Abstract

This research is based on the quality of village development planning which is very important for the village in determining future development. In its implementation, there are obstacles such as community participation is still not maximal / up and down, and not yet in favor of the community, attendance of musrenbangdes participants dominated by village government and ineffective development proposal in musrenbangdes. This study aims to describe the quality of village development planning and find out the ineffective development priority proposals. The method used in this research is descriptive approach method with qualitative research type. The type of research data is primary data and secondary data. Data collection techniques in this study are interviews and documentation. Technical analysis of data used is descriptive qualitative data analysis.The results show that the quality of village development planning is still not good. This can be seen from some data obtained from the villages, districts, and field data collected. The right solution to overcome these problems is the need for support from the village government in increasing the participation of the community both the socialization and the direct plunge of the field and the need for the provision of understanding in the form of motivation to the community to be more active in issuing opinions or proposals in accordance with the wishes and needs of society ..Keywords: Quality, Village Development Planning.

Abstract

Case Gold Mining Without Permission (PETI) which are prevalent in the province of Riau, one along the river Cerenti Cerenti Subdistrict Regency Kuantan Singingi. In addition to mining activities that are not equipped with a permit, also the gold mining activities destroy nature and ecosystems and devastating the lives of people who live along the river. The problem in this research is how the government law enforcement against Gold Mining Without Permission (PETI) in District Kuantan District Cerenti Singingi the Year 2015? The purpose of this study is to investigate to determine the law enforcement government against Gold Mining Without Permission (PETI) in District Cerenti Regency Kuantan Singingi 2015 and barriers in law enforcement government against Gold Mining Without Permission (PETI) in District Cerenti Regency Kuantan Singingi 2015. in this study, researchers used a descriptive research with a qualitative method approach. This research is located in the district of Kuantan District Cerenti Singingi. For the research informants using purposive sampling techniques. Data collection techniques used were observation, interviews and documentation. To examine the issues raised in this study, the authors analyze the data using descriptive methods.The results of this study can be concluded that the government's handling of law enforcement against Gold Mining Without Permission (PETI) in District Kuantan District Cerenti Singingi 2015 is running as it should. In the framework of the rule of law, the general handling procedures together with other common criminal case. Kuantan district police Singingi inhibiting factor in dealing with criminal assault Gold Mining Without Permission include: (1) lack of public awareness (2) of miners in the back-up by oknumyang not responsible (3) the suspect fled.Keywords: Law Enforcement, Gold Mining Without Permission (Peti)

Abstract

This research is based on the election of village heads simultaneously in 2015 in accordance with Law Number 6 Year 2014 About the Village. The election of village heads simultaneously was also held in Balam Jaya Village, Tambang Sub District, Kampar District. At the time of the election of village chief Balam Jaya Year 2015, political participation Balam Jaya Village community is very high with many factors that influence it. Based on the background of the problem, this study aims to determine the factors that led to high political participation of the community in the Village Balam Jaya District Tambang Kampar regency in the election of village heads simultaneously in 2015. Research methods used in the writing of this thesis is Qualitative. Data type in this research is primary data and secondary data. Data collection techniques in this study are interviews and documentation. Data analysis technique used is descriptive qualitative.The results of this study indicate that the high political participation of the people of Balam Jaya in Village during the election of village heads simultaneously in 2015 is caused by many factors. Generally Balam Jaya villagers choose because of the factors of political mobilization, sociological factors, psychological factors and rational choice factors. However, one of the more dominant factors among these factors is sociological factors, where the influence of demographic and socio-economic backgrounds, such as gender, residence (city-village), occupation, education, class, income, and religion as well The existence of family relations is very influential on the election of village heads in the village of Balam Jaya. However, the overall factors contributing to the high level of political participation of the people are interrelated, as are political mobilization factors that are linked to the underlying factors of sociological, psychological and rational choice. It can be seen and analyzed from the answer informant research when conducting interviews in the field. Then in this study the authors conclude that the sociological factor is the biggest factor causing the high political participation of the community in the village of Balam Jaya, then the factor is also reinforced by other factors that also have considerable influence.Keywords: Unselected Behavior, Village Head Election

