Abstract

The development of social media in Indonesia has fundamentally changed the landscape of public communication, from a limited information space to a massive and emotional participatory arena. This study analyzes how the framing of the issue of the Revision of the Indonesian National Armed Forces Bill (RUU TNI) on social media, particularly the X (Twitter) platform, shapes public opinion and drives collective behavior in the real world. Using a descriptive qualitative approach through content analysis and framing analysis, this study explores the mechanisms of disinformation dissemination, the formation of echo chambers, and the influence of peripheral persuasion on public attitudes. The results show that emotional framing and misinformation dominate digital conversations, reinforcing social polarization and weakening public rationality. This phenomenon shows a close relationship between the construction of digital opinion and the escalation of conflict, as seen in demonstrations against the revision of the TNI's Internal Security Forces ( ) Law in various regions. In the context of national security, these dynamics illustrate non military threats stemming from digital disinformation and low critical literacy among the public. Therefore, an inclusive public communication strategy, strengthening digital literacy, and cross-sector collaboration are needed to build an early warning system for potential social conflicts based on digital media.

Abstract

Research analysis with qualitative methods that explain the relationship between the theory of maritime diplomacy and maritime security in the discussion. The correlation of Indonesian environmental law and international environmental law in the understanding between countries which is the basis for acting between countries so that there are safe limits and do not violate international or domestic Indonesian agreements. The discussion refers to the development of maritime diplomacy by analyzing the threat of pollution and environmental damage experienced by Indonesia. The results of research that takes environmental problems including pollution, wastewater that have occurred provide an overview of the threat of pollution and environmental damage that can arise from various sources, including pollution, climate change, deforestation, and unsustainable exploitation of natural resources.

Abstract

This study examines the bilateral cooperation between Indonesia and Malaysia in addressing Illegal, Unreported, and Unregulated Fishing (IUUF) in their shared maritime border areas. The research problem centers on the persistent challenges of IUUF, driven by overlapping jurisdictions, weak surveillance, regulatory disparities, and ineffective cross-border coordination, which collectively threaten maritime sovereignty and resource sustainability. The objectives of this study are to analyze the gaps in current bilateral mechanisms, evaluate implementation challenges, and propose integrated solutions to strengthen cooperation. Using a qualitative approach with descriptive policy analysis, this research employs the Dukeshire & Thurlow Model (2002) to assess actor involvement, institutional effectiveness, and socio-political contexts. Data were collected through literature reviews of policy documents, bilateral agreements, academic publications, and reports from marine research institutions. The results reveal that while both countries have established cooperation frameworks, critical gaps remain in legal harmonization, technological integration, and community participation. Key findings highlight the need for a joint maritime coordination center, harmonized legal standards, and enhanced community-based surveillance. The study concludes that a multidimensional strategy—combining policy alignment, technological innovation, and local empowerment—is essential for effective IUUF mitigation. These findings offer practical implications for policymakers to enhance bilateral maritime governance, ensuring both security and sustainable resource management in the region.

