Abstract

The construction of the Gemolong Police Sector Headquarters (Mako Polsek Gemolong) and public facilities in Sragen is a state-owned project built from June 4, 2024, to October 31, 2024. This facility serves as a center for public services and complaints to the Indonesian National Police. The construction includes four detention rooms, each with a maximum capacity of five detainees. These detention rooms are not intended for permanent detention but as temporary holding cells before transfer to permanent prisons. This study assesses the effectiveness of implementing quality, cost, and time management during the construction process. The analytical method used involves comparing the implementation of quality management with the Technical Specifications, comparing the Project Implementation Budget Plan (RAP) with the contractual Budget Plan (RAB), and comparing the initial work schedule (Time Schedule) with the actual field implementation. The findings show that quality management during the construction of the Gemolong Police Headquarters and public facilities met the required technical specifications. However, cost management was deemed unsuccessful because the implementation cost reached IDR 3,625,017,095.07, exceeding the contractual value of IDR 3,414,445,000.00, resulting in the failure to achieve the expected 10% profit margin. Time management was also considered unsuccessful due to a 30-working-day delay in project completion. Based on these results, it is recommended that the Commitment-Making Officer (PPK) review the application of contractual provisions in construction projects and that relevant stakeholders pay greater attention to the implementation of quality, cost, and time management principles in future projects.

Abstract

Penelitian ini menganalisis produktivitas tenaga kerja pada empat jenis pekerjaan konstruksi, yaitu pembesian kolom struktur, pemasangan bata merah, pembesian balok dan ring balok, serta pemasangan struktur atap. Hasil analisis menunjukkan variasi signifikan antara produktivitas aktual dan produktivitas ideal. Pada pembesian kolom struktur, produktivitas aktual berkisar 14–272,29 kg/jam, sementara nilai ideal 17–356,8 kg/jam, dipengaruhi oleh faktor tenaga kerja. Pemasangan bata merah memiliki produktivitas 2,41–3,59 m²/jam, sedikit di bawah ideal 2,65–5,06 m²/jam, terkait metode kerja. Pembesian balok dan ring balok menunjukkan produktivitas 12–29 kg/jam, namun beberapa tukang mencapai 167,62–261,77 kg/jam mendekati nilai ideal 179,85–312,32 kg/jam, menandakan pengaruh koordinasi dan efektivitas alat bantu. Pemasangan struktur atap berkisar 10,45–13,18 m²/jam, lebih rendah dari standar 13,58–17,09 m²/jam, dipengaruhi metode kerja dan koordinasi. Perbandingan koefisien produktivitas aktual dengan standar Permen PUPR Nomor 8 Tahun 2023 menunjukkan perbedaan 10–78% tergantung jenis pekerjaan. Temuan ini menegaskan perlunya penyesuaian standar normatif agar mencerminkan praktik kerja nyata di lapangan.

Abstract

This study adopts a quantitative case study approach using the Earned Value Method (EVM) to assess project cost and schedule performance, complemented by a Time–Cost Trade Off (Crashing Analysis) to formulate acceleration strategies that restore the project to its planned timeline. Primary data were collected through field observations and interviews, while secondary data were obtained from weekly and monthly reports, the project time schedule, and the Project Budget Plan (RAB). The analysis indicates that the project experienced delays, reflected by by the condition BCWP < BCWS, which reflects schedule deviation. However, cost utilization remains efficient because ACWP < BCWP, indicating that actual spending is lower than the value of work completed. This condition is supported by the cost performance index CPI > 1, which signifies cost efficiency, while the schedule performance index SPI < 1 indicates schedule delays. The estimated cost at completion (EAC), amounting to Rp13,125,412,382.00, shows that the project is expected to finish below the original budget of Rp17,968,594,000.00, whereas the time estimate (TE) shows a potential delay of 11.82 weeks beyond the contract duration. Through crashing analysis, adding 5 hours of overtime per day can reduce the remaining critical path duration from 11.82 weeks to 6 weeks with an additional cost of Rp143,390,625.00, equivalent to approximately 4.3% of the total crash cost.

