Abstract

Poverty is a major issue faced by many local governments, including Gianyar District. To empower people experiencing poverty, the Gianyar district government has implemented multiple policies, especially after the COVID-19 pandemic. These policies provide business loans for those affected by poverty, aiming to help them get back on their feet. This study focuses on analyzing the business credit policies for people experiencing poverty in Gianyar Regency, using qualitative methods of a descriptive approach. One of the significant findings of this study is that the current policy alternative (status quo) is still relevant for the distribution of people's business credit. This is because its technical feasibility criteria meets the desired outcomes as stated in the regional regulations. However, the policy may not be effective in the long run as it depends on provincial revenues. Therefore, it is recommended to have policy synergy with national banks and Village-Owned Enterprises to provide credit to people experiencing poverty with low interest.

Abstract

Waste management based on the Reduce, Reuse, Recycle (TPS3R) Waste Management Site is one of the strategic efforts implemented at the village level, such as in Abiansemal Village, Badung Regency, Bali Province. This study analyzes the challenges and opportunities in implementing TPS3R-based waste management policies using the Advocacy Coalition Framework (ACF). The ACF identifies advocacy coalitions of actors with similar interests, beliefs, and values in driving policy change. The study results show various problems in the management of TPS3R, including a lack of public awareness, limited infrastructure and facilities, lack of sustainable funding, and weak institutions. External factors, such as regulatory changes and global pressures, affect policy effectiveness. ACF's analysis reveals that multi-stakeholder collaboration, including government, private sector, and community, is essential to achieve the sustainability of these programs. The solutions offered include increasing public awareness, strengthening infrastructure, adopting community-based business models, building institutional capacity, and coordination between stakeholders. With effective implementation, TPS3R can become a model for sustainable waste management at the village level, supporting the achievement of environmental targets and sustainable development.

Abstract

Taro Village is located in Tegallalang District, Gianyar Regency, which has quite a lot of natural potential that is in demand by tourists and has developed rapidly since it was designated as a Tourism Village in 2017. Taro Tourism Village can be said to be a tourism village that has implemented sustainable tourism. This can be seen from its implementation which tends to emphasize the sustainability aspect. However, the management of the natural potential of Taro Village leaves various gaps of opportunity that have not been utilized by the community, reflected in the absence of typical products of Taro Tourism Village. In carrying out community service activities, namely empowerment targeting the Taro Village Women Farmers Group and MSMEs through the utilization of the natural potential of Taro Village. Collaborative governance practices are carried out by involving three actors, namely the government, the community and the private sector. First, collaboration involving the government through the Village-Owned Enterprise (BUMDes) Sarwada Amertha. Second, the role of the community as a group that is empowered so that they can produce a valuable product and can support sustainable tourism in Taro Tourism Village. We involve the private sector by visiting industries engaged in tourism, such as lodging and resorts that have the potential for us to collaborate with.

Abstract

The purpose of this study was to determine the effect of workload on employee performance at PT PLN (Persero) UP3 Bali Timur. In this research is a quantitative method with the intention of finding the effect of workload as variable X on employee performance as variable Y at PT PLN (Persero) UP3 Bali Timur. Primary data in this study were obtained through distributing questionnaires to 69 employees at PT PLN (Persero) UP3 Bali Timur. The results of simple linear regression calculations show that every 1% increase in the workload variable, the employee performance variable will decrease by 18.5%. Then the result of the coefficient of determination is by squaring the correlation result, obtained a R-Square of 0.509, which means that workload has an influence on employee performance by 50.9%. Based on the research findings, it can be recommended for PT PLN (Persero) UP3 Bali Timur to pay attention to and effectively manage their employees' workload. This could be done by identifying the factors that contribute to high workloads, such as an imbalance in workload distribution, lack of resources, or inefficiencies in work processes. Additionally, efforts to improve employee performance should also be focused on, such as providing additional training, improving the incentive system, or providing better support. By reducing workloads and improving employee performance, PT PLN (Persero) UP3 Bali Timur can enhance operational efficiency and employee satisfaction, which in turn can contribute to the overall achievement of organizational goals. It is advised for PT PLN (Persero) UP3 Bali Timur to pay attention to the workload borne by employees so that it meets the standards and does not overburden them. Abstrak Tujuan penelitian ini adalah untuk mengetahui pengaruh beban kerja terhadap kinerja pegawai pada PT PLN (Persero) UP3 Bali Timur. Metode penelitian yang digunakan adalah metode kuantitatif dengan maksud mencari pengaruh dari beban kerja sebagai variable X terhadap kinerja pegawai sebagai variabel Y pada PT PLN (Persero) UP3 Bali Timur. Data primer dalam penelitian ini diperoleh melalui penyebaran kuesioner kepada 69 orang pegawai Pada PT PLN (Persero) UP3 Bali Timur. Hasil perhitungan regresi linier sederhana menunjukkan bahwa setiap variabel beban kerja naik 1% maka variabel kinerja pegawai akan turun sebesar 18,5%. Kemudian hasil koefisien determinasi yaitu dengan cara mengkuadratkan hasil korelasi maka diperoleh R-Square sebesar 0,509. Terdapat pengaruh yang negatif dan signifikan antara beban kerja terhadap kinerja pegawai pada PT PLN (Persero) UP3 Bali Timur. Berdasarkan hasil penelitian tersebut, dapat direkomendasikan kepada PT PLN (Persero) UP3 Bali Timur untuk memperhatikan dan mengelola beban kerja pegawainya secara efektif. Ini bisa dilakukan dengan mengidentifikasi faktor-faktor yang menyebabkan beban kerja yang tinggi, seperti ketidakseimbangan beban kerja, kurangnya sumber daya, atau kurangnya efisiensi dalam proses kerja. Selain itu, upaya untuk meningkatkan kinerja pegawai juga harus difokuskan, misalnya dengan memberikan pelatihan tambahan, memperbaiki sistem insentif, atau menyediakan dukungan yang lebih baik. Dengan mengurangi beban kerja dan meningkatkan kinerja pegawai, PT PLN (Persero) UP3 Bali Timur dapat meningkatkan efisiensi operasional dan kepuasan pegawai, yang pada gilirannya dapat berkontribusi pada pencapaian tujuan organisasi secara keseluruhan. Saran bagi PT PLN (Persero) UP3 Bali Timur agar dapat memperhatikan beban kerja yang ditanggung pegawai agar sesuai standar dan tidak membebankan pegawai. Abstract