Abstract

AbstrakSumber daya manusia (SDM) adalah faktor kunci penentu keberhasilan pelaksanaan bela Tanah Air, saat ini menghadapi ancaman yang semakin meningkat. Seiring dengan perkembangan teknologi pertahanan yang semakin canggih, penguasaan teknologi sangat penting, namun harus dibarengi dengan teknologi sumber daya manusia. Keterampilan adalah persyaratan kemampuan untuk mengembangkan keterampilan bertindak, memperoleh kemandirian, dan mengurangi ketergantungan pada negara asing. Generasi keempat perang saat ini memaksa setiap negara untuk mengoordinasikan semua sumber daya nasionalnya di kekuatan pertahanan. Sumber daya manusia Indonesia yang melimpah dapat dimanfaatkan sebagai kekuatan pertahanan, tetapi harus didukung oleh industri pertahanan yang tepat untuk memiliki teknologi yang tersedia persenjataan yang efektif. Profesionalisme Personil Pertahanan juga penting bagi warga sipil dalam manajemen pertahanan masa depan. Dengan menyambut Komunitas ASEAN yang akan resmi berdiri pada akhir tahun 2015, Indonesia harus memperkuat diri dengan mengembangkan kembali potensinya kelautan, sejalan dengan politik luar negeri Indonesia terhadap pemerintah Presiden petahana Joko Widodo yang mengusung Indonesia menjadi Poros Maritim Global. Upaya pengembangan potensi bahari tidak hanya dipimpin oleh pemerintah, tetapi juga oleh gerakan rakyat, termasuk Pemuda Maritim Indonesia (GPMI). GPMI memiliki visi yang memicu semangat Maritim Indonesia. Untuk mewujudkan visi tersebut, GPMI memiliki tiga tujuan. pengembangan sumber daya alam sumber daya alam laut dan sumber daya manusia; Menyusun dan menyimpulkan perjanjian kerjasama dengan pihak-pihak terkait. Salah satu pencapaian dari quest ini adalah Program Bina Lingkungan.Untuk itu, studi ini membahas peran GPMI dalam pengembangan sumber daya manusia di Pulau dilaporkan. Penelitian ini menggunakan pendekatan kualitatif yaitu studi kasus, termasuk tinjauan pustaka sumber dan wawancara terkait beberapa pemangku kepentingan. Kesimpulannya, penelitian ini menunjukkan bahwa GPMI memiliki hasil positif dalam mengembangkan sumber daya manusia maritim, tetapi GPMI tidak menyertakan quest buildable lainnya Komunitas ASEAN dan Kesadaran Poros Maritim Dunia. Jadi, Studi ini merekomendasikan bahwa GPMI harus mempertimbangkan dua kategori lagi program utama dan mencerminkannya dalam program pengembangan sumber daya sumber daya manusia maritim.Kata Kunci: Gerakan Pemuda Maritim, Sumber Daya Manusia, dan Teknologi Pertahanan Maritim AbstractHuman resources (HR) are the key determining factor for the successful implementation of homeland defense, currently facing an increasing threat. Along with the development of increasingly sophisticated defense technology, mastery of technology is very important, but it must be accompanied by human resource technology. Skills are a requirement of the ability to develop the skills of action, acquire independence, and reduce dependence on a foreign country. The current fourth generation of the war forces each country to coordinate all its national resources in the defense forces. Indonesia's abundant human resources can be utilized as a defense force, but it must be supported by the right defense industry to have effective weapons available technology. The professionalism of Defense Personnel is also important for civilians in the management of future defenses. By welcoming the ASEAN Community which will be officially established at the end of 2015, Indonesia must strengthen itself by re-developing its marine potential, in line with Indonesia's foreign policy towards the government of incumbent President Joko Widodo who brought Indonesia into the Global Maritime Axis. Efforts to develop nautical potential are not only led by the government, but also by people's movements, including the Indonesian Maritime Youth (GPMI). GPMI has a vision that ignites the spirit of Maritime Indonesia. To realize this vision, GPMI has three goals. development of natural resources of marine and human resources; Drawing up and concluding cooperation agreements with related parties. One of the achievements of this quest is the Community Development Program.For this reason, this study discusses the role of GPMI in the development of human resources on the island reportedly. This research uses a qualitative approach, namely case studies, including a literature review of sources and interviews related to several stakeholders. In conclusion, this study shows that GPMI has positive results in developing maritime human resources, but IT does not include other buildable quests of the ASEAN Community and the World Maritime Axis Awareness. So, this study recommends that GPMI should consider two more categories of major programs and reflect them in maritime human resource development programs.Keywords: Maritime Youth Movement, Human Resources, and Maritime Defense Technology

