Abstract

This study aims to determine Pekanbaru City Government's efforts in developing songket as a superior product. As for the background of this study is that the policy of development of songket not run well. Development of songket weaving has not led to the effort to preserve and popularize songket. Songket is only known in certain circles. This research applies the theory of the role of institutions, while the method used is the method of research with a qualitative approach. The data obtained with interviews and documentary data analysis to further analyzed by descriptive analysis method. This study shows that the development of Songket Weaving crafts made by the City of Pekanbaru has not gone well, walaunpun all coaching programs have been implemented but the results "not optimal". Indeed, the coaching and development program has been carried out, but in the aspect of the creation of business climate, financing, guarantees and partnerships not run as expected both by businesses and by the government itself. While on the development aspects of the entrepreneurial spirit of the new government limited to conduct seminars and training that it is only a formality. Abstract

Symptoms of the highlights of this study is the low rice production area as well as food insecurity levels are high enough in Indragiri Hulu. Food security means food security conditions of both quantity and quality, safe, nutritious, diverse, equitable and affordable by the people's purchasing power. In addition to the threat of land conversion that continue to occur, the level of food insecurity is also due to the low price of rubber and palm oil have an impact on people's purchasing power. This study applies the theory of the role and implementation of policies with particular emphasis on programs conducted by BP4KKP in improving food security in Indragiri Hulu. Furthermore, this study used qualitative methods, implemented in particular in BP4KKP. The data obtained through the interview and literature study that supports extracting comprehensive information to further analyzed through descriptive analysis techniques. These results indicate that the Executive Agency of Agricultural Extension, Fisheries and Food Security Godhead (BP4KKP) in efforts to improve food security in the rice sector have carried out the planning and implementation of activities in accordance with the duties and functions given to BP4KKP. Despite the fact that efforts to increase food security in the rice sector faced constraints land conversion of agricultural land into plantations. The findings of subsequent studies is that the factors that affect BP4KKP in improving food security is the coordination does not go smoothly between the provincial government and district / city, the diversity of food and balanced nutrition for the consumption of the population Riau that still need to be improved, the prevalence of potential areas of food insecurity, lack of resources manpower and limited funds the implementation of activities.Keywords: Food Security, Roles, Policie

Abstract

Leadership or leader was important for sustainable success as a leader it is concerned with the direction, vision and focus on the development of a region, the success or failure of a person's economic development depends on leaders. This study was conducted to determine the leadership of Regent Siak in the field of economic development is applied, in this case the Regent Siak adopts a democratic leadership, Writer Want to examine more about Regent Siak Leadership in Economic Development Sector Period 2011-2016.The problem in this research is how the leadership of Regent Siak in the field of economic development and how the economic development of Siak and what are the factors that influence the economic development of Siak. The purpose of this study was to determine Siak district leader in the field of economic development, to determine the economic development of Siak and to determine the factors that influence the economic development of Siak. This study used a qualitative approach with descriptive qualitative research methods. The informants namely Regent Siak. Namely data collection techniques with interviews to determine the extent of the Regent Siak leadership in economic development. Qualitative data analysis technique that is performed on the data, in this case in the form of qualitative data informaasi then linked with other data to gain clarity and truth.Results of this study was the Regent of Siak in running the leadership has the properties that form in itself, namely intelligence, maturity and flexibility of social relationships, motivation and encouragement of achievement and attitudes of human relationships. In the development process prekonomian have seen that the economic development indicators such as per capita income, economic structure, savings rates, quality of life index, the human development index. Economic development can not be separated from the factors that affect the progress of, among others, resources, culture within the bureaucracy, political, social, science and technology.Keywords: Leadership, Economic Development

Abstract

His paper aims to determine the factors that contribute to the expansion in the village of Bantan Tua in 2012 and the problems that occur after the division in the village of Bantan Tua based Bengkalis District Regulation No. 09 Year 2012. In addition, are the focus of this study is problematic post-expansion occurs in the village of Bantan Tua Regional Regulation Number Kabupuaten Bengkalis 09 In 2012, causing symptoms and problems that occur after the realization of the expansion in 2014 until today. The method used in this research is using descriptive qualitative method. Data collection techniques using field studies and literature with primary and secondary data sources is to conduct direct observation of the object under study, and interviews where the researcher held a question and answer directly to the informant in connection with the problems examined and supported by secondary data.The results showed that the division in the village of Bantan Tua had no significant impact that can be seen from the factors that contribute to the expansion in the village of Bantan Tua in 2012 that the motive for efektifvitas efficiency of public services and government administration village; tendency to homogeneity between ethnic Malay and Javanese; their physical indulgence which is guaranteed by the Act, and the problems that occur after the division in the village of Bantan Tua based Bengkalis District Regulation No. 09 In 2012, namely violence between youths and the village of Bantan Tua and Pasiran; annexation and capital problems Bantan Tua Village; the seizure of assets.Keywords: Problematic, Expansion, Bantan Tua Village