Kinerja karyawan ialah eksekusi fungsi atau aktivitas spesifik yang mencerminkan kualitas dan kuantitas pekerjaan yang dilakukan. Sistem e-Performance merupakan sistem informasi manajemen kinerja dalam rangka penilaian prestasi kinerja pegawai yang memiliki tujuan untuk meningkatkan kinerja karyawan. Sistem ini telah diterapkan pada PT. Angkasa Pura 1-Bali dengan tujuan mempermudah dalam penilaian yang obyektif terhadap kinerja aparatur pemerintahan. Tetapi banyak Karyawan yang belum terampil dalam mengoperasionalkan peralatan teknologi tersebut. Penelitian ini bertujuan untuk mengevaluasi efektivitas kinerja staf di Unit Human Capital Business Partner di PT. Angkasa Pura 1 - Bali dalam kaitannya dengan masalah yang telah disebutkan. Penelitian ini meggunakan metode kualitatif, dengan teknik purposive sampling serta teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Sumber data yang digunakan yakni melalui sumber data primer diperoleh melalui PT. Angkasa Pura 1-Bali dan sumber data sekunder seperti UU Ketenagakerjaan, buku-buku, jurnal, dan artikel yang terkait. Berdasarkan hasil penelitian terkait Kinerja Karyawan Unit Human Capital Business Partner Berdasarkan Sistem E-Performance Di PT.Angkasa Pura 1- Bali sudah berjalan cukup baik, namun masih ada yang belum optimal ditinjau dari indikator kinerja. Indikator kualitas yang ditinjau sudah cukup baik tetapi dalam proses penilaian kinerja masih berjalan secara subjektif. Indikator kuantitas yang ditinjau sudah berjalan cukup baik. Indikator ketepatan waktu berlangsung cukup baik, tetapi masih ada beberapa karyawan unit lain yang melakukan pekerjaan overtime walaupun begitu sesuai dengan gaji tambahan yang diterima. Indikator efektivitas belum cukup efektif dikarenakan motivasi kinerja karyawan masih rendah. Indikator kemandirian berlangsung baik walaupun memang tidak bisa dipungkiri beberapa pekerjaan memang saling memerlukan bantuin unit lain. Salah satu rekomendasi penulis yakni Menerapkan program sharing/ bonding session, Memberikan reward kepada setiap karyawan atas pencapaian pekerjaan dan Melakukan program sosialisasi dan pelatihan selama sebulan sekali

Abstract

This article examines legislative recess practices of Regional People’s Representative Councils (DPRD) as a mechanism mediating state–society relations in subnational Indonesia. It investigates how public aspirations are articulated, filtered, and institutionalized through recess activities, and assesses whether these practices function as substantive democratic mediation or merely symbolic rituals. Drawing on a qualitative case study of the Bali Provincial DPRD, the study employs in-depth interviews with legislators, DPRD Secretariat officials, and community representatives, alongside document analysis of recess reports, meeting records, and regulatory frameworks. Data were analyzed thematically using perspectives from political sociology and governance studies. This article makes three novel contributions. First, it reconceptualizes legislative recess as a form of institutional mediation rather than a procedural extension of legislative representation. Second, it empirically demonstrates the central role of supporting bureaucracies—particularly the DPRD Secretariat—as active mediators shaping the translation of public aspirations into policy outcomes. Third, it advances a relational understanding of subnational democracy by revealing how symbolic representation and material governance processes intersect to reproduce participatory inequalities. The findings show that the effectiveness of recess practices is contingent upon institutional capacity, budgetary constraints, and uneven political literacy. Strengthening mediating institutions and inclusive participation is therefore essential for enhancing democratic governance at the subnational level.
