Abstract

Republic of Indonesia Law No. 6 of 2014 concerning Villages that the Village Head is the village Government whose task is to carry out village governance, carry out village development, foster village community development, and empower the village community. The village head is elected directly by the village residents who are citizens of the Republic of Indonesia who meet the requirements with a term of 6 (six) years. The problem formulation in this research is how to Evaluate Government Policy on the Implementation of the Election of the Head of the Simultaneous Village in Pangkalan Panduk Village, Kerumutan District, Pelalawan Regency in 2018?               This research was conducted with the aim of describing the evaluation of the Regional Government Policy towards the implementation of the selection of the Serentak Village Head in Pangkalan Panduk Village, Kerumutan District, Pelalawan Regency in 2018. This research was a descriptive study with a qualitative approach. The location of this research was carried out in the village of Pangkalan Panduk. Data collection techniques used were observation, interviews and documentation. The data analysis technique used is descriptive and qualitative methods.The results of this study illustrate that the Regional Government Policy of Pelalawan District Against the election of the Village Head. Mr. Jahar did not receive the candidate for Village Head number 1 on the recapitulation results of the Village Head Election which was very thin because his vote was chosen because the Pangkalan Panduk Village Head election committee was cheating. The fraud was due to the refusal of voters, voters who had been registered on the Permanent Voter List and had brought invitations during the election, the Actions of the Regent who did not summon and did not facilitate a lawsuit from the candidate for the Village Head to raise objections and prove the grounds for the lawsuit in the attempt to settle the sangketa. It is known that the factors influencing the evaluation of the Pelalawan District Government's policy in the Pangkalan Panduk village because the Regent's Acts and Decisions are contrary to the prevailing laws and regulations. Abstract

Recognition and protection towards customary law communities in Kampar Regency are inevitable, remembering that the existence of these communities far before the establishment of this nation. A very progressive response was issued by the Regent of Kampar by Forming Registration Team for The Establishment of Customary Law Communities, Customary Territory, and Customary Forests in Kampar Regency. The Registration Team came from local government organizations, national land agencies, academicians, ministries element, non-governmental organization, and customary community institution shows collaboration that involves state actors. This collaboration successfully initiates the acknowledgment toward customary law communities and customary law with the release of Regent Decree in some areas under the Kampar Regency. This study uses a qualitative method with the type of phenomenological research. This collaborative governance is initiated by NGOs that focus on the environment and sustainable development. dominance is still found in the implementation of duties, the unequal power / authority of all parties, conflicts of interest, political will from regional heads and communication and coordination issues are still major obstacles.

Abstract

The agricultural sector is one of the national development agendas in order to strengthen the resilience of the nation's economy. This is marked by the issuance of Law Number 41 of 2009 concerning Protection of Sustainable Food Agricultural Land. This sustainable agricultural sector can be said to be successful if the development of agricultural businesses, reliable and quality human resources and is supported by complete facilities and infrastructure can be fulfilled and run well. One of the villages in Kuantan Singingi Regency, Riau Province, namely Koto Tuo Village, has the potential for quite high agricultural products. This advantage should be a valuable asset to increase the diversity of people's food consumption. Koto Tuo Village is a village that is able to manage and utilize the wealth of its own village, besides that Koto Tuo Village has also distributed its agricultural products in Kuantan Singingi Regency. Although agricultural crops have varied, they are still dominated by rice.This study seeks to answer the researcher's questions as follows: How the Cooperation between the Stakeholders of Kuantan Hilir Subdistrict in Supporting Koto Tuo Village to Get the Adhikarya Pangan Nusantara Trophy at the Provincial Level, what are the supporting factors of the Koto Tuo village government in achieving Adhikarya Pangan Nusantara at the Provincial Level. This type of research used by the author in this study is descriptive. Data collection techniques are interviews, literature study and documentation. The data analysis technique in this study was carried out qualitatively.The results of the study explain that in achieving Adhykarya Pangan Nusantara's achievements, Koto Tuo Village requires collaboration between Village Government Stakeholders and guidance from the Village Head. In Cooperation, there is also a need to build partnerships, namely voluntary and cooperative relationships between several parties, both government and private, where everyone agrees to work together to achieve common goals and fulfill certain obligations and bear risks, responsibilities, resources, capabilities and benefits together.Keywords: Cooperation, Stakeholders, Village Government, and Development

