Abstract

The issue of gender is one of the main issues in current development, especially in the development of human resources. Women's empowerment is a step a group of actors takes to create more decent living conditions and obtain their rights as human beings in development. This research was conducted to determine the role of women in implementing women's empowerment programs through the Women's School. In conducting this study, the researcher used the ACTORS theory offered by Sarah Cook and Sara H. Longwe's gender analysis. The method used in this study is a descriptive qualitative approach, where in collecting data, the researcher uses in-depth interviews (interviews), observation, and documentation. The study results concluded that implementing the Women's Empowerment Program through Women's Schools followed the success indicators from the Actors theory perspective. In the view of the actor's theory, each hand is proven to increase the role of Kesambenkulon village women. The output or result of the empowerment program is also the output or result desired by the women of the Kesambenkulon village, namely in the form of increasing Self Respect, Self Confidence, and Self Reliance. Meanwhile, viewed from the gender analysis perspective of Sara H. Longwe, it shows that the women's empowerment program carried out to increase the role of village women through the Women's School in Kesambenkulon village has reached a high level, namely the Control level. Keywords: women's empowerment, ACTORS theory, longwe's analysis

Abstract

The waste production is expected to continue to increase every year in proportion to the increasing population of Manado City. The influential role of women when combined with waste problems ranging from preventing waste generation to processing it is considered capable of realizing the SDGs points mentioned above. The purpose of this study is to analyze the leadership style of female culinary entrepreneurs in Manado City, to analyze waste management regulations, especially culinary waste in Manado City, and to formulate a food waste management model through the leadership of female culinary entrepreneurs in Manado City . The results of the study show that the leadership style of women in some female entrepreneurs is responsible, always directing, thinking with a cool head, fair, always discussing problems faced by employees, wise, firm, trying to give employees motivation and examples (becoming a role model). Progress in waste management is in the form of decentralized waste management, in which waste management is separated for each sub-district, so there are 11 sub-districts. In its management, it still prioritizes the 3R principles (Reduce-Reuse-Recycle). Strategies that can be carried out to make residents participate in waste management are forced waste sorting programs, improving quality or increasing the number of 3R TPSTs with good management, simple composting programs at business locations or household locations and realizing socialization programs to culinary entrepreneurs that in order to be able to run a business, if it violates it, sanctions can be given or its business license revoked.

Abstract

Effective waste management is a crucial responsibility of the government to protect the environment and public health. Failure in waste management, particularly in densely populated and flood-prone areas, can lead to environmental disasters such as river sedimentation and major flooding. This study aims to analyze the perceptions of the Pungpungan Village community regarding household waste management along the riverbanks and to formulate an ideal and sustainable management strategy. The research method used was descriptive qualitative. The total sample for this study comprised 40 households, which were selected through simple random sampling. In addition, purposive sampling was applied based on specific criteria to select samples according to the community's background and role. The primary data collection techniques in this study included interviews and observations. For secondary data, the research relied on literature reviews and documents, including those from the Pungpungan Village Government Office and library studies. The data analysis in this study employed SWOT analysis. The results indicate that although the community has good knowledge of the 3R concept (reduce, reuse, recycle) and the negative impacts of improper waste disposal, the practice of transforming waste into economically valuable products remains limited. The ideal strategy involves increasing education, providing infrastructure, and enforcing sanitation regulations to achieve sustainable waste management. The implications of this study suggest that a participatory approach, coupled with adequate infrastructure support facilitated by the village government, can significantly enhance the effectiveness of household waste management and encourage more sustainable behavioral changes in rural communities.

Abstract

Abstract

Research on policy implementation altered from building meta-theory towards explaining concerted action across institutional boundaries, the diversity of actors, loci, and levels. Current theory about factors determining the success of public policy implementation includes managerial, organisational, resources, bureaucracy, and politics. The establishment of Public Service Malls (PSM) in Indonesia is used as a case study to carry out this assessment because it represents a considerable challenge in the implementation process. This study aims to provide new perspectives about the determinants of successful public policy implementation, especially in a highly diverse political context such as Indonesia. This policy implementation involves several ministries at the central level and 540 local governments. This study uses an exploratory qualitative approach, and the data was collected through FGDs and in-depth interviews conducted with relevant ministries and local governments. The data is then analysed using NVIVO to find the structure of the concepts and themes according to the conceptual framework used. This research suggests that factors in policy implementation should be placed in a hierarchical order because they are determinants that cause other factors to emerge. In the case of implementing the PSM policy in Indonesia, the political factor becomes the determining factor, which is the highest position, followed by the bureaucracy, managerial, resources, and the organisational at the end