Abstract

AbstrakAwal Dekade ini merupakan tonggak awal transisi dari masa industri 4.0 menjadi Society 5.0. Perubahan era ini menyebabkan seluruh lapisan masyarakat harus dapat menyesuaikan diri dengan perkembangan teknologi. Dalam Society 5.0 dimana komponen utamanya adalah manusia yang mampu menciptakan nilai baru melalui perkembangan teknologi dapat meminimalisir adanya kesenjangan pada manusia dan masalah ekonomi dikemudian hari. akan tetapi dengan berkembangnya teknologi menyebabkan dampak pada Perkembangan konflik dan peperangan yang saat ini telah masuk ke babak baru. Ancaman yang dapat timbul beragam, tidak terlihat secara real dan tidak menentu. Ancaman tersebut adalah ancaman siber yang berpotensi menyebabkan kerugian besar bagi suatu negara. Salah satu dampak besar yang dapat terjadi di masa depan adalah serangan siber terhadap objek vital nasional atau infrastruktur kritis negara seperti pembangkit listrik. Pembangkit listrik energi terbarukan memanfaatkan teknologi tinggi yang terhubung ke jaringan distribusi besar yang menyebabkan jika tidak memperkuat pengamanan jaringan maka dapat menimbulkan black out listrik hingga pemadaman secara keseluruhan yang disebabkan oleh pihak yang tidak bertanggung jawab/non-state actors. Oleh sebab itu semua negara harus dapat mempersiapkan pembinaan, membentuk satuan baru dan memperkuat masing-masing pertahanan negara mereka.Kata Kunci: Keamanan Siber, Ancaman Siber, Sektor Energi Terbarukan, Peperangan Asimetris AbstractThe beginning of this decade was the initial milestone of the transition from the industrial period 4.0 to Society 5.0. The changes in this era have caused all walks of life to be able to adjust to technological developments. In Society 5.0 where the main component is humans who are able to create new value through technological developments, it can minimize gaps in humans and economic problems in the future. however, with the development of technology, it has an impact on the development of conflicts and wars that have now entered a new chapter. The threats that can arise are diverse, invisible in real terms and erratic. Such threats are cyber threats that have the potential to cause huge losses to a country. One of the major impacts that could occur in the future is cyberattacks against national vital objects or critical infrastructure of the country such as power plants. Renewable energy power plants utilize high technology connected to large distribution networks which causes if it does not strengthen network security, it can cause power blackouts to overall outages caused by irresponsible parties / non-state actors. Abstract

AbstrakAncaman maritim seperti pencemaran, penangkapan ikan ilegal, penyelundupan ilegal, perdagangan manusia, penyelundupan manusia, pembajakan, perampokan laut, narkotika, eksplorasi dan eksploitasi kekayaan alam yang tidak terkontrol, pencurian benda-benda muatan kapal tenggelam, batas wilayah laut kejahatan lintas negara Indonesia merupakan negara maritim terbesar kedua di dunia dengan luas total perairan 6,4 juta kilometer persegi dan terdiri dari 17.504 pulau. Didominasi oleh perairan, Indonesia dihadapkan dengan sejumlah ancaman keamanan laut. Sedikitnya ada delapan bentuk ancaman faktual dan berpotensi terjadi di perairan Indonesia. Artikel ini menggunakan metode kualitatif didukung dengan studi pustaka. Ditinjau dari Keputusan Menteri Pertahanan No. Kep/435/M/V/2016 tentang Kebijakan Pertahanan Nasional 2017 menjelaskan makna kebijakan pertahanan melingkupi pengembangan, penempatan dan pemberdayaan pertahanan negara dengan dukungan kebijakan pengawasan dan anggaran.Kata Kunci: Laut Indonesia, Ancaman Laut Indonesia, Penanggulangan Ancaman AbstractMaritime threats such as pollution, illegal fishing, illegal smuggling, human trafficking, human smuggling, piracy, sea robbery, narcotics, uncontrolled exploration and exploitation of natural wealth, theft of sunken shiploads, sea boundaries of transnational crimes Indonesia is the second largest maritime country in the world with a total water area of 6.4 million square kilometers and consists of 17,504 islands. Dominated by waters, Indonesia is faced with a number of maritime security threats. There are at least eight forms of factual threats that have the potential to occur in Indonesian waters. This article uses qualitative methods supported by literature studies. Reviewed from the Decree of the Minister of Defense No. Kep/435/M/V/2016 concerning National Defense Policy 2017 explains the meaning of defense policy covering the development, placement and empowerment of state defense with the support of supervision and budget policies.Keywords: Indonesia's Sea, Indonesia's Sea Threats, Countering Threats

Abstract

Generasi era milenial yang berkembang dipengaruhi oleh era digital memiliki tantangan pada pembentukan kepemimpinan strategis. Setiap anak harus mendapatkan pendidikan karakter sejak dini karena akan menumbuhkan budaya karakter yang baik dan menjadi kunci utama dalam pembangunan bangsa. Seorang pemimpin yang ideal bagi kemajuan dan perkembangan suatu organisasi dengan faktor ideal dalam menentukan seorang pemimpin adalah keinginan akan perubahan demi berkembangnya organisasi. Pendidikan organisasi sejak dini yang ditanamkan nilai-nilai kepemimpinan menjadikan harapan bagi bangsa agar terbentuk karakter pemimipin yang baik dan lebih bisa menuju strategis. Tujuan penelitian memberikan pengaruh dalam pembentukan karakter pemimpin era milenial agar menjadi pemimpin yang memiliki strategi dalam mengambil keputusan. Metode penelitian yang digunakan dengan cara kualitatif deskriptif berupa penelitian literatur terdahulu dengan analisis pendidikan budaya organisasi sejak dini untuk membentuk karakter pemimpin dalam mengambilan keputusan yang strategis. Hasil dan kesimpulan yang didapat  pada penggunaan sejak dini suatu budaya organisasi dalam pengambilan keputusan yang strategis bagi pemimpin bisa digunakan agar generasi milenial yang bisa membentuk pemimpin yang strategis sesuai harapan.