Abstract

Population and Civil Registration Department in Pekanbaru City reach Predicate Compliance Standards in the Public Service Act No. 25 of 2009 on Public Service in 2014 given by OMBUDSMAN Republic of Indonesia. Additionally, Populatin and Civil Registration Departmen in Pekanbaru City has been named as a reference model in order to 11 from 57 regencies/cities in Indonesia and used as role modeling One Stop Services (OSS) awarded by the Ministry of Administrative Reform and Bureaucratic Reform (PANRB). This makes some regions perform comparative studies to follow the innovation and the services provided to the civil society by Population and Civil Registration Department in Pekanbaru city. The method used in this research is descriptive method with qualitative research. Type of research data is primary data and secondary data. Data collection techniques in this study is documentation, observation and interviews. Technical analysis of the data used is descriptive qualitative data analysis.The results of this research is Population and Civil Registration Department in Pekanbaru City has a program, namely: Improving the quality of human resources through improvement of excellent service to the community, Doing cooperation with the Agency, Provides Services with Ball Pick Systems, and Guidance or Socialization of Population Administration For Civil Society. Factors that affect the successful of Population and Civil Registration Department in Pekanbaru City are: the information requirements, the completion period information, the charges information, facilities, infrastructure, and/or facilities, executive competence, their handling of complaints, suggestions, and feedback.Keywords: Leadership Administration, Population and Civil Registration Department in Pekanbaru

Abstract

The Government of Village has the authority to supervise the existing social institutions in every kepenghuluan, the guidance done by the introduction of duties and functions of every institution namely the institution of PKK and the RW . This study aims to find out the guidance of government kepenghuluan to community institutions in Village Bagan Nibung District Simpang Kanan Kistrict RokanHilir.This research uses qualitative research method with descriptive research type, which can be interpreted as problem solving process investigated by describing the state of research subject based on facts that appear during the research which then proceed with based on existing theories. Development of government kepenghuluan in conducting coaching has not run maximally, government kepenghuluan only provide guidance about the main task and function, Because so far there is no coaching from local government so that institution in carrying out duty and function not yet fully reached.Based on the results of research that has been done on the function of fostering governance kepenghuluan to community institutions kepenghuluan in kepenghuluan Bagan Nibung Simpang Kanan District Rokan Hilir District 2015-2015 researchers can conclude that, the guidance is do by government kepenghuluan to community institutions less maximum so that community institutions especially PKK And RW has not done its job well. Should the local government should provide guidance to the government kepenghuluan about community institutions such as training so that coaching conducted by the government Village should run optimally. Abstract

This study aims to determine the implementation of the function of Village Consultative Agency in accommodating and channeling the aspirations of village communities in the Village Koto Tuo Kuantan Tengah District Kuantan Singingi Year 2015. This study uses qualitative research methods with descriptive research type, which can be interpreted as a process of solving problems investigated by describing the state of research subjects based on the facts found.This research found that the function of BPD in accommodating the aspirations of the community has not been implemented maximally because it has never conducted an activity that is accommodating the aspirations of the community. In channeling the aspirations of the community to the village head is still poorly implemented. Because all the aspirations that come from the community there is no follow-up. In addressing the aspirations of the community also has not been able to address the aspirations of the community because it rarely holds meetings with in terms of discussing the problems in the village. In determining the rules and programs of village development in accordance with the aspirated or desired by the community also looks less running properly this is due to lack of understanding with the main task and function.The conclusion is that the function of BPD in accommodating and channeling people's aspirations has not been done well. As for the causes or constraints faced by BPD in accommodating, and channeling the aspirations of the community is the absence of BPD go down directly to the community causing the difficulty implemented to accommodate and channel the aspirations of the community and the lack of attention from the members of BPD to the problems of society.Keywords: BPD Function, Accommodate and Distribute People's Aspirations

Abstract

Village Head Election was a competition arenas open to the village head candidate. The determination of the voter's choice of candidates chosen is a phenomenon that can be observed trends influencing factors including voting behavior in village elections (the elections). At previous period dayun village was a village with low community participation, but in the period 2013 - 2019 this community was so enthusiastic about participating in the elections. From the results of the elections and the results obtained are absolute victory by one of the candidates who are still younger and have not been in the government order dayun villageThe problems discussed this thesis that is how the the behavior of voters in the election of the village head and the factors driving change in the political behavior of the citizens of the Dayun Village Dayun District of Siak Sriindrapura Regency. This research uses descriptive quantitative research study was a survey form. Technique of determining the number of samples used was to use the formula Slovenian. Respondents were sampled in this study were 96 respondentsThe results showed that there was a change in the behavior of voters in the elections in the Dayun village of period 2013 - 2019. The factors that encourage behavioral change is people tend to judge one of the candidates for village head has a personality that is reliable, has a vision / mission clear, good image, education level, age, village head candidate, religious similarities and figure a good candidate.Key Word : Behavior, Village Head Election and Village Head