Abstract

Law Number 23 of 2006 concerning Population Administration, this Population administration contains the regulation and formation of a system that reflects reforms in the field of Population Administration. But in reality, the implementation of population administration management, especially in the E-KTP sector, has not yet been realized based on the management strategy stated in the Strategic Plan of the Population and Civil Registration Service of Kampar Regency for 2017-2018. The formulation of the problem in this study is how the Strategy of the Department of Population and Civil Registration of Kampar Regency in Population Administration Management for 2017-2018? .This study aims to (1) describe the strategy of the Kampar Regency Population and Civil Registration Service in managing the 2017-2018 population administration, (2) describe the factors that hinder the strategy of the Kampar Regency Population and Civil Registration Service in managing population administration for 2017-2018. This research is a descriptive study with a qualitative approach. The location of this research was conducted at the Department of Population and Civil Registration of Kampar Regency. Data collection techniques used are through interviews and documentation. The data analysis technique used is an interactive analysis model.The results of the study concluded that based on the observations and analysis of researchers on the realization of the implementation of administrative management strategies, especially in the field of E-KTP by the Department of Population and Civil Registration of Kampar Regency 2017-2018, it is still not optimal based on the service strategy stated in the Strategic Plan. The efforts made by the Population and Civil Registration of Kampar Regency are influenced by internal factors and external factors. Internal factors are inadequate human resources, as well as limited facilities and infrastructure. While external factors are low participation and understanding of the community as service users in carrying out administrative services, especially the management of E-KTP at the Department of Population and Civil Registration of Kampar Regency.Keywords: Service Strategy, E-KTP Administration Management, Inhibiting Factors

Abstract

The purpose of this study was to determine the coordination between the Riau Natural Resources Conservation Center, the Village Government and the Traditional Institutions, in maintaining local wisdom of Buluh Cina Village Nature Park in 2017-2018. Then to find out the implementation of the development program of the Buluh Cina Village Nature Tourism Park which was formed by the Riau Natural Resources Conservation Center in 2017-2018In addition, it is also to determine the inhibiting factors of the coordination of the Riau Natural Resources Conservation Center, Village Government and Traditional Institutions in maintaining local wisdom of Buluh Cina Village Nature Tourism Park.            This study uses a qualitative method that describes the data descriptively. The data collection techniques used were interviews and documentation. The data source used in this study is primary data and is supported by secondary data, namely related documents. The data source used in this study is primary data and is supported by secondary data, namely related documents.            The results and discussion of this research is the transfer of function from the Rimbo Tujuh Traditional Forest in Buluh Cina Village to a Conservation Area, namely a Natural Tourism Park which is managed by the Riau Natural Resources Conservation Center. This change in function was marked by the issuance of a Decree of the Minister of Forestry of 2014 concerning the Designation of the Chinese Buluh Nature Park covering an area of 963.33 Ha. There are coordination problems between stakeholders, namely the absence of formal arrangements specifically related to technical coordination. In addition, there are differences in interests in managing and maintaining the Nature Tourism Park in Buluh Cina Village by stakeholders.            Apart from the problems that occur in the coordination, It can also be seen that there are several types of activities related to synchronization in managing and maintaining local wisdom of Buluh Cina Village Nature Park. There is a common goal in maintaining and developing the potential of local wisdom at Buluh Cina Village Natural Park through several programs established by the Riau Natural Resources Conservation Center. There are inhibiting factors related to coordination between the Riau Natural Resources Conservation Center, the Village Government and the Traditional Institutions, namely the dominance of the Riau Natural Resources Conservation Center, no joint arrangements related to coordination, no special budget related to the management of the Buluh Cina Village Nature Park and the non-smooth communication relationship between the Riau Natural Resources Conservation Center, the Village Government and the Traditional Institution. Keywords: Coordination, Local Wisdom, Nature Tourism Park

Abstract

Headman election is the exercise of people's sovereignty in the village in order to elect a headman who is direct, general, free, confidential, and fair. The headman election in Kuantan Singingi Regency was held on Wednesday, September 11, 2019, which was attended by 94 villages in 15 Districts, in Benai District there were 5 villages that will participate in the headman election, namely Banjar Lopak village, Tebing Tinggi, Banjar Benai, Pulau Ingu and Simandolak village. The number of Permanent Voters List (DPT) in Tebing Tinggi village is 1,212 people, consisting of 578 men and 634 women. Andrisman managed to collect the most votes, namely 412 votes. Andrisman is an entrepreneur who is running for the first time as headman. Andrisman and his success team have a work program and excellent vision and mission that led him to win to become headman. Andrisman has 2 organizational experiences, namely as chairman of the Tebing Tinggi village line in 2013-2018 and youth leader of  Tebing Tinggi village in 2013-2017. With this social capital he is able to be known, mingle, and captivate the hearts of the community.This study seeks to answer the researcher's question, namely how Andrisman's political strategy in the headman election in Tebing Tinggi Village in 2019. This research also aims to describe Andrisman's winning strategy in the village head election in Tebing Tinggi village in 2019. This type of research used by the author in this study is descriptive. Data collection techniques are interviews, literature study and documentation. The data analysis technique in this study was carried out qualitatively.The results of the study explained that Andrisman's political strategy in winning the headman election in Tebing Tinggi village was political marketing consisting of 4P of marketing mix, namely Product, Promotion, Place (placement), Price (cost). Political marketing is carried out by campaigning or socializing Andrisman along with his vision and mission and community work programs by visiting residents' houses, campaigning to mosques or surau, visiting farmer and livestock groups. Keywords: Political Strategy, Political Marketing, Political Campaign.

