Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana kinerja Aparatur Sipil Negara Kantor Kelurahan Marabahan Kota, Kabupaten Barito Kuala dalam melaksanakan Standar Operasional Prosedur Surat Pernyataan Penguasaan Fisik Tanah, serta mengetahui kendala apa yang terjadi dalam berkerja melaksanakan Standar Operasional Prosedur Surat Pernyataan Penguasaan Fisik Tanah, dan menemukan solusi untuk mengatasi kendala kinerja Aparatur Sipil Negara Kantor Kelurahan Marabahan Kota di Kabupaten Barito Kuala dalam melaksanakan Surat Pernyataan Penguasaan Fisik Tanah. Jenis penelitian ini adalah penelitian kualitatif. Informan kunci dalam penelitian ini adalah Kepala Kantor Kelurahan Marabahan Kota, 2 orang ASN Kantor Kelurahan Marabahan Kota sebagai informan serta dua orang masyarakat pengguna layanan. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Setelah data dikumpulkan, direduksi disajikan lalu ditarik kesimpulan. Untuk keabsahan data dilakukan dengan uji kredibilitas, uji transferabilitas, uji dependabilitas, uji obyektifitas. Hasil penelitian menunjukan bahwa 1) Kinerja Aparatur Sipil Negara dalam melaksanakan Standar Oprasional Prosedur Surat Pernyataan Penguasaan Fisik Tanah pada Kantor Kelurahan Marabahan Kota, Kabupaten Barito Kuala masih kurang baik, hal ini dapat dilihat dari indikator Kesesuaian jam kerja, Tingkat kehadiran, Ketepatan menyelesaikan pekerjaan, Kerja sama dan, Kepuasan, yang belum sesuai dengan undang-undang dan peraturan yang berlaku. 2) Kendala kinerja Aparatur Sipil Negara dalam melaksanakan Standar Oprasional Prosedur Surat Pernyataan Penguasaan Fisik Tanah pada Kantor Kelurahan Marabahan Kota di Kabupaten Barito Kuala, yaitu rendahnya kesadaran diri aparatur terhadap kedisiplinan waktu, kedisiplinan tempat, ketepatan menyelesaikan pekerjaan, kerja sama, serta motivasi kerja yang rendah. 3) Solusi yang dilakukan adalah dengan cara : 1. Pendekatan secara personal kepada Aparatur Sipil Negara, 2. Pemberian teguran dan sanksi yang tegas dari pimpinan, 3. Melakukan Perubahan Aparatur Sipil Negara yang ada saat ini.

Abstract

The purpose of this study was to determine the impact of the Covid-19 pandemic on population administration services at the Sungai Tabuk District Office.The research method used in this study is descriptive with a qualitative approach that describes the impact of Covid-19 on population administration services at the Sungai Tabuk District Office. Data collection techniques used are observation, interviews and documentation. The sources of information in this study were the Head of the Head of Government Section, the Staff of the Government Section, the Village Apparatus with as many as 3 (three) people, the Head of RT 1 person, and the community 3 people while the key informant was the Camat.The results of this research show that the impact caused by the Covid-19 pandemic on population administration services at the Sungai Tabuk District Office is reduced service time, the completion time of Population documents is getting slower, making ID cards cannot be done because the e-KTP recording device is damaged, transferred to the Office Population and Civil Registration of Banjar Regency with online services, the completion time of making an ID card takes quite a long time between 3 to 5 days or even more which is delivered by courier PT. J&T Express at a rate of Rp. 10,000 (Ten Thousand Rupiah).The online service that was implemented during the Covid-19 pandemic was difficult for some people because people did not understand technology and did not have a cellphone according to standards. The follow-up action taken by the Sungai Tabuk District Apparatus in direct service was to carry out health protocols, namely by providing a place for washing hands, wearing masks, maintaining a distance between service providers and recipients or fellow recipients and adding plastic shields to the service in front of the counter, to anticipate the spread of Covid -19.

Abstract

Rapid urbanization in major cities has put great pressure on natural resources, leading to environmental degradation, reduced green space, and increased pollution and carbon emissions. This process led to a major change in the way societies managed natural resources, affecting their quality and availability. This study explores the influence of socio-political changes on urban natural resource management, with a focus on social dynamics, government policies, and the role of civil society and the private sector. The findings show that the imbalance between urban development and the preservation of natural resources often fuels conflict, while adaptive policies, green technologies, and nature-based approaches can be solutions to reduce environmental impacts. The study also identified that community participation and collaboration between sectors are essential to address the challenges of sustainable natural resource management. This collaboration will improve the efficiency of resource use and reduce negative impacts on the environment, ensuring the sustainability of natural resources for the future.

