation. Through this analysis, two indicators shows that the collaboration process that exists between LBH Bali WCC and other parties is not optimal, from the five indicators. Nevertheless, the results obtained from the implementation of this collaborative process show a positive impact on society and the prevention of violence against women. The recommendation that can be given is to form a joint MoU as soon as possible and maximize the expansion of the role of the paralegal community formed by LBH Bali WCC collectively. So that collaborative actions are more structured and expand reach to lower levels of society who do not receive special attention. Penelitian ini bertujuan untuk mengetahui bagaimana perwujudan program pemberdayaan dan perlindungan perempuan melalui LBH Bali WCC dalam perspektif proses collaborative governance. Jenis penelitian yang digunakan adalah kualitatif dengan metode deskriptif. Hasil temuan penelitian ini dianalisis menggunakan teori proses collaborative governance (Ansel dan Gash, 2008) yang terdiri dari indikator face to face dialogue, trust building, commitment to process, shared understanding dan intermediate outcomes. Proses kolaborasi antara pemerintah, swasta, akademisi, organisasi masyarakat dan media massa yang terlaksana sudah berjalan dengan cukup baik, namun terdapat kekurangan yang membuat pelaksanaannya menjadi kurang optimal yaitu belum adanya pertemuan yang terjadwal dan mengikat serta belum terdapat perjanjian kerja bersama antara semua pihak yang berkolaborasi melainkan hanya MoU per-pelaksanaan program. Melalui analisis tersebut, dari dua indikator, menunjukkan kurang optimalnya proses kolaborasi yang terjalin antara pihak LBH Bali WCC dengan pihak-pihak lainnya, dari lima indikator yang digunakan. Kendati demikian, hasil yang diperoleh pelaksanaan proses kolaborasi ini menunjukkan dampak yang positif terhadap masyarakat dan pencegahan tindak kekerasan terhadap perempuan. Adapun rekomendasi yang dapat diberikan adalah pembentukan MoU bersama sesegera mungkin dan memaksimalkan perluasan peran dari komunitas paralegal bentukan LBH Bali WCC secara kolektif. Supaya tindakan kolaborasi lebih terstruktur dan memperluas jangkauan kepada masyarakat bawah yang kurang mendapat perhatian yang khusus.
