Abstract

Banjarbaru City's economic growth compared to the National Level and the Province of South Kalimantan is low. Therefore efforts to increase community income and community empowerment efforts need to be carried out, this is in line with the government's mission to develop the economy, control population and increase development. Therefore development efforts in various fields are being and continuously being carried out. The research was conducted using qualitative research methods and data collection techniques in the form of interviews, observation and documentation to obtain data in accordance with the research. The results of the study indicate that the government's efforts in terms of empowering the Mentaos Village community through an economic development program can be said to be successful in improving the welfare of the Mentaos Village community as measured by the increase in income earned by business actors participating in the program and also the provision of training and courses provided can improve their abilities or skills in the business world so that they can be independent to meet their economic needs.AbstrakPertumbuhan ekonomi Kota Banjarbaru dibanding dengan Tingkat Nasional dan Provinsi Kalimantan Selatan termasuk yang rendah. Oleh karena itu upaya peningkatan pendapatan masyarakat serta upaya pemberdayaan masyarakat perlu dilakukan, hal ini sejalan dengan misi pemerintah untuk mengembangkan ekonomi, pengendalian penduduk dan meningkatkan pembangunan. Oleh karena itu upaya pembanguan dalam berbagai bidang sedang dan terus dilakukan. Penelitian dilakukan menggunakan metode penelitian kualitatif dan teknik pengumpulan data berupa wawancara, observasi dan dokumentasi untuk mendapatkan data yang sesuai dengan penelitian. Hasil penelitian menunjukkan bahwa upaya pemerintah dalam hal pemberdayaan masyarakat Kelurahan Mentaos melalui program pengembangan ekonomi dapat dikatakan berhasil dalam meningkatkan kesejahteraan masyarakat Kelurahan Mentaos yang diukur dari hasil peningkatan pendapatan yang didapatkan oleh para pelaku usaha yang mengikuti program tersebut dan juga pemberian pelatihan dan kursus yang diberikan dapat meningkatkan kemampuan atau keterampilan mereka dalam dunia usaha sehingga dapat mandiri untuk memenuhi kebutuhan ekonominya.

Abstract

The preparation of the Village Revenue and Expenditure Budget (APBDes) is a public document for villages in the next year. For this reason, the APBDes must be prepared properly by involving various stakeholders so that it will be reflected in relation to village revenues and expenditures, besides that the APBDes is a form of transparency in the implementation of development in the village. This socialization aims to provide insight and knowledge to village apparatus in preparing the APBDes in Jorong District, Tanah Laut Regency, South Kalimantan Province.

Abstract

A flood is an event where land is submerged due to an increase in water volume. The flood that occurred in RT.05 Keliling Benteng Ulu Village was the worst compared to other RTs, because they live on the edge of the Martapura river and swamp environment. This service activity educates cadres to fulfill basic needs (clean water and sanitation needs, food clothing, temporary shelter, and health services) and provides leaflets/booklets on the stages of flood disaster management in fulfilling the basic needs of the community. The results of the pre and post test evaluation, cadres' knowledge has increased ≥ 80% regarding flood disaster response and about fulfilling the basic needs of flood disaster management independently (making freshwater fish jerky and instant ginger).

Abstract

The title of this research is which aims to determine the description, supporting, and inhibiting factors as well as providing solutions faced in the Implementation of Presidential Regulation Number 12 of 2021 concerning the Procurement of Government Goods and Services in the City of Banjarmasin. His study uses qualitative research. The selection of information is carried out by purposive sampling, where researchers prefer to choose informants who meet certain criteria and are considered to know about what researchers expect and can be trusted with the accuracy of the information and know the problems in depth at the time of the interview. The results of this study indicate that the communication factors, resources, disposition, and approach to the implementation of Government Policy Number 12 of 2021 concerning Banjarmasin Goods and Services have not been realised optimally so that Presidential Regulation Number 12 of 2021 Procurement of goods and services has not run optimally. Factors in implementing the policy of Presidential Regulation Number 12 of 2021, namely the existence of Regional Regulations or other forms of regulations that exist at the local level as well as support for facilities and infrastructure including the availability of an operational budget determined through the APBD. On the external side, the DPRD's attention to efforts to implement the Presidential Regulation Number 12 of 2021 is very low.

