Abstract

In February 2016 the Government of Palas Village initiated a program initiative of 1,000 free home footprints that had been agreed with the Village Consultative Board using the funds from the Palas Village Head's donation, the program was given to the poor and unemployed communities, the program of 1,000 free home footprints This is not only for the Palas Village community, but the Palas Village Government also opens opportunities for people from outside the village outside the sub-district. Tread house here is empty land with size 15 m x 20 m = 300 m2 or covering 30 hectares.The purpose of this study is to find out how the strategy of the Palas Village Government in the implementation of the 1.000 second free home footprint program, to find out how the impact of the 1,000 free home footprint program provided by the Palas Village Government for the progress of Desa Palas. In this study, the authors use descriptive research type with qualitative analysis method .. The location of this study was conducted in Palas Village District Pangkalan Kuras Pelalawan District. This research uses the theory of strategy and authority theory. Data collection techniques in this study is by way of interviews and see the documentation to complete the data in this study. Qualitative research method is an option in this study because the author wants mengekplore more in-depth study by looking at the phenomenon and reality that exist in this study.Based on the results of the analysis of this study shows that: the implementation strategy of the program of 1000 free home footprint is done in phases, given the source of funds that only comes from the contribution of the Head of Palas village amounting to approximately Rp.600.000.000, -. Then the building program of 1,000 free home footprint is very good impact on the economic growth of the community of Palas Village and also the progress of Desa Palas.Keywords: Strategy, Village Government

Abstract

This study aims to determine the governance guidance and control of production forests in Riau Province. As for the background of this study is a) the rampant conversion of forest area of ​​protected forest areas / nature / reserves into production forest plantation area or other uses (APL), b) the emergence of catastrophic fires and smoke haze as a result of the shift in the status area the forests and c) the increase of illegal logging and illegal practice of trading both forest products and forest areas. Associated with that background, the underlying idea of ​​this study on the theoretical framework of authority (authority). For tracking information and data needed, this study used a qualitative approach to data collection techniques interviews and documentation of the data of both primary and secondary. Further analysis of the data conducted a qualitative descriptive describes the condition of empirical research on the issue.This study finally shows that; First, the guidance and control of forest governance in the province of Riau production refers to the legislation that exists. Therefore, in an effort to provide guidance and control of forest governance of production, Riau Forestry Service planning for forest management of production, development and control of the business of production of forestry to encourage the restructuring and rationalization of the forestry industry, make a plan and the realization of the raw material industry ( in the province / out of province / import), draw up a framework for the sector which includes ecological, social, economic and institutional as well as to safeguard forest areas.Second, are factors inhibiting the development and governance pengedalian production forests in Riau Province, namely the legality of the country's forests, licensing control problems, structural problems and institutional capacity as well as control of information by the private sector problem.Keywords: Governance, Authority, Forest Production

Abstract

Based on the Medium Term Development Plan of North Tapanuli Regency Year 2014-2019, established Vision makes North Tapanuli as a tourist destination, one of which is the development of tourist areas Muara. In its development until 2015, several programs and activities in realizing the North Tapanuli as a tourist destination especially Muara travel area development can not be realized with the maximum. The purpose of this study to determine the strategy of local governments in the development of the tourist area of Muara 2015 and the factors that affect the implementation of tourism development Muara 2015. The research was qualitative descriptive research data collection is by interview and documentation, or the document search , The theory used in this research is the theory of government management, strategy theory and the theory of the development of tourism. From the results of the field studies showed that some programs and activities in the development of the tourist area of Muara not running maximum, there's even a program that does not bejalan due to lack of budget or funds obtained by the Department of Tourism and Culture of North Tapanuli. The factors that affect the implementation of tourism development Muara based on theory and management strategies of government, namely: lack of awareness, lack of funds, lack of human resources, and the lack of supporting facilities. The local government should conduct an evaluation of the programs can not be implemented so that the next policy can be more effective. Abstract