Abstract

Digital transformation has become a key catalyst in enhancing the competitiveness and sustainability of Micro, Small, and Medium Enterprises (MSMEs) in Indonesia. Alongside technological advancement, digital platforms serve not only as tools for increasing revenue but also as effective media for Islamic da'wah by embedding religious values within business practices. This study aims to analyze digital platform optimization strategies that support MSME economic growth while exploring the integration of Islamic da'wah values within the context of business digitalization. A qualitative approach was employed using a systematic literature review of 45 academic publications and official reports published between 2020 and 2024. The findings indicate that 88.37% of MSMEs that adopted digital platforms experienced increased revenue, with 66.28% reporting gains of up to 50%. The most widely used platforms include Shopee (50%), Facebook Marketplace (33.46%), and Instagram Shop (28.74%). Identified optimization strategies include dynamic pricing, personalized services driven by artificial intelligence, integration of digital payment systems, and the use of data analytics. Additionally, embedding da'wah content—such as product narratives emphasizing honesty, blessings (barakah), and social responsibility—contributes to building an ethical and trustworthy business image. Key challenges include low levels of digital literacy, infrastructure disparities, and limited promotional resources. This study contributes theoretically by formulating a conceptual framework for platform optimization rooted in Islamic values and offers practical recommendations for MSME actors and policymakers to develop a competitive and ethical digital ecosystem.

Abstract

Perkembangan teknologi informasi telah menggeser paradigma keamanan nasional dari dimensi militeristik menuju ancaman multidimensi yang mencakup ranah digital. Penelitian ini bertujuan untuk menganalisis mekanisme penyebaran narasi separatis Organisasi Papua Merdeka (OPM) di media sosial, khususnya TikTok, serta menilai implikasinya terhadap keamanan nasional Indonesia. Dengan menggunakan pendekatan kualitatif dan metode analisis konten, penelitian ini menelaah representasi simbolik, naratif, dan visual dalam konten digital yang diproduksi sepanjang tahun 2023–2024. Hasil penelitian menunjukkan bahwa media sosial telah menjadi arena strategis bagi perang informasi (information warfare) di mana aktor non-negara memanfaatkan ruang siber untuk membentuk opini publik melalui strategi soft power dan kekerasan simbolik (Bourdieu, 1991). Narasi separatis dikemas dalam bentuk video pendek, konten permainan (game-based content), dan musik emosional yang secara halus menanamkan empati terhadap ide separatis di kalangan generasi muda. Fenomena ini berpotensi melemahkan legitimasi negara dan memperkuat disintegrasi sosial. Penelitian ini merekomendasikan penguatan kebijakan pertahanan siber nasional, peningkatan literasi digital masyarakat, serta integrasi partisipasi publik dalam sistem Pertahanan dan Keamanan Rakyat Semesta (Sishankamrata) guna memperkuat kedaulatan informasi dan menjaga stabilitas nasional di era digital.

Abstract

A number of studies and trials on concrete have been conducted to improve concrete quality and address common issues in the construction industry, such as project deadlines. Efforts to enhance concrete quality include modifications to achieve high concrete strength at 7 days using chemical admixtures. This research aims to analyze the effect of using MR 73 admixture on the flexural strength of concrete at the ages of 7 and 28 days. The research method employed is experimental quantitative. The results indicate that concrete with MR 73 admixture at a 0.4% dosage achieved an average flexural strength of 43.5042 kg/cm² at 7 days, compared to normal concrete with 35.34 kg/cm² at the same age. At 28 days, concrete with MR 73 admixture at a 0.4% dosage reached an average flexural strength of 49.97 kg/cm², compared to normal concrete with 45.54 kg/cm². The MR 73 admixture proved to increase the flexural strength of concrete by 23% at 7 days and 10% at 28 days compared to normal concrete