Abstract

The purpose of this study was to determine the impact of the Covid-19 pandemic on population administration services at the Sungai Tabuk District Office.The research method used in this study is descriptive with a qualitative approach that describes the impact of Covid-19 on population administration services at the Sungai Tabuk District Office. Data collection techniques used are observation, interviews and documentation. The sources of information in this study were the Head of the Head of Government Section, the Staff of the Government Section, the Village Apparatus with as many as 3 (three) people, the Head of RT 1 person, and the community 3 people while the key informant was the Camat.The results of this research show that the impact caused by the Covid-19 pandemic on population administration services at the Sungai Tabuk District Office is reduced service time, the completion time of Population documents is getting slower, making ID cards cannot be done because the e-KTP recording device is damaged, transferred to the Office Population and Civil Registration of Banjar Regency with online services, the completion time of making an ID card takes quite a long time between 3 to 5 days or even more which is delivered by courier PT. J&T Express at a rate of Rp. 10,000 (Ten Thousand Rupiah).The online service that was implemented during the Covid-19 pandemic was difficult for some people because people did not understand technology and did not have a cellphone according to standards. The follow-up action taken by the Sungai Tabuk District Apparatus in direct service was to carry out health protocols, namely by providing a place for washing hands, wearing masks, maintaining a distance between service providers and recipients or fellow recipients and adding plastic shields to the service in front of the counter, to anticipate the spread of Covid -19.

Abstract

This study presents the planning of permanent non-civil servant lecturer resources at the Antasari Banjarmasin State Islamic University in connection with the transformation of status changes from IAIN to UIN. The purpose of this study is to find out how the planning of permanent lecturer resources is not a civil servant at Antasari Banjarmasin State Islamic University, and to find out what are the obstacles faced in the planning of non-PNS permanent lecturer resources at the Antasari State Islamic University Banjarmasin. This type of research is field research with a qualitative research approach (qualitaitive research). The results showed that the planning of permanent lecturer resources not civil servants at Antasari Banjarmasin State Islamic University has been implemented well in this case there was a significant increase in permanent lecturers and carried out in accordance with statutory regulations as regulated in Minister of Religion Regulation Number 3 of 2016 and Decree Director General of Islamic Education Number 844 of 2016 concerning Guidelines for the Appointment of Non-PNS Lecturers at State Islamic Religious Colleges (PTKIN). The non-PNS lecturer resource planning activities were carried out systematically in the form of job analysis, recruitment, selection, placement and development, the constraints faced in the planning of permanent non-PNS lecturer resources. and selection of non-PNS permanent lecturers is carried out in stages by adjusting the available budget, linearity and the ratio of lecturers to students who are not in accordance with the study program and weak management of development.

Abstract

This study evaluates the supervision of road maintenance implementation by the government, with the aim of identifying inhibiting factors and proposing efforts to overcome them. The research approach was qualitative, with the Head of the Road Division as the key informant and Section Heads and staff as additional informants. Data collection methods included observation, interviews and documentation, and data were analyzed using an interactive analysis model. The identified inhibiting factors include the lack of apparatus quality, inadequate work facilities and infrastructure, insufficient road supervision funds, not optimal utilization of apparatus resources, and inappropriate apparatus placement. Efforts made to overcome these factors include improving the quality of human resources, improving facilities and infrastructure, allocating larger budget funds, implementing supervision programs based on needs analysis, making officer development plans, and evaluating project supervisory employees. By overcoming these inhibiting factors and implementing these efforts, it is expected to increase the effectiveness of road maintenance supervision and provide better road conditions for the community