Abstract

The acceptance of local revenue from taxes and levies on the one hand has not been maximised while on the other hand the effectiveness of direct expenditure and the ability of the government to realise the implementation of budgeted and planned direct expenditure budget activity programs is less effective. This study aims to determine the effect of optimisation of local tax revenue and local retribution on the effectiveness of direct expenditure. This research was conducted at the Karimun Regency Regional Revenue Agency. The research respondents were 101 people out of 135 existing populations, consisting of civil servants (PNS) and honorary employees. Variable measurement is done using Likert's scale. Data were collected through questionnaires, data analysis methods were carried out by validity and reliability tests, classical assumption tests, descriptive analysis, multiple regression analysis and hypothesis testing (correlation coefficient, determination, t-test and f-test). Statistical aids are used SPSS version. 27 for windows. The results showed that partially, Local Tax Optimisation has a statistically significant effect on Direct Expenditure Effectiveness, Local Retribution Optimisation has no statistically significant effect on Direct Expenditure Effectiveness. While simultaneously, local tax optimisation and local retribution optimisation have a significant effect together. The conclusion shows that the optimisation of local tax revenue and local retribution has an effect on the effectiveness of direct expenditure and has a contribution in efforts to increase local revenue in the Regional Revenue Agency of Karimun Regency. Penerimaan pendapatan daerah dari pajak dan retribusi disatu sisi belum maksimal  sedangkan disisi yang yang lain  efektifitas belanja langsung dan kemampuan pemerintah dalam merealisasikan  pelaksanaan program kegiatan anggaran belanja  langsung yang  dianggarkan dan direncanakan kurang efektif. Penelitian ini bertujuan untuk mengetahui pengaruh optimalisasi penerimaan pajak daerah dan retribusi daerah terhadap efektifitas belanja langsung. Penelitian ini dilakukan di Badan Pendapatan Daerah Kabupaten Karimun. Responden penelitian berjumlah 101 orang dari 135 populasi yang ada, yang berasal dari pegawai negeri sipil (PNS) dan pegawai honorer. Pengukuran variabel dilakukan dengan menggunakan skala Likert’s. Data dikumpulkan melalui kuisioner, Metode analisis data dilakukan dengan uji validitas dan reliabilitas, uji asumsi klasik, analisis deskriptif, analisis regresi berganda dan uji hipotesis (koefisien korelasi, determinasi, Uji-t dan Uji-F). Alat bantu statistik digunakan aplikasi SPSS versi. 27 for windows. Hasil penelitian menunjukan bahwa secara parsial, Optimalisasi Pajak Daerah berpengaruh signifikan secara statistik terhadap Efektifitas Belanja Langsung, Optimalisasi Retribusi Daerah tidak berpengaruh signifikan secara statistik terhadap Efektifitas Belanja Langsung. Sedangkan secara simultan, Optimalisasi Pajak Daerah dan Optimalisasi Retribusi Daerah berpengaruh signifikan secara bersama-sama. Kesimpulan menunjukan bahwa optimalisasi penerimaan pajak daerah dan retribusi daerah berpengaruh terhadap efektifitas belanja langsung dan memiliki kontribusi dalam upaya peningkatan penerimaan pendapatan asli daerah di Badan Pendapatan Daerah Kabupaten Karimun.

Abstract

Indonesia is a heterogeneous and pluralist country, especially regarding religious diversity. Although different, all religions in Indonesia become one in the spirit of Bhinneka Tunggal Ika. However, the issue of blasphemy is considered taboo and very sensitive because it concerns interfaith and intertribal or ethnic interests. Therefore, the state is present to anticipate this problem with pre-prepared laws and regulations. So the purpose of this study is to find out and analyze related punishments and criminal violations related to blasphemy based on applicable legal regulations and theories in Indonesia. The method used is to study laws and regulations that are the primary references, books and legal journals as secondary material, and websites and social media as tertiary material. Indonesia's diverse society and democratic values demand that the country maintain harmony among different cultures. The state has prepared Article 156a to protect religion and its adherents, like other articles in the law. In blasphemy cases, the state should mediate and resolve disputes, punish violators, and support victims. Extensive discussions and analyses using various sources have been conducted about blasphemy cases.

