Abstract

The purpose of the research was to determine the implementation of print and digital collection services for users at UPA. Tadulako University Library. In addition, to find out the factors that cause the lack of optimal collection. This research was conducted based on Parasuraman theory about the dimensions of service quality, that is tangibles, reliability, responsiveness, assurance, emphaty. The results of research show that the dimensions of Reliability, Responsiveness, Assurance and empathy have been running well, but the Tangible dimension is still not running optimally, this is due to the number of librarians who have not met the national standards of university libraries and the lack of library promotion activities. The conclusion of this study is that the service of printing and digital collections at UPA Library has not run optimally.

Abstract

Generally, the research purpose is to know how the effectiveness of giving additional employe income for increase the employee performance working at Regional Secretary, Tojo Una-Una Regency and also to find out some elements which influenced it. This research uses descriptive research method that the research is done by the real living rule which describe and explain it as accurately and systematically of the effectiveness of giving additional employe income for increase the employee performance working at Regional Secretary, Tojo Una-Una Regency. The research also use qualitative research refers to effectivity theory by Richards M. Steers (1980:193) consist of three indicators: purpose optimalization, System Perspective, and Behaviour Emphasizing. Furthermore, to know about the element that influence the efectivity, use theory of Richard M.Steers (1999: 159), which has four indicators that Organization Characteristic, Environment Characteristic, Working Charcteristic and Policy Characteristic, and Mangement Pactice. The result of research show that there are some effectiveness elements have less achiement that’s on behavior emphazing and also there are some elements has less influenced that policy characteristic and management practice.

Abstract

Supervisors Mr. Nawawi Nasir and Mrs. Ani Susanti with thesis title The Effectiveness of Farmer Group Organizations in Silanca Village, Lage District, Poso Regency. In general, this research aims to find out the effectiveness of farmer group organizations in Silanca Village, Lage District, Poso Regency. In writing, this research uses a descriptive research method, namely research carried out within certain rules that exist in real life which systematically and accurately describe and explain the situation of the Organizational Effectiveness of Farmer Groups in Silanca Village. The basis of the research used is qualitative research. The theory used in this research is the theory of Richard M. Steers which includes three indicators, namely Goal Achievement, Integration and Adaptation. From the research results it is known that based on the Goal Achievement indicator. Based on the Integration indicators, seen from the aspects: First, Coordination. From the research results it is known that from the aspect of internal and external coordination it has not been effective, both socialization has been effective. Based on indicators, adaptation has not yet run optimally.

Abstract

This research aims to investigate the performance of Civil Servants (ASN) at the Family Planning and Population Control Office of Central Sulawesi Province. Using a qualitative approach, data were collected through in-depth interviews, observation, and documentation. The research findings highlight several performance aspects, including work quality, timeliness, initiative, capability, and communication. Although some employees demonstrate good performance, there are still deficiencies that need to be addressed. In conclusion, the performance of employees at the Family Planning and Population Control Office of Central Sulawesi Province is not optimal, requiring improvements in understanding of job responsibilities, time efficiency, and more effective communication.

Abstract

Hasil penelitian ini menunjukan bahwa Kinerja Aparatur Sipil Negara Pada Dinas Pekerjaan Umum, Penataan Ruang, Perumahan dan Kawasan Permukiman Daerah Kabupaten Morowali Utara belum berjalan dengan maksimal, hal ini disebabkan oleh tidak tercapainya indikator kinerja yang digunakan pada penelitian ini, seperti aspek kualitas yang belum maksimal disebabkan pelaksanaan tugas berdasarkan SOP yang berlaku. Aspek kuantitas yang belum maksimal dikarenakan yang belum maksimal dikarenakan masih ada sejumlah kegiatan yang tidak mencapai target. Aspek ketepatan waktu belum berjalan maksimal disebabkan sering terjadinya keterlambatan dalam penyelesaian tugas. Aspek efektivitas dengan dukungan sumber daya tidak memadai sehingga efektivitas belum tercapai secara maksimal, untuk itu dibutuhkan strategi agar bagaimana supaya pegawai dapat lebih produktif sehingga efektivitas kinerja dapat tercapai. Aspek kemandirian yang berjalan dengan maksimal dan perlunya konsistensi terhadap penyelesaian tugas. Aspek Komitmen Kerja muncul dari diri sendiri dan ke profesionalisme dari seorang Pegawai agar dapat memberikan pelayanan publik terbaik dalam setiap tugas yang dilaksanakan sehari-hari

Abstract

Tujuan penelitian ini adalah untuk memperoleh gambaran terkait implementasi kebijakan terkait Peraturan Gubernur tentang tambahan penghasilan bagi Pegawai Negeri Sipil Pada Biro Umum Sekretariat Daerah Provinsi Sulawesi Tengah. Perspektif pendekatan penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif, informan pada penelitian ini ditentukan dengan teknik Purpossive, jumlah informan yang dilibatkan dalam penelitian ini ialah sebanyak 8 (delapan) orang. Teknik dalam pengumpulan data dalam penelitian ini dilakukan melalui observasi, wawancara, dan dokumentasi. Pada penelitian ini, data dianalisis dengan menggunakan beberapa langkah sesuai teori Miles, Huberman dan Saldana (2014). Hasil penelitian menunjukkan bahwa implementasi kebijakan tambahan penghasilan bagi Pegawai Negeri Sipil pada Biro Umum Sekretariat Daerah Provinsi Sulawesi Tengah masih belum terlaksana secara maksimal, karena dalam pelaksanaan kebijakan ini para operator atau implementor kebijakan justeru tidak didukung fasilitas yang berbasis digital dalam menilai produktivitas kerja pegawai, selain itu, absensi secara digital kadangkala mengalami eror, sehingga jika hal itu terjadi implementor mengakalinya dengan menggunakan absensi manual, akan tetapi absesnsi ini juga memiliki kelemahan seperti rawan terjadinya maladministrasi dalam penggunaannya berupa tindakan absensi yang dimanipulasi, jika tidak di awasi dengan benar. Selain itu dari aspek disposisi menunjukkan bahwa meskipun mereka mendukung adanya kebijakan ini, dan juga berkomitmen menjalankan kebijakan ini sesuai dengan prosedur, namun yang menjadi masalah adalah lemahnya implementor dalam menindak tegas pegawai yang indispliner dengan melakukan pemotongan tambahan penghasilan mereka, dan selain itu pula ada saja kesalahan yang dilakukan pegawai akibat dari ketidakcermatan mereka dalam menganalisis kedisiplinan dan produktivitas pegawai di instansi tersebut.