Abstract

This study aims to optimize project duration and minimize additional costs in the Cibeet Dam Package 1 project by applying the Least Cost Analysis method through strategies of increasing labor workforce and adding overtime hours (1, 2, and 3 hours). Primary and secondary data were collected from project documents and analyzed using Microsoft Project to identify the critical path and perform crashing simulations, as well as Microsoft Excel for cost calculations. The results indicate that increasing labor can accelerate the project duration by up to 15.8% with a 12% increase in cost, while adding overtime hours provides acceleration with relatively lower additional costs. The combination of both strategies yields an optimal balance, achieving a 22.7% reduction in duration with a 15.8% cost increase. This study reinforces the effectiveness of the Least Cost Analysis method as a strategic tool in project management decision-making, especially for controlling risks of delays and cost overruns in construction projects. Further research is recommended to include external variables for more comprehensive outcomes

Abstract

Sebuah proyek renovasi memiliki lebih banyak ketidakpastian daripada proyek bangunan baru, hal ini karena keterbatasan-keterbatasan akibat dari bangunan yang telah ada. Keterbatasan tersebut berpotensi untuk memunculkan permasalahan-permasalahan seperti keterlambatan waktu, pembengkakan biaya, kualitas pekerjaan yang rendah hingga aspek safety atau keselamatan kerja. Tujuan dari penelitian ini yaitu untuk mengidentifikasi risiko terhadap risiko yang berpotensi muncul di Proyek Renovasi Stadion Gelora Bumi Kartini Jepara. Teknik pengumpulan data yang digunakan yaitu dengan cara penyebaran kuesioner yang ditujukan kepada subjek penelitian. Penilaian klasifikasi risiko didasarkan atas asumsi atau opini dari subjek penelitian terhadap variabel yang sedang diteliti dalam skala likert. Selanjutnya dilakukan tahap analisis data dengan cara mengkali penilaian yang mencakup probabilitas (kemungkinan) dan concequence (dampak) dari risiko tersebut terhadap tabel pemetaan risiko (risk maps) hingga didapatkan kategori masing-masing risiko seperti Low, Medium, High atau Extreme. Berdasarkan penelitian yang telah dilakukan diperoleh hasil bahwa aktivitas pekerjaan yang memiliki tingkat risiko Low dan Medium yaitu meliputi Pekerjaan Persiapan, Pekerjaan Tanah, Pekerjaan Bekisting, Pekerjaan Pengecoran, Pekerjaan Baja, Pekerjaan Plat Lantai, Pekerjaan Arsitektur, Pekerjaan Elektrikal, Pekerjaan Plumbing dan Pekerjaan Area Lapangan. Sedangkan aktivitas pekerjaan yang memiliki tingkat risiko Low, Medium dan High yaitu meliputi Pekerjaan Pembongkaran dan Pekerjaan Pembesian.

Abstract

The issuance of the Certificate of Proper Function (SLF) constitutes the final stage in ensuring that a building complies with safety, health, comfort, and accessibility (K4) requirements, as mandated by Government Regulation No. 16 of 2021. This study analyzes the role of the Construction Management Consultant (CMC) in optimizing regulatory compliance for SLF in the Integrated Lecture Building and Fisipol Building Project at Universitas Tidar Magelang. A descriptive qualitative method with a case study approach was employed, involving interviews, field observations, and document reviews. Data were analyzed using the interactive model of Miles & Huberman. The findings reveal that the CMC plays a crucial role in enhancing SLF compliance through three primary functions: (1) Preventive auditing of the Detailed Engineering Design (DED), which identified design discrepancies and potential risks; (2) Quality Assurance and Quality Control (QA/QC) based on SNI 2847:2019 and SNI 1726:2019 to ensure construction accuracy; and (3) Functional system verification, including assessment of MEP and fire protection systems through installation evaluation and commissioning tests. These optimized functions significantly improved project compliance with SLF requirements and minimized legal risks. The study recommends the development of internal operational standards and the adoption of BIM to strengthen documentation and streamline SLF regulatory verification. Abstract

The selection of contract types for port construction projects is a strategic decision that affects the success of project implementation, particularly in managing risks, costs, and technical complexities. This study aims to analyze the performance of Design and Build contracts in port projects and determine the most suitable contract type using the Analytical Hierarchy Process (AHP) method. This study uses a descriptive quantitative approach with case studies on three port projects, namely the Ex. Semen Tonasa Port Branch Banjarmasin Stacking Field Paving Project, the Batang Multipurpose Terminal Phase I Development, and the Design and Build Revetment and Retaining Wall Dumping 1 Benoa Port. Project performance analysis was conducted based on time deviation and profit percentage against the contract BOQ. Furthermore, the best contract type was determined using the AHP method through the preparation of a decision hierarchy, pairwise comparisons between criteria and alternatives, priority weight calculations, and consistency ratio testing. The results of the study show that all projects experienced time extensions of between 25% and 56%, but still generated positive profits with margins of between 8.69% and 22.79%. AHP analysis with four main criteria of risk level, cost, scale of work, and source of financing shows that the risk level has the highest weight of 0.518 (51.8%). The global priority calculation resulted in the Design and Build contract as the most suitable alternative with a weight of 0.49 (49%), followed by the conventional contract (0.27) and Lump Sum (0.24). This study concludes that for port projects with high complexity and risk, the Design and Build contract is the most effective option because it integrates design and construction into one coordinated responsibility.