PTSL is a land registration activity which includes the collection and determination of the truth of physical data and juridical data concerning one or several objects of land registration for the purposes of registration, the costs of which are not burdened to the public. The formulation of the problem of this study is: How is the implementation of the Complete Systematic Land Registration Program (PTSL) in Kuantan Singingi Regency in 2017?This research is a descriptive research with a qualitative approach. The location of this study was conducted in Kuantan Singingi Regency. Data collection techniques are carried out with qualitative data analysis. While the results of the study concluded that the Implementation of the Complete Systematic Land Registration Program (PTSL) in Kuantan Singingi Regency in 2017 was not good enough. This is the most dominant thing to influence the Implementation of the Complete Systematic Land Registration Program (PTSL) in Kuantan Singingi Regency is a resource factor. The implementation of the Complete Systematic Land Registration Program (PTSL) in Kuantan Singingi Regency in 2017 does not reach the target or volume that has been planned, especially staff totaling 6 (six) staffs are not balanced with the number of targets that have been set in the Complete Systematic Land Registration Program (PTSL ) in Kuantan Singingi Regency.Keywords: Implementation, Complete Systematic Land Registration Program (PTSL )

Abstract

Head has the authority to direct and oversee the management of the Village Fund Allocation, coaching and supervision will be made by the Head of Kampar Kiri Hulu is only socialize Head to Head Village about making the preparation of the budget cap Village Fund Allocation. This study aims to determine the guidance and supervision of the Head of the Village in the Village Fund Allocation Gema Kampar Kiri Hulu District of Kampar. This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. Guidance and supervision of Kampar Kiri Hulu subdistrict leader in the management of the Village Fund Allocation in the village of Gema in 2012-2014 seen from the financial management of the village is already well underway with providing guidance and consultation in the preparation of Administrative APBDes and orderly village finances. While the ADD management supervision has not been going up where there are execution of the work comes from the ADD results of his work is not as expected. In the implementation of the guidance and supervision of the management of ADD in the village Gema there are obstacles in the form of the unavailability of technical personnel, ADD is more widely used for routine expenditure rather than capital expenditure, supervision of BPD in the implementation of APBDes not run well. Abstract

Country of Kopah represent one of the country exist in region district of Kuantan Tengah of Sub-Province Kuantan Singingi which consist of 5 countryside that is countryside of Kototuo, countryside of Kopah, countryside of Jaya and countryside of Munsaloh. Role of my me custom, peripheral of countryside, and prominent other society like BPD representing country elitee of Kopah very is influencing decision of resident in taking choice. This matter can be seen from result of legislative general election and election of regional leader and proxy regional leader in country of Kopah district of Teluk Kuantan where resident of country of Kopah support candidate of Party Association of Development (PPP) at legislative general election and support couple H. Sukarmis and of Drs. H. Zulkifli, M.Si carried by Party Functional Group at election of regional leader and proxy regional leader period 2011-2016 some times ago. Result of from management of legislative general election 2009 with election of regional leader and proxy regional leader Sub-Province Kuantan Singingi Year 2011-2016 happened change of country society support of Kopah to political party result of legislative general election of year 2009.As for intention of this research is to know role of elitee country of Kopah district of Teluk Kuantan at election of regional leader and proxy regional leader Sub-Province Kuantan Singingi Year 2011.This research is conducted by in country of Kopah district of Kuantan Tengah of Sub-Province Kuantan Singingi which consist of 5 countryside that is countryside of Koto tuo, countryside of Kopah, countryside of Jaya, Countryside of Munsalo and Countryside of Pulau Baru. Technique intake of data use interview that is in the form of raised question verbally to responder for the equiping of date. Abstract

Choosing is an autonomous activity, in the sense of non-pressure and coercion from others. The sociological approach tends to place voting in relation to the social context. The concrete of one's choice in elections is influenced by demographic and socioeconomic backgrounds, such as gender, residence (city-village), occupation, education, class, income and religion. The sociological approach explains, social characteristics and groupings are factors that influence voter behavior.The research method used in this research is descriptive research with qualitative analysis method. This study aims to see how the behavior of voters in the election Wali Nagari in Kenagarian Rabi Jonggor, Mount Tuleh, West Pasaman, West Sumatra Year 2014 that affect the election of one candidate in Pilwana. This study is also to find out how the shift in voter behavior in the context of the social structure of society in Rabi Jonggor kenagarian previously held by other elite groups. So that the influence of various social factors greatly influence voter behavior in determining the choice that make an elite group in government is shifted by other elite group in Kenagarian Rabi Jonggor.The selection of Wali Nagari in Rabi Jonggor Kenagarian Year 2014 shows that the main factor of voters in determining their choice based on sociological approach can be seen from education side, family background or kinship and social class. These three sides determine the voter's behavior in determining the choice because the other side of the sociological approach is not very influential in determining voter behavior, so that the three sides of voter behavior becomes a reference in determining how voters behavior in the election of Wali Nagari Year 2014.Keywords: Pilwana, Nagari, Sociological Approach, Voter Behavior

