Abstract

This article analyzes the process of filling regional head positions in Indonesia and reconstructs its model from the perspective of State Administrative Law and the fourth principle of Pancasila. The research uses normative legal methods with statutory, conceptual, and historical approaches. The results indicate that the regulation of filling regional head positions has evolved toward a more structured direct electoral democracy, but still faces fundamental weaknesses, namely the dominance of political parties in the nomination process, high political costs, money politics, overly procedural democracy, single candidates, and the widespread use of acting regional heads. These conditions indicate that the current system does not fully align with the principles of State Administrative Law and the values of the fourth principle of Pancasila. This research proposes a reconstruction of a model for filling regional head positions that is administrative-deliberative in nature, with electoral legitimacy maintained through more proportional access to nominations, strengthening public deliberative forums, and stricter restrictions on the appointment of acting regional heads.

Abstract

This community service activity aims to strengthen regional competitiveness by promoting the traditional culinary specialty Palito Daun as a cultural identity and economic potential in Kampar Regency, Riau. Palito Daun culinary delights possess high local wisdom and offer the potential to be developed as a superior regional product. The activity included outreach, branding strategy training, digital-based promotional assistance, and facilitation of business legality for culinary MSMEs. The results demonstrated improved participant skills in more attractive product packaging, utilizing social media for promotion, and understanding the importance of legality in expanding the market. Furthermore, this activity fostered collective community awareness of the importance of preserving traditional recipes while simultaneously developing them to suit modern market tastes. This community service activity is expected to be a strategic step in strengthening Kampar Regency's image as a region with distinctive culinary delights capable of competing locally, nationally, and internationally.

Abstract

The low level of public understanding of the criminal justice system in Indonesia remains a fundamental issue that limits access to justice. This condition is most evident in rural areas, where legal literacy among the community is still low and the utilization of Legal Aid Institutions (LBH) has not been optimal. Through the 2025 MBKM Community Service Program (KUKERTA) of Universitas Riau, a legal education initiative was conducted in Bukit Melintang Village to enhance public understanding of the criminal justice system and the role of LBH in providing legal assistance. The activity employed a participatory approach through lectures, interactive discussions, case simulations, and the creation of legal educational media. Based on a survey involving 40 participants, the community’s understanding of the criminal justice system increased from 25% before the activity (pre-test) to 85% after the activity (post-test). Knowledge regarding the role of LBH rose from 30% to 90%, and the willingness of the community to access legal services increased from 40% to 75%. These improvements were measured through pre-test and post-test surveys as well as evaluative interviews with participants and village officials. Community enthusiasm was reflected in their active participation during discussions and their encouragement for the program to be continued. The activity also resulted in a recommendation to establish a Village Legal Consultation Post in Bukit Melintang as a sustainable follow-up effort. Therefore, this program not only strengthens the community’s legal literacy but also contributes significantly to realizing Bukit Melintang Village as a Law-Aware Village (Desa Sadar Hukum).

Abstract

This study aims to analyze the implementation of public services in the administration of the Electronic Identity Card (e-KTP) in Bukit Raya District, in accordance with Government Regulation Number 96 of 2012 concerning the Implementation of Law Number 25 of 2009 on Public Services. The background of this research is based on the phenomenon of numerous complaints submitted by residents of Bukit Raya District regarding the quality of public services, particularly in the e-KTP administration process. This raises questions concerning the established service standards and the factors that hinder their effectiveness. This research applies both qualitative and quantitative legal methods, using a juridical-sociological legal approach. Data sources consist of primary data obtained through interviews with the Head of the e-KTP Management Division at the Population and Civil Registration Office of Pekanbaru City, officers from the Integrated Administrative Services Section (PATEN) at the district level, and questionnaires distributed to the residents of Bukit Raya District. Secondary data were obtained through literature studies, including laws and regulations, academic literature, and relevant documents. The findings indicate that the implementation of public services in the administration of e-KTP in Bukit Raya District, as stipulated in Government Regulation Number 96 of 2012, has not been optimal. The research reveals that the competence of the human resources assigned to manage e-KTP remains inadequate, and their readiness to serve the public is still low. In addition, the quality of service provided by the operator staff does not yet meet public expectations. The socialization efforts that should be conducted by the Bukit Raya District authorities have also not been carried out effectively, resulting in limited information dissemination among the residents. In the implementation process of issuing the Electronic Identity Card (e-KTP), several obstacles are encountered, including limitations in equipment procurement and the lack of sufficient training or capacity-building for the operators involved. Furthermore, the level of discipline among government personnel tasked with assisting the public in the e-KTP registration process remains relatively low.

Abstract

Penelitian ini mengkaji pelaksanaan transparansi Laporan Realisasi Anggaran Pendapatan dan Belanja Daerah di Kabupaten Kepulauan Meranti berdasarkan UU No. 14 Tahun 2008 tentang Keterbukaan Informasi Publik. Melalui pendekatan yuridis sosiologis, ditemukan bahwa pemenuhan hak informasi masyarakat belum berjalan maksimal akibat kendala teknis dan keterlambatan pembaruan data di website resmi. Hambatan utama meliputi keterbatasan anggaran yang menyebabkan server sering terputus (down) akibat tunggakan pembayaran pihak ketiga, tingginya mutasi pegawai, minimnya koordinasi antar Organisasi Perangkat Daerah (OPD), serta kurangnya SDM yang kompeten. Sebagai solusi, pemerintah daerah berupaya memperkuat koordinasi dan menyederhanakan alur pelaporan, namun kemandirian infrastruktur teknologi informasi tetap krusial untuk menjamin stabilitas layanan.
