Abstract

Indonesia is a country with so many ethnic and indigenous therein, where it is estimated there are approximately 30 million people among them who live around the forest like the Talang Mamak tribe in Riau Province. Deforestation rate is so high and many alihfungsi forest to plantations or mining is an oppression against those who maintain forests for generations that became a local wisdom for them.This research was conducted in the village of River Raft Ekok Kulim District of Indragiri Hulu, which is the case in this thesis is the switch function Talang Mamak tribe indigenous forests into oil palm plantations aeral managed by a private company that is PT.Selantai Agro Lestari (SAL). Indigenous forest is actually set by the Government Indragiri Hulu along with the Regional Representatives Council Indragiri Hulu through SKB 31/SKB/II/2007 Number and Number 180/HK/II/2007 of 1800 hectares, thus causing conflict between communities and companies that establish oil palm plantations in the absence of land use permits (HGU) from the Ministry of Forestry. The study also looked at the efforts in the resolution of the conflict.This study used qualitative methods to conduct interviews and make observations to the study site in order to obtain data that would be material in this thesis.In the end, some conclusions can be drawn from the results of this study, namely, the establishment of oil palm plantations by private companies without any land use permits from the Ministry of Forestry, the presence of the sale and purchase of land by the public Talang Mamak, regional autonomy as the sustainability of forest destruction because, with facilitate the implementation of regional autonomy permits the release of such forestry Industrial Plantation Forest (HTI), Hak Guna Usaha (HGU) Mining License and others. Efforts in resolving this conflict is to report the conqueror fungsian indigenous forests to the Legislative Council Indragiri Hulu, through consultation and mediation through the National Land Agency.Keywords: Indigenous Forests, Transfer Function

Abstract

DMIJ Program is a program of the Government of Indragiri Hilir which is funded from the budget Indragiri Hilir. Through the Program Desa Maju Jaya Inhil Kembang Mekar Sari village self-help group with a population of 2681 inhabitants comprising several ethnic groups include Malays, Bugis, Banjar, Java and tiong hua. This research problem formulation What factors affect the Budget Allocation Management Program (DMIJ) in Kembang Mekar Sari subdistrict Keritang Inhil District. The purpose of this study to determine Management Budget Allocation Program Desa Maju Inhil Jaya (DMIJ) in Kembang Mekar Sari subdistrict Keritang Indragiri Hilir 2014 and to determine the factors that affect the Management Budget Allocation Program Desa Maju Inhil Jaya (DMIJ) Village Kembang Mekar Sari subdistrict Keritang Indragiri Hilir 2014. this research was conducted in Kembang Mekar Sari subdistrict Keritang. The method used is a qualitative research, data collection techniques are interviews, observation and documentation. Based on the findings that the process of planning, budgeting, disbursement mechanisms have been run in accordance with the PTO DMIJ. While in the process of using Budget Allocation Program DMIJ already well underway, although still not optimal. The functional supervision of supervision conducted by the District Government and the District Government Inhil Keritang the form of reporting, should be done every month (Periodic Report). However, in practice only done twice. The fact has not happened yet direct supervision by the community in the management of Program Budget Allocation DMIJ. Actual administrative accountability has not been carried out correctly, which is held only twice, in the reporting process phase I and phase II. Public participation was one of the factors that support the management of Program Budget Allocation DMIJ. Culture of mutual aid society is the potential of the village in the management of Program Budget Allocation DMIJ in community empowerment. Abstract

Success or failure of an organization partly determined by the quality of its leaders who have senteral function in their duties especially in the area of leadership that has customs that are still thick. Leadership in the philosophy of traditional customs have tigo sajarangan Furnace (Tali Tigo Sapilin) that must be adhered to by every leader in kenagarian, not all leaders can menjalannkannya. Muslim father Datuk Payung Diaceh received recognition from the community and demonstrated with the award for best national villages in 2011. This study used a qualitative method that seeks to provide an overview of the status of the case, known as descriptive research. Descriptive research is research that systematically illustrates the facts or characteristics of a particular population factually and accurately. Abstract

63277The role of the state in providing services to the community should be based on the basic values of Pancasila social justice for all Indonesian people, including in reducing social welfare issues. under the Act of 1945 in Article 34 Paragraph 1 mentioned the poor and neglected children who are maintained by the state, with this Government Pekanbaru Pekanbaru City Regional Regulation No. 12 Year 2008 concerning the social order in which the regulation is described in Chapter 1 Article 1 Paragraph 20, which reads "Social Guidance is a series of activities to grow, increasing the willingness and ability to target social skills counseling to enable them to carry out their social function normative", and verse 22 which says "Treatment is a process or way of preventive action, repressive and rehabilitative services to homeless and children in order to humanize back bums or beggars and children who have trouble on the streets ". Based on some of the phenomena that occur in the field, the writer can formulate the research title "The Role of Social Service and Pekanbaru City Cemetery In Tackling Neglected Children in 2013". A fundamental problem in this research is the large number of abandoned children who have not been scouted as many as 2750 inhabitants that the authority of the government in this regard is the role of the Department of Social and Pekanbaru City Cemetery, then there are many factors inhibiting the implementation of coaching and training both internally and externally. Theory (approach) that I use as a tool of analysis in this study is the role of theory, policy and coordination. While the methods used in this study is a qualitative method, which seeks to analyze the role and constraints derived from observations and aim to reinforce and strengthen a theory so as to obtain information about the current situation. Data collection techniques in this research is to use the techniques of observation, interviews and documentation. It can be concluded in this study that the role of the Department of Social and Pekanbaru City Cemetery is not working as it should because in reducing waif there are still some good in the process of empowerment and service that has not been optimized in accordance with Regulation 12 of 2008 on the Social Order. Then there are many factors that hinder the role of the Department of Social and Pekanbaru City Cemetery ie Internally form of budget, human resources and infrastructure. As well as external human resources and infrastructure that it is still lacking. Abstract

