Abstract

This research aims to explore the experience of women by Batang Masumai river to slow violence. Limited access to water services and infrastructure in rural area affect women who bear the responsibility to meet household water need because they depend on the river as water source and sanitation facilities. Climate change as a form of slow violence that occurred gradual and attritional becomes a major threat to household water security. The method of this qualitative research is interpretative phenomenological analysis. The data is collected through an in-depth interview with four women from low-income households by Batang Masumai river and observation. The result of this reseacrh shows that floods and droughts that become more severe contribute to water availability, accessabiliy, and quality so that women by Batang Masumai river have to walk longer distances to meet clean household water, carry heavy burden load while also exposed to water conflicts in water points. As slow violence becomes more destructive in a long period of time, there is a need for government to fully implement Law 17/2019 regarding Water Resources to help women with limted sources to adapt and build their resiliency. Keywords: slow violence, women’s experiences, household water, Batang Masumai river

Abstract

This study aims to analyze the dynamics of the tuition fee policy at Universitas Brawijaya, particularly in the Faculty of Agriculture and the Faculty of Administrative Sciences, by examining student perceptions and the social impacts of tuition fee changes. Using a descriptive qualitative approach and a case study design, the research was conducted at these two faculties, representing different academic cluster STEM and SSH. Informants were selected through purposive sampling, consisting of eight active students who experienced significant tuition increases. Data were collected through in-depth interviews and documentation of official university regulations, tuition data, and campus news reports. Data analysis employed the interactive model of Miles and Huberman, and Fischer’s policy dynamics theory was used to interpret findings across five indicators: power and politics, knowledge and information, actor interaction, change and adaptation, and conflict of values and interests. Results show that tuition fees increased significantly after 2019, triggering greater economic disparity and dissatisfaction among students. Although faculties attempted to respond with measures like Crisis Centers and fee reductions, the study concludes that policy reform is needed particularly in communication, transparency, and student involvement to support a more equitable education financing system.

Abstract

Limited access and a strong patriarchal culture in rural Indonesia remain efficacious factors that limit women's choices and participation in the public domain. The reality of gender injustice many women experience has been at the heart of feminist struggles since the 19th century. With a qualitative approach, this study aims to identify and analyze feminist values implemented by the "Kartini Corner" program in Kendalrejo Village, Pemalang Regency (Central Java). Data collected through documentation and literature studies were analyzed using Nancy Fraser's feminist framework: recognition, redistribution, collective action (solidarity), and women's empowerment. The study demonstrates that "Kartini Corner" was able to facilitate women's aspirations and participation through their active and meaningful involvement both as participants and committee members. The series of activities in this program manifested the strategy of implementing gender mainstreaming, which in this case was integrated with the Sustainable Village Development Goals (SDGs Desa). This study makes a significant contribution to the contextual feminist discourse in rural Indonesia by presenting an analysis based on Nancy Fraser’s feminist theory within a local community program. In addition, the research provides empirical evidence that local initiatives such as Kartini Corner can serve as a means of social transformation that empowers rural women to actively participate in the public sphere.

Abstract

This study investigates the performance management of parliamentary experts (Tenaga Ahli Anggota Anggota) supporting members of the Indonesian House of Representatives (DPR RI) through the lens of the Malcolm Baldrige Performance Excellence Framework. As non-permanent staff appointed to assist with legislative, budgetary, and oversight functions, parliamentary experts play a pivotal role in enhancing institutional effectiveness. However, fragmented recruitment practices, unstandardized evaluation mechanisms, and limited competency development have led to significant variations in performance quality.Employing a qualitative descriptive approach, this research draws on document analysis, in-depth interviews with parliamentary experts across multiple factions, and field observations. The findings reveal that while the leadership and strategic dimensions of the Baldrige framework are present in varying degrees, critical gaps remain in workforce engagement, performance measurement, and results integration. The study identifies the absence of competency-based recruitment, lack of continuous training, and decentralised performance control as key barriers to achieving high performance. This paper offers a strategic recommendation for adopting an integrated performance management system aligned with Baldrige principles, encompassing clear KPIs, unified evaluation standards, and structured capacity-building programs. By embedding quality management practices, the Indonesian legislative body can strengthen its internal support system and improve the overall quality of parliamentary governance.

Abstract

The goal of regional autonomy can be achieved through development, which is preceded by a plan. Therefore, planning becomes the benchmark for the success of a development. This article analyzes the planning performance for the 2019 to 2021 plan years at the Regional Research and Development Planning Agency (Bappelitbangda) of Lembata Regency. This analysis aims to determine the extent to which the outputs produced can be used to produce outcomes that touch more on the aspects and needs of the community and become a consideration for the Head of Bappelitbangda in taking strategic steps to improve planning performance and the value of public services. The measurement of performance indicators at Bappelitbangda uses performance identification criteria according to Mahsun (2006), namely inputs, processes, outputs, outcomes, benefits, and impacts. Measurement and analysis can only be done on input, process, output, and outcome groups. The results of the analysis show that planning performance in Bappelitbangda is still output-focused and not outcome-focused, which is indicated by the unbalanced proportion between the funds spent (inputs) and the outcomes produced. Based on the results of this simple analysis, it is expected that Bappelitbangda needs to carry out strategies for future planning improvements by considering aspects of the composition of the drafting team, work mechanisms, and understanding and meaning of the drafting team towards the importance of planning documents.
