Abstract

This study would like to know and analyze the implementation of Environmental Permit Based on Government Regulation No. 27 of 2012 by the Environment Agency in Pekanbaru City in 2016. describe the variables that may affect the Implementation of Environmental License, obstacles to the efforts that need to be done in the implementation of licensing Environment in Pekanbaru City.This research uses qualitative research method by entering descriptive data assessment. Taking informant in this research is Purposive Sampling that is technique of taking data source with certain consideration, certain consideration of this person who is considered most know about what we expect or as ruler so that will facilitate the researcher to explore object / social situation under study.From the result of the research, it can be concluded that the implementation of environmental permit in Pekanbaru City has not fully fulfilled the provisions as regulated in Government Regulation No. 27 of 2012 on Environmental Permit, such as the implementation of environmental management and monitoring does not involve the community. The inhibiting factor in the implementation of environmental permit in Pekanbaru City is the limited human resources capable of assessing a business plan and / or activity, business actors still consider the environmental permit incriminating in terms of cost. Supervision by related agencies in the environmental field in Pekanbaru City hit the cost problem. Efforts that need to be done in the framework of the implementation of environmental permit in Pekanbaru City is to improve the human resources capable of assessing a business plan and / or activity, streamlining the involvement of the community, supervision is required by way of sudden inspection.Keywords: Implementation, Environmental Permit.

Abstract

The presence of disciplinary offenses committed village head, district head due to the lack of a role in fostering the delivery of Village Governance in the New Hope Village District of Saber Bengkalis district, sub-district which is not maximized direct supervision tasks village head, this happens due to lack of approach between the sub-district with the Village Head New Hope Village District of Saber Bengkalis, so Camats not get proper information about the implementation of the village chief task, whether it is carried out properly or not. This study aims to determine the role of sub-district in the implementation of the Government guidance in the village of New Hope Village District of Bengkalis Saber 2012. Methods used in the study using qualitative methods. Respondents of this study were sub-district, the District Secretary, Head of Government Affairs Village, Village Consultative Body, the village head, village secretary, Institute for Village Empowerment, Youth in the New Hope Village District of Saber number 8 respondents. Data were collected by conducting interviews and documentation. The results showed the district head coaching role of implementation of the Government in the village of New Hope Village New Hope Village District of Saber Bengkalis in 2012 through the conduct giving guidance, provision of guidance, mentoring, provision of training, supervision had a role, but there are still obstacles. In terms of fostering the organization of village government obstacles is the lack of human resources in rural and less budget execution guidance, but sub-district also received support in improving labor discipline that village officials with the high spirits of the apparatus in the village following the development activities undertaken and also the support of the village to the sub-district officials to always conduct development activities in order to improve the organization of village government work discipline in the village of New Hope.Keywords: Role of sub-district, Coaching, Organizing Village Government

Abstract

This research is motivated by the implementation of the division yet Bungarayavillage Bungaraya Siak Hulu subdistrict, whereas the expansion requirement hasbeen met. This study aims to determine the dynamics of the expansion of thevillage in the district of Hulu Bungaraya Bungaraya Siak in 2011 Until Now. Thelocation of this research is located in the village of the District BungarayaBungaraya Siak. Subjects were those who knew or completeness of theinformation nor the object of research. In this study researchers used informantsthrough key informants. Key informants in this study were sub-district BungarayaSiak and Bungaraya Village Head, Chairman of BPD (Village Consultative Body)Bunga Raya village, village secretary, BPMPD (Agency for CommunityEmpowerment and Village Government). Engineering major or primary datacollection using interviews / interview. Results reveal that the splitting of thevillage of Bunga Raya Hulu has become a dynamic to be resolved. In the villagehead Bunga Raya no problems, while in the sub-district head said divisionproblems should be studied and should be resolved at the district level. Then,when viewed from the requirements and regulations of the Minister of the Interiordivision of the village, that village Bunga Raya Hulu has met all the requirementscorrectly. The latter is an indication of the importance of other parties to hinderthe process of dividing the village of Bunga Raya Hulu.Keywords: Dynamics, village expansion

Abstract

Service is an implementation of the rights of the people or consumers within the life of the state and society, in the organization of such services as mandated in Decision Regulation No. 24 of 2006 on public services is expected to service the fast, precise, easy, accurate, inexpensive and affordable by the community as consumer. But in reality it is still within the contextual concept that did not move away from long bureaucratic structure, which takes a lot of time and higher costs. Besides, there are factors that affect service delivery as well as in theory Edwards III, Communications, Resources, Attitudes and Structures Bureaucracy.In the implementation of the licensing service on Spatial Planning and Building Pekanbaru not run optimally, there are still shortcomings in its implementation so that people do not get the best services from the Agency. Among these problems is a process, time and cost penyelenggaraaan. And in the provision of services on the disclosure of information that is needed by the community is not available as expected, causing society finds it difficult to get public information services.In response to this problem, the researchers conducted a study on the creation of Licensing Services Building Permit (IMB) at the Department of Spatial Planning and Building Pekanbaru City in 2012 - 2014. The research is a qualitative research with descriptive approach. The population in this study is the apparatus as a community service providers and consumers. Data was collected by means of literature review, observation and direct observation of the object of study, as well as interviews with respondents and informants.Based on the results of this research is expected Spatial Planning and City Buildings Pekanbarudapat run licensing services are excellent and professional, with information that is easily accessed by the public Yag entitled to the provision of services licensing quality, and to optimize service resources in order to be empowered in accordance with the management capabilities and organization of the agency. Abstract