Abstract

The purpose of this study is to determine how the implementation of the provision of performance allowances for soldiers in Koopssus TNI is in accordance with the provisions of TNI Commander Regulation Number 4 of 2012 concerning Administrative Guidelines for Providing Performance Allowances for Soldiers and Civil Servants in the TNI Environment. Meanwhile, the procedure for providing performance allowances for soldiers in Koopssus TNI is carried out through authorisation channels because the performance allowance budget has not been included in the TNI budget for personnel expenditure. In order for the provision of performance allowances to be carried out effectively and efficiently, the submission and distribution procedures must be clearly arranged to avoid errors and leakage of the performance allowance budget. Based on the results of the study, it can be concluded that the implementation of providing performance allowances for soldiers in the TNI Coopssus has been running well, this is in accordance with the exploration of implementation dimensions such as communication, resources, attitudes and bureaucratic structures towards informants, who state that the implementation of providing performance allowances in the TNI Coopssus has been running well. Keywords: Implementation, Performance Allowance, and Soldiers ABSTRAK Tujuan penelitian ini adalah untuk mengetahui bagaimana implementasi pemberian tunjangan kinerja bagi prajurit di Koopssus TNI sesuai dengan ketentuan Peraturan Panglima TNI Nomor 4 Tahun 2012 Tentang Petunjuk Adminstrasi Pemberian Tunjangan Kinerja bagi Prajurit dan PNS di Lingkungan TNI. Sedangkan prosedur pemberian tunjangan kinerja bagi prajurit di Koopssus TNI dilaksanakan melalui jalur otorisasi karena anggaran tunjangan kinerja tersebut belum masuk anggaran TNI untuk belanja pegawai. Agar pemberian tunjangan kinerja dapat dilaksanakan secara efektif dan efisien maka prosedur pengajuan dan penyalurannya harus diataur secara jelas untuk menghindari adanya kesalahan dan kebocoran anggaran tunjangan kinerja tersebut. Berdasarkan hasil penelitian dapat disimpulkan bahwa implementasi pemberian tunjangan kinerja bagi prajurit di Koopssus TNI telah berjalan dengan baik, hal ini sesuai dengan penelusuran dimensi-dimensi implementasi seperti komunikasi, sumber daya, sikap dan struktur birokrasi terhadap para informan, yang menyatakan bahwa implementasi pemberian tunjangan kinerja di Koopssus TNI telah berjalan dengan baik. Abstract

This research discusses the role of human resources at the Youth, Sports and Tourism Department in tourism development in North Hulu Sungai Regency. The aim of this research is to determine and analyze the role of human resources at the Youth, Sports and Tourism Department in tourism development in North Hulu Sungai Regency as well as inhibiting and encouraging factors.This type of research is qualitative research. This research uses observation techniques, so the data source is called informants, with 5 informants taken from employees of the Youth, Sports and Tourism Department in Tourism Development and members of North Hulu Sungai Regency DPRD Commission II. The data mining technique that the author carried out was by means of free interviews with respondents and informants to complement the data extracted through other techniques. Based on the research results, firstly, the progress of implementers has not been optimal due to the lack of human resources in the tourism sector. Secondly, the development of the implementer is optimal, where the implementer always monitors and directs it so that tourism results are better and have a good impact. Thirdly, implementing information is not yet optimal due to the unpreparedness of the parties behind the scenes who should be responsible for improving and adding information about tourist destinations. The four implementing targets are optimal, which requires the availability of quality tourism packages with international standards. The five implementing pressures are not yet optimal because the budget from the region is not large so that the development carried out does not go according to plan. Sixth, handling the process is not yet optimal due to the lack of personnel in this field and education is still minimal and employees in this field are not vocationally qualified. Seventh, information about tourist destinations and tourism activities is not up to date. The eight actions in tourism development are always monitoring and directing. Ninth, decision making pressure for implementing tourism development is still lacking where the budget is still minimal. Keywords: Role, Tourism Development, Youth, Sports and Tourism Services in Tourism Development in North Hulu Sungai Regency ABSTRAK Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis Peran Sumber Daya Manusia Dinas Kepemudaan, Olahraga dan Pariwisata Dalam Pengembangan Pariwisata di Kabupaten Hulu Sungai Utara serta faktor penghambat dan faktor pendorong. Penelitian ini mengunakan metode penelitian ini adalah penelitian kualitatif. Penelitian ini menggunakan teknik observasi maka sumber data disebut informan, dengan informan 5 orang yang diambil dari pegawai Dinas Kepemudaan, Olahraga dan Pariwisata Dalam Pengembangan Pariwisata dan anggota DPRD Komisi II Kabupaten Hulu Sungai Utara. teknik penggalian data yang penulis lakukan dengan cara wawancara bebas pada responden dan informan untuk melengkapi data yang digali melalui teknik lainnya. Hasil penelitian ini hasil penelitian bahwa Pertama kemajuan pelaksana belum optimal yang mana kurangnya sumber daya manusia yang ada pada Bidang Pariwisata. Kedua pengembangan pelaksana sudah optimal yang mana pelaksana selalu memantau dan mengarahkan agar dalam hasil wisata lebih baik serta memberi dampak yang baik. Ketiga informasi pelaksana belum optimal karena ketidaksiapan pihak-pihak dibalik layar yang seharusnya bertanggung jawab terhadap perbaikan, penambahan informasi-informasi tentang destinasi wisata. Keempat sasaran pelaksana sudah optimal yang mana menghendaki tersedianya paket wisata berkualitas dengan standar internasional. Kelima tekanan pelaksana belum optimal karena angaran dari daerah tersebut tidak banyak sehingga dalam pengembangan yang dilaksanakan tidak berjalan sesuai dengan perencanaan. Keenam menangani proses belum optimal karena kurangnya personel yang ada pada bidang tersebut serta pendidikan yang masih minim dan pegawai pada Bidang tersebut tidak pada kejuruannya. Ketujuh informasi tentang destinasi wisata dan kegiatan kepariwisataan tidak up to date. Kedelapan tindakan dalam pengembangan pariwisata pelaksana selalu memantau dan mengarahkan. Kesembilan pengambilan keputusan tekanan pelaksanaan pengembangan pariwisata masih kurang dimana anggaran yang masih minim. Abstract