Abstract

Kampar Regent Regulation number 10 of 2015 concerning "The Pattern of Governance of the Regional Public Service Agency of the Bangkinang Regional General Hospital", this policy contains the BLUD in Bangkinang Hospital along with technical/rules in carrying out their service duties. The essence or purpose of this BLUD requires hospitals to be better able to create efficiency in improving the quality of better services. set standard. There are complaints of inpatients against slow medical treatment and it is known that inpatient Human Resources (HR) are still weak, and from some of the employees on duty in the inpatient care there are even those who do not fully understand the rules/policies.The purpose of this study is to describe the implementation of the Regional Public Service Agency Governance Pattern (BLUD) policy at the Bangkinang Regional General Hospital on the implementation of services in inpatient service units in 2018. This study uses the theory of Policy Implementation by Edward III. With descriptive method, this type of research is qualitative. The types of research data are primary data and secondary data. Data collection techniques with documentation and interviews. Qualitative descriptive data analysis techniques.The results of the study indicate that the implementation of these policies in 2018 is generally in the not good enough category. The aspects that support the results of this research are; 1). The communication aspect has not been implemented optimally, 2). The resource aspect is quite effective, 3). Aspects of disposition, showing a fairly good response, and 4). Aspects of the bureaucratic structure with the dimensions of standard operations and procedures (SOP) of BLUDs have been well guided, only need to increase the consistency of employees to stricter rules. It is known that the obstacles faced in the inpatient service unit at that time were; 1). there are several employees who are hospitalized who do not fully understand the contents of the policy, 2). employee indiscipline, 3). inpatient installations are still a little short of staff/medical personnel, 4). One of the delayed revenues of the Bangkinang Hospital caused the hospital to be slightly short of funds, so that it had an impact on the employees and also the quality of the services at the hospital.Keyword: Policy Implementation, Service, BLUD.

Abstract

Paradigma kemitraan multi-stakeholder layak menjadi alat analisis dimana Multi-Stakeholder Partnership (MSP) menekankan pada keterlibatan sektor publik, swasta, dan masyarakat sipil yang berorientasi pada membangun dialog dan kolaborasi konstruktif berbasis kesukarelaan. Tujuan penelitian adalah mengeksporasi model proses pencegahan dan pengendalian COVID 19 di Kota Pekanbaru melalui perspektif MSP. Kota Pekanbaru yang merupakan ibu kota Provinsi Riau tercatat sebagai wilayah dengan penyebaran dan kasus positif COVID-19 tertinggi dibandingkan wilayah lainnya. Empat fase utama dalam MSP yang diuraikan dalam makalah ini adalah inisiatif, perencanaan adaptif, tindakan kolaboratif dan pemantauan refleksi. Tulisan ini didasarkan pada hasil penelitian dengan menggunakan metode kualitatif dengan analisis eksploratif. Hasil penelitian menunjukkan bahwa MSP tertuang dalam struktur formal yaitu terbentuknya satuan tugas penanganan COVID 19 di Kota Pekanbaru yang terdiri dari multistakeholder dan terbagi dalam beberapa bidang kerja dan turunannya. struktur ke tingkat masyarakat. Formasi ini tidak serta merta menunjukkan adanya kemitraan yang baik, masih terdapat permasalahan terkait dominasi struktural kekuasaan formal dan dinamika sosial mengenai ambiguitas dan kompleksitas keanggotaan. Selain itu, aspek ketergantungan antar aktor serta kesetaraan dan kepercayaan juga menjadi permasalahan yang menunjukkan MPS belum optimal dalam mengimplementasikan kebijakan terkait pencegahan dan pengendalian COVID-19.

Abstract

This study aims to determine the management of village cash land in the Village Banjar Panjang Kerumutan District Pelalawan District 2001-2016 and to determine the inhibiting factors in the management of village cash land in the Village Banjar Panjang Kerumutan District Pelalawan District 2001-2016. This research uses qualitative research method with descriptive research type which describes about problem and solving to research subject with clear and detail. This research found that the management of village cash land in Banjar Panjang Village Kerumutan sub district still run well, because the implementation still exists for personal interest by planting palm on the village treasury land, restan land, wakaf land and public facility land, so the village To get no income. The inhibiting factor is not optimal the management of village cash land in the village of Banjar Panjang Kerumutan District Pelalawan District, among them are: Human resources who lack expertise in the field of inventory of infrastructure assets insufficient in the affairs of asset management, not periodic inventasrisasi, budget Too large, unclear evidence of ownership of the village treasury, and poor supervision. The conclusion is that the planning, implementation and supervision of village cash management in Banjar Panjang Village Kerumutan Sub District still run well. Inhibiting factors in the management of village cash lands may impede the development of villages is lack of expertise. Human resources, periodic inventory, lack of budget, unclear evidence of ownership on village cash lands and lack of supervision.