Abstract

This research aims to find out community empowerment in the use of Village Funds in Jaya Bakti Village, Pagimana District, Banggai Regency. The research uses qualitative methods to understand the dynamics of community empowerment through the management of Village Funds, allowing researchers to explore the perspectives of participants in depth. Primary data was obtained through interviews with Village Heads, village officials, and community leaders, while secondary data was obtained from documentation and related literature. The data analysis technique follows the Miles and Huberman model, including data reduction, data presentation, and cyclical conclusion drawn. The results of the study show that the bottom-up approach in empowerment has been implemented, but community participation has not been maximized due to limited integration between community groups. Sustainability programs, especially in the agricultural sector, have been running as planned. The use of Village Funds has shown social and economic benefits, although improvements are still needed to achieve equitable participation. In conclusion, the success of community empowerment in the use of Village Funds requires transparency, justice, and continuous cooperation between the village government and the community.

Abstract

This study aims to determine, analyze and reveal whether the character education policy can be implemented effectively at UIN Datokarama Palu. Qualitative research method. The research location is at Datokarama State Islamic University Palu. Informants as many as 7 people were selected purposively. Data collection was conducted using interview, observation and documentation techniques. The data analysis technique uses the Miles and Huberman interactive model. The theory that is used as a reference in this research is the theory of George C. Edward III (2010: 96-110) by looking at four factors of successful policy implementation, namely communication, resources, disposition, and bureaucratic structure. The results showed that only three factors were quite effective, namely communication, disposition, and bureaucratic structure. Meanwhile, the resource factor tends to be less effective because of the four resource elements studied, two elements are ineffective, namely the quantity of staff (human resources) is relatively minimal. Similarly, the facilities that are expected to support the successful implementation of character education policies are still not in accordance with the demands of the needs. The causal factors include the limited formation of new lecturer appointments and the natural disasters of the earthquake, tsunami and liquefaction that hit the Datokarama Palu State Islamic University Campus. Novelty in this research is that the implementation of character education policies is not only seen as the implementation of the main tasks of the implementers but also interpreted as a worship that can be a source of jariah charity.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan sistem pemerintahan berbasis elektronik (SPBE) di Sekretariat Daerah Kabupaten Tojo Una-Una. Pendekatan penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Model implementasi kebijakan yang digunakan merujuk pada teori Van Meter dan Van Horn, yang meliputi variabel standar dan tujuan kebijakan, sumber daya, komunikasi, disposisi pelaksana, serta struktur birokrasi. Hasil penelitian menunjukkan bahwa pelaksanaan SPBE di lingkungan Sekretariat Daerah telah berjalan secara umum, namun masih terdapat beberapa hambatan. Hambatan tersebut antara lain keterbatasan infrastruktur digital, rendahnya kompetensi sumber daya manusia, serta belum optimalnya komunikasi antarunit pelaksana. Meskipun regulasi dan dukungan organisasi telah tersedia, kesiapan teknis dan budaya kerja pegawai masih belum merata. Penelitian ini merekomendasikan perlunya pelatihan yang berkelanjutan, peningkatan infrastruktur teknologi informasi, serta penguatan mekanisme koordinasi lintas unit untuk mendukung keberhasilan implementasi SPBE dan penerapan sistem SRIKANDI secara optimal.

Abstract

Data on underage marriages in Soni Village has increased over the past 3 years. In 2020, the number of underage marriages reached 3.4% and in 2021 it reached 4%, and in 2022 it increased significantly, reaching 20.6%, with an average age of 18 years and under. This study aims to determine the implementation of the policy to prevent underage marriages in Soni Village, Tolitoli Regency. According to Van Meter and Van Horn, the implementation of the policy consists of 6 aspects, namely policy standards and objectives, resources, communication between implementing organizations, characteristics of implementing agents, attitudes of implementers, social, economic and political environments. The research method used is descriptive qualitative, with 5 informants. The results of this study indicate that the implementation of the policy to prevent underage marriages in Soni Village, Tolitoli Regency has not been running optimally. Aspects of standards and policy objectives, there needs to be an affirmation at the level of implementing related policies that must be used as a reference, and from the resources it is not yet sufficient to be seen from the budgeting aspect that is not available, and communication between organizations and effectiveness is not yet optimal due to the absence of formal socialization and through media demonstration tools, and from the social, economic and political environment it has not run well because From the social environment it has not run well because there are still many social problems such as pregnancy outside of marriage, arranged marriages, and stories of community understanding in underage marriage to marrying off their children according to them it is the best solution to continuing education. And the lack of political encouragement for the budget planning process in the policy.
