Abstract

Empowerment is one of the functions of government. Empowerment is carried out by the Indragiri Hilir Regency Social Service to Remote Indigenous Communities (KAT), especially Suku Anak Dalam, which is the focus of this research. Remote Indigenous Community (KAT) is a group of people in certain numbers who are local and have not or little touched by the outside world such as services, socio-economics and politics. This research aims to find out the empowerment program carried out by the Indragiri Hilir Regency Social Service in the welfare of the Suku Anak Dalam (KAT) Remote Indigenous Community in Kemuning District. This research uses a qualitative approach by using descriptive research. Data collection techniques are carried out by interview and documentation. The data analysis technique used in this study has steps such as data collection, data reduction, data presentation and conclusion drawing. The results of this study explain that the empowerment stage is carried out with three stages, namely the awareness stage, the capacity stage, and the empowerment stage. The Remote Indigenous Community empowerment program for Suku Anak Dalam in Kemuning District has indeed been carried out by the Indragiri Hilir Regency Social Service. But the implementation is indeed less effective. This can be seen from the lack of participation of the Suku Anak Dalam community in the empowerment program by not carrying out the empowerment program on an ongoing basis, the assistance of the house is not effective. Abstract

The government plays a role in providing support and coordination to the Family Welfare Empowerment Team (PKK) to ensure the implementation of effective and sustainable family welfare programs. This research aims to describe the Implementation of the Family Welfare Empowerment Program (PKK) in Mandau District in 2023. Research methods This method uses qualitative methods with Grounded Research type research. The types of data used in this research are primary data and secondary data, primary data in the form of data and information originating from primary sources and research informants, and secondary data in the form of documents obtained from related documents. The research location was carried out in Mandau District. Data collection techniques in this research are interview and documentation techniques. Implementation of the Family Welfare Empowerment Program is seen from the compatibility between the Program and the Users, the compatibility between the Program and the Implementing Organization, and the compatibility between the Benefit Group and the Implementing Organization. The findings in this research are that people can take part in all PKK programs regardless of age and several other characteristics, fulfilling their needs for information and education regarding health, nutrition and healthy lifestyles. Fulfilling the needs of several groups, such as pregnant women, toddlers and the elderly, then in the implementing organizational aspect, TP PKK can carry out implementation in various ways, namely identifying problems, setting goals, establishing strategies, then carrying out implementation, seeing community involvement and participation, then see adaptation and evaluation. Abstract

The development of traditional markets in Sorek Satu Village, Pangkalan Kuras District, Pelalawan Regency is increasingly rapid. So it is necessary to carry out good government management to meet the needs of the community through the policies and strategies implemented. The Department of Cooperatives, Small and Medium Enterprises, Industry and Trade is required to carry out its functions in order to change the public's view of traditional markets which seem dirty and seedy. The condition of this traditional market is poorly maintained, characterized by poor cleanliness, poor orderliness, facilities that are not well maintained, and the establishment of new stalls outside the market area which greatly disrupts the market arrangement. The research uses the theory of government functions, namely service, empowerment and development by Taliziduhu Ndraha. The research approach used is a qualitative approach. This type of research is descriptive. The research location is at the Traditional Market, Sorek Satu Village, Pangkalan Kuras District, Pelalawan Regency. Types and sources of research data are divided into primary data obtained through interviews with informants and secondary data in the form of supporting data related to the market. The results of this research found that the function of the Department of Cooperatives, Small and Medium Enterprises, Industry and Trade was not running well. It is characterized by not maintaining the market buildings, dirty market conditions, a lack of cleaning staff, many traders who do not comply with the rules and there is no regular guidance for market managers and traders. Abstract

The background to this research is that the current state of the Dutch Tangsi tourist attraction is in a bad condition in terms of buildings, with some parts of the roof being fragile and infrastructure problems such as public toilets for tourists and a lack of facilities that can satisfy tourists. The aim of this research is to determine the management of the Dutch Tangsi tourist attraction. The type of research in this thesis is a qualitative descriptive research type where descriptive data is answered by research informants and analyzed by the author. To find out the management of the Dutch Tangsi tourist attraction in Siak Regency, in this research the author needs primary data in the form of interviews and direct observations in the field then secondary data in the form of documents related to the management of the tourist attraction carried out.The data collection methods that the author uses in this research are observation, interview and documentation techniques. There were 9 informants for this research The results of research conducted by researchers on the management of the Dutch Tangsi tourist attraction by the Siak Regency Tourism and Culture Office are quite good, but there are still parts of the management of the Dutch Tangsi tourist attraction that are not running according to the planned activities Keywords: Management, Dutch Tangsi, Siak Tourism Office