Abstract

management is a social phenomenon in the city of Pekanbaru which is in dire need of government attention If the management of parking is not supervised properly then it is certain the government will be difficult to make the arrangement of the city and the problems that occur will affect the unstable reception area were obtained from the parking sector itself Organizers and Management Perparkiran Pekanbaru City area under Regulation No. 3 of 2005 on Amendment Pekanbaru City Regional Regulation No. 14 Year 2001 on the Implementation and Management Perparkiran is the Department of Transportation, Communications, and Information Technology. Here are the phenomena that occur in the parking that occurred in the District Sukajadi Found occurrence of fluctuating revenues parking fees on public roads, caused by parking attendants who are not depositing evidence or parking ticket to the Department of Transportation, No cooperation contract between managers with executive parking as specified in Local Regulation, Karna no cooperation contract, the impact on the irregular implementation of management including the implementation of the field by the parking attendant, triggering disorder vehicular traffic, is still a parking attendant who did not give tickets to the public parking that impact the proceeds from the public parking fees. This research is a descriptive study, in which the author presents and describes how to control the transportation bureau and informati on parking in the city of Pekanbaru a case study in District Sukajadi. And to know the factors that affect the parking supervision. The technique of collecting data is to interview and the key informant is a team of surveillance, parking attendants and community leaders. Results of the study found that the supervision has not been done optimally This is because the weakness of the sanctions provided for parking attendants were violated and the number of supervisors who lack the resulting lack of supervision performed so many illegal parking. As for some of the factors that affect the implementation of parking control in the city of Pekanbaru is a human resources (HR) as quality inspectors and the number of supervisory personnel in the field, limited funds to conduct surveillance and a lack of community participation factor against parking in the district Sukajadi.Keywords: monitoring, setting standards, corrective actions

Abstract

Availability of village finances is one of the main components in the implementation of rural development. It is necessary ability of government finances rural villages to manage effectively and efficiently. In supporting the success of development in the village of the central government provides financial assistance directly called by the village fund as it is regulated in Government Regulation No. 60 of 2014 which the village fund is prioritized for rural development and empowerment of rural communities. Village government capacity to manage the funds of this country need to be considered to see that new funds this village was held for the first time in the year 2015. This study aims to determine the capacity of governments to manage funds rural village in the village of Bukit Batu sub-district Dompas Bengkalis year 2015. This study uses qualitative research with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. From these results, it can be concluded Dompas village government's ability to manage the funds so far only a recipient country budgets and implementing activities. The village government or the media just as responsible actors in using the budget but has not been able to design a government management in managing finances effectively and efficiently village. Policies manage village funds issued by the central government in 2015 as a forum to support the welfare of people in developing Dompas village is more simply done by providing facilities for rural development whose impact is not so perceived by society. It can be said that the village fund as governments are still not optimal and have not been implemented as the purpose of the village fund in Government Regulation No. 60 of 2014 on the village fund.Keywords: capacity, management, and village government.

Abstract

The steps of the success of the Air Emas Village Government to represent Riau Province in the 2017 national level Bakti Gotong Royong Masyarakat (BBGRM) Community Contest need to be appreciated and emulated by other villages where the success of Air Emas Village in 2017 at the National Level BBGRM competition is not free -steps that the village government applied. Therefore, it is necessary to know the steps in order to be able to make referrals by other villages.                                                                                       This study aims to analyze the steps taken by the government of the Golden Water Village in Ukui District, Pelalawan Regency so that they can represent Riau Province in the 2017 National Community Service Month Competition. This research uses a qualitative method with a descriptive approach. Data collection techniques used were interview techniques and documentation. The results of the study can be concluded that the steps of the Air Emas Village Government in representing Riau Province in the 2017 National Level Community Service (BBGRM) Month are collaborating with the government and PMD to form the BBGRM Village Implementation Team, conducting deliberations to determine and determine the fields that will be planned in BBGRM activities are planning various things related to BBGRM, both funding, regulations related to BBGRM, parties involved in the implementation of BBGRM, and parties that move the community to participate in mutual cooperation in BBGRM activities. Abstract