The administration of the village administration is a subsystem of the administration of government, so that the village has the authority to regulate and manage the interests of the community. Village Community Empowerment is an effort to develop community independence and prosperity by increasing knowledge, attitudes, skills, behavior, abilities, awareness, and utilizing resources through the establishment of policies, programs, activities, and assistance in accordance with the essence of the problems and priorities of the needs of the village community. The implementation of community empowerment activities carried out by the Raja Bejamu Kepululuan Government should be able to socialize that community participation in governance and development of Kepululuan is very important.               This study aims to describe the Implementation of Community Empowerment Activities in Raja Bejamu District Chief of Sinaboi District, Rokan Hilir District in 2016. The location of this research was conducted in Raja Bejamu District Chief of Sinaboi District. Data collection techniques are done by interview and documentation. The method used in this research is qualitative descriptive.               Empowerment emphasizes the process of giving people the ability to be empowered, encouraging or motivating individuals to have the ability or empowerment to determine their life choices. Based on the results of the study showed that the implementation of Community Empowerment Activities in the Bejamu King's Commitment in Sinaboi District, Rokan Hilir Regency in 2016 was not optimal, where the goal of implementing community empowerment for the creation of community independence had not been achieved, this was caused by the first three (3) factors due to lack of budget, the second is Quality of Human Resources, and thirdly the Lack of Participation of the Bejamu Raja Kepululuan Society. Keywords: Implementation, Society Empowerment

Abstract

This research was motivated by the arrangement and guidance of Street Vendors in Simpang Baru Village, Tampan District, Pekanbaru City. Based on the Regional Regulation of Pekanbaru City Number 11 of 2001 concerning the Arrangement and Development of Street Vendors is one of the potential national development is the informal sector business, including the street vendors need to get guarantees including protection, guidance and regulation in making efforts to be efficient and effective and improve their welfare. This study directs how the evaluation of Regional Regulation No. 11 of 2001 concerning the Arrangement and Development of Street Vendors was carried out in Tampan Subdistrict, Pekanbaru City and the factors that influenced the Street Vendor Arrangement and Coaching conducted in Tampan District, Pekanbaru City. This research is a qualitative approach research, this research was conducted in Kuantan Singingi District, the technique used to collect data in this study was interviews and documentation. Based on the results of the previous research and discussion, several conclusions can be taken, namely the concept of coaching in Article 7 of Perda Number 11 of 2001 focused only on efforts to provide guidance and counseling. The pattern of guidance and counseling is not explained in detail, and does not move on how to create empowered street vendors and obtain legal protection. While the concept of supervision carried out by the Pekanbaru City Government does not also mention which agencies are authorized to supervise and how the supervision pattern will be carried out.Keywords: Policies and Street Vendors

Abstract

In order to maintain the administration of the village administration performing well, of course, the village chief should be able to utilize the village office as the administrative services of the village administration, village office is the center of government and public services in the village. The purpose research is to examine the use of village office as a service of public administration Village in the Village Pebaun Hilir Sub district Regency Kuantan Kuantan Mudik Singingi 2015 and to know the utilization constraint village office as the administrative services of the village administration in the village of Pebaun Hilir Sub district Regency Kuantan Kuantan Mudik Singingi 2015.This research was conducted in the village of Pebaun Hilir Subdistrict Regency Kuantan Kuantan Mudik Singingi. The method used is a qualitative research, data collection techniques are interviews, observation and documentation. Based on the survey results revealed that Village Office Pebaun Downstream never be used again, because of a dispute between one of the residents as owners of land by the village government. Administrative services carried out in the home village of the chief. Abstract

The construction of hotels in the city of Pekanbaru in the last two years rose sharply, even the city government has issued a permit as many as 15 licenses good for a budget class hotels and 5 star hotels (five). Many of the buildings that stood in the city of Pekanbaru (Hotel) largely devoid Waste Installation (IPAL) in accordance with the provisions of Law number 32 Year About the Environmental Protection and live Management .IPAL is a device engineering equipment and equipment that processes / process liquids the rest of the industrial production process, so that the liquid is discharged into lingkungan.IPAL worth it is very beneficial for humans and other living organisms, other natara: Processing of domestic or industrial waste water, so that the water can be used again according to the needs of each, so that waste water which will be piped to the river is not polluted, and that the biota-organisms in the river is not dead.This study aims to determine the expected results of this study could be a starting point to conduct a deeper study of the implementation of decentralization, especially the readiness of local government structures in an effort to further streamline the supervision and feed into the overall development policy making. This study used qualitative methods and types of data collection using document review, interviews and observation, while the data processing procedures and data analysis using descriptive qualitative.It can be concluded, the City of Pekanbaru basing policy monitoring environmental permit hotels, guesthouses and inns on the mechanism of legislation exist, capability or ability of the administration of the City of Pekanbaru in monitoring environmental permit hotels, guesthouses and inns are considered adequate, the capabilities of the budget / fiscal support the environmental permit oversight hotels, guesthouses and inns are adequate and likely to get attention for environmental issues are fundamental and targeted directly to the public.Keywords: Capability, Decentralization Political, Administrative and Fiscal.

Abstract

Among 12 (twelve) sub-districts in the City of Pekanbaru, Tenayan Sub-Feast that most of the inhabitants of poor category. The aim of the research to know the City of Pekanbaru Government partnership with the Community Social workers in the sub-district Tenayan Feast of the City of Pekanbaru years 2014-2015 and to know the obstacles in Pekanbaru City Government partnership with the Community Social workers in the sub-district Tenayan Feast of the City of Pekanbaru Year 2014-2015.