Abstract

Kampung Tua Tanjung Uma is an old village in Batam City. Land conflict occur in Kampung Tua Tanjung Uma, between the Kampung Tua Tanjung Uma’s society, Badan Pengusahaan Batam (BP Batam), and the third party. The purpose of this research is to knows first, how Kampung Tua’s land management, second, the causes of land conflict in Kampung Tua Tanjung Uma, and third, actors who have a role in handling Kampung Tua Tanjung Uma land conflicts and how is the role of those actors.The kind of this research is descriptive qualitatuve research methods. Location of this research conducted in Kampung Tua Tanjung Uma Kecamatan Lubuk Baja Kota Batam Provinsi Kepulauan Riau. The thecniques of data collection is done by interview and documentation. While data analysis done by analyzing results of interview and documentation.The result of this research and study about Konflik Lahan Kampung Tua Tanjung Uma Kecamatan Lubuk Baja Kota Batam Provinsi Kepulauan Riau Tahun 2004-2016, can be concluded that Kampung Tua’s land management in Batam City is ruled by Badan Pengusahaan Batam (BP Batam) because Keppres Nomor 41 Tahun 1973 is still valid. The cause of land conflicts is because legality of Kampung Tua land is unclear and the process of determination the land area not being agreed between Kampung Tua Tanjung Uma’s society, Badan Pengusahaan Batam (BP Batam), and Pemerintah Kota Batam. Actors who take a role in handling conflicts are Pemerintah Kota Batam, Dewan Perwakilan Rakyat Daerah Kota Batam, Lembaga Adat Melayu Kota Batam, and Rukun Khazanah Warisan Batam. The role conducted done by mediator and facilitator, and Rukun Khazanah Warisan Batam also take a role to accomodate Kampung Tua’s society in Batam City.Keywords: Conflicts, Land Conflicts, Kampung Tua Tanjung Uma

Abstract

The National Health Insurance Program by the Health Social Security Organizing Agency is carried out as an effort to provide social protection in the health sector to participants to obtain health care and protection benefits in meeting basic health needs served by Health Facilities (First Level Health Facilities and Advanced Level Health Facilities). The participation of BPJS Health consists of Contribution Assistance Recipients (PBI) and Non-PBI Beneficiaries. However, one of the health facilities at the Awal Bros Hospital was identified as not providing good service, there were BPJS Health participants who did not feel the service benefits, such as inpatient rooms for class III KIS holders made difficult when using KIS, and participants' service information was not transparent BPJS Health. The formulation of the problem in this study, namely how and the inhibiting factors of health services to the Social Security Program at Pekanbaru Pekanbaru Bros Bros Hospital in 2017. The research method used was descriptive qualitative method with data collection instruments including interviews, study documentation related to the objectives research. The results of the study illustrate that the services carried out by the Pekanbaru Bros. Hospital Panam Hospital against the healthy Indonesian Cardholder community in 2017 have not run optimally, the health service benefits at the referral health facility (Initial Panam Pekanbaru Brochure) have not been felt by BPJS Health participants, where health has not been responsive and responsive in serving BPJS Health participants as well as referral administration tends to only be used for 1 (one) treatment so participants outside Pekanbaru City who need poor fees need additional fees for returning to medical treatment and receive referrals if routine medical treatment is needed against the same medical condition. Then information and complaints handling BPJS Kesehatan is more passive for BPJS Health participants with complaints that are online / information technology utilization rarely used by participants / economic community down as the main target of BPJS Health participants.Keywords: National Health Insur