Abstract

The 1945 Constitution of the Republic of Indonesia states that the Republic of Indonesia is a unitary state in the form of a republic. The granting of the widest possible autonomy to the Regions is directed to accelerate the realization of the welfare of the community through improved services, empowerment, and community participation. In addition, through broad autonomy, in the strategic environment of globalization, the Region is expected to be able to increase its competitiveness by paying attention to the principles of democracy, equity, justice, privileges and specificities as well as the potential and diversity of the Region in the Unitary State of the Republic of Indonesia.This study aims to describe the empowerment program of remote indigenous communities by the Bengkalis Regency Social Service towards the Sakai Tribe in Semunai Village, Pinggir Subdistrict and to determine the factors that hamper the Bengkalis Regency Social Service towards the remote indigenous community empowerment program (KAT). This research uses descriptive qualitative methods and data collection techniques by observation, literature study and interviews.The results of this study can be seen that the implementation of the aid program by the Bengkalis Regency Social Service towards KAT in the form of assistance for livable houses (RLH), rainwater collection assistance (PAH) and school equipment assistance. The empowerment program carried out by Bengkalis Regency Social Service has not been implemented optimally and only covers physical aspects. This can be seen in the implementation of the empowerment program that is uneven and unrealized with the target to be achieved. The inhibiting factor in the implementation of remote indigenous community empowerment programs is the lack of budget in implementing remote indigenous community empowerment programs, the culture of remote indigenous communities that are still primitive and dependent (Dependency). Keywords: Regional Autonomy, Social Empowerment, Empowerment Preparation

Abstract

This study aims to determine the relationship patterns Village Consultative Body (BPD) with the village government in the construction of the Village of Danau Lancang Village in District of Tapung Hulu Kampar Regency. This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. The presence of the Village Consultative Body with the village government as an arbitrary function and is expected to create a system of check and balances in the manufacture of village development planning. The pattern of parallel relationship between members of the Village Consultative Body and village heads as to which is set in the legislation turned out to be in the implementation, marred by practices working relationships are less harmonious and leads to the occurrence konfik and realize the tendency of domination of the village chief on Village Consultative Body into the Development village, because there is often confusion between the one with the other, it seems the notion of village government who consider BPD is not as opponents but partners, as well as BPD who feel that their presence is not appreciated. The conclusion of this study is BPD Danau Lancang Village can not perform its function well, the lack of coordination between the BPD and the village government in rural development. In addition, the lack of effective communication between BPD and the fabric of society in rural development. To that end, the advice given is the need for coordination and cooperation, in addition to enhanced pattern of relationships intensive communication and coordination with the good. Abstract

The study aimed to determine the role of Local Government District Kuantan Singingi to resolving smallholdings conflict partnership between Tri Bhakti Sarimas Company (PT TBS). and Prima Sehati corporation (KUD. PS) in the sub-district Kuantan Mudik. This study focuses partnership between PT. TBS and KUD. PS because it had many problems in the partnership. So that, needed the role of Local Government District Kuantan Singingi to resolving the problematic. This phenomenon become interest to studies and be the background of this research. So the authors make formulation the problems are: what is the causative factor of conflict smallholdings and how the role of Local Government District of Kuantan Singingi to resolving the conflict. Based on this background, the study aims to analyze the role of Local Government district Kuantan Singingi to resolving smallholdings conflict partnership between PT. TBS and KUD. PS The research method is qualitative, with descriptive research, the data collection done by observation, interviews and documentation. From the research of result, shows that the Role of Local Government district Kuantan Singingi to resolving Smallholdings Conflict Partnership between PT. TBS and KUD. PS are: Local Government District of Kuantan Singingi made facilitating to resolving the conflict like a meet room to facilitation the problem between the third of actor. while that the parliament of Kuantan Singingi done they role as a mediator to mediation resolving the problems. Parliament done hearing between PT. TBS, KUD. PS ant Pucuk Rantau citizen as a member of corporation.
