Abstract

The purpose of this study was to find out and analyze the implementation of the policy of measuring land parcels at The Palu City Land Office. This research is a qualitative method research with four informants selected. Data collection using observation, interview and documentation techniques. Data analysis techniques used are (1) Data Collection (2) Data Reduction (3) Data Pretentation (4) Data Verivication (5) Conclusion. Theory used in this study are Van Meter dan Van Horn theory that’s on (Subarsono, 2005), that’s theory measures policy implementation with: (1) Standards and targets (2) Resource (3) Comunication (4) Characteristics of implementing agents (5) Social, economic and political conditions (6) Disposition. Based on the results of research and analysis conducted by researchers, it can be concluded that the implementation of a land measurement measurement policy has not gone well. That’s can be described as follows: (1) The implementation of the policy of measuring land parcels in The Palu City Land Office is seen from the standard factors and the policy objectives have been going well. (2) The implementation of the Land Measuring policy at the Palu City Land Office as seen from the Resource factor has not gone well, this can be seen from inadequate facilities and infrastructure and the number of employees who are still lacking in the Palu City Land Office. (3) The implementation of the Land Measurements policy at the Palu City Land Office in terms of merit factors, characteristics, socio-economic and political conditions and disposition factors has not gone well, this can be seen from the inadequate facilities provided and supported by interviews with informants conducted at the research sites.

Abstract

The purpose of this study was to determine the implementation of the principles of good governance in the administration of governance in the Central Sulawesi Regional Financial and Asset Management Agency. The theory used is the principle of good governance proposed by Edralin and Whitaker (2007: 35) where there are nine indicators to measure the level of implementation of good governance in government, namely public participation, rule of law, transparency, caring for stakeholders, consensus oriented, fair, effectiveness and efficiency, accountability and strategic vision. This type of research is a Qualitative Descriptive which attempts to tell and interpret data that is pleasing to the facts, using a purposive method, data collection and discussion with a qualitative analysis approach to collecting data and materials through observation and interviews with a total of five informants. Based on the results of the study it was found that the implementation of the principles of good governance in the administration of government in the Central Sulawesi Regional Financial and Asset Management Agency in the indicators of the rule of law, consensus oriented, fair, effectiveness and efficiency, accountability, strategic vision had been running optimally. However, for indicators of transparency, concern for stakeholders, public participation has not been running optimally due to the lack of supporting facilities in order to create easy access for the public to be able to obtain various information needed from the office including budget management through certain media such as media online that is easy for the public to access either anywhere and anytime.

Abstract

The purpose of this study was to analyze the effectiveness of the performance of contract workers at the regional development planning agency and to research the development of Banggai Island districts. The main theories that become the reference in this resesrch are the effectiveness theory by Richard M. Steers (1980:192), in measuring the effectiveness of employee’s work includes 3 aspects: 1) adaptability; 2) work performance; 3) job satisfaction. The research method used descriptive-qualitative approach. The location of this research is in the regional development planning agency and to research the development of Banggai Island districts in the treasury division with informants amounting to 6 people who were selected purposively. The data collection was by done by means of interview, observation and documentation. The data analysis techniques used was the interactive model of Miles and Huberman. Based on the results of the results of the research, in the looking at the effectiveness of the performance of contract workers at the regional development planning agency and research on the development of Banggai Island districts can be seen from aspects, it was adaptability work performance and job satisfaction aspects, in which the overall performance of contract workers at the regional development planning agency and research on the development of Banggai Island is not yet effective.

Abstract

This study aims to understand and find out how the implementation of policies related to the implementation of securing certain vital objects in the Palu City region of Central Sulawesi Province, this is carried out by the Directorate of Security of the Central Sulawesi Regional Police based on applicable provisions in the National Police, among others: security assistance on National Vital Objects and Certain Vital Objects. This study analyzes 4 (four) factors that influence policy implementation according to the theory of George C. Edward III, namely: Communication, Resources, Disposition, and Bureaucratic Structure. The research method used is descriptive qualitative, then as a source of information in the research process as many as 6 ( six ) related people. The results showed that in the implementation of security certain vital objects in the area of Palu City Central Sulawesi Province were still found several obstacles that hindered the process of implementing the policy in accordance with the theory of Edward III, especially communication problems between the two parties have not been fully developed, security personnel resources both police and units internal security is still not evenly distributed so that it influences the performance in the field.