Abstract

In this research, there are several problem phenomena that will be raised in 2023 regarding PPDB Online at the high school level, the uneven distribution of schools and the limited quota available in state schools are the main causes of competition in PPDB at the high school level, giving rise to several problems, especially because there is still public perception. regarding favorite schools and non-favorite schools which causes parents and guardians to compete to enroll their children in schools that are considered favorites and ultimately causes various problems to arise. Such as the discovery of 31 fake Family Cards during PPDB Online registration at SMA Negeri 8 Pekanbaru City, there were addresses that did not match the coordinates and so on. Therefore, PPDB Online at the high school level in Pekanbaru city must continue to be monitored. The Ombudsman as a public service supervisory institution must continue to supervise the implementation of PPDB Online considering that PPDB Online is also included in public services in the education sector. This research uses qualitative research methods with a descriptive approach. The types of data used are primary data and secondary data, primary data is obtained directly from original sources without going through intermediaries. Meanwhile, secondary data is obtained not from the first source, and can be in the form of media to support primary data. Data collection techniques were carried out using interviews and documentation. The results of this research show that the Riau Province Ombudsman has carried out routine supervision every year by carrying out preliminary supervision, concurrent supervision, and feedback supervision which was carried out from before the Online PPDB was implemented until the online PPDB was completed. However, unfortunately in 2023, the preliminary supervision carried out by the Ombudsman will only be limited to coordinating, but not participating in supervising the formation of the PPDB committee and PPDB socialization. Abstract

The government is the people who have the authority to process public services and are obliged to process civil services for everyone who has government relations, in this case the government has 4 functions, namely regulation, service, empowerment and development. Rehabilitation is a manifestation of one of the main tasks of regional governments and their apparatus, namely empowering the community. Social rehabilitation is one of the tasks of the Pekanbaru City Social Service in improving protection and social rehabilitation services for street children. The problem in this research is that the high number of street children in Pekanbaru City requires serious rehabilitation empowerment activities from the Pekanaru City Social Service to reduce the number of street children. The negative stigma that has emerged has an impact on street children who are considered nuisances in society. In addition, there are no strict sanctions for street children who return to the streets after being rehabilitated. This research aims to describe and determine the factors inhibiting the Empowerment of the Pekanbaru City Social Service in Carrying out Rehabilitation for Street Children in 2021-2022. This research is descriptive research with a qualitative approach. The types of data are primary data and secondary data, primary data is obtained directly from informants. Meanwhile, secondary data is data that supports or strengthens primary data and data collection techniques are carried out by means of interviews and documentation. The results of the research show that in carrying out the task of social rehabilitation for street children in 2022, namely by providing street children with rights such as providing assistance with population administration rights, the shelter as a place for social rehabilitation carried out by the Pekanbaru City Social Service can be used as a halfway house for children. Streets, there they are cared for, given food, clothing and shelter. In fulfilling the need for further rehabilitation, the Pekanbaru City Social Service collaborates with Lembaga Sentra Abiseka and UPT PSBR Marsudi Putra Tengkuyuk. Abstract

The administration of village government requires the professionalism of village officials in providing administrative services to the community. However, in practice, there are often village officials who lack professionalism in performing their assigned duties and functions. In Kubang Jaya Village, which borders Pekanbaru City, there should be advantages in accessing various needs, receiving information more quickly, and having adequate facilities and infrastructure, especially in providing administrative services to the community. Nevertheless, in reality, the village still faces issues, such as officials who are unable to perform their duties and functions properly and who do not adhere to the regulations stipulated in the Kubang Jaya Village Regulation. The purpose of this study is to describe the professionalism of village officials in administering administrative services in Kubang Jaya Village, Siak Hulu District, Kampar Regency. The approach used in this study is qualitative, specifically descriptive qualitative research. Professionalism, in this context, refers to the attitude or state of performing tasks with high quality, timeliness, accuracy, and adherence to procedures that are easy to understand. According to Sedarmayanti, there are four indicators of professionalism: 1) competence, 2) effectiveness, 3) efficiency, and 4) responsibility. Abstract