Customs and traditions is a reflection of the culture, religion and local customs that are aligned with the needs of the people who use them. Along with the times, the role of customs in everyday life fade, whereas customs is a concept of social life which for generations has been proven to maintain harmony in social life. As is the management of the government is a typical process consists of the actions of planning, organizing, mobilizing and controlling performed to determine and achieve the goals that have been determined through the use of human resources and other sources. This study aims to determine the role and constraints Village Government in Preservation of Customs at Tanjung Pauh Subdistrict Regency Singingi Hilir Kuantan Singingi Year 2010-2015.This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. Role of Government Tanjung Pauh so far only limited empowerment and development in order to maintain the sustainability of the customs value. The village government has not been able to design a government management in the preservation of customs. Conservation policy customs incentives only limited relief, aid procurement Indigenous Tambo book. Abstract

This study aims to determine the role of Family Planning Agency and Women's Empowerment in implementing the family planning program in Kampar regency Gentlemen. As for the background of this research is not yet achieved the target of family planning acceptors Men in Kampar regency and the condition of the lack of information about family planning in Kampar regency Gentlemen. This study uses a qualitative method of data collection techniques by means of in-depth interviews and the use of libraries as well as qualitative descriptive data analysis. The necessary data, among others; primary data obtained through interviews and secondary data obtained through library research on issues related to this study. Based on the survey results revealed that the role BKBPP Kampar district in implementing the family planning program is to make efforts male socialization and continuous coordination with Government agencies, but to socialize Men specific family planning program is not yet done. Abstract

Farmers are key to the fulfillment of human needs for food. The more optimal farmers' efforts in improving farming the better the nutritional needs of people in Indonesia. Therefore, development of farmers is one of the important agenda of the government to meet national food needs, so that agricultural development can run with the objective to be achieved. In the city of Pekanbaru District of Rumbai is one of the agricultural area. Rumbai districts is that the District has the largest farmer group, so the coaching group in the District Rumbai must be considered. This study aims to investigate the implementation of tasks Executing Agency for Food Security and Agricultural Extension Pekanbaru city in the implementation of the District farmer group formation Rumbai 2014. And looking at the obstacles faced UPTB-PP as the implementation of the field coaching duties in the optimization of farming in the District Rumbai 2014. The method used in this study using a qualitative approach. The type and source of the data obtained from this study collected primary data sourced from informants research and secondary data obtained from books and journals related to the research. On data collection in this study conducted by direct observation of the research object and in-depth interviews with research informants such as Head UPTB-PP Pesisir subdistrict Tassel, member UPTB and farmers who are members of the board and members of farmers in the district Rumbai. Based on these findings the authors find the implementation of the field coaching duties UPTB-PP to the optimization of farmers' groups in the District Rumbai Tahun2014've done coaching. the coaching process is done by giving guidance and training and periodic supervision. Constraints experienced UPTB-PP in fostering farmer groups because of limited ability and understanding of the farmers in the district Rumbai in implementing the guidance material provided, plus the lack of participation of farmers in the following activities provided UPTB-PP. Abstract

The goals of this research is to analyze and to describe how the Rural Economic Institute in a program of effort empowering people to be independent and prosperous society. In practice, it is not compatible with expectations and Operational Standards and Procedures, because the society has been too spoiled with the assistance pragmatically. Uncovering the weaknesses and constraints in the implementation of the Empowerment Program, this research tries to approach the implementation of government policies that are used to analyze the problems of who you really are instrumental in its implementation.Empowerment Program is a new format that provides opportunities for people to participate in determining things that can lift their lives. However, the success or failure of the implementation, depending on how the strategy and the involvement of society itself while also monitoring and supervision of the related circles. Abstract

Government Regulation No. 72 Year 2005 tentangDesa: Article 78, namely: To improve people's income and the Village, the Village Government can establish village-owned enterprises in accordance with the needs and potential of the village. Provincial and District Government support is quite large, in the formation of BUM village is referring to the rule area Rokan Hulu No. 8 of 2007 on village-owned enterprises and implemented by decree Rokan Hulu No. 18 of 2009 and replaced by decree No. 64 2014 on the implementation guidelines village-owned enterprises.The method used in this study is a qualitative research with descriptive approach, with a focus on: (1) Strategy Regional Government in the development of village-owned enterprises (2) factors that support the development BUM Village Business Partner Mulya (3) Factors hindering the development of BUM Village Langkitin ,Results of the study is that the strategy of local governments in the development of village-owned enterprises to establish district coordinator as a builder BUM village in Rokan Hulu a factor supporting the development BUM village in Rokan Hulu one BUM village Mulya Business Partners. But would not all BUM village is managed and run in accordance with the purpose of BUM village was myself, One Village BUM Langkitin.