This study relates to the Village based on Law No. 6 of 2014 concerning Villages, then based on Government Regulation No. 43 of 2014 concerning the implementation of Law No. 6 of 2014 the implementation of village escort duties in Deluk Village Bantan District, Bengkalis Regency based on Ministerial Regulation Village No. 3 of 2015 concerning Village assistance, as an activity to carry out community empowerment actions through village assessment, organization, direction and facilitation. This study discusses how the implementation of mentoring tasks in Deluk Village, Bantan District, Bengkalis Regency in 2015-2016, what are the inhibiting factors Village assistants in carrying out community empowerment programs, the purpose of this study is to find out the implementation of mentoring tasks in the Village of Deluk, Bantan Sub-District, Bengkalis Regency in 2015-2016, to determine the inhibiting factors of village assistance in carrying out community empowerment programs. This type of research is qualitative, to describe the real conditions in the field systematically and accurately related to the field based on certain facts (information). The method of data collection is done by interview, documentation, and observation in the field. The results of the study explained that the village bureaucracy in the Delux Village was quite clear regarding the task of implementation both for the PLD (Village Local Companion) through the SOP (Standard Operating Procedure) from the Center and Village Facilitators from the District through the Technical Guidelines, in terms of fieldwork there are Village facilitators who are not optimal in carrying out their duties. For communication Village Facilitators in Desa Deluk have coordinated well which can be seen from the attendance of the coordination meetings conducted. For Village Assistance Resources, they have understood the main tasks and functions, but specifically for PLD, they have not played an optimal role in the Village. Factors that can be a barrier to Village facilitators in carrying out their tasks are the lack of support from the community and the Village Government and the quality and quantity of Village Facilitators themselves. Abstract

Fostering the orderly administration of the Village Administration in the Village District of Bandar Petalangan has not run optimally. Problems in research formulated the problem How camat role in fostering the orderly administration of the Village Administration in the District Bandar Petalangan Pelalawan Year 2013-2014? The purpose of this study was to determine the role in the formation of orderly administration camat Village Governance in the District Bandar Petalangan Pelalawan Year 2013-2014 and know the resistance camat role in fostering the orderly administration of the Village Administration in the District Bandar Petalangan Pelalawan Year 2013-2014. This study used a descriptive approach quantitative methods. For sample use sampling techniques purposife. Data collection techniques used were questionnaires, interviews and documentation. Quantitative analysis along with the data quality of a percentage (%).The results of this study can be concluded that the role of Head in fostering a village chief in the district of Bandar Petalangan Pelalawan in the provision of guidance, mentoring, providing referrals, provision of training and supervision are less instrumental category. Barriers role in fostering the orderly administration Head of the Village Administration in the District Bandar Petalangan Pelalawan namely: lack of planning and experience Head Bandar Petalangan in providing guidance to the orderly administration of the Village Administration. Besides that become barriers camat the Village Governance in the District Bandar Petalangan Pelalawan low level of education and thinking Village Government in managing and taking care of his village. Government District of less aware of its responsibility as the supervisor of the implementation of the orderly administration of the village administration. Abstract

Population Administration is a very important role in development, where the system of Population Administration can be known about the population data and information in accordance with the state of the population and about the condition of the area of residence of the population. Provisions governing the Village Administration are regulated in the Minister of Home Affairs Regulation No. 47 of 2016 on Village Administration of Village Heads authorized to organize Village Administration. The village head implements village administration assisted by village officials. Village Administration is implemented in the framework of: Governance, Development Implementation, Community Development, and Community Empowerment.The research method used in this research is qualitative research, with the focus of research: (1) The Role of Village Government in Population Data Collection In Bandur Picak Village Koto Kampar Hulu Sub-District (2) Factors Influencing Implementation of Role of Bandur Picak Village Government in Population Data Collection in Bandur Picak Village.The result of the research is that the implementation of the role of village government as the administrative organizer of the village has not been maximally can be seen from the implementation of the role of village government, in data collection and handling of moving documents, there are still many immigrants who have no identity including the letter moved from their place of origin. While the sanctions provided by the village government are not in accordance with the rules contained in the village regulations.