The importance of the role of legislators for the sustainability of democracy in Indonesia makes the recruitment process of these legislators also important because the good or bad of the legislature members who sit in parliament will be determined by the recruitment process. The Pekanbaru City DPRD legislative elections for the 2019-2024 period showed that the Democratic Party's seat acquisition increased, from 6 seats to 7 seats and was the second most seats acquired after the Prosperous Justice Party (PKS). This study aims to describe the Recruitment Pattern of Candidates for Legislative Members of the Pekanbaru City DPRD for the 2019-2024 Period (Case Study of the Pekanbaru City Democratic Party DPC), in achieving the objectives of this study the authors used the theory of open and closed political recruitment mechanisms and the theory of the nature of Sahid Gatara's political recruitment process i.e. top-down, bottom-up and mixed. The research method used is a qualitative method by explaining descriptively. The type of research data used is primary data in the form of data obtained from research informants and secondary data obtained from related documents that can support data for research. The research location is in Pekanbaru City, Riau Province. This research suggests that the Recruitment Pattern for Candidates for Legislative Members of the Pekanbaru City DPRD for the 2019-2024 period (Case Study of the Pekanbaru City Democratic DPC) uses an open political recruitment mechanism. The Democratic Party opens opportunities for anyone who wants to register both internally and externally. As well as the political recruitment process used is mixed by combining top-down and bottom-up systems. To find the best candidate for society, the Democratic Party has 5 (five) stages in the mechanism for recruiting candidates for its legislative members. Among them are registration, psychological tests, first and second interviews, then finally determining the results. In the placement of elective areas (dapils) it is left to the candidates themselves but still under the supervision of the party. Serial numbers are determined in two ways. The first is the prerogative of the chairman of the DPC accompanied by advice and input from party officials. Second, based on the score obtained by the candidates during the selection period. Abstract

The village head is the highest position in the village. The election of the village head is a democratic party, because the local community can actively participate in selecting candidates who will be responsible for developing the village. Therefore, the election of the village head is very important because it greatly supports the implementation of village governance. Law No. 6/2014 states that a person may hold the position of village head for three periods, either consecutively or non-consecutively. Thus, a person may maintain his or her position as Village Head for 18 years, with each period lasting six years. Nazaruddin is the Village Head of Sungai Sebesi who has been elected three times in a row for three periods, namely in 2008, 2013, and 2022. The research approach used is a quantitative approach. The research location is in Sungai Sebesi Village, Kundur District, Karimun Regency, Riau Islands. The types and sources of research data are divided into primary data with data collection techniques from the results of questionnaires / surveys distributed at the research location and secondary data in the form of data that is already available, such as Village RPJM, Policy Data that has been implemented, the number of voters in the Sungai Sebesi PILKADES, the number of votes, and other data related to this research. The result of this research is that in the field of village development, the highest score is the construction of clean water facilities with a score of 352. In the field of village community development, the religious competition program for children held on every religious holiday with a score of 383. In the field of village community empowerment, the BIMTEK program for nursery planting and pineapple marketing scored 341. The field of village government administration is the village office construction program with a score of 366. These programs have been implemented against the village and show that Nazaruddin has carried out the main duties of a village head according to Law Number 6 of 2014. Abstract

The slow administrative process, lack of public participation in decision-making, and low transparency and accountability in public financial management are the main problems in public services in Sungai Limau Village, Pusako District, Siak Regency. One of the efforts to improve the service system that still faces various challenges is through the implementation of good governance. This study aims to examine the implementation of good governance in public services in Sungai Limau Village, Pusako District, Siak Regency. This study uses the Focus Group Discussion (FGD) research method. The data collection method in this study involves a review of literature. After the data is collected, the analysis is carried out by filtering relevant data, presenting the data, and finally making conclusions. The findings of the study indicate that the application of good governance principles can accelerate public services at the village level, as seen in Sungai Limau Village, Pusako District, Siak Regency. Therefore, the recommendation that can be taken from this finding is the importance of implementing good governance principles consistently to enhance the standard of public services and boost community engagement and satisfaction.