Abstract

This study presents the planning of permanent non-civil servant lecturer resources at the Antasari Banjarmasin State Islamic University in connection with the transformation of status changes from IAIN to UIN. The purpose of this study is to find out how the planning of permanent lecturer resources is not a civil servant at Antasari Banjarmasin State Islamic University, and to find out what are the obstacles faced in the planning of non-PNS permanent lecturer resources at the Antasari State Islamic University Banjarmasin. This type of research is field research with a qualitative research approach (qualitaitive research). The results showed that the planning of permanent lecturer resources not civil servants at Antasari Banjarmasin State Islamic University has been implemented well in this case there was a significant increase in permanent lecturers and carried out in accordance with statutory regulations as regulated in Minister of Religion Regulation Number 3 of 2016 and Decree Director General of Islamic Education Number 844 of 2016 concerning Guidelines for the Appointment of Non-PNS Lecturers at State Islamic Religious Colleges (PTKIN). The non-PNS lecturer resource planning activities were carried out systematically in the form of job analysis, recruitment, selection, placement and development, the constraints faced in the planning of permanent non-PNS lecturer resources. and selection of non-PNS permanent lecturers is carried out in stages by adjusting the available budget, linearity and the ratio of lecturers to students who are not in accordance with the study program and weak management of development.

Abstract

Haruan, or cork fish (Channa striata), is an abundant freshwater marine wealth and is found in many rivers or swamp areas in South Kalimantan, including in the neighborhood of RT 05 Keliling Benteng Ulu Village. This fish has a high economic value and good nutritional content, especially albumin. Haruan fish is usually consumed directly by the community or made into salted fish. The problems found in the community are (a) there is no Haruan fish jerky production; (b) there is no knowledge of how to make Haruan fish jerky. The purpose of this activity is to increase economic selling value and provide nutritious alternative foods. Problem solving for partners is done by guiding the making of haruan fish jerky.

Abstract

AbstrakKesehatan paru memiliki peran penting dalam menjaga kualitas hidup masyarakat, terutama dalam mencegah penyakit kronis seperti PPOK, asma, bronkitis, dan pneumonia. Faktor risiko utama gangguan paru antara lain paparan asap rokok, polusi udara, dan rendahnya asupan antioksidan. Data Dinas Kesehatan Martapura Barat tahun 2022–2023 menunjukkan tingginya kasus pneumonia balita, PPOK, asma, dan TBC. Survei awal di RT.05 Desa Keliling Benteng Ulu (KBU) memperlihatkan prevalensi perokok dewasa sebesar 54,2%, dengan kebiasaan merokok di dalam rumah yang berpotensi membahayakan keluarga, khususnya balita dan lansia. Program Pengabdian kepada Masyarakat (PKM) ini bertujuan meningkatkan pengetahuan kader RT mengenai bahaya asap rokok, cara menjaga kesehatan paru, serta pemanfaatan tanaman herbal, khususnya daun Paraboea sp. sebagai teh celup kesehatan paru. Metode kegiatan meliputi sosialisasi, penyuluhan, pendampingan pembuatan teh herbal, monitoring, serta evaluasi berbasis pre-test dan post-test. Hasil uji Paired Sample t-test menunjukkan peningkatan signifikan pada seluruh materi: dampak asap rokok (p = 0,018), cara menjaga kesehatan paru (p = 0,000), dan minuman herbal untuk kesehatan paru (p = 0,008). Temuan ini membuktikan bahwa metode diskusi dan pelatihan praktis efektif meningkatkan pemahaman kader mengenai bahaya asap rokok dan manfaat herbal dalam menjaga kesehatan paru. Kata kunci: edukasi; pelatihan; teh celup; Paraboea sp., herbal; paru. Abstract Lung health is essential for maintaining quality of life and preventing chronic diseases such as COPD, asthma, bronchitis, and pneumonia. Data from the Martapura Barat Health Office (2022–2023) reported high cases of pneumonia, COPD, asthma, and tuberculosis, while a preliminary survey in RT.05, Keliling Benteng Ulu Village, revealed that 54.2% of adults were smokers, many smoking indoors and endangering children and the elderly. This Community Service Program (PKM) aimed to increase cadres’ knowledge about the dangers of cigarette smoke, ways to maintain lung health, and the use of Paraboea sp. leaves as herbal tea. Activities included education, discussion, practical training, and evaluation through pre- and post-tests. Paired Sample t-test results showed significant improvements in all topics: cigarette smoke hazards (p = 0.018), lung health maintenance (p = 0.000), and herbal drinks (p = 0.008), proving that discussion and practical methods effectively enhanced cadres’ understanding of smoking risks and the role of herbal remedies in promoting lung health. Keywords: education; training; herbal tea; Paraboea sp., herbs; lung.