This study aims to determine and analyze the effect of compensation and work discipline on employee performance with work motivation as an intervening variable at the Hulu Sungai Selatan Regency Ministry of Religion office. The research is quantitative in nature. The population in this study were all State Civil Apparatus at the Office of the Ministry of Religion of Hulu Sungai Selatan Regency as many as 47 people with total sampling techniques. The data collection technique used is a questionnaire that has been tested for validity and reliability. The data analysis method used is path analysis using the Smart PLS 3.0 program. The results showed that: 1) compensation (X1) has a positive and significant effect on performance (Y); 2) work discipline (X2) has a positive but insignificant effect on performance (Y); 3) compensation (X1) has a positive but insignificant effect on motivation (Z); 4) work discipline (X2) has a positive and significant effect on motivation (Z); 5) motivation (Z) has a positive and significant effect on performance (Y); 6) compensation (X1) has no significant effect on performance (Y) through work motivation (Z) as an intervening variable; 7) work discipline (X2) has a significant effect on performance (Y) through work motivation (Z) as an intervening variable.AbstrakPenelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh kompensasi dan disiplin kerja terhadap kinerja pegawai dengan motivasi kerja sebagai variabel intervening pada kantor Kementerian Agama Kabupaten Hulu Sungai Selatan. Penelitian bersifat kuantitatif. Populasi dalam penelitian ini adalah seluruh Aparatur Sipil Negara pada Kantor Kementerian Agama Kabupaten Hulu Sungai Selatan sebanyak 47 orang dengan teknik pengambilan sampel secara total sampling. Teknik pengumpulan data yang digunakan adalah kuesioner yang telah diuji validitas dan reliabilitasnya. Metode analisis data yang digunakan adalah analisis jalur (path analysis) dengan menggunakan program Smart PLS 3.0. Hasil penelitian menunjukkan bahwa: 1) kompensasi (X1) berpengaruh positif dan signifikan terhadap kinerja (Y); 2) disiplin kerja (X2) berpengaruh positif tetapi tidak signifikan terhadap kinerja (Y); 3) kompensasi (X1) berpengaruh positif tetapi tidak signifikan terhadap motivasi (Z); 4) disiplin kerja (X2) berpengaruh positif dan signifikan terhadap motivasi (Z); 5) motivasi (Z) berpengaruh positif dan signifikan terhadap kinerja (Y);  6) kompensasi (X1) tidak berpengaruh signifikan terhadap kinerja (Y) melalui motivasi kerja (Z) sebagai variabel intervening; 7) disiplin kerja (X2) berpengaruh signifikan terhadap kinerja (Y) melalui motivasi kerja (Z) sebagai variabel intervening.
